ASEAN-Australia Summit Reiterates Commitment to Free Market, Anti-Protectionism ASEAN member countries and Australia have vowed to unite against protectionism and encourage North Korea to halt its nuclear development.“We are committed to the free and open market. We will also reject all forms of protectionism,” said an official statement from the Australia-ASEAN Special Summit 2018 which was held in Sydney on Sunday (3/18). Earlier this month, the global market was shaken by the resignation of Gary Cohn as US Economic Advisor of the White House following the announcement of import tariffs on steel and aluminum by Pre sident Donald Trump. He considered the policy to potentially increase the tension of global trade warfare. Bloomberg economists predict that if a global trade war takes place, at least US$470 billion will be lost from the global gross domestic product (GDP) by 2020.
Meanwhile, on the North Korean issues, ASEAN and Australia agreed that nuclear and ballistic missiles in the countries of Korean peninsula were a threat to the ASEAN region. They will push the denuclearization in Korean Peninsula in a thorough, verified, and comprehensive way. Concerned about the rising nuclear program in the North Korea, US President Donald Trump has also signaled that he agreed to meet with North Korean leader Kim Jong Un in the next few months to discuss
the issue. Singapore Prime Minister Lee Hsien Loong said that ASEAN and Australia would be cautious and support the development. “We hope the recent move can contribute to the world peace and stability forever,” he said after attending the summit. During the summit Australia and ASEAN also signed an agreement to strengthen cooperation in the intelligence sharing to hinder the ability of terrorists to communicate via digital messages in the region.
This comes as concerns arise from the impact of ISIS terrorists returning from the Middle East, with Indonesia and the Philippines being the most vulnerable countries. Malaysian Prime Minister Najib Razak also told the meeting on Saturday that violence to the Rohingya Muslim community in Rakhine, Myanmar, might also provide an opportunity for ISIS to recruit devoted members. “Now, the terrorism has become a threat to the ASEAN region, not only the domestic
problem of a country,” he said. In the meantime, Myanmar leader Aung San Suu Kyi met Australian Prime Minister Malcolm Turnbull on Sunday (3/18). Turnbull confirmed that the ASEAN-Australia Summit leaders discussed Myanmar’s ethnic violence with him on Monday (3/19). “This is a complex issue. Everyone wants to find a way to end the suffering that occurs in the conflict,” he said, adding that what happened in Myanmar was a humanitarian catastrophe. (KBN/TPP)
Jababeka Wants Morotai’s KEK Status to Become Authority Body PT Jababeka Tbk as the managing company of Morotai Special Economic Zone (KEK) hopes the government will change the status into an authority body to attract more investors. Such an authority body will be easier to manage the entire region of Morotai, especially in attracting the investors as it can guarantee the legal certainty of investments there. Founder and Chairman of Jababeka Setyono Djuandi Darmono said the authority body does not need to acquire the land as it belongs to the government, while in the KEK status the managing company has to acquire the land. The government, as the landowner, will automatically guarantee the legal certainty of the
land status. This will overcome the problem related land acquisition which usually becomes the obstacle in the realization of investments in an area. In KEK Morotai, for example, the certification of land has only reached 100 hectares (ha), while another 500 ha are still being processed by the National Land Agency (BPN). In fact, the land needed by Jababeka is 1,500 ha. If it is ruled by an authority body, the certification could be done faster. “My dream is that Morotai to be ruled by an authority body, like Singapore. Its government guarantees the legal certainty on the land status. Why can’t we apply it in Morotai?” said Darmono at the Coordinating Ministry
for Economic Affairs, on Friday (3/16). Being promoted as KEK tourism, Morotai has attracted many investors. According to Darmono, about 20 investors came to Jababeka every day asking about the investment opportunities there. A Japanese company is ready to build a 300-room hotel with an investment of US$50 million, he said. Some other investors, he added, want to serve Morotai historical tours, considering the island was occupied by Japan during the Second World War. “Japan also sees Morotai potential as a logistics center for Eastern Indonesia,” he said, adding that the chance to make the island ruled under an authority body is wide open because the

Subsequently, the proposal of this authority body must be approved by the House of Representatives (DPR). “We have conveyed the idea to the president and he supports it, but it will need a long way to go and lots of regulations,” Darmono said. KEK Morotai was established in 2014 after the issuance of Go-
vernment Regulation (PP) Number 50 of 2014. The appointment of Jababeka as the managing company of the KEK Morotai was decided under the Decree of Regent of Morotai Island Number 583.3/191/PM/2014. As the managing company of KEK Morotai, Jababeka has to build basic infrastructure, acquire the land, and realize the pioneering investment. The KEK status means the investments in Morotai will get incentives of tax holiday and tax allowance. According to the Finance Minister Regulation No. 104/PMK.010/2016, the tax holiday for investors in KEK is a reduction of corporate income tax by 20 percent to 100 percent. (CNN/TPP)
