‘Danger canal’ closed off REYANA STEYN

HE Bokmakierie canal is to be enclosed from tomorrow because of criminal activity and illegal dumping. A steel palisade fence will close off all the roads running to the canal, on both the Jan Smuts Drive and Settler’s Way sides. The total cost of the project is R285 000, of which R275 000 came from subcouncil ward allocation capital funding and the remaining R10 000 from the Transport, Roads and Storm Water Department. The closure of the canal also means job creation, as three local residents have been chosen from a database of unemployed people to work on the project. “The request for the Bokmakierie canal to be enclosed originates from a public meeting in 2010, where the community reported that perpetrators of violent crimes would use the open canal as a means of avoiding arrest when police responded to reports of such crime,” says Edgar Carolissen, Athlone subcouncil manager. “It was therefore felt that if these culs-de-sac could be closed off it would serve as a deterrent and that it could enhance surveillance and policing.” A secondary motive was to re-

duce the “alarming volumes” of illegal dumping in the area. People’s Post previously reported that some residents were upset because criminals were using the avenues to get away from police, while others have complained about attempted hijackings and other crime in Hazendal. They believe fencing off the avenues will help prevent illegal dumping in the river, and will ensure the safety of children playing in the avenues (“Canal fencing decision delayed”, People’s Post 31 August.) “To further confirm these reports and to ensure that there was good community buy-in, more public meetings were held to hear from community members what their views were. “These meetings were well-attended, and the overwhelming majority of people present supported the proposal,” says Carolissen. The City of Cape Town’s Transport, Roads and Storm Water Department reported that in the 2009/10 financial year it had spent in excess of R200 000 in regular clean-up operations at the canal. “This is an expense which cannot be sustained and the proposed fencing, it is hoped, will also serve to reduce the levels of dumping and consequently this expense,” says Carolissen.

TAKING FLIGHT

The Cape Academy of Performing Arts (CAPA) is presenting What a Wonderful World at the Artscape Theatre from Friday 4 March until Sunday 13 March. The production is directed by Debbie Turner, in collaboration with Jacqui Pells and Nathalie Vijver. The performance showcases 175 talented young dancers from the ages of five to 25 in a production that explores global cultures and events through ballet, modern, hip hop, tap, drama and song. He adds that after due process was followed through the City of Cape Town’s procurement department, Icon Civils, who hold the annual tender for fencing, will now proceed with the installation of the steel palisade fencing. “Provision has been made for three local labourers – two men who will be serving largely a security function at night during the installation period, and one woman, who will serve as the liaison person during the day,” says Carolissen. “This fence will mean that no more crossing over the canal onto Jan Smuts Drive as an exit, and entry into Bokmakierie, will be possible.” Suzette Little, councillor of the area, says they have had positive results by enclosing the canal in Downing Road, and she is hopeful the same will happen in Bokmakierie. “The crime, as well as the dump-

ing, stopped, and we are hopeful that the same effect will take place with the closure of the Bokmakierie canal. We also had to close the roads, as the water comes up fairly high and a child can easily be in danger.” She says the palisade fence will improve the area. “We want to beautify the entire Bokmakierie after the fence has been put up. I want the community to assist me in monitoring the fence to ensure that it stays safe.” Alfonzo Kayser, a Bokmakierie resident, has mixed emotions over the fencing. “I feel it’s a good and bad thing. It’s good to secure the canal as it will be better for our children because it will prevent them from injuring themselves at the canal and it will be safer. It will also be a nice display for other communities to see how the neighbourhood is developing. “However, I do think it will be a

bad idea in a way as many residents use the canal as a shortcut to get to and from work; this will hamper their freedom of movement.” Another resident, Isaac Nick says: “I think it will be a good idea as it will prevent people from gaining entry into the area, and curb crime. The fencing will also definitely curb dumping at the canal. “The bad thing is that people would be gaining entry from the highway’s side.” Carolissen says: “This is a major adjustment for this community, but we collectively appeal, together with parents and community leaders, that residents cooperate and that the fence be seen as a community asset that is intended for the safety of children, the prevention of dumping and as a physical deterrent to violent crime as was initially requested.” It will take two weeks to erect the fence.
