The National Day of Mourning is held each year on April 28. The day was officially recognized by the federal government in 1991, but was launched eight years earlier by the Canadian Labour Congress. Smiths Falls and Perth are already preparing to hold their own. The day is meant to recognize the workers who are killed and injured, while working on the job, said president Danny Whitmore, of the Lanark District Labour Council. There are two services set for Perth and Smiths Falls. “We are adding a new name to the monument in Smiths Falls,” said Whitmore. “It’s Joe Drummond, who was killed in a construction accident in 2012. He was only 30 years old.”
Police chiefs will soon have to make reports on carding the public. New requirements, which will become law this July, regarding carding, more officially known as “street checks” were brought in by Queen’s Park in January, but there was a phase-in period to allow time for training and to allow chiefs and police services boards to get up to speed. In fact, according to David Tilley, police services advisor at the Ministry of Community Safety and Correctional Services, during a presentation at the Ontario Association of Police Services Boards (OAPSB) Zone 2 annual general meeting at the Crystal Palace on Friday, April 15, all police officers who have this type of interaction with the public “will be required to take this training,” on proper carding techniques and practices, before New Year’s Day, 2017. Tilley reminded the assembled that, once the new rules are in place, and the training carried out, a multi-year study will be brought in to study the effects. There are also many changes in line for the Police Services Act, which will likely include “better services regarding the vulnerable population,” he said. The Wynne government also wanted to see “a clear delineation between police boards and (their respective) chiefs of police, while maintaining that collaboration.” Fred Kaustinen, the OAPSB’s executive director, was also on hand at the Crystal Palace, said that changes to the Police Services Act, the so-called “Strategy for a Safer Ontario,” were necessary to deal with the issue of carding. “The governing bodies in question were unable to deal with the unintended consequences of carding,” said Kaustinen.

Marchers in the inaugural Perth Earth Day parade had plenty of reason to celebrate last Friday, April 22. Environmentalists believe in thinking globally and acting locally, and they were able to celebrate both that day, as Prime Minister Justin Trudeau had, earlier that day, signed the Paris climate change accord at the
United Nations in New York City. Closer to home, the marcher were also delighted to plant the first bit of vegetation – a cherry tree – at the new community garden in the south-side business park, running from Rogers Road to Rideau Ferry Road. The parade left The Table Community Food Centre on Gore Street East, and arrived at the garden for singing, a tree planting ceremony, and a visit from Kevin, the Climate Change Dog.
