ecent Facebook posts have raised attention to a proposal made by the Overcome Heights Housing Committee to use the Old Italy sports field for housing. The field is notorious for criminal activities. The committee says housing will assist to curb the antisocial behaviour. But residents of the Lavender Hill and Hillview have made it clear that they are not in favour of this project. Karen Mentoor, a member of the committee, says they have met with the City of Cape Town to discuss the idea. “We live in the informal settlement in Overcome Heights. There are people here who have been on the housing list for over 25 years. Because a lot of things are happen-
ing on the sports field – people are being killed; on Sunday (29 November) we heard there was another body found on the sports field – so we asked for a portion of the soccer field to be used for housing and the rest for soccer,” says Mentoor. Locals say it was only about 10 years ago the field was refurbished and equipped with facilities, including a double-storey clubhouse, astroturf soccer fields, jungle gym equipment and lively decorations. But it has since been vandalised and is in a state of disrepair. “Unfortunately, on 28 April 2018, the clubhouse was set alight due to protest action and thereafter the remainder of the facility was frequently vandalised,” says the City’s Mayco member for community services and health, Zahid Badroodien. “The perimeter fencing was removed piecemeal and other structures gradually damaged beyond repair,” he adds. The field came under the spotlight earlier
this year when three bodies were burnt there (“No to ‘vigilante’ attacks”, People’s Post, 25 February), and has continued to garner attention for all the wrong reasons. “We will fight for the sports field because it’s standing like that and they use thousands and thousands of rands to fix it, then it gets destroyed. We say they can rather use the money for houses,” Mentoor says. Residents opposed to the idea have taken to Facebook saying, among other things: “People aren’t aware of this and only if they are made aware, then we can object to it.” Mentoor claims these people weren’t around to make suggestions when anti-social activities were taking place but the committee, on the other hand, has proposed several other measures to ensure the safety of local residents. “We’ve made suggestions to the City; we’ve said maybe we can get police presence on the sports field. People need to be more open minded.”

The City’s Mayco member for human settlements Malusi Booi says: “The City can confirm that it has received a proposal from the community for the construction of Breaking New Ground (BNG) City homes on a portion of the Old Italy sports field. The City is considering all available options for the area.” Badroodien adds: “The community has strongly expressed the preference for housing and not a sporting complex, thus no further rehabilitation of recreational buildings has been initiated.” Mentoor says the potential housing is for the many people in Overcome Heights who were allegedly denied the opportunity to move into housing intended for them, after the units were invaded and occupied about 17 years ago. The City confirms that illegal occupations took place in the area during that period and are looking into the matter.
