City makes way for fishmongers Mixed feelings about proposed move to Klip Road cemetery fleamarket site MELISSA LE ROUX

PLAN to have the fishmongers of Grassy Park and Retreat incorporated into the fleamarket along Prince George Drive is under way. About 15 years ago, around the time the M5 was widened, the Princess Vlei Fish Market offered fish hawkers a place to sell their stock. But since 2006, the Rondevlei Subcouncil has expressed its unhappiness with the operational habits of the fishmongers, and sellers were eventually removed from this area due to poor on-site waste management and the lack of a cleansing and disinfection programme. Ward Councillor Jan Burger says Grassy Park residents complained about fish offal littering the roads. The fish market then became notorious for criminal activities in 2009, after three bodies were found at the vlei within a period of 12 months. On 14 March, the body of Brent Fortuin was found dumped at the market. On January 11, Warren Eckhardt’s body was found dumped close to the market and in the same month, the body of Shafiek Leonard was also found

at the vlei. The market was closed down and Law Enforcement moved the fishmongers to other sites. “They are still carrying on with their business but the main rule was that they had to dispose of their waste at Vissershok Disposal Facility in Milnerton,” says Burger. With assistance from the Department of Economic and Social Development – in terms of planning and executing a proper waste disposal facility – the fleamarket, at Klip Road cemetery will be used by the fishmongers in due course. The Princess Vlei fleamarket, like most, is held on a Sunday from 09:00 to 16:00. However, Philip Bam, chairperson of Lotus River, Ottery, Grassy Park Residents’ Association (Logra), says that when he drove past the area where the market is held at around 09:00 on Sunday, there seemed to be no activity. “From our budget, we bought more gravel to make better floor space and ensure comfort for the stallholders,” says Burger, adding that the plans “need to go through all the correct channels” before the fishmongers will be incorporated into the fleamarket. “These plans take time – you can’t do everything at the snap of fingers; all sorts of things must be looked at, from each and every angle. We need to look at how we are going to put fishmongers together with people selling fruit and other household items. “The flies and smell from the fish would cause chaos among the other stallholders if we don’t prepare properly – we also need to find out from them if they would be okay with it,” says Burger. He adds that the plans for the incorporation are still in their “foetal stages” and could take some time. “The department is still supposed to get back to us on what the plan would be for proper waste disposal. A system was tested at the fish market in Athlone and we are going to be provided with feedback,” he says. Dawn Weaver, who has been selling fish on the side of Klip Road for 13 years, says she is happy where she is.

“It’s not only a convenient spot for my customers but they can also buy fish freely, without hassle. I’m very happy here; the people are friendly, it’s nice, cool and not cramped like it would be on a market. “However, I do hope that they will open up a market for us somewhere, sometime, because they are going to chase us away from here soon,” she says. Weaver has concerns about the market. “They would have to appoint someone who will oversee the market. People mess and throw their waste down the drain and it’s not healthy. “There needs to be a proper system for us to get rid of waste,” she says.

According to Paul Williamson, service coordinator within the Department of Economic and Social Development, a market is specifically established to create opportunities for people to make a living. “The plans for the fleamarket and fish market to work as one, are still in discussion. It’s in the very early stages still because with the idea of having fish trading together with a fleamarket, one has to be very careful. “We also need to make sure that the fishmongers would want to go into an established area such as a market. They are used to selling their fish from the back of their bakkies – it’s like a tradition – and it would be unfair if they didn’t have a say,” he says.
