Cafda: pair ‘suspended’ LIAM MOSES
THE battle for leadership at Cafda has taken a turn. Frank Fredericks was suspended as Cafda chairperson on Thursday 20 December after a special meeting was convened to address allegations made against him. Fredericks says he has subsequently held two “emergency meetings” – on Monday 14 and Monday 21 January – with two other board members. In the last meeting Fredericks and the other board members resolved to suspend Cafda General Manager Jo-Ann Wilson and acting chairperson Kevin Southgate. Fredericks says neither Wilson nor Southgate, former vice-chairperson, have responded to notification of the suspension.
Fredericks says: “They have been dead silent. I think they have realised that they have erred on their part and apparently they reconvened another meeting on Thursday 24 January. They have ignored it. They are sticking to Cafda although they are there illegitimately.” He insists the suspensions are lawful, in spite of not having the full number of members required to conduct a board meeting. Fredericks says Wilson’s suspension follows on her “failure and/or refusal to make the representations” on allegations made against her, while Southgate was suspended for “(bringing) Cafda into disrepute”. Southgate and Wilson were instructed to vacate their offices immediately, hand over any Cafda property and they were also prohibited from entering Cafda’s offices. However, Southgate says neither has com-
plied with Frederick’s request as “he has no grounds to do that” and “is operating like a maverick”. “I think the status quo remains. Frank Fredericks has been informed that, as part of his suspension, he should refrain from engaging with other board members, he should refrain from engaging the media and he should respect the process,” says Southgate. “(The) decision to suspend Mr Fredericks was taken in a legally constituted meeting of the board and therefore makes his suspension valid. And he has to submit to that process. Mr Frederick’s decision should be questioned. Where has he received the authority to suspend anybody?” At Fredericks’ meeting on Monday 21 January it was also decided that a “special members meeting” be convened to let all of Cafda’s members know of the developments.
Fredericks’ predecessor, Joye Gibbs, was also appointed to “assist, convene and facilitate the process” for the “special members meeting” and to “take over the administration of Cafda” from Wilson. Gibbs (81) confirms she was asked to assist, adding: “What I would take on is not clear yet, but it would be mainly to get a meeting of members off the ground.” She says her involvement would be shortterm. “I have worked for Cafda since 1989 and Cafda becomes part of you. I certainly want to see Cafda on its feet because it’s a longstanding, well-loved NGO.” Southgate met with six other board members on Thursday 24 January at which a three-person committee was elected from candidates suggested by the board members. The committee has already started investigating the allegations against Fredericks.
