Tenants torn over backyard toilets TAURIQ HASSEN

ACRETON’s backyard dwellers could soon be introduced to a new pilot project aimed at improving their living conditions, but formal council tenants are demanding the City fix their problems first. The City of Cape Town’s Backyarder Pilot Project, which has also been launched in areas such as Hanover Park and Langa, aims to help “all backyarders living in the City’s rental stock”, says councillor Ernest Sonnenberg, Mayoral Committee member for Human Settlements. “This strategy aims to improve the living environment of the backyarder, not to provide formal or permanent housing,” Sonnenberg clarifies. Services are the focal point instead, with new toilets and electricity boxes on the cards for backyard dwellers. Work on this project started in other pilot areas, such as Hanover Park and Langa, on 11 July, when a detailed survey was taken. A threemonth survey has just been completed in the Facreton area, Sonnenberg says. “The results will be used to make proposals
on how to improve service provision to the areas,” says Sonnenberg. The survey aimed to determine the number of backyard dwellers living in Facreton, as well as their level of access to basic municipal services, relationship with the main tenant, rent agreements, and the condition and type of backyard structures. Not everybody in Factreton is happy about the backyard project. Some community members feel the City should see to broken toilets in council houses first, and that it would be “unfair” to give backyard dwellers their own toilets beforehand. Resident Rashiedah Abrahams says her toilet leaks unbearably. “When one person uses the toilet we must clean the whole bathroom, because there will be water everywhere.” Another resident, Clement van Schoor, says he has reported the broken flushing mechanism on his toilet to council on numerous occasions since it stopped working “months ago”. “The council knows about the toilet problem we are experiencing at the moment. How must we feel, hearing that backyarders will be getting brand new toilets?” Van Schoor says. Community leader Jimmy Xalipi says there
are several other residents who require assistance with their faulty toilets, and that council has been made aware of these concerns. “We have had meetings in the past; it was said that the toilets would all be sorted out, but nothing has happened,” says Xalipi, who feels that accepting the new toilets would take the focus off these problems. “If this project starts, these people will be pushed further down the list.” With the backing of certain residents, Xalipi says he will now try to persuade council to change their approach and “fix up broken toilets before introducing new ones”. “We will now call another meeting with council, where we will sit down and discuss this matter face to face.” Among the list of questions sent to the City of Cape Town for comment, People’s Post pointed out that residents felt their requests for repairs were being ignored. City spokesperson Marlene de Witt did not address this, but said council tenants should report their requests for repair to their nearest housing office. •Backyard dwellers from Maitland, Kensington and Facreton have been called to a public meeting at the Shawco Hall at 13:30 on Sunday.
