A RONDEBOSCH EAST family’s house was petrol-bombed in the early hours of Monday 21 March – allegedly by members of Pagad. The incident came four days after a 60-strong group from the antidrug “movement” issued a warning to the mother of a man accused of running a tik-manufacturing business from their Heatherly Road house. The group allegedly threatened to “do things to him if he didn’t stop”. The young man’s mother, who does not want to be named to protect her privacy, says she was on the phone shortly after midnight when her 15-year-old daughter ran into the lounge and told her she had heard an explosion outside. “I went to the side of the house where the noise had come from and found a broken bottle with flames licking at one of our cars. As I ran to put water into a bucket to douse the flames, I saw a white Honda Civic speed off,” she recalls. But this was not the first time she had seen the car, the woman says. On Wednesday 16 March, a group of Pagad members in full Muslim attire had gathered outside her house. “I thought something had happened and as I stood outside my front door, I noticed that the men were saying their prayers and had covered their faces with scarves. When they were done, they came to my door and surrounded the property. I had no idea what was going on.” The leader of the group, whose face was also covered, approached her at her gate and accused her of allowing her son, who sells groceries from his home and is a partner

in a car parts business, to peddle drugs from their home. “I vehemently denied this because I know there is no truth to this nonsense. But he insisted that my son was a merchant and that he was making tik inside our house.” She heard a pounding noise coming from the side of her house and when she went to investigate, she saw a man throwing bricks at one of her son’s cars. “I started screaming at him and he jumped into a car that was parked at the side of the road.” Once the man was inside, the white Honda Civic sped off. “The man was with the Pagad people. No one stopped him from damaging my property and they simply ignored what had happened. I made it clear to them that if they could prove that we were involved in anything illegal, they could have us charged. I even invited them in to look around for themselves, but they refused. They left after that.” After dousing the flames and while she waited for the police to arrive, she says she again saw the white car slowly driving past her house. The next day her son visited a Kenwyn Pagad member to question the attack, and was allegedly threatened by Pagad members. “They told him that if he ever visited a member’s house again, they would bomb our home. How can our safety be threatened like this? “I believe that the people in the white car are involved with Pagad and are behind the attack on my house. They are victimising people without concrete evidence and using gangster-like tactics to bully people into submission. I refuse to allow anyone to make me feel like a criminal or to harass me and my children. I will never stand for it.”

What is he trying to do? Isn’t he supposed to be on the side of the law, which states that people cannot make wild accusations and take the law into their own hands?” But Loonat said the woman was trying to “shift the blame”. “She must take responsibility for what is happening in her house. I warned her of the list after I was told by people that her address was on it. I only told her to talk to her son so that he would stop what he is doing.” When asked what evidence he had that the man was dealing in drugs, he said that the man “admitted to a lot of people that he did”. However, the community wants them so I am willing to liaise with them as long as they work within the boundary of the law.” He says he was called to the house in Kenwyn when the man approached the Pagad member. “The Pagad member thought that I had sent the man there but I knew nothing of it. The man was so arrogant and disrespectful with Pagad that I had to stop them from hurting him. He had the cheek to thank them for allowing him to waste their time. He’s lucky he wasn’t killed.” Osman Sahib, an executive member of Pagad, declined to comment on the bombing incident, but says that at the meeting at the Pagad member’s house, they warned the young man to “stop selling drugs to the people”. Dealership relocates after operating illegally it was claimed that the relevant parties were “unaware of the decision” by province. In 2007, the owners of erf 39273 and a representative of O&J Car Sales – who were the first three respondents in a civil case – were summonsed to appear in court on a charge of contravening the zoning scheme regulations. In 2008, a plea and sentence agreement was entered into, in terms of which the first three respondents pleaded guilty and were sentenced to a fine of R30 000, of which R25 000 was suspended on condition that they did not contravene land use regulations. In March 2008, they launched a High Court review application to overturn the provincial decision to refuse the rezoning. The court application was withdrawn a week before the hearing in February 2010, and the City’s legal costs of R120 000 were paid. The business nevertheless continued operating from the five properties, and the City decided in August 2010 to launch interdict proceedings against the owners of the five erven and O&J Car Sales. Some filed a notice to oppose the application, but did not take the matter further. A court interdict was finally granted to ban O&J Car Sales from operating on the properties, and to ban the relevant property owners from allowing the illegal business to operate as from 31 January 2011. On 1 February this year the criminal prosecution was re-instituted and the first three re-

O&J Car Sales in Turfhall Road was operating unlawfully from five erven – four zoned as single residential dwellings and one for “special business” limited to a service station. Residents submitted a petition to the City of Cape Town stating that they were forced to endure the noise of cars hooting and revving at all hours, and that traffic congestion had increased because of the business. Safety risks posed by speeding and vehicle testing were also raised by the concerned group. “The first time Council served notices on the owners to rectify the illegal use in 2001, an application was submitted to rezone one of the properties (erf 39273) from ‘single dwelling residential’ to ‘general business’. This was subsequently amended to ‘special business purpose’,” says Cheryl Walters, the director of planning and building management development for the City. After this rezoning application was refused on appeal by the provincial government in 2004, the business continued to operate, and

Young girl raped at Lansdowne park TAMMY PETERSEN

URROUNDED by play equipment and trees on which she once played, a young girl’s innocence was brutally taken away from her when she was raped at a Lansdowne park recently. The child, unable to control her emotions after being threatened into keeping the incident a secret, finally cracked and confided in her mother, who found her sevenyear-old’s panties in the public open space at the corner of Highgrove and St John’s roads last Monday. Warrant Officer Robert Lakey, the spokesperson for Lansdowne police, says the little girl’s mother phoned the station after the child told her mother what had happened on Friday 18 March. “The girl suffered epileptic fits, which are suspected to have been caused by the trauma she suffered three days earlier. After some prompting, she told her mother what had happened and took her to the scene of the crime, where her underwear was still lying,” he explains. The child then suffered another attack, causing the mother to phone an ambulance and the police. “She was taken to Red Cross Children’s Hospital,where she was examined. She also had severe red marks on her neck, which could have been caused when the rapist throttled her to stop her from screaming,” Lakey adds. The child did not name the suspect, and it is not yet known at what time the incident took place. The case has been handed over to the

A PAGAD member appeared in the Wynberg Magistrate’s Court yesterday on a charge of being in possession of a stolen firearm. The 32-year-old man was arrested after members of the SAPS Flying Squad received a tip-off on Wednesday that the Penlyn Estate resident was in possession of an illegal gun, said Warrant Officer Ian Bennett, spokesperson for the Athlone police. “The members received this information while doing crime prevention patrols at the Pagad march in Manenberg. After ensuring that the information was of worth and the source credible, the members followed up and went to the house.” The officers conducted a thorough search of the premises, and found a revolver hidden under the mattress in a bedroom. “The firearm was tested, and our system confirmed that it was reported stolen in a Parow case in 2005. The gun will be sent to ballistics to be checked if it was used for any other crimes,” he says. Osman Sahib, an executive member of Pagad, denies that the gun was stolen, saying it belonged to another member of Pagad. The arrested man “was just keeping it”. It is understood that the man was one of

over 1 000 people who marched to six alleged drug dealers’ houses in Manenberg earlier that night. The group, made up of Pagad members, supporters and residents, took to the streets at 21:00 and approached the alleged merchants at their homes. Sahib says that of the six houses they “visited”, only three of the alleged dealers were home. “All three of them admitted to selling drugs and we gave them a stern warning and instruction to stop their drug trading immediately. All of them committed to ceasing their operations,” he says. Owing to the growing support and demand from the Manenberg community, Pagad is “looking at establishing a branch” in the drug and gang-infested area. “The residents, who have had enough of drugs destroying the community, were vocal and immediately pointed out the main dealers, who were approached. “They were not afraid of speaking out, and are clearly determined to remove this scourge from their streets.” The police were unable to furnish People’s Post with the outcome of the case, as the docket had not yet returned from court at the time of going to print.

Ward councillor Pat Hill, who describes the incident as “absolutely terrible”, says residents living around the park were given keys to unlock the gates if children wished to play. “However, it’s not impossible for them to perhaps forget to lock it afterward,” he says. He adds that the ward budget only allowed him to have one light installed at the park, leaving the far end of the public open space in darkness. Locals were shocked to hear of the rape, saying that the park is usually “quiet and not often used”. Resident Shireen Jordaan says her child sometimes plays at the park and she has never felt he might be in danger. “The neighbours always keep an eye on the comings and goings. Most of the time the children are there with their parents or an older brother or sister. It scares me that something like this could happen right under our noses.” Rayhaan Doutie says parents should keep a close eye on their children, and shouldn’t even allow them to play unattended. “There are sick people who prey on little kiddies. We must take responsibility for all little ones. Something like this destroys their young lives.”

ROSTITUTES have been lying low after sporadic operations by the City of Cape Town’s Vice Squad in Lansdowne in response to a host of complaints from frustrated locals. Over the long weekend, R3 600’s worth of fines were issued. Nathan Ladegourdie, the assistant chief of the squad, says various prostitution hotspots across the city were targeted, but that Lansdowne had proven “problematic”. “Lansdowne had the second highest number of sex workers after Milnerton. Our investigations revealed that all the women who were approached by our members were from Hanover Park, and between the ages of 20 and 39,” he explains. Officers observed the activity between Wetton Circle and Joanne Road, from where, it is believed, most of the women operate. “Those who were identified as prostitutes were issued with fines for importuning and requested to leave the area. Their information was also added to our profiling system, where we keep records of women who have been accused of prostitution.” He explains that a first time offender is given a R500 penalty; a second offender a R1 000 fine, and a third offender a R1 500 fine. Thereafter, the woman is given a summons to appear in court. An additional fine of R500 may also be given for disorderly conduct and not obeying the instruction of

an officer if the woman refuses to leave. The profile is used as a reference to how many prior fines the prostitute has received, as well as the personal particulars of the woman. Other areas that received special attention were Milnerton, Bellville, Goodwood, Wynberg and Claremont. A Joanne Road resident, who asked not to be named, says she is “seriously impressed” with the manner in which the “streets were cleaned up”. “I felt like hugging each and every one of these officers for removing these women from our streets. Drunk driver knocks down teen at Waterfront VERNA VAN DIEMEN

A FRENCH national has appeared in court after knocking down a teenage girl as she walked along a pavement at the V&A Waterfront. The 17-year-old from Hanover Park is in a stable condition at Groote Schuur Hospital, according to hospital spokesman, Alaric Jacobs. Steven Dagan appeared in the Cape Town Magistrate’s Court for drunken driving last Friday. It is believed that Dagan lost control of his Volvo at the Waterfront City Lodge on the corner of Dock and Alfred roads on Friday around 04:00.

Cape Town Central police spokesperson, Warrant Officer Khunjulwa Sam, says Dagan’s passport was revoked and he was released on bail of R2 000. Sam could not confirm the date of Dagan’s next court appearance. “We took tests at the doctor which confirmed that the man had consumed a lot of alcohol,” she said. “We are still waiting for the docket to come back from court before we can reveal his bloodalcohol level.” Sam said police have conducted 54 vehicle checks in the vicinity of the accident since January.

Intoxicated motorists nabbed TWELVE men were arrested for drunken driving on Saturday night during a joint operation between Lansdowne police and the Metro Police. Officers were waiting for motorists driving under the influence on Lansdowne Road, Wetton between 21:00 and 03:00. Warrant Officer Robert Lakey, the spokesperson for Lansdowne police, says all the arrests were made between 21:00 and midnight.

“The suspects were taken to the police station and held until 08:00 the next morning so that they could sober up. “They were charged with drunken driving and served with notices to appear in the Wynberg Magistrate’s Court on 27 July.” He adds that the early hours of the next morning were “quiet”, and that no other drivers were found to be intoxicated.

FOUR men arrested for the murder of a well-known businessman in Surrey Estate will appear in the Athlone Magistrate’s Court today (Tuesday.) The supects aged between 40 and 44, were detained at Pollsmoor Prison following their previous court appearance last week. Last week People’s Post reported that Abdullah Daware (62) died at his business – Dicky’s Meat Market – on Monday 14 March (“Senseless killing in Surrey Estate”, 22 March). The killing happened just before the store closed, when three men stormed into the business and held up the owner, his brother and a staff member. Several shots were fired and Daware was hit six times. Two suspects were ar-

rested at a house in Tarentaal Road, Athlone the next day and another two men handed themselves over at the Manenberg police station. Bennett says detectives worked tirelessly around-the-clock in the hours that followed the shooting, which led to the arrests of the suspects. “They gathered information, forensic evidence and studied video footage taken from security cameras in the shop. “Through tactful investigation, the detectives made a breakthrough and the day after the murder, the two suspects were arrested and the other two suspects handed themselves over to the police on the Thursday after the murder.” He says one of the suspects has been transferred to Mitchell’s Plain police station as there is a warrant of arrest out for him on many charges, including theft and robbery.

Navy festival sails into town THE South African Navy is promising a bigger and better Navy Festival in Simon’s Town from 1 to 3 April. The navy will once again open its doors for civilians to explore naval culture at the East Dockyard in Simon’s Town. The family festival coincides with the navy’s 89th birthday celebration – the SA Navy was established on April 1 1922 – and henceforth the festival will be called the SA Navy Birthday Festival. New candidates to stand for election The DA holds 34 of the 36 wards in the southern suburbs, Cape Town city area, and Atlantic seaboard. The party’s list of ward candidates for the local government elections, submitted on Friday to the IEC, excluded half of the current serving ward councillors. The official list of candidates contesting each ward will be released by the IEC on 12 April. Names have been left off the list for various reasons: in some instances, the ward councillor has opted to retire, and in others the ward councillor will stand for election as a proportional representative councillor instead of a ward councillor. Allweld Solutions' comprehensive database offers skilled labour at competitive rates and includes coded welders, pipe fitters, boilermakers, fitters, turners, heat treatment technicians, valve fitters, semi-skilled and general labourers.

Our training facility, conveniently located in Maitland near major arterial routes, comprises 20 individual training bays and a fully equipped 56-seater auditorium for theoretical training. The facility not only enjoys state of the art audio/visual equipment but also utilises the latest in welding technology. With two training officers, we ensure a ratio of 1:10 students and with each student having his own welding bay and using his/her own welding machine the practical training aspect is maximised. We offer Shielded Metal Arc Welding (SMAW/Stick), Metal Inert Gas Welding (GMAW),

Allweld Solutions' uniqueness is embodied within our in-house training facility whereby we are able to personally test and train welders ensuring that only top quality personnel are contracted to our customers. In addition, the training facility provides a constant source of well-trained welders for our database as the students are keen to hone their skills in a working environment. We manage the entire labour outsourcing process by ensuring timeous arrival on site with the personnel correctly attired to commence work immediately.

Santos star yearns to shine up north Top goal scorer considers move to Gauteng BRIAN GAFFNEY

RWIN ISAACS’ days at Engen Santos FC may be numbered.

Isaacs, who has been Santos’ top goalscorer for several seasons in the Premier Soccer League (PSL), told People’s Post yesterday (Monday) that he is keen to continue his professional soccer career with a Gauteng-based club next season. But the 25-year-old marksman’s ambitions to leave the club at the end of the 2010-11 season have been shot down by an angry Goolam Allie, the chief executive officer of Santos FC. “Isaacs is contracted to play for Santos until 2014 and he is accountable to us and nobody else,” said Allie. When asked why Isaacs had missed several league matches, including the away games against Moroka Swallows FC and AmaZulu FC in recent weeks, Allie explained that Isaacs – like several other

key players in the squad – was sidelined by injuries. Allie declined to comment further, besides saying that he will willingly show Isaacs’ contract (that expires in 2014) to anyone that needs clarity on the matter, at the club’s office in Lansdowne. But Isaacs – who has a history of going AWOL when things do not go his way at Santos FC – has stuck to his guns. “I am only prepared to play in Santos’ outstanding five matches in the league competition. I have told Allie that I want to leave the club,” said Isaacs. According to Isaacs, his contract with Santos FC finishes at the end of June – and it then becomes negotiable. Isaacs says he is keen to play for either of the glamour clubs – Kaizer Chiefs FC or Mamelodi Sundowns FC – in the PSL when he leaves Santos – which has dropped from third to eighth position on the PSL log since January. Isaacs says he feels he needs a new chal-

lenge in life and that “too much is expected from him at Santos”, where he is required to fill the role of a fetch-and-carry midfielder besides working his way into goalscoring scoring positions. Isaacs says the other reason he wants to move on is that Santos has been reluctant to increase his wages. A few years ago, Isaacs was also linked to a move to Chiefs – but Santos FC stepped in to increase his financial incentives in a successful effort to keep him at the club. Isaacs is once again the leading goalscorer, with six goals to his credit for Santos – who have hit the target 28 times in 25 league matches – despite him being out of action with a serious knee injury that needed surgery in mid-season.
