Is the Sea Point Promenade a potential small business hub or should it remain strictly a public open space? A food vendor trying to earn a living trading on the Promenade has sparked the collective wrath of locals and City of Cape Town officials who want the vicinity to remain free from commercial activity. Action has now been taken to remove the mobile caravan, and with it the vendor. The Promenade has been declared a public open space, which does not allow for commercial activity, insists ward councillor Beverley Schafer. She has placed a motion with the Good Hope Subcouncil to have the trading bay cleared. The site is currently occupied by Tebb’s Kitchen, a food truck providing cold drinks, snacks and light meals. The kitchen has a valid trading licence, as issued by the City of Cape Town. Although most of the trading sites on the Promenade have been removed over the past few years,
this one remained as an oversight, Schafer says, which allowed for the enterprising businessman to take advantage of its location. All trading should take place from the pavilion, which generates an income for the Friends of the Pavilion, Schafer continues. “The area is a public open space, and only roving traders are allowed. By removing any fixed site trading, it prevents informal trading from creeping in. In this case, the site is used by a vehicle which damages the grass area.” Sea Point, Bantry Bay and Fresnaye Ratepayers’ Association chairperson David Lazarus is calling for a ban on trading at the site. “The trading site has been occupied by a large mobile vehicle, half on the lawn, half on the promenade itself, and its size is inappropriate. We also feel that it competes unfairly with La Vie, one of the few coffee spots/restaurants across the road from the Promenade which has been there for many years, pay rates and taxes and has established a solid clientele,” he says. Trading along the Promenade should remain restricted to the pavilion as this ensures control over the traders and their location, La-

At present the Promenade remains a gem of open space for freedom of movement in our city that is frequented by thousands of people daily, particularly during weekends and public holidays. There is no clutter and no pressure. To commercialise the Promenade by allowing informal trading would forever alter the ‘open space’ benefit of the promenade derived by residents, visitors and tourists alike,” he says. However, owner of the food truck Seth Whitehead says removing the trading spot would stifle small business activity. “I think those who are concerned are the minority. I service the majority. However, the trading is limited to a selection of goods, Walker says. “The type of trading products are mainly ice-creams, cold drinks and snacks. Trading is limited in terms of the number of sites and products, because we need to be cautious of the area becoming mainly commercial in character. The focus on the Atlantic Seaboard by informal traders means that, without controls, the area will become over-traded, thus impacting on the recreational space and its users. There are trading opportunities at many other beaches throughout the city, and the City suggests alternatives when liaising with the traders,” she says.

cold drinks and food. It’s a negative look at small businesses. Lots of food trucks are having to fight against rules like these,” he says. Whitehead started Tebb’s Kitchen after being unemployed for several months. “I have a passion for food and love chatting to people. The sea view is a bonus,” he says. “Food trucks are trendy. Why not be part of that trend next year as the World Design Capital?” Trading is allowed on the Promenade at a few sites, says Mayoral Committee member for Community Services and Special Projects Belinda Walker. Ice-creams, colddrinks and snacks are available at Rocklands Beach, Milton Beach, Sunset Beach and three sites at the Pavilion, in addition to the one at Three Anchor Bay. “There are four vendors selling ice-creams on cycles on a trial basis for the season. They may only sell along the Promenade. There is also one mobile vendor at
