Hope for Hanover Park LILLIAN AMOS
RIVAL gangs in Hanover Park have apparently buried the hatchet. Just over a week ago, the chairperson of the Hanover Park and Philippi Community Policing Forum, Anthony Daniels, in partnership with Pastor Ivan Waldeck of the Western Cape Community Outreach, managed to get the gangs to agree to a peace pact. Hanover Park has remained a flashpoint in the ongoing gang wars on the Cape Flats. Daniels says there have been 33 murders recorded in the area in the last few months. But Philippi station commander Colonel Franke de Vis says he doesn’t believe or participate in peace talks. “These gangsters are not sincere. They put up a front and in a few months they are back to their old ways. If they really were sincere about peace talks, they would bring their weapons and drugs in to us,” he says. De Vis insists gangsters are only using the time to get new firearms and recruit new members. He admits that there have not been any shooting incidents reported in Hanover Park for the past two weeks but credits that to the community’s cooperation. “We have put two gang leaders in prison and that is what is keeping the gang activities at bay. We were able to put them behind bars with the community’s help. I’m not saying the shootings will totally stop, but with the help of the community we are well on our way to making the neighbourhood safer,” De Vis says. Daniels, however, believes the violence is a thing of the past after several days of talks with various gangs including the Americans, Ghetto Kids and Laughing Boys. “The gang groupings have been told that it will be the last attempt

He adds that several issues emerged from the discussions, most notably gangsters who say that they are disillusioned with government and that the system has failed them. “One of the reasons cited have been that they return home out of the prison system and have no stimulation to steer them away from crime,” Daniels says. “In order to sustain themselves they get entangled in gangsterism
and drugs, quite often on the receiving end of a firearm-related death or excessive drug abuse.” Daniels says there will be weekly meetings with the gangs to monitor the peace pact. He has also appealed to government departments to become more involved in Hanover Park and enable residents by informing the community of available services. Daniels has also called on residents to give the peace process a chance to find its legs to have proper effect in the community. “The community will state that

morse, no empathy for our people. All they care about is money, drugs and their status within the gang.” Another resident, Sylvia Noble, says she prays for peace daily. “I am so glad that they have made peace. It has been a long time coming. “After all those deaths and people getting hurt, my heart ached for those families who lost loved ones in such a senseless way,” Noble says. they are sick and tired of the process that we follow, but it is the only way that is known to us to find peace. “The police do not speak to gangsters,” he says. Hanover Park resident Freddy Gerard doesn’t believe the gangs can put aside their differences. “For the sake of our children, I hope this is the end of it, but it probably won’t be,” he says. “They’ll probably be quiet for a while and then go back to their old ways. “These gangsters have no re-
