‘Tortured for no reason’ REYANA STEYN

MAGINE walking down the road one minute only to be forced onto your stomach the next instant by police officers pointing guns at you. This is what allegedly happened to four Athlone youths aged between 16 and 20 in Lawrence Road about two weeks ago “for no apparent reason”. The 10 members of the Tactical Response Team (TRT) searched a house in the road on Friday 28 January when the youths were allegedly beaten. Residents are incensed at the alleged assault and are demanding that action be taken. One of the victims, Mikhail Poggenpoel (19), says he is shocked by the way they were treated. “We were in the house when my friend’s girlfriend ran in, screaming that they had her boyfriend on the ground and they were hitting and kicking him. My brother and I as well as my parents ran out and then they forced us to lie on the ground as well.” Mikhail says they tried to stand up because they had done nothing wrong, but were then “brutally assaulted by members of the TRT”. “I was hit with the gun on my head and my face hit the ground; they kicked my brother and our friends.” “My friend and his girlfriend were walking past the house when the police grabbed him and forced him to lie on his stomach. They told the girl to go away,” says Mikhail. Another 16-year-old, who did not want to be named out of fear, said: “They beat us and we did nothing wrong; they were also using foul language towards us.” Debbie Poggenpoel, Mikhail’s mother, is furious over what happened. “We were in the house that Friday when my son’s friend’s girl-

friend, who was hysterical, came running into the house. “When we got outside, we saw they were hitting her boyfriend before he was pinned down on his stomach. My sons ran over first and asked what was happening and it was at that point when they grabbed both of them and hit them and also pinned them down.” “My husband and I were furious – they kept us away from getting to them.” She says that at that stage they had blocked the road and stood with their guns while all the residents were outside. “I told them I was going to report this and they said to me that I can go. It was terrifying. I felt so defenceless. As a parent to see your children going through that when you know they did nothing wrong as they were inside the house with you is horrible,” she says. “They were still laughing when they told the children to get up and go home. They still tried to shake the boys’ hands, but the boys refused and they continued laughing,” says Debbie. They went to the police station afterwards, but were told by an admin clerk that there was nothing they could do about it as it was not police officers from their department. “We want action to be taken. These officers cannot get away with treating people like that, especially as they are not criminals in any way.” Warrant Officer Ian Bennett, Athlone police spokesperson, says a docket should have been opened, but has told the family to come back to the police station so the case can be investigated. During the alleged attack, the boys suffered bruises to their shoulders and ribs. Mikhail had a bump on his head and his face was bruised from his fall onto the ground. Bennett has confirmed that TRT was in the area, busy with search warrants which were issued by the station to be executed on the night of the alleged assault. He said: “They were also busy with stop and searches. This is a crime prevention strategy to combat theft, robberies, drugs and gang activity.” Bennett added that the TRT is a support team to police stations who have a problem with gangsterim and drugs; where it becomes too dangerous for the normal crime prevention officers to enter. “Every member who is on duty

and busy with policing is accounted for through the system we have in place where we know if a member is doing duty and where he is performing that duty and reasons.” Bennett added that every member is held accountable if they exceed the boundaries of their authority. “A member found to have exceeded their authority will be charged criminally or departmentally or even both. SAPS will not tolerate any member overstepping their powers. “We have received complaints from the community of various incidents where it is thought that TRT members exceeded that boundaries and we treat every incident as serious. We will allocate the initial en-

quiry or criminal case to a senior officer to investigate because SAPS has an image to uphold in helping the community.” He added that this will also not deter them from executing their duties in accordance with their mandate of crime prevention and dealing with the issue of gangs and drugs. Residents fear gangs on the rise REYANA STEYN

EIDEVELD residents fear that their neighbourhood is turning into gang territory.

This after a man was stabbed when he tried to get his cellphone back from people who had stolen it. The man, in his 20s, was beaten and stabbed before his parents’ house was damaged by his assailants. “A young man was robbed of his cellphone by two men and then he was told who had his cellphone,” says Carmen McFarlane, deputy chairperson of the Heideveld Neighbourhood Watch. “After being told where his cellphone was, he went to fetch it from an alleged drug den. The boy then entered the house and found his cellphone, but then he was approached by other boys who beat him inside the house.” She says alleged drug peddlers in the road then chased the man and beat him with a baseball bat and also stabbed him. “They stabbed him under the ear and he had to be taken to the Hanover Park Day Hospital, where he was later discharged. And the boys who assaulted him actually had the audacity to go to his parents house and vandalise it. “We as neighbourhood watch members will protect where we can, but we are not police, we don’t carry weapons and our lives are also in danger as these people could have weapons on them.” Llewelyn Lakay, Manenberg police spokesperson, confirmed that a case of malicious damage was opened, but that a charge of assault had not been laid. “There have been no reports of assault or gang violence reported in the area. Residents must come forward and report incidents so they can be investigated.” Bahia Vlotman, councillor for the area, says she is shocked at what is happening. “We haven't had gang violence here for 20 years and now the same youth that have grown up in front of us are being disruptive and acting like gangsters. MANENBERG police need the public’s help in identifying a body found in the area. “Police found the dead body of an unknown man on Sunday 6 February at the railway line behind the Campwell Hardware building in Duinefontein Road,” says Warrant Officer Llewelyn Lakay, Manenberg police spokesperson. “The victim was assaulted by

ARELY 24 hours after the city of Cape Town cleaned the dumping spots in Bokmakierie, the field in 8th Avenue was dumped on again. The open spaces were cleaned on Thursday, only to have residents dump on the site a few hours later. The city came back and cleaned the areas again yesterday, but residents are wondering how long it will remain clean. People’s Post previously reported that almost every open space was dumped on, despite “No Dumping” signs. Fields were strewn with filth and an unbearable, nauseating stench was made worse by midday temperatures that soared to over 30ºC. On some fields, computers, building rubble, furniture, alcohol bottles, handbags and shoes were spilling over into the road, while old fax machines littered the Bokmakierie canal. Trevor Delong, a resident who lives in 8th Avenue, says it is a disgrace that people don’t care about his family, who have to live next to the dumping ground. “The city council came and cleaned the place on Thursday and then we woke up Friday to see that someone had dumped again. It’s frustrating because we are trying our best to keep our end of the bargain and we don’t dump, yet some community members still do it.” Georgina Williams, another Bokmakierie resident, says the dumping is out of control. “People dump all the time, with no consideration for the other people. It is a health hazard that we are faced with and it will only get better once the community takes ownership.” People’s Post visited yesterday and found the area’s dumping spots clean once more. UMIRZ, an RnB “boy band” whose members come from Crawford, Athlone and Hanover Park, launched their first CD, aptly named “The Beginning”, at the Casa Blanca nightclub at the V&A Waterfront in January. The group consists of Isgak Jainodien (19), Rushdien Abdol (19), Muizz Lakay (18), Zubyer Naude (19) and Ru-age Dammert (21). Their manager, Mark Dammert, says a challenge the group has had to face was that of balancing their personal lives and singing careers. “Muizz passed Grade 11 this year and will be starting matric this year. Zubyer and Isgak have just passed matric and want to study further. Zubyer would like to go into sound engineering and Isgak is interested in business management. Ru-age is studying IT and Rushdien is working and wants to further his studies in marketing,” adds Dammert. Previously called the Showtime Boys, they changed their name after discovering that a number of singing groups had the same name. “The group were known as the Showtime Boys for just over a year and together with Asyd Productions, we produced a CD with one song called ‘Fly By’. Another reason we changed names was after we received a wake-up call while auditioning to perform at the FIFA World Cup Fan Parks, where we were told that we had already auditioned, but it was actually because the previous day a group called ‘The Showtime Bro’s’ performed for the judges. After that we desperately saw the need for a change of name,” said Dammert.

“We used the first letters of each of our names to form Rumirz,” says Abdol. The group had its beginnings at the Joseph Stone Auditorium in Athlone. “Muizz, Ru-age and I met at the Eoan Group School of Performing Arts based at the Joseph Stone, where we were doing vocal training, but only stayed there for four months before starting our own group. Isgak was recruited by Muizz as they were at Mountview High together and Zubyer was recruited by Isgak, who was also at Mountview,” says Abdol. Ru-age says the group was formed in June 2009 – purely out of the love of music. “When we became friends at Eoan, we immediately noticed we all have the same ambitions and the same love for music. It was a case of realising the opportunity and grabbing it with both hands,” says Ru-age. It took them almost a yearand-a-half to produce a CD that consists of cover songs from the ’70s and ’80s. They will be releasing a CD of five original songs in June. Dammert says the boys have sometimes used their own money for the benefit of the group. “They perform at many concerts, carnivals and festivals and raise funds. They even bought their own outfits with money earned, which was minimal.” Abdol says that although the CD was not produced in a recording studio, the work every group member put into it was “amazing”. “We train our own voices and do our own choreography, and since we do not have the funding for our own recording studio, we produced all the songs in Ru-age’s lounge,” says Abdol. and Emo Adams, and have performed at the Paternoster Festival, the Franschhoek Festival, the Luxurama Theatre and the Grand Arena at GrandWest. However, Ru-age says their big break came during the World Cup in June last year. “What really made things pick up for our group was when we performed nine gigs at fan parks all over Cape Town,” he says. The group have also been invited to perform in a concert with other artists in Johannesburg in March, but this time all their expenses have been covered by sponsors. And while marketing themselves is important, they do not shirk their charitable duty and perform regularly for the Woodside Special Care Centre in Rondebosch East and St Luke’s Hospice in Athlone.

Abdol says that breaking into the music industry as young artists can be very tough. “As a group you must have funds, sponsorship and support from people in the industry. It seems that you are on your own until you are really recognised. You need your own equipment and it does not come cheap.” The young stars have their sights set on the biggest stage of all – Madison Square Garden in New York. “We would love to perform there one day. However, we would also like to bring those crowds and talent seekers here to Cape Town to witness the talent we have,” says Abdol. HE did the best she could to provide for her two toddlers, always keeping an eye on the bundles of energy who regularly made a racket outside the front door of their modest Manenberg home. But on Thursday, the laughter died at 35 Yusuf Dadoo Street. Faieka Smith says she is aware that locals are questioning the type of mother she was, blaming her for being negligent by allowing her children to wander off on their own and play on the nearby train tracks that their young bodies were found at on Thursday afternoon. “People are throwing stones at me with the words they are whispering, but I would have died for my children. I loved them and I did everything I could to protect them,” the 21-year-old mother says. She had been preparing supper and listening to her boys laugh as they chased each other in the front yard of the house that day. “They loved playing with each other and rarely spent time with the neighbourhood children,” the unemployed woman says. “I would step through the front door and check on them every couple of minutes to make sure they were okay because whenever they were quiet, they were up to no good.” She smiles sadly. “My friend was visiting and told Faiek (3) to close the front gate. I continued with the food while they played outside.” About 15 minutes later, she no longer heard two-year-old Salie’s broken sentences or Faiek teasing his brother. “I went outside and realised that they were gone and the gate was open. I ran into the street but couldn’t find them. I walked down every street calling their names and asking people if they had seen my boys but nobody had. I went home and looked in the cupboards, because they liked playing hide and seek with me. But they were gone.”

She returned to walking the streets, looking in every yard for her playful boys. “While I was walking, a boy ran up to me and said they were laying on the train tracks. I went cold. The trio were outside Fast and Furious Foods in Gatesville when they intervened in the fight. About a hour later they stopped the fight, they were in Rylands outside another Fast and Furious Foods outlet when two cars pulled up, with eight men inside. The men all had knives, bottles and batons on them. A stab wound to the heart and leg claimed the life of Jawaad, who hails from Mitchell’s Plain. His father was stabbed three

times in the shoulder and his uncle in the arm. The family has asked to remain anonymous for fear of victimisation. Jawaad, a father of two young children, was buried on Sunday 13 February according to Muslim tradition. Three men were arrested shortly after the murder and appeared in the Athlone Magistrate’s Court on a charge of murder and attempted murder last week. They were remanded to Pollsmoor Prison after their first appearance and the case was postponed until today. Three more suspects, aged between 16 and 20, were arrested on Wednesday at 01:30 in their Rylands and Kewtown homes by the neighbourhood watch members. They appeared in the Athlone Magistrate’s Court on Wednesday, but the case against them was temporarily withdrawn.

Dangers of renting out your house THE Athlone Community Policing Forum has warned people to exercise caution when renting out their homes, which are reportedly being used to sell drugs. The forum covers areas such as Athlone, Manenberg, Lansdowne, Phillipi, Phillipi East, Gugulethu and Nyanga. Hanief Loonat, the CPF cluster chairperson, says rented houses are also being turned into massage parlours, brothels and chop shops, and are being used to sell scrap metal. He warned: “Property owners need to understand that if they don’t take action against their tenants and evict them they themselves could face losing their property. Once police

are investigating and it is found that wrong activity is happening, the paperwork will be put into place for the owner’s property to be taken from him/her.” He also warns about an increase in wheelie-bin thefts and dishonest manure salesmen. “Spray your home number on your bin, as many have been reported stolen and this is what people use to move stolen goods. Also be careful of people who sell manure door-to-door.” Loonat says the men target elderly people, lay down the manure and then claim they used more than they really did – ending up overcharging unsuspecting residents. He urges people to call him on 082 860 7863 or the police to report these crimes, which he, says are happening every day.

Gun investigation continues in Athlone REYANA STEYN

HE Western Cape Education Department (WCED) is still investigating how learners were able to bring a loaded gun onto school premises. People’s Post reported last week that the Grade 10 boys, aged between 15 and 17, were arrested on Wednesday for the possession of a Lorcin 7.65 firearm loaded with four rounds of live ammunition. It is alleged one pupil brought the gun to school, another handled it and the third had it in his possession. The minors appeared in the Athlone Magistrate’s Court and were released into their parents’ custody until their next court appearance. (“Learners in court over gun on school,” 15 February) Bronagh Casey, spokesperson for the Education MEC’s office, says the investigation has not yet been concluded. “We are still investigating why the metal detectors at Athlone Senior Secondary School were not used on the day the children brought the loaded firearms to school and how often it is used.” She says the Safe Schools Directorate is currently assessing the school’s safety needs. “Other measures already discussed are further training, advice on how to use the metal detectors more effectively and, with the police’s assistance, conducting search and seizure operations at the school.” Grant said the WCED has some measures in place to reduce the risk of weapons entering schools. These include the use of hand-held metal detectors at 109 schools, as well as search and seizure operations by SAPS at “high risk” schools.

“We have found that these measures have been yielding some positive results at some of our schools. “Metal detectors are effective if properly managed by our schools.” Donald Grant, MEC for the Education department, said the detectors have prevented many objects that could be used as weapons from entering schools, such as screwdrivers, knives and scissors, and they must be used. “If they had not been picked up by the detectors, these objects could have been used to cause bodily harm. “Also through the search, our schools have been able to identify learners who are guilty of possession. “This then allows us to address the behaviour of that learner, be it through disciplinary action or behavioural counselling and conflict management,” he said. “Where searches are frequent, some schools have reported that the number of weapons found has waned. “They act as a deterrent and learners then do not take the chance of bringing any dangerous objects into their school.” Grant said police search and seizures have yielded similar results, with various weapons being found during the raids, as well as acting as a future deterrent. “Because of the positive effects of these searches, the WCED will be increasing the number of searches done on learners this year. This will include searches with metal detectors, by school management teams, or by the police. “Our Safe Schools Directorate will liaise with SAPS on a plan to increase searches in our schools, as well as encourage schools to forge closer ties with their relevant sector units for assistance on short notice,” says Grant.

How to reduce traffic accidents CERTAIN organisations are promoting the driving of motor vehicles with headlights turned on during daylight. As dubious as it may sound, they claim that research has shown that this peculiar conduct reduces accidents. I wonder whether any person who cannot see traffic in broad daylight without headlights is fit to drive. Be that as it may, I have discovered other studies which aim to reduce traffic accidents. The first such study has found that very few accidents occur when vehicles are driven slower than 30 km/h. It therefore proposed a new national speed limit of 25 km/h on all roads (the extra reduction of 5 km/h is just to be extra safe). The next study found that exceedingly few accidents occur while all the vehicles involved are blowing their hooters. It should therefore be quite obvious that new law be promulgated to compel motorists to blow their hooters at all times on a public road.

The final study I found is a true work of genius. It aimed at finding a solution to all road accidents – in fact, an unbelievable solution for zero road accidents! In this paradigm it was found that no accidents ever occurred between motor vehicles that had only three wheels. Strange, but nevertheless true. Therefore the study proposed that all motor vehicles have compulsory removal of one of their wheels (which wheel exactly can be optional) and we will enter a new era of road safety. QED. PS. The above studies were conducted by Prof UR Crazynski of the University of Upper Slovakia, as part of his doctoral thesis. PPS. Anti­crime cameras on cards REYANA STEYN

LANS are in motion to have CCTV cameras installed in Athlone, Manenberg and Hanover Park’s business areas in a bid to stop crime in the areas. Three CCTV cameras are already situated along Klipfontein Road. Riedewaan Wagiet, the Cape Town Metropolitan Police director for CCTV and radio communications, says the CCTV cameras will also help with transport management and manhole problems. “What’s great about these cameras is that they are monitored all the time; there is someone watching the cameras in Cape Town as well as Goodwood,” he said. “In the incident where we had the children trapped in the drain, these cameras would have helped and so much manpower would not have been spent on searching for the children. Public transport will also be monitored on the cameras. “As soon as they (the monitors) see something suspicious on the camera, they would be able to alert the response team and action will be taken immediately,” he said. Councillors were taken on a walkabout to view the CCTV cameras, which are earmarked for Athlone but will be controlled from Parow, a few weeks ago, and shown what they can do. Councillor JP Smith, Mayoral Committee Member for Safety and Security, says the CCTV cameras are important, but the budget still needs to be approved. “The CCTV camera are expensive and many aspects need to be looked at because in order for

these cameras to be installed there needs to be a fibre optic cable in the area, which could cost R15 million. A master plan has been drawn up to see which area’s crime is the highest and where it is needed.” He says after the budget has been approved – later in the year – the master plan will be assessed again, as the crime in the areas may have changed. “The areas that will receive the CCTV cameras at first are all those that have been identified as crime hotspots, public transport interchanges and emerging business nodes. “Each year a budget is made available for the CCTV cameras to be placed in various areas. Last year Gugulethu and Manenberg received them, and this year we’ll be looking at other areas.” Athlone is third in line to receive the cameras. Smith added that in order for the CCTV cameras to work, a response team must be set up. “We need a response team who will be on call. Someone will be behind the scenes watching the areas and people need to be in place if something happens or it won’t work. “That’s why it will be easier to place the CCTV cameras in business areas and city improvement districts which have added members for their response team.” Councillor Cynthia Clayton, chairperson of the Athlone subcouncil, says she is very impressed with the CCTV cameras which will be placed in the area. “It will definitely be a good investment when Athlone receives the cameras. These cameras will help with crimes and help solve accidents,” she says.

The Cape Male Choir Board, which is integrated with the Keep The Dream Malay Choir Forum, will be hosting a competition with nine troupes taking part in two sections. The forum was established last year, to address the dwindling number of troupes and the remaining cash-strapped ones. Ebrahim Hull, president for the board, explained that the main aim of the board was “to preserve, protect, develop and promote the singing of early Afrikaans (Kaaps) and Nederlands songs”. “The Malay choirs’ potential is big in the Western Cape and in Cape Town and its Muslim community and with the proper exposure, it can even become national,” says Hull. Hull said many troupes struggled to financially support their “cultural sport”. The Keep The Dream Malay Choir Forum was established by a group of dedicated choir members from various groups to assist “struggling Malay choir groups”. “In some cases clubs lose out and all of this affects our cultural singing programme, because most clubs only stabilise and get their final choral groups together to practise and put every effort into the competitions after the New Year,” says Hull. Fareed Anthony, a former member of the Shoprite Jonge Studente, was delighted to see new competitions and boards being established.

The City of Cape Town has released a new draft By-law Relating to the Use and Control of Recreational Water Areas and Boating, 2010 for public comment. The City provides for the public as well as organised sport clubs to access certain recreational water areas and to practice various boating and water sports activities thereon. An amalgamation of the old by-laws which make provision for these activities, as well as several changes and additions in a new draft by-law, were required in order for the City to uniformly and consistently manage its recreational water areas. One example of an addition is a provision that written permission may be given to certified water sport clubs to allow persons under the age of 16 years to pilot power boats up to 15 horsepower during approved events such a youth training academies. The draft by-law also aims to align with the Merchant Shipping Act (57/1951): Merchant-Shipping Regulations of 2007. The public participation comment period lasts from 1 to 31 March 2011.
