Taking photos of offenders caught in the act and posting them onto social media platforms is the way forward to curb crime.

This is what the Groenvlei Community Watch believes may be a solution to halting crimes plaguing their area.

With 45 active members joining in less than three months, the watch has grown from strength to strength and sets out to tackle prostitution, drug peddling, robberies, carjackings and overlooked bylaws.

Watch chairperson Riyaahd Kearns says they started the watch to assist police in fighting crime.

“We know there is a shortage of manpower at the station and because of the increase in crime we felt it was time to set up a neighbourhood watch in our area as well,” he says.

The watch conducts day and night patrols and are currently managing to keep the operation going for 24 hours a day.

With this name-and-shame approach, Kearns believes, it has put an end to popular crime trends.

“We are aware we cannot legally release any images to the media or police until the suspects have been found guilty of a crime and although we can’t distribute the pictures we take them as a record. Also we shame them in that they know we caught them and their pictures are on record somewhere. Most importantly, we use it as a platform to inform residents what to look out for and who to keep an eye on,” he says.

Although a legal body has confirmed there is no legislation directly associated to the name-and-shame approach, using materials in a public manner which implicate anyone who has not yet been charged with a crime could be classified as defamation of character.

According to legal website hg.org defamation refers to false or unproven statements, pictures or other remarks about a person, communicated as fact to one or more people by a person, media or other organisation that will harm the person’s reputation in the community.

But Kearns says they know the risks.

“I understand the legal implications but it is a closed group and we are doing it to see an end to crime. In our posts we also make

it clear they are suspects. We don’t and can’t take the law into our own hands and if they do commit a crime the police are our first call,” he reiterates.

Lansdowne Police Station commander Colonel Jan Alexander earlier this month admitted there was a reduction in crime in the area. He paid special thanks to the influence of the neighbourhood watches.

Resident Ebrahim Abrahams agrees and says they are making great progress in fighting the scourge.

“We don’t have murders or serious crimes in our area but nipping the small fry in the bud ensures we won’t have any such occurrences,” says Abrahams.

The watch has a closed Facebook group with only a few residents and members where the photos are kept on record. Watch chairpersons from neighbouring areas also make use of Whatsapp to keep a healthy working relationship and share information. “It is not about [finding suspects] guilty before prosecution. We want the residents to be aware of what happens around them and so far it has worked,” he reiterates.

With their focus primarily on prostitution Kearns admits other areas have been lacking. “We have tackled [the issue of] prostitutes because we want them out of our area,” he says.

Although this approach has rendered many small successes they never take the law into their own hands.

“It’s a pity that we can’t have a police van with us all the time. What we have done is to take the pictures because we have caught many guys with stolen goods, dangerous weapons and drugs in their possession. We cannot arrest them but we will confiscate their goods with the assistance of police, Metro Police or Law Enforcement. We want to work together,” he says.

The watch is fully registered and looks forward to building up a fruitful relationship with the community and local police.

“We have around 3 000 residents in Groenvlei and only 45 are watch members. We hope to grow the number of members as time goes on. Also I must commend the residents who show support in other ways. In the end it’s about looking out for one another and bringing the community together,” he says.

new scam is looking to cash in on pensions. Pensioners are phoned and asked to verify their details.

A Rylands woman, who requested not to be named, was recently called by such a con - artist asking her for her husband’s ID number and the last four digits of his South African Social Security Agency (Sassa) card.

“The man said my husband’s pension will be stopped because there was a problem when he registered. He said all he needed were those two numbers and I must not give him the PIN number,” she says.

Shortly afterwards, the man phoned her daughter asking for similar details, which made the woman question the caller’s motives.

She reported the incident at her nearest Sassa office the next day, providing an affidavit.

“Fortunately my husband had withdrawn all of his money earlier in the month because the con artist immediately purchased electricity and airtime with his account,” she says.

“It might not have been a lot of money, but how much can this person withdraw from all these people?”

Shivani Wahab, the Sassa regional spokesperson, warns grant beneficiaries against falling prey to scams and other marketing

tactics via the use of cellphone technology.

A number of scams have been reported targeting grant beneficiaries, she says.

She urges all Sassa pensioners to not use their Sassa card for the following: as security for loans or other financial services; any SMSes where companies offer products such as airtime against your Sassa card; any deductions against your card, “except for one funeral policy deduction that does not exceed 10% of the social grant value, which Sassa has authorised in terms of legislation”.

Beneficiaries can protect themselves by keeping their Sassa card and PIN safe at all times and never divulging the details of either to anybody, Wahab says.

E-cigarettes in the spotlight under tobacco law If a City of Cape Town plan goes ahead ecigarettes will soon be on the naughty list.

The City’s Health Department is looking for support to expedite e-cigarette legislation following a list of proposals outlined by the World Health Organisation (Who).

The department proposes the current tobacco regulation includes banning the use of these electronic devices indoors.

Benedicta van Minnen, Mayco member for Health, says: “The proposals come just months after the City’s Health Directorate sought guidance from the national health department about the legalities surrounding e-cigarettes, following the increased popularity of these devices.”

City Health is one of several departments responsible for the enforcement of the Tobacco Products Control Amendment Act.“We sent the request to government after an increase in complaints from businesses, employers and the general public. At the time the feedback from the department was that electronic cigarettes cannot be read into the definition of tobacco products because they do not contain tobacco, but rather nicotine which is a by-

product of tobacco,” she adds.

Because of this description, the current legislation does not apply but the department plans to review the existing legislation to incorporate e-cigarettes, she says.

“These products are marketed as an alternative to smoking, but the alternative to smoking should be not to smoke, and to live a healthy lifestyle. These products are contributing to the re-normalisation of smoking, and smoking e-cigarettes in public spaces has become an easy option.”

Proposals are set to be discussed in October and will include the banning of the use of e-cigarettes indoors and limitations on advertising and the sale of devices to minors.

She plans to also tackle the regulation of hookah pipes or hubbly bubblies. “Currently South African legislation forbids the sale of tobacco products to anyone under the age of 18, including the sale of flavoured tobacco products used for smoking the hookah pipe. I’m very concerned about so many people making it acceptable for children to smoke hookah pipes.

There are real risks linked to smoking these flavoured tobaccos at an early age.”

Cutting down on electricity use is the quickest and cheapest way to bring relief from the electricity crisis and rising tariffs.

But in a recent statement, the Cape Chamber of Commerce and Industry strongly suggests that the job should be given to an independent body.

“It is not realistic to expect Eskom to run electricity-saving schemes. They have their hands full and we don’t need to distract them from the critical job of overhauling their power stations,” says Janine Myburgh, the president of the Cape Chamber of Commerce and Industry.

“Perhaps the Department of Trade and Industry can get involved and look at solar water heaters as a job-creating industry with great potential for growth.” She says it has been necessary that demand-side management was introduced as a national

policy and organisations like the SA Bureau of Standards and the engineering faculties of the country’s universities should help manufacturers improve their products.

Peter Haylett, chairperson of the Chamber’s industrial focus portfolio committee, says the retail price of electricity was now so high that a lot of alternatives had become viable to supplement or even replace grid electricity.

“The beauty of this approach is that it would be funded by the private sector and should not require any subsidy. Subsidising consumers or manufacturers seldom makes sense. What we need to do is help the manufacturers of products like solar water heaters with technical assistance to bring down costs and create more competition in the industry.”

He says installing solar heaters, PV panels and heat pumps would create jobs throughout the country.“The most important thing, however, is that every solar water heater, panel or heat pump will take some of the load off Eskom’s back and this should make more power available for industry and the mines,” Haylett says.

Any solar system will deliver power or heat at a fixed costs which will not increase, while the cost of grid electricity increases every year along with the costs of coal, transport and labour. “Using solar powerwill enable commercial and domestic users to get some measure of control over their future energy costs,” he said.

Survey on water services A research survey to rate the quality of the council’s water services is underway.

The City of Cape Town’s Water and Sanitation Department will be conducting its annual water service quality survey for the next three months.

Residents in eight districts, including Mitchell’s Plain, South Peninsula, Central Cape Town, Klipfontein, Tygerberg/Bellville, Khayelitsha, Helderberg/Kuilsriver and Kraaifontein/Blaauwberg will be surveyed.

The intention of the survey is to indicate the level of service satisfaction among communities, as well as the respective service disciplines which require improvement, council officials say.

Devnomics has been appointed to conduct

the research survey.

Ernest Sonnenberg, Mayco member for Utility Services, says the survey will be conducted either telephonically or face-to-face by survey staff who will be visiting the respective areas. The survey sample will include 1000 formal settlement residents, 600 informal settlement residents and 300 businesses.

The amount of water used on these premises will be assessed.

“The city falls within a water scarce region and this exercise will provide us with a better understanding of where we can continue to improve on our services,” Sonnenberg says.

“Furthermore it will equip the City with the necessary information on water con-

sumption patterns and behaviour.”

The survey forms part of the water and sanitation department’s customer service charter.

“Surveys such as this one assist us in continually improving our services and in refining our processes. It may also assist us in saving more water and it puts the customers – our residents – at the centre of all our actions.”

Survey staff will wear the required identification tag containing the City’s logo, a photo of the surveyor and the project details in order for them to be granted access to the premises which form part of the survey sample.

The City requests that residents in the survey areas cooperate.

laims of maladministration are causing grey hairs for an interim board who wants to see a youth club restored to its former glory.

Four years after their election, the board of the Silvertree Youth Club in Manenberg is still unable to get the club’s affairs in order.

Board secretary Jasmine Davids, who grew up with the organisation, says she is saddened to see it in its current state.

“When I was young I did ballet at Silvertree and grew up in the organisation. I jumped at the opportunity to get involved and give back to the organisation that gave me so much,” she says.

Financial troubles surfaced in 2010. The Scheldt Road property has subsequently become derelict with broken plumbing pipes, doors and gates. Litter and filth are strewn all over the property with very little evidence this was once a thriving youth club.

Valerie Philander, chairperson of the club since its inception and still holding this post, would not give comment.

Following an investigation by the Department of Social Development all funding to the organisation was stopped in March 2010.

“The department informed us that the funding would stop pending an investigation but the two creches would remain open. In October 2010 we were asked to join the board and work towards an annual meeting. But it never happened,” Davids says. “We were informed about a letter

“The community agreed and the committee members were elected.”

The social development department was unable to comment at the time of going to print.

Davids says in 2012 “questions were raised when two of the new members opened a new bank account and the club kept experiencing changes in club managers”.

“Tenants were paying money into the account but bills were being left unpaid and

resulted in the water and electricity being cut.”

Davids says: “All equipment and assets were sold and the empty shell was used as a drug den.”

Meanwhile, management of the club is in limbo as the club is registered under the name of a man who is currently unavailable for comment.

Davids says there are attempts for the club to operate with support from residents.

The matter is currently under investigation, following claims and counterclaims, including “evictions and harassment”,

says Davids.

Manenberg police spokesperson Lieutenant Ian Bennett says proper procedure was followed.

“This is, for the most part, a civil matter and we will investigate the cases that are open,” he says.

“We need to also give our detectives the opportunity to complete the investigation before we can present it to a prosecutor. After that it is in their hands to decide the fate of the case.”

Davids points out the club accounts are still active in spite of the organisation “being non-existent”.

Both a car dealership in Belgravia Road and Woolworths in Kromboom Road were hit by a blast late on Thursday 4 September.

Athlone police spokesperson Sergeant Zita Norman confirms a docket of malicious damage has been opened at Athlone Police Station and is being investigated by the Organised Crime Unit.

“At 23:30 there was an explosion at a car dealership in Belgravia Road. It is alleged that a pipe bomb was used,” says Norman.

“According to the private security company, two vehicles were involved in this incident and damage to 10 cars in total was reported.”

She adds: “We are following up on all

leads but we are not in a position to comment on possible suspects yet.”

Residents as far as Pinelands reportedly heard the loud bang caused by the explosions.

Police cars lined the streets as a crowd gathered to watch the drama unfold and the crime scenes were quickly cordoned off, People’s Post reported on our website early on Friday morning.

Belgravia Neighbourhood Watch chairperson, Riyaad Petersen, says he was at home when he heard the two explosions go off.

“I heard the two explosions between 23:15 and 23:25.

“They were spaced a few minutes apart.

I’m only a few kilometres away from the Woolworths in Kromboom Road so the explosions were not that obvious. It just sounded like something banging into something else.”

he is just beginning to learn to walk and talk, but her dad has been denied the privilege of sharing these joyous moments with her.

Jake (not his real name) has paid maintenance to his former girlfriend since his daughter was born. But despite a court decision ruling in his favour, he has been refused visiting rights by the mother of their child. “I do not want my daughter to grow up without a father, thinking I did not want to care for her,” he says. “Children grow up so quickly and I do not want to miss out.”

The child’s mother is now in the process of appealing the decision. Fathers are now being urged to wise up on their rights.

The provincial head of justice and constitutional development, advocate Hishaam Mohamed, says fathers have a vital role to play in a child’s life.

“The only person who suffers by not allowing a father visiting rights, is the child.

A father is not just a financial provider,” he emphasises.

Melany Kühn, the acting head of communications at the provincial social development department, says fathers have every right to equal access in visiting their children.

“Access and visitation rights should always be managed in the best interest of the child. There can be no generic recipe, as each case should be assessed on merit. However, where a father is denied access to see a child, he can seek help from a social worker so that the department can facilitate a process, as guided by the Children’s Act,” she says.

A father’s rights need to be upheld, says Kühn. “Fathers can either work with a social worker or escalate the matter to an attorney to ensure their rights are upheld.”

A strong emphasis has always been placed on maintenance defaulters, but little has been done to highlight a father’s visiting rights, says Jake.

“I am willing to pave the way forward for my child, but also want to give her love and care and share priceless moments with her,” he says. “I will not give up the fight

until my rights are upheld. It just seems like there is no solution, as the process is so long-winded.”

His victory was short-lived when he realised the mother of his child would not cooperate with the court ruling.

South African law dictates that a father has as much right to see their child as a mother does.

Mohamed says the court will decide who gets custody and they will decide on visitation rights, depending on the situation.

It was recently revealed that as many as 48% of children in South Africa grow up either without a mother or a father and in tens of thousands of these cases, the absent parent does not honour their responsibility to pay child maintenance.

The Department of Justice has also drafted a bill to amend the Maintenance Act, which will enable credit bureaux to track down maintenance defaulters who can’t be found by the courts.

This bill will empower credit bureaux to fortify maintenance judgements to affect defaulters’ credit records.

Maintenance investigators are stationed at the Mitchell’s Plain Magistrate’s Court to assist in tracking defaulting dads, Mohamed says.

“We need to ensure fathers do not abdicate their responsibilities and children are provided for financially.”

A total of 150 maintenance defaulters have been identified in the province. Collectively they owe R1.5m to their children.

However, a parent is not precluded from exercising contact if he/she has failed to pay maintenance.

According to Section 21 of the Children’s Act, the father also has full parental rights and responsibilities even if he was never married to or lived with the mother of the child. Often if a father does not pay maintenance, then the woman does not allow him to see their child, Mohamed says.

“The two issues have nothing to do with each other. Do not punish him, because essentially you are punishing the child. Rather get the help of a family advocate in such instances,” he suggests. “They make decisions when it comes to custody and guardianship. They will mediate the matter.”

Sharp incline in crime

rime in Lansdowne has shown a drastic increase over the past year.

Lansdowne Police Station commander Colonel Jan Alexander says the latest statistics are concerning.

With business robberies, hijackings and common theft at the top of the list, he says it is important for the community to know what criminals are up to.

“If we look at stats from last year we can clearly see an increase in the number of property-related crimes. It is really high and we need to put the word out there so the residents can be aware of what is happening in the area and adjust their actions accordingly,” he says.

Because of a moritorium on crime statistics a complete report has not yet been finalised so they cannot release detailed statistics for 2014 but he says a pattern has emerged.

“It is only September and already there has been a drastic increase on last year’s figures,” he says.

For 2013, the highest number of incidents were residential burglaries, theft from a motor vehicle and drug-related crimes.

Although there have been steady decreases in some categories, there has not been a reduction in overall crime.

These statistics are derived from crimes committed in the Lansdowne policing precinct, which is made up of Lansdowne, Groenvlei, Wetton, Ottery, Belthorn, Crawford, Penlyn Estate and Rondebosch East.

For the year starting on January 2013, there was one murder, 15 attempted murders, 80 assault/grievous bodily harm charges and 217 charges of common assault, 117 common robberies, 175 robberies with aggravated circumstances, 162 non-residential burglaries, 597 home burglaries and 13 cases

Lansdowne Community Policing Forum chairperson Thetha Sithole says more must be done to address the community’s concerns. “We have faith and trust in the new station commander and it is unfair to have expectations at this stage, but the communi-

ty has real concerns which must be addressed such as the lack of visibility and resources. We know this is out of his hands, but these are all things that will help improve the service and hopefully lower crime in the area,” he says.

Alexander says implementing active community policing is a top priority.

“I am available at any time but I want residents to make use of the channels. Phone your sector commanders and if they are not giving you satisfactory service, report it to the shift commander,” he advises.

F

or a great number of people, struggling to find meaning in life and making sense of one’s purpose can lead to depression and, inevitably, suicide.

But authorities believe communication is key to preventing such a final, irreversible situation.

As a middle child battling to find her way, Tracy* slipped into a deep depression at the age of 19.

Desperate for a sense of belonging, she often found herself in trouble and soon became addicted to alcohol.

“For a few hours I would feel okay. The alcohol would wash over me and make me forget the reasons for wanting to take my life,” she recalls. “I was surrounded by people, but felt so alone. All my family and friends seemed to have found their purpose – or so I thought.”

Paralysed by this sense of seclusion, she had reached an all-time low.

“My friends were entering the working world. My older siblings had started growing their families.

I would compare myself to people whom I had nothing in common with. In hindsight I realised how unfair that was, especially to me,” she says.

A feeling that life has lost meaning is one of the main symptoms of depression, says clinical psychologist Dr Adelbert Scholtz. “Meaning is something that has to be discovered and no two people attach the

A loss of interest in activities that were previously enjoyable is also an important symptom, he points out.

“Passivity, apathy and an inability or unwillingness to participate in activities as well as sleep distur-

bances, decreased appetite and feelings of guilt may also present themselves as symptoms,” says Scholtz.

Turning to the bottle or to drugs is all too common, he asserts.

“When people experience life as meaningless, the temptation to engage in dangerous and self-destruc-

tive activities such as crime, alcohol or drug abuse and unsafe sex becomes overpowering.”

The causes of depression are varied, with some individuals having a genetic tendency towards depression.

“This is something they would inherit from their parents. Other

people get depressed due to some or other loss or disaster in their lives, like the death of a loved one, loss of health or a limb. Often depression is caused by a combination of these factors,” he explains.

Scholtz believes rediscovering a spiritual belief or meaning in life is very helpful. This can be done by seeking help through counselling or therapy, in order to examine the underlying issues which cause these negative feelings.

Realising this was a turning point for Tracy.

“More importantly I realised how I had isolated myself from the world. It was not that people did not want to engage with me, but rather the fact that I did not give them the opportunity.”’

No man is an island, she emphasises. “Believing you can make it through life on your own can only lead to disaster. The support of family and friends is an essential part of one’s existence. We all have a purpose, despite what we may believe.”

People who cannot find meaning in life, whether it be in a religious or philosophical sense, live in an existential vacuum, Scholtz points out.

“When life appears to be meaningless there is nothing to live or exist for and then people simply vegetate. That makes them more prone to fall into depression.”

Flats upgrade steams ahead T

he Community Residential Units (CRU) refurbishment programme is back on track following interventions by coun-

cil.

The City programme is progressing well with 432 of the 624 rental units having been completed after they were earmarked for internal upgrades.

Mayco member for Human Settlements Siyabulela Mamkeli says the revamp of the remainder of the units is expected to be complete by the end of the year.

He says the external refurbishment of the flats has also commenced.

“This is no mean feat considering the challenges that have been experienced. This administration has spared no effort to get this programme back on track after our implementing agent’s subcontractor was liquidated,” he says.

“Our staff and contractors have also worked under extremely volatile circumstances given the gang violence in the area.

I thank our tenants for their patience and for helping us to make progress possible.”

The City’s CRU refurbishment programme was temporarily affected by the financial trouble of the subcontractor Filcon which led to the termination of the contract between Filcon and the implementing contractors.

Mamkeli says a replacement subcontractor, Good Hope Construction, was appointed by the implementing contractor, Aecom.

“We have done everything in our power to bring dignity to our tenants residing in

Ortel is a former pupil of Phoenix High School and although he did not complete his schooling there, he still considers it part of what shaped and moulded who he has become. As a practising doctor majoring in occupational medicine, he is passionate about education and making sure blue collar workers get the best medical care while on the job.

“I don’t look down on anyone, I am still friends with some of the kids I grew up with in Manenberg. I’m not here to brag about what I have and what I have achieved, but I do want to show you that with hard work

Bursaries for needy students If you are a South African university student pursuing studies in engineering and construction environment, relevant to the Department of Transport and Public Works and in need of financial aid, then listen up!

The Masakh’iSizwe Bursary Programme at the department is offering bursaries to students studying towards a degree or a higher diploma in the following disciplines: architecture, building, construction management, geomatics, civil engineering, mechanical engineering, property studies, quantity surveying, as well as town and regional planning.

During term time, the bursaries cover tuition fees, all prescribed books, materials and accommodation, together with meals (or transport costs).

Bursaries are renewed each year for the duration of the degree, subject to academic performance and the fulfilment of the bursary conditions.

The bursaries are offered on a work-back basis. In other words, you will have to work for the department for every year of the bursary.

During your studies you will also need to attend workshops, learning events and meetings organised by the programme; undertake academic vacation placements at sites determined by the programme; and participate in service learning and/or volunteer programmes organised by the programme.

Brrravery?

With the world growing ever smaller through technology and social media, there is a strong temptation to look to other parts of the world for solutions to problems facing Africa.

However, this is often the short-sighted and perceived lazy approach.

Recently social media websites have been inundated with the brave taking on the so-called Ice Bucket Challenge.

It involves pouring a bucket of ice cold water over one’s head to raise awareness for Amyotrophic lateral sclerosis (ALS).

The craze swept through America, and it was not long before South Africans were taking on the challenge.

But is this really an appropriate way to raise awareness of a disease?

Receiving only half the world’s average rainfall, South Africa is fundamentally a water scarce country.

Studies at the University of South Africa have shown our water reserves are under immense pressure due to a growing population and expanding economy.

So much so that shortages may be experienced by 2020.

Perhaps we should not be wasting this precious resource.

In addition, ALS isn’t even what South Africans call the disease. Most of us are more familiar with Motor Neuron Disease (MND).

While some well-known South Africans – including former SA rugby hero Joost van der Westhuizen – suffer from MND, the disease is still considered a “rarity” by the South African Motor Neuron Disease Association as it affects only two in every 100 000 people worldwide.

South Africans need to look for workable solutions to the burning issues at home. HIV and Aids come to mind.

And further north on the continent, ebola rears its nasty head. An imported solution will seldom have the depth of understanding that can be found in our own neighbourhoods.

Investigate medical costs If government really wants to do citizens a huge favour, they should urgently investigate costs at private hospitals.

To be charged about R2 600 for a bed, meals and normal care is exorbitant. It is not “ward fees” as stipulated on the account; you’re not paying for a ward, but just for a bed.

I was recently in hospital for nine days for a full hip replacement.

The account – just for overnight stay and prosthesis – was more than R110 000.

I have yet to receive accounts for the surgeon, anaethetist, pathology, X-rays and physiotherapist.

In the beginning of the year, while visiting our daughter in Germany, I broke my ankle in the snow.

A metal plate and screws were put in my ankle. Our total account, all-inclusive, was just more than 4 500 Euro – or about R65 000.

The treatment was the best I ever had, notwithstanding the language barrier.

Fortunately we were insured through our medical aid for a substantial amount.

Although it took the medical aid about three months to pay out, as a result of decoding the language and [medical] codes, we did not get any telephonic or other demands for payment. Definitely not like here.

If you are unable to pay for only one month, you receive a letter of demand.

Private hospital charges are totally out of context.

You get minimum [service] for maximum charges.

Medical aids buckle under the high costs of hospitals which do not offer high quality service.

It is high time medical aids visit private hospitals and request that patients fill out questionnaires.

In spite of high costs, I wish to express my thanks and appreciation to N1 City Hospital for top service.

Do you take first and ask later?

In our suburbs we have interesting habits which seem unique to us who live here.

I have seen people confronted by others who are in possession of their goods and their explanation for this illegal possession is that they walked past and saw the goods on the property, and thought the owner has discarded the goods for waste disposal.

The big question is always: Hoekom vra julle nie of julle dit mag vat nie?

This is a habit which must be addressed.

You cannot just take something from another person’s property; the owner has to be asked. Failing to ask leads to theft charges or physical confrontation.

The vra/vat net habit also applies in our homes and at work. Family members or colleagues assume they can take your property without asking – use it, consume it or apply it for their personal use. It mostly leads to unpleasantness.

I recall an incident which happened many years ago.

It was a Sunday afternoon when I heard

a knock on my door. I went to the lounge window and saw a man knocking on my window, but his eyes were roaming down my driveway.

I also noticed that his lady friend was standing at my gate. I decided to watch and see what they would do if I did not respond to their knocks.

As he walked away, he picked up my son’s toy truck in one swift movement and left. I ran after him and tackled him, rugby-style.

As we wrestled on the ground, he said: “Ou­ bie, ek het geklop.”

By me not answering the door, he was under the impression he could take possession of my property.

Since that day, I have a high fence around my property and dogs on patrol, so that I will never again give an opportunity to the vra net, vat net syndrome.

When my dogs bark, I go outside and am asked whether I have any scrap metal– the vra net – and I decide to apply the vat net.

Promises don’t keep us safe We voted for changes promised to us by politicians who said they have our best interest at heart. Yet it is with great sadness that it seems as soon as those promises where uttered they have been forgotten, just like communities living on the Cape Flats who daily have to face the possibility of waking up to another day of mayhem and destruction.

What once were thriving communities, fighting against the ills of apartheid have now become communities ridden with fear that a loved one may not come home or that when they step out onto the street they might also become just another statistic in a growing list of fatalities. How sad that parents no longer allow their children the freedom to play outside. Everyone has become a prisoner in their own home.

No one more than us wants to see justice meted out for the terrible gang violence that engulfs our lives. We want to once again be able to walk freely and allow our children to be just that, children. In Hanover Park where I live, we have a beautiful park that was created for our children to play in but it has become somewhat of a ghost town as no parent would want their children to be caught in the crossfire. What good is it to have wonderful upgrades when no one wants to use them for fear of a stray bullet hitting you.

I am fed-up and I’m sure many would agree with me. I don’t think just because we live in an impoverished area we should be overlooked. How many more people need to lose their lives for government to sit up and take note? Is it too much to ask that steps be taken to ensure our future generation of leaders get to live out their full potential without having their lives cut short? Things are getting out of hand and bodies litter our streets daily. The community has lost count of all the lives lost due to gang violence since the beginning of this year alone. What more needs to happen before action is taken?

It seems our communities have been left to fend for themselves and government has taken on a “let’s wait and see” stance.

Can you truly turn a blind eye when people count on you to make good on your promises, or does the saying “empty vessels make the most noise” ring true in this case?

Applications open for Lotto grassroots level sports funding The National Lotteries Board (NLB) invites qualifying organisations that support the development of sports at grassroots level to apply for funding.

NLB CEO Charlotte Thabang Mampane says in a statement the scope of the funding programme is in line with government policy to support all sporting codes in South Africa.

The NLB allocates close to R2bn each financial year in funding to various qualifying organisations covering all three sectors including charities, arts and culture organisations and sporting entities.

Mampane says: “We would like to take this opportunity to encourage all interested schools and clubs to forward their application to the NLB as early as possible, observing the funding criteria and procedures to avoid disappointment.

“Failure to comply with the regulations and prescribed guidelines will re-

sult in the application automatically being disqualified.”

The NLB will give preference to sports clubs and no-fee schools (Quintile 1, 2 and 3) in poor, previously disadvantaged and rural communities that support capacity building (training of coaches and technical officials), universal access to facilities and provision or upgrading of access facilities for people with disabilities. “Government, through its various departments and agencies such as the NLB, will continue to support sports because it is an indispensable part of social cohesion and enhances physical and mental well-being. Our country owes, to a large degree, our political stability and the social integration process to the near miraculous transition to democracy to the significant role played by sports,” she says.

FREE REPLACEMENT OF END-OF-LIFE ELECTRICITY METERS The City of Cape Town’s Electricity Services Department has commenced an end-of-life replacement project for electricity meters. This project will initially focus on end-of-life prepayment meters but will be expanded later to replace some of the older credit meters in the Greater Cape Town area. Eskom supply areas are not included in this project.

The design life of prepayment meters is approximately 20 years and the field failures of these older meters have reached the stage where planned replacement is required. Approximately 10% of prepayment meters currently qualify for replacement and the areas initially targeted will be those where the density of older meters is the highest.

The City has appointed Elex Khanyisa to do these replacements until 30 June 2015.

If a meter needs to be replaced, a notice will be delivered to the premises to request an appointment for meter replacement. Details of the notice will be available to the City Call Centre staff, should the customer wish to confirm the authenticity of the correspondence. All staff will carry identity cards and use clearly marked vehicles. The meter replacement is compulsory and free.

We thank all customers for their cooperation and request that they ensure that all electricity purchases not yet entered into meters are captured on the existing meter prior to replacement. All units on the old meter are immediately loaded on the new meter except where purchase history patterns on the vending system indicate anomalies. The new meter comes with some pre-loaded units, the cost of which will be recovered via the vending system as future purchases are made.

Teen joins Ajax CT seniors A

Grassy Park teenager is the latest Ajax Cape Town Academy protégé to graduate to the club’s Premier Soccer League’s senior squad.

Yagan Sasman became the most recent academy player to join the Urban Warriors’ senior side for the 2014/2015 season. The 18-year-old signed his first professional contract late last month.

The Parow-based club now boasts 23 academy players from a squad of 30. According to an Ajax academy statement, the defender “left a good impression” during the club’s pre-season training. He is set to join Roger de Sa’s squad after

he completes his matric in December.

But Sasman is no stranger to plying his trade on the world’s stadiums. In May he joined Ajax Amsterdam for a five-week trial period and represented the Urban Warriors at the prestigious Copa Amsterdam Cup on two occasions.

Ari Efstathiou, Ajax CT chairperson, says: “Once again the Ajax Youth Academy has proved its value. Sasman is possibly one of our brightest prospects. He has been in Amsterdam on several occasions; he did extremely well and I have no doubt he will be on the field with the PSL team within months.”

rofessional football will return to Kewtown, as local club Avendale Athletico FC will be strutting their stuff in the fourth highest league in the country.

And the community and club have a good samaritan to thank for putting their club on the local football map.

The man, who asked not to be named, is a local businessman and Kewtown resident.

He dug deep into his pockets in his attempt to bring professional soccer back to the township.

“He just has a love for the game and wanted to give back to the community; no one in the community knew of his plans and he bought the professional club without our knowledge,” says Angelo Green, the newly

elected chairperson of the club’s professional side.

It is believed the anonymous benefactor paid about R95 000 for the eventual acquisition of professional club status from Durbanville FC late last year.

In July, the professional team’s management approached the management of the amateur Avendale Athletico FC to request the team play under the club’s banner. The request was granted and the club is now preparing to take on some of the Cape’s best teams in the regional SAB Regional League.

Avendale Athletico FC is affiliated to the Cape Town Tygerberg Local Football Association.

People’s Post attempted to gain comment from the amateur club’s chairperson, Matthew Peters, but could not do so at the time of going to print.

In the past, Green says, the only other professional team in the greater Athlone area was Santos FC, who moved to different LFAs over the last couple of years. “When they were based in Athlone, they contracted many Kewtown players,” he adds.

“Now we can contract players from the community, although we are not at a stage where we will be able to provide them with funding. However, we will be providing players with playing kit, boots and transport in the interim.”

They will ply their trade at the Avendale Athletico FC homeground at Clover Street Sports Complex.

And the stand-out players from the amateur club will feature on the professional stage. They need to select a 24-man squad in the next couple of weeks.

The franchise management team of six has already appointed former professional footballer Shaun “Jik” Oliver as the head coach for the upcoming season. They have also set the club a goal of reaching the Premier Soccer League (PSL) in the next five years.

The SAB Regional League kicks off next month, with Avendale playing their first match on Saturday 18 October.
