Retreat could get its own shopping mall TAURIQ HASSEN

NEW R30 million shopping mall, aimed at bringing employment opportunities to the area, is on the cards for Retreat’s business district, and has many residents smiling. The application for a shopping mall – earmarked for the corner of 8th Avenue and Retreat Road – was received by the City of Cape Town last year. The applicant, Rafick Dawood, of Solnisa Properties, confirmed that the City has approved the preliminary site development plan and their rezoning application. The property will be rezoned from general industrial to commercial use. It is hoped that building will commence at the end of the year once official plans are approved. “We identified the need for a shopping mall in this area and we are really excited about this project,” says Dawood. Dawood, says the 1 600m² development will feature Spar as the anchor tenant and a number of shops, restaurants and national stores. The site will also contain parking space for around 121 cars. Dawood explained that only once they have received the “site development plan’s approval in hand” will they proceed to enter into dialogue with the community regarding the development. The company will also apply on
site for a demolition order, which will see the one building currently on the land make way for the new mall. Dawood added that “adequate security” will include 24-hour foot patrols, and the stores will be encouraged to utilise the community to create work opportunities. “We are very interested in working closely with the community to make this mall a huge success, so we are really looking forward to getting started,” says Dawood. Construction is planned to start at the end of the year, and it is hoped the new mall will open in June or July next year. Dawood says talks to purchase a neighbouring council-owned property for future expansion of the mall is “only in the discussion phase”. Ward councillor, Jan Burger, confirmed that council received an application for a shopping mall and parking lot. “This is much-needed in this area and I would give this application my approval,” says Burger. On Monday 13 June, residents attended a safety and security meeting at a church hall in Retreat Road, where the matter was discussed. Edward Eybers, chairperson for the Retreat Ratepayers’ and Residents’ Association, and the vice chairperson of the Sector 2 Forum, said: “The feedback we received was very positive, and we feel that this could be the big breakthrough the area needs,” says Eybers. the meeting, and all felt that the shopping complex would help eradicate “the negatives” in the area. Eybers says Retreat Road has been plagued with crime and drugs, which “reflects badly on the community”. “In that meeting, there was a unanimous agreement amongst the public that they would certainly welcome this development, and other similar projects in the area,” says Eybers. Julian Francis, a Retreat resident for 43 years, was pleasantly surprised at the announcement. “I would have thought something like this could have been suggested years ago, but nevertheless, they can start building this shopping mall, because our area needs this,” says Francis.
He added that Retreat Road does not have the “necessary shopping facilities”, and that most residents are forced to travel to Blue Route or Canal Walk. “It would give them an easier shopping option, so council should speed up the process,” says Francis. Kevin Southgate, chairperson for the Steenberg Community Police Forum, gave the project a “major thumbs-up”. “It is very positive to hear that this development is getting the thumbs-up from the community, and I fully agree with this,” says Southgate. He predicts that this could be the “kick start the area needs in an economical sense”. If developed, the mall will be built on the African Stone site. The com-
pany, which manufactures concrete slabs, will be relocating. Dawood concluded by saying: “All the major developments happen in the upmarket or outside areas, allowing areas such as Retreat to become dilapidated and run down. “So, we must beautify and upgrade areas such as Retreat, because the current buildings are in such a poor state. “Something new is urgently needed”.
