Safety plan revealed

A

community safety plan for the Wynberg Police Cluster was revealed at the Policing Needs and Priorities (PNP) Safety Plan workshop.

The workshop was hosted by the Provincial Departement of Community Safety on Friday 18 and 19 September in Ocean View.

The Wynberg Cluster includes Claremont, Diep Rivier, Fish Hoek, Hout Bay, Kirstenhof, Mowbray, Muizenberg, Ocean view, Rondebosch, Simon’s Town and Wynberg police stations The stations were broken up into groups

and discussed several issues and formulated their concerns and objectives as part of their safety plan for the cluster.

One of the concerns was the lack of integration of government departments in addressing the root cause of crime with the objective being to ensure that government departments account to the community policing forum on their services and to ensure communication among stakeholders.

Wynberg CPF chairperson Shamila Nicholas gave feedback on professional policing.

“The safety concern raised was related to insufficient staff at all police stations in the cluster. While new recruits have been appointed to alleviate the backlog identified

previously, this is not sufficient for requirements,” she says.

Nichols says that new recruits also spend two years in training before they can be fully operational and the lack of staff creates extreme pressure on police officials as they take on the workload of more than one person and are not able to address all complaints.

“They have poor reaction time and insufficient authorised drivers in some stations and often also do not spend enough time in the charge office,” she says.

The concerns also include absent staff which further impacts on service delivery.

Nichols says their objective is to inform

the provincial police commissioners and cluster of the extent of the shortage and to find alternative ways of managing with the staff shortage.

“Our first step would be for police to compile a report on staff levels at each precinct and to present it to the community policing forum at a meeting. Our deadline for this first step will be October,” she says.

Some of the other issues discussed related to the lack of youth programmes contributing to the hight level of crime in communities and the objective for the groups is to coordinate youth programmes in an attempt to make communities safer.

These are some of the events the South African National Institute for Crime Prevention and the Reintegration of Offenders (Nicro) has weathered while promoting reforms in the justice system.

This month Nicro celebrates its 105th birthday.

Nicro works to divert offenders from the courts so that they do not receive a criminal record and encourages non-custodial sentencing or community service as an alternative to serving a sentence in prison.

The organisation also offers prison based support to enhance an offender’s chance of successfully reintegrating back into society.

These services are offered to both adults and children.

On its establishment in 1910, the primary objectives of the then South African Prisoners Aid Association involved visiting prisoners and encouraging their reform in addition to providing support for the accused, released prisoners and their family members, explains Nicro spokesperson Jacques Sibomana.

The organisation was involved in the establishment of labour bureaus and treatment facilities for alcoholics, as well as the introduction of a scheme in terms of which accused people could pay their fines in instalments.

In 1970 the Association changed its name to Nicro.

Two decades later Nicro’s use of lobbying and social action as a tool to facilitate social change became more evident, explains Sibomana.

In 1990 the National Council released a statement lobbying for appropriate racial representation on the committee established to review the death penalty, and on 17 October 1992 Nicro officially took an abolitionist stance against the death penalty.

Currently Nicro is encouraging the public to get involved in supporting the programs that NICRO offers, through individual giving, Sibomana says.

“We are hoping to see the organisation growing strong and able to provide the much needed services in our communities.

“We need our communities to get involved with the work that the organisation is doing,” says Sibomana.

teenberg residents are once again calling on their local ward councillor to take steps in ensuring Diamond Drive on the corner of Military Road is safe for drivers and pedestrians.

This follows an accident which occurred last weekend where a man lost his life. People’s Post previously reported (“Man dies in car accident on Military”, 15 September).

A resident says people have difficulty in crossing the road or entering Diamond Drive in Sheraton Park.

“It seems like a tin of paint is all that is good for the community in the area as Council do not even erect a sign post to instruct drivers to slow down,” he says.

He says all they ask for is for the council or traffic department to look into the intersection and try and find a way in assisting by possibly installing a pedestrian crossing, traffic lights, an island or something else

The traffic calming measures were implemented about two years ago after requests from residents living on the corner of Military and Diamond roads.

Eric Bailey, chairperson of the Sheraton Park Residents and Ratepayers’ Association, said those who live in Diamond Road and surrounds have a hard time exiting the area due to the high speed that some motorists maintain.

“We therefore requested traffic lights to be installed, but instead they have implemented yield signs, which almost no-one adheres to,” he said.

Bailey said the main concern is that pedestrians are hardly given the opportunity to

feedback on the discussion on public spaces, and said one of the concerns included gangsterism – especially in Parkwood.

“School children are involved in gangs and schools need to take more action to deal with gangs and drugs,” he says.

Wood said their objective would be to raise awareness of drugs and gangs with the aim of reducing the occurrence of children getting involved in gangs and drugs in the cluster.

Their first step would be to have the CPFs identify the schools needing inter-

“We do not want someone else to get hurt before anything is done. We need to be proactive,” Bailey said.

“Further down Military Road traffic lights were installed due to traffic congestion at Steenberg Villas, and this has somewhat assisted with the flow of traffic. But we will take the concerns of the residents into account and then decide,” she said.

NGOs aim to rescue informal residents N

GOs and NPOs are hoping to work in partnership to upgrade informal settlements across the country after the Isandla Institute recently held their national roundtable.

There are approximately 2 700 informal settlements in the country, which translates to around 11% of South Africans living in them.

According to Mirjam van Donk, director at Isandla Institute, “spatial injustice” has limited residents to land, shelter and basic services.

The roundtable was attended by local, provincial and national government, civil society and the private sector.

“We want to promote a participatory approach towards informal settlement upgrading,” said Van Donk.

Bonginkosi Madikizela, Western Cape MEC for human settlements, said that upgrading informal settlements was his top priority, given that the government could never completely rid itself of the housing backlog. Currently the backlog stands at around 2,3 million households that are waiting for free government housing.

“Even though we are a leading province in providing access to basic services, there is much work that remains to be done.

What is on paper versus the reality on the ground, are two different things.

“Just because an informal settlement has access to ablution facilities doesn’t mean they are of decent quality. One toilet for five families means that 20 people are all using the same toilet,” said Madikizela.

“So many officials are only interested in obtaining clean audits that they go for lowhanging fruit in order to achieve their goals. We are spending all the money in our budget, but on the wrong things,” he said.

Rather than tackling the easy problems, he said his department was focusing on three pressing challenges: upgrading informal settlements, accelerating the provision of formal houses, and prioritising deserving candidates on the provincial housing waiting list.

“There are 119 informal settlements that have been in the Western Cape for more than 20 years, and it’s time that we work to improve the quality of people’s lives in these areas.”

Madikizela praised the work of NGOs who often act as mediators between the government and communities.

Melanie Manuel of the Informal Settlement Network said that residents’ mindset regarding upgrading needed to change.

“When we talk about upgrading, people say they’re not interested because they are waiting for their free houses. But we say to them, ‘While you wait, let’s change your reality now’.”

Van Donk said in order to collaborate more effectively, Isandla Institute has partnered with other Cape Town-based NGOs to form a “community of practice” to promote participatory informal settlement upgrading through knowledge sharing, collaboration and experimentation.

Manuel said that when approaching a community about upgrading, it was important to “go with a blank page and a willingness to collaborate”, rather than a set agenda. She emphasised the need for a “political champion” within the city council to enable the upgrading to take place.

During the discussions, various Western Cape case studies were referred to as good examples of informal settlement upgrades.

In concluding the roundtable, Van Donk encouraged role players to work together, be bold in their actions and make “responsible” mistakes in driving the process of transforming the urban landscape. “Informal settlement upgrading is a parallel process that improves the physical environment while also paying attention to the role of urban residents in determining their own lives,” she said.

CT helps with hunger The fight against malnutrition in children has come to Cape Town with a new worldclass therapeutic food production facility.

The facility is a joint venture between South African shareholders and Norwegian-based GC Rieber Compact and will make and distribute a ready-to-use therapeutic food product called eeZeePaste for extremely malnourished children between the ages of six and 24 months.

The development of therapeutic food products such as eeZeePaste has revolutionised the treatment of severe malnutrition.

UNICEF data estimates that more than 34 million children under the age of five worldwide suffer from acute malnutrition, while an additional 17 million children suffer from its most extreme form, severe acute malnutrition, and require specialised ther-

apeutic feeding care in the form of preparations such as eeZeePaste.

These ready-to-use products are designed to be consumed directly from the sachet without any preparation, which avoids contamination from unsafe water sources.

The product also has a 24-month shelf life and is easily transportable.

The new facility has also reinforced Cape Town’s position as a world-class food-processing destination, says Salman Kajie, head of investment promotion at Wesgro, the province’s official destination marketing, investment and trade promotion agency.

GC Rieber Compact is the only UNICEF accredited producer in South Africa and one of only 13 in the world.

apetonians pulled up their sleeves and slipped on some gloves in an effort to reduce refuse in our seas.

International Coastal Cleanup Day took place on Saturday, and is an international event which started in 1986 and has since grown into a global initiative.

Volunteers are issued with data cards and each item collected is recorded on these cards. After this worldwide event, global data on the waste in our oceans is collated.

Last year 560 000 volunteers in 91 countries picked up more than 7,2 million kilo-

grams of trash during the event. South Africa had 3 208 participants who contributed more than 11 000 kilograms of trash to these statistics Globally, the number one item found was cigarette butts – more than 2,2 million.

Enough bottle caps to cover seven tennis courts were collected.

The weight of the plastic shopping bags collected equals that of three manatees.

Some of the strange things picked up include bowling balls, a lawnmower and a wheelbarrow.

Our oceans have become the garbage dump for humans, Two Oceans Aquarium spokesperson Renée Leeuwner.

“It is easy to think that our actions on land do not affect the oceans, but the exact opposite is true. According to Ocean Conservancy, between 5 and 12 million tonnes of plastic enter the ocean annually due to land-based activities.”

Not only is marine litter unsightly, but it also poses a danger to marine life, Leeuwner explains.

“During our rehabilitation work with en-

dangered sea turtles we have found plastic pieces, bits of balloons and pieces of plastic bags in the gastro-intestinal tracts, bladders and body cavities of hatchlings, sub-adults and adults,” said Leeuwner.

A new study led by researchers from Australia’s Commonwealth Scientific and Industrial Research Organization has recently found that nine out of ten sea birds have ingested plastic.

The study has also predicted that within the next 35 years, 99% of all seabirds will be victim to plastic ingestion.

Indigenous games team hopes to shine EARL HAUPT @EarlHaupt The Western Cape indigenous sports team was honoured in a capping ceremony at Shalimar Gardens Hotel on Friday night.

The ceremony, hosted by the minister of cultural affairs and sport, Anroux Marais, awarded the team provincial colours to represent the Western Cape at the National Indigenous Games Festival in Tshwane this week.

Indigenous games are linked to the traditions of a cultural group, being of a local origin and requiring physical skill, strategy and/or chance. Culture is not static: indigenous people continually added to their own cultural, material and physical heritage.

Through reliving and reinventing the games of their forefathers and mothers, adding and creating their own games along the way, these games have become a part of daily living.

Despite Africa’s rich history of indigenous games, a number of the games have become extinct without having been documented in historical and anthropological accounts of the indigenous people of Africa.

However, the indigenous games that still exist, have since been included in the prior-

ity sporting codes in the country. A special focus has been given to these games as one of the avenues for mass participation.

These games are now organised into nine different sporting codes and the Western Cape is one of the provinces competing at the national festival.

No less than 140 participants will represent Team Western Cape to compete in all nine codes, namely: •Dibeke •Diketo •Drie Stokkies •Iintonga •Jukskei •Kgati •Kho-kho •Morabaraba •Ncuva Marais wished the team well and encouraged them to bring home gold.

“Our history need not be lost as older generations pass on. Team Western Cape has been selected from the best indigenous games players available,” said Marais.

“It is now their duty to keep these games alive in our communities so that future generations can celebrate our heritage. By excelling in these games, these players will revive and popularise our unique heritage.”

A

flight-footed teenager is on his way to success after he received his provincial colours in soccer.

Erwin Hansen, a 14-year-old from Freedom Park informal settlement, says this is one step closer to playing international football when he grows older.

“I am very happy with this achievement.

I know that it will take me further in my sporting career,” Hansen says.

The striker shares his dreams to play for Ajax Cape Town locally and eventually ending up playing for Real Madrid one day.

“They are my favourite teams and that would be a dream come true to play for them one day. I know that I can make it happen.”

His proud father, Richard Hansen, says Erwin’s dream has always been to play soccer.

“He struggled a bit with learning and when I asked him what he wanted to be when he grows up, he told me he just wanted to play soccer. He said he didn’t want to do anything else but focus on his sport. “ I have supported him in this decision and so far he is using his God-given talent,” says Richard.

Erwin has been playing for the Lansdowne Football club for the past five months and during his first season playing professionally, he has scored 23 goals.

Erwin currently plays for the u.14 and u.17 teams at the Lansdowne Football Club and has already become a player to watch.

His u.14 coach JP Metcalf says Erwin is a “brilliant player and compliments the team nicely”.

“From here on out he will look at playing for the u.15 team, but the plan is to have him qualify for the super league next year and knockout finals during next week. We are very proud of him,” says Metcalf.

Choir festival brings cultures together As South Africa celebrated its heritage this month, choirs from around the Western Cape are preparing to celebrate the country’s diversity.

Hosted by the Western Cape Choral Music Association (WeCCMA), in association with Artscape, the Indigenous Choral Festival is a celebration of the many faces and stories of South Africa. The event takes place at the Artscape Theatre on Sunday 27 September from 14:00.

Now in its third year, the festival invites local choirs to represent indigenous cultures through song on stage. WeCCMA’s Lungile Jacobs says it is the highlight of the Western Cape choral calendar.

“The eisteddfod is known throughout the province as the WECCMA event not to be missed,” he says. “It is the culmination of a number of events we’ve had throughout the year which included a gender based competition, a developmental soloist competition, conductor’s workshops and orchestral conducting workshop.”

Jacobs points out the festival is a great opportunity to teach young people about dif-

ferent cultures and build the spirit of ubuntu.

This year’s festival will feature performances by the Princess Square Singers, Joyful Harmonies, the UWC Creative Arts Choir, the CPUT choir, Ntirisano Arts Academy, the UCT Choir for Africa, The Chorus, Western Classical Voices, New Voices Of the Cape, the Transnet engineering Choir, the Simon Estes Alumni Choir, United Choral Artists, Western Chorale, Phenomenal Opera Voices, Heavenly Voices and the SA Navy Choir.

The festival will be divided into two categories and the audience will get to choose the winners for the day. The first half of the competition will see the choirs perform a cultural indigenous piece, before they come back to sing Izitibili (action songs) or folklore pieces with a band in the second half of the show.

“This is a day of embracing our individuality and uplifting our cultural heritage as a choral society,” Jacobs says.

he journey from a backyard shack in Hanover Park to positive empowerment starts with that first mile to your dreams.

That is the story in Many Miles - a Life Story by Bellville resident Ivan Koopman who launched his debut book at the Huguenot Library in Belhar recently.

Currently a lifeskills and youth development facilitator for a programme at Learning Cape Initiative, Koopman’s journey started when he had to leave school at 14 to work as tea boy and general cleaner at the Post Office to eventually becoming a medical manager at a construction site in Dubai.

“Leaving school at that age was heartbreaking,” he said at the launch.

“But, it had to be done for the survival of our family and I somehow knew that it would not be the end for me because I had faith in God’s plans for me.

“I walked in my bare feet along the main road to Cape Town going into shops to ask

The event is part of an annual open-source global event where citizens, artists and activists collaborate to temporarily transform metered parking spaces into temporary public places, or ‘parklets’, explains Open Streets’ Marcela Guerrero Casas.

Open Streets is one of the organisations involved in the event, and is mobilising others to join the initiative and transform a parking bay for the day.

“We are encouraging people to get involved and share their ideas through a Facebook event and created an outdoor office with some games in front of our office in Harrington Street,” she says.

The global event began in 2005 when a San

Francisco art and design studio converted a single metered parking space into a temporary public park in San Francisco.

The mission of the local PARK(ing) Day is to call attention to the need for more urban open space, to generate critical debate around how public space is created and allocated, and to improve the quality of the urban human habitat.

Guerrero Casas says the initiative should however go further than just one day.

“In Cape Town we could never build enough parking bays to satisfy the seemingly insatiable need for more parking spaces. The solution lies in a new long-term approach to mobility and how the city centre is maximised for all users. After all, only a minority private cars as their main form of transport in the city.

“PARK(ing) Day provides us all with an opportunity to really see how we can use public space differently,” she says.

for work because it was needed. People thought I was joking but I had to do it.”

Koopman added that while the book was a celebration of his triumph he also wanted it to be an inspiration to people who may have come from similar situations, or who may still be in such situations, to never give up on their dreams.

“You must always believe that through God’s love for you there is a positive plan for you and you must believe in that plan.

“This book is also there to motivate our youth who are in situations where they are surrounded by so much negativity. The answer to your empowerment is there but you must be prepared to do the groundwork, the hard work and have the patience to know that the end result is going to be your ultimate victory.”

Before working as the medical manager in Dubai Koopman worked at the Metro Ambulance Service from 1981 to 1998 and then at St John Ambulance.

CT schools almost full Cape Town schools are almost full and the Western Cape Education Department urges parents to enrol children as soon as possible.

“To date, schools in the Western Cape have processed 128 545 applications for placement for the 2016 school year. So far, 118 429 learners have been placed,” said education minister Debbie Schäfer in a statement to the media last week.

“Parents were encouraged to apply to schools by 30 June, and those who now still need spaces at schools need to urgently approach their nearest schools or the closest district office to find out which schools still have spaces available,” she said.

“We cannot guarantee places in schools of choice, but will do our utmost to place children appropriately. It is crucial that parents who have failed to enrol their child

for the 2016 school year to do so urgently and before the end of the third term to ensure that they secure a place for their child.”

Schäfer says there are currently 3 470 learners who have been accepted at more than one school.

“Some 2 257 of these learners are Grade 8 learners who have not confirmed if they are taking up their places,” she says.

“Moreover, we expect that learners will continue to migrate to the Western Cape from other provinces in search of a better education and access to opportunities. Each year we plan as best we can for the influx of additional learners from other provinces.

The inward migration into the Western Cape has huge financial and planning implications, impacting on the provisioning of education resources and the overall management of the system,” she says.

Who let the snakes out?

Residents are more likely to experience snake encounters due to spring-time, warns Shaun MacLeod of the Snake Rescue volunteer team in the Cape Peninsula.

“Every spring snakes come out of hibernation on the hunt for a much needed spring meal. Snakes are very important to our natural environment as they control the vermin rodents that destroy crops and carry numerous diseases,” says MacLeod, who is also a director of Reptile Educational Awareness Consultants (REAC).

“Snakes and various other reptiles form part of the very important balance in our ecosystem. A simple equation – the more snakes we kill, the more rodents and pests there will be. We have encroached into their

natural habitat through habitat degradation, fragmentation and urban expansion.

Ponds, heaps of building rubble and rockeries in and around gardens and homes create micro environments, which will inevitably attract snakes,” MacLeod warns.

He reminds residents that snakes are attracted to neglected areas where there is not much disturbance, as snakes hate confrontation. “There is no real way of keeping snakes off your property, but if you keep your grass cut short, trees well trimmed and clean up all rubble, just to mention a few, then there is less likelihood for snakes to reside on your property,” he says.

Be aware of your health

With the turn of the weather, more people are coming out of the winter slump in celebration of just about everything.

September is not only the month we celebrate Heritage Day, but also the month we celebrate many days and weeks in recognition of health and well-being.

The month plays host to awareness of Albinism, Bone Marrow Stem Cell Donation and Leukaemia, Cervical Cancer, Childhood Cancer, Eye Care, Muscular Dystrophy and Oral Health. It is also National Heart Awareness Month and the National Month of Deaf People.

While Headache and Migraine, Pharmacy, Kidney and Back Awareness celebrate weeks, some conditions, such as Foetal Alcohol Syndrome, International Gynaecological Health, World Suicide Prevention, National Oral Health and National Attention Deficit Hyperactivity Disorder (ADHD) also have special days dedicated to them.

The question we should be asking ourselves is “is it enough to only pay attention to our bodies once a year?”

The awareness programmes do their job – bringing recognition to these sometimes overlooked disorders and illnesses. It forces some people to take tests and pay a little more attention to their health, or to donate to a worthy cause. But is enough being done to leave a lasting impression on us?

What will it take to get us to sit up and listen?

Will we only act when it affects us?

Reality is that we should be looking after our oral health, our hearts, our eyes and our bodies in general.

Many serious ailments can be cured if caught early and in most cases prevention is key. Is it not then worth knowing that everything is running in tip top shape?

Experts recommend a visit to your doctor at least once a year, but most people just don’t bother.

In the end, health officials will talk and promote taking care of yourself, but taking action is up to you.

Together we must find solutions On reading your very informative article on “Where must homeless go?” (People’s Post 15 September), one must be concerned at the growing number of homeless on our streets and be party to a solution.

You are correct. Everyone has rights enshrined in our laws.

As homeowners, in our various suburbs, who diligently pay taxes, why should these communities have to accept homeless people squatting in their particular suburbs, defecating indiscriminately and leaving excess litter everywhere?

I am sure the law of our land does not condone any of the above.

A further concern with homeless people illegally squatting in suburbs, is the rise in the crime rate in our neighbourhoods, owing to these folk having to survive on the streets The authorities must always ensure that everyone abides by the law of the land and no one must be seen promoting the homeless to squat indiscriminately

wherever they feel fit to do so.

It is up to the South African population, and in particular, the government, to find solutions to this increasing homeless problem, brought about by broken homes, drug and alcohol addiction, unemployment and many more issues which Mrs (Suzette) Little, Maycom member for social development and early childhood development, is fully aware of.

In mentioning all my concerns, I would also wish to be recognised as being part of the solution by suggesting the following: We have all been reminded to not give money or food, which entices the homeless folk to stay where the pickings are good. The public can help by purchasing special minted coupon coins equivalent to R50 which could be handed to the homeless beggars in order for them to exchange at the nearest night shelter for a place to sleep and a plate of food.

I feel so sad that in a country where seventy nine percent of the population claims to be Christian, we don’t follow Jesus’ teaching to care for the thirsty and hungry, or the stranger, for the sick, the poor and vulnerable in our society. (Matthew 25: 35 – 40) I feel so sad because the biblical story of Ruth shows how we should reach out to the vulnerable in our society by giving a hand up rather than a handout.

As a society we can make a difference by working with organisations already

working with the homeless.

U-turn is one such organisation working in the Wynberg, Kenilworth, and Claremont areas.

Rather than handing out small change to those begging on the streets or to those who come to our homes, we encourage people to give one of the U-turn vouchers. A voucher allows them to get a meal or some secondhand clothing at The Powerhouse, which is just behind Stadium on Main in Claremont. U-turn also runs clothing stores, where good quality clothes can be purchased by the public. By purchasing clothes in these stores, you help finance the work, as well as create training opportunities for those who want to move off the streets and get back into the workplace.

Printed paper coupons are too easily exploited. Pressed coupon coins in a cheaply priced metal are more difficult to counterfeit and can be recycled back into the market in a controlled manner with the help of the shelters.

In conjunction with the above suggestion, it is essential that the government makes funds available to build or rent buildings and fund many more night shelters as their contribution towards housing the homeless, which in turn means that the homeless have no excuse to squat indiscriminately and illegally on the streets.

The homeless need two things – food in their stomach and a place to sleep – and I am of the opinion that if my thoughts could be formulated in some way, it will go a long way towards giving homeless folk some dignity and a sense of direction.

Get a second opinion I would like to inform home owners who are selling their property to be very careful regarding beetle, electrical and plumbing certificates of clearance.

I recently had a company check my home. This company offers all three services, but after their inspection I was shocked to see the amount of repairs needed. In fact, there were things indicated to be wrong which were never wrong.

So please be very careful. Scrutinise the repair list and get a second opinion. It may be more expensive, but get in a separate plumber and electrician. I was fortunate to never get caught and found a good, honest plumber and electrician.

Feed the cause, not the beggars T

he City of Cape Town’s social development and early childhood development directorate took its Give Responsibly campaign to the streets last Friday.

Councillors and officials from the directorate were stationed at 17 intersections in Durbanville, Bellville, Goodwood, Kuils River, Parow, Athlone, Mitchell’s Plain, Ottery, Diep River, Grassy Park, Somerset West, Strand, Gordon’s Bay, Wynberg, Lansdowne, Table View and the Cape Town CBD, armed with posters highlighting the importance of not giving hand-outs to street people.

Some of the slogans used to drive the message home included: “Hand-outs are not generous, they are harmful”; “By giving handouts, you are perpetuating a cycle of poverty”; “Your money is supporting a drug dealer”; “Change is about more than a few coins”; and “Begging handicaps my future”.

“We opted for this activation to create awareness about the fact that street corner hand-outs are doing little else other than perpetuating the cycle of dependence and keeping people on the streets,” said Suzette Little, the City’s mayco member for social development and early childhood development.

“The public has a shared responsibility for the well-being of street people. We must understand that there is a very good chance that the R2 or R5 handed over at the intersection is feeding a habit instead of the individual.

“So let’s change tack and move away from the instant gratification that a monetary donation provides. My appeal to the public is to find out where their nearest shelter or organisation working with street people is, and liaise with them about how to make a real difference, whether it be donating clothes or other goods, or even volunteering,” Little said.

In addition, the City has formulated a street people policy and implemented a number of interventions as part of its street people programme. The budget for this programme has grown from R4,5 million in 2013/14, to R7,8 million in 2014/15, to R9,7 million in 2015/16 – an increase of more than 100%.

“The City has made great strides in its efforts to tackle homelessness. Our field workers engage with street people on a daily basis, offering them access to a range of services including returning home if possible.

“On the other hand, we have structures set up within communities to prevent others from migrating to the streets. However, we’ve seen that many street people refuse our offers of assistance and I’m not surprised.

“Why leave the streets when do-gooders dish out donations for very little in return?

If we are ever going to make a real dent in reducing the number of people living on our streets and offer them a better life, we need to move away from the culture of indiscriminate giving. Give a hand up rather than a hand-out,” Little said.

High­speed chase ends in crash, arrest A motorist will appear in an Athlone court after being involved in a high-speed chase with the City of Cape Town’s Ghost Squad after trying to flee an accident scene in Klipfontein Road.

The driver of a Toyota Cressida hit a female pedestrian on the corner of Klipfontein and Hazel roads just before 22:00 on Saturday.

The motorist then sped off in the direction of Gugulethu, with patrolling Ghost Squad members following in hot pursuit.

The Cressida then came to a halt after crashing into another motor vehicle in Crossroads. The suspect attempted to flee on foot, but was eventually caught by law enforcement officers who caught up with

him. He was taken to the Athlone Police Station and will appear in court on charges of reckless and negligent driving and fleeing the scene of an accident.

In another incident which took place over the weekend, three people were arrested for reckless and negligent driving after the Ghost Squad responded to complaints of illegal street racing in Mitchell’s Plain. Two others were arrested for drunk driving – one of whom refused to stop, leading officers on a chase which eventually ended in Philippi. He was found to be four times over the legal blood-alcohol limit.

On Sunday, the City’s traffic service arrested 25 motorists for drunk driving at a roadblock in Mitchell’s Plain, and issued 2 272 fines.

Metro Police netted a further 26 drunk drivers – 10 of them caught at two checkpoints in Hout Bay on Saturday. Eleven suspects were also arrested for drug-related offences at various locations across the city.

Meanwhile, the Metro Police Camera Response Unit arrested a 19-year-old thief on Friday. The suspect was caught on camera during a smash-and-grab incident on the

corner of Jakes Gerwel and Washington drives in Langa. CCTV operators led the camera response unit to the suspect’s location, but when confronted by the officers, he allegedly tried to stab one of them – prompting the second officer to fire a shot, wounding the supsect in the thigh.

He received medical treatment, after which he was arrested on charges of possession of stolen goods, possession of a dangerous weapon, common assault and resisting arrest.

The victim also added a charge of theft out of motor vehicle.

Officers managed to recover the victim’s handbag and all its contents, including more than R600 in cash.

Willows boys won’t strike out EARL HAUPT @EarlHaupt

T

he u.13 softball team from Willows Primary school will be off to Hermanus to represent the Cape Metropolitan district.

The team won their way through to the regional round recently after beating Mitchell’s Plain district last week.

However, despite their achievement, the school is currently playing with old equipment as well as worn out kit which were donated to them in the interim.

The facilitator and manager of the team, Agnes Grootboom, has made an urgent plea to those who are willing to help them extend one of the school’s biggest achievements.

Funds needed The team needs funds for transport, accommodation, netball gear, tracksuits, food, underwear, toiletries and sneakers.

Willows Primary is one of the Western Cape’s non-fee-paying schools, with pupils relying on the Peninsula School Feeding Association for daily meals and 80% of their parents are reliant on government grants.

One of the players hoping to continue his good form is Cayden Williams. Williams is a Grade 6 learner and says that his curiosity enabled him to try out the game of softball

and says that his mother also encouraged him to take up the sport and even has a secret to his success.

“Practice makes perfect,” said Williams, pointing out that their match against Battswood stood out as a highlight for him.

He viewed them as the toughest opponents his team has faced to date.

When asked why he thinks the sport of softball is special, Williams said that, “It’s a bat and ball game, every team tries to score as much runs as possible. It’s exciting to strike the ball with a specific bat.”

He wants to continue to play sport, not just softball, so that he can stay away from the influence of gangsterism and drugs.

Meanwhile, Grade 7 learner and member of the team, Lushin Johannes, says that he started playing softball after seeing his friends playing and decided to start practicing with them.

He says that the sport has taught him discipline and respect and enjoys the feeling of winning.

Johannes also plays soccer and is a good athlete as well.

“I am very happy and I feel very proud, because this is my first time to represent Cape Town.”

Locals shine in CT marathon T

he annual Cape Town marathon took place under uncharacteristically muggy conditions in Green Point over the weekend.

Local athletes, William Kaptein and Lebo Dinah Phalula outclassed a quality field to

win the men’s and women’s titles in the 10 km run/walk on Sunday.

While the endurance stars were battling it out for the 42 km title, the speedsters showed their class in a highly competitive race over the shorter distance.

William Kaptein won the men’s Cape Town Marathon Peace 10 km run/walk in Green Point on Sunday.

Ochichi romped to victory in the women’s division in 2:30:20, while Eunice Chumba from Bahrain finished second in 2:33:12 and Kenya’s Joan Rotich third in a time of 2:37:45.

“I always wanted a marathon victory, and I believe that it would come in Honolulu, Hawaii in 2014, but I got it today on my home continent – Africa – and I couldn’t be happier,” said Ochichi.

The 42 km race boasted a large field of 5 728 participants in only its second year, in which it is aiming to achieve the IAAF’s coveted Gold Label status.

A total of 4.5% of entries were from outside of South Africa, with 51 countries represented at the race. Sixty-two entrants came from the USA, 21 from Germany, 20 from the UK, followed by smaller numbers from Sweden, Kenya, Canada, Ethiopia, Namibia, Zambia and Japan.

In the women’s race, Phalula earned a well-deserved win in 34:12, crossing the line 16 seconds ahead of Mapaseka Makhanya.

“The 10 km distance is ideal for younger athletes who are still building towards the marathon, and it is perfect for amateur runners who are not yet ready to tackle the classic distance, so it plays an important role as part of the Cape Town Marathon,” said Elana Meyer who is an ambassador for the race.

“With road running experiencing another boom in South Africa, we expect the 10 km distance to continue to grow in popularity in the years to come.”

Meanwhile, in the main event, the 42 km race, Shadrack Kemboi from Kenya proved to be the strongest athlete on the day, defying weather conditions to notch up a win in the men’s race.

Despite the dominance shown by the East Africans, there was a strong South Afrcan charge as Lungile Gongqa finished second and Michael Mazibuko finished third.

Another Kenyan, Isabella Ochichi, earned a superb victory in the women’s race.

With humidity at between 70% and 80%, the East African winners battled somewhat, while the South Africans took full advantage of the overcast weather, putting in an excellent performance behind their international counterparts.
