T
he recent attack at the Retreat Community Health Centre (CHC) has cast a shadow over the efforts of the Retreat Steenberg Civic Association (RSCA) to create a safer environment for local residents in need of medical attention. However, it has also highlighted the need for the very intervention that the association is focused on. âWeâre busy with a project to bring added security to the Retreat CHC, especially after the attack on staff and patients in December,â says Mark Solomons, an executive committee member of RSCA. Last year, on Friday 25 December, an attack on the hospital damaged the perception of the centre as a place of safety and healing. âOn 25 December at about 23:15, a case of trespassing was opened at the day hospital when two unknown suspects became riotous at the facility. Nobody was injured or robbed. No arrests have been made,â says Steenberg police spokesperson Sgt Wesley Twigg. The project to beef up security measures at the centre was launched shortly after this incident. The RSCA engaged the community on the matter to raise the necessary funds for added security. âWe have a security company on-site, but they arenât an armed-response unit, so if there is a situation at the day hospital, they call the police, who are busy. So what we tried to do from our side is to assist by helping them to have another rapid-response team that can come out when needed,â explains Solomons. âThat is when the RSCA and the community decided to go to a private company and we selected ProSec because theyâre the company we see most in the area, so thereâs always a vehicle available.â The association has raised enough funds to cover the services of the armed-response company for six months â at a 50% discounted rate â and the installation of an emergency transmitter to immediately alert them of an incident. But still, the criminal activity at CHC persisted. On Sunday 17 January, another incident took place at the centre. Three armed
robbers held security at gunpoint and robbed one guard of his belongings. The suspects then fled with these personal items, according to the office of the minister of community safety, Albert Fritz. It was further reported that there were more victims outside the centre who were also mugged. Sgt Twigg confirms a case of robbery was opened. âAccording to reports, the victims were sitting outside the hospital waiting on (one of their wives) when they were approached by unknown suspects who demanded money and cellphones from the victims. The suspects fled the scene and are yet to be arrested.â Following the incident, the day hospital (which usually operates for 24-hours), limited its services on Sunday 17 and Monday 18 January from 07:00 to 17:00. In a statement, Fritz condemned the attack. âIt is abhorrent that criminals are targeting the Retreat CHC, while we are battling a Covid-19 pandemic. Our healthcare workersâ sole focus should be on saving peopleâs lives. They shouldnât have to be simultaneously concerned about their own physical safety. I condemn any attacks on our healthcare system. As a department, we are taking every step in our power to ensure the safety of these institutions.â Fritz has since taken steps to bolster the physical security presence at the day hospital by deploying additional security, arranging for a risk assessment to be conducted, engaging with law enforcement agencies to increase presence in the area and meeting with the centreâs security team. The RSCA has also engaged with relevant stakeholders and role players to discuss measures to prevent the centre from becoming a crime hotspot. On their immediate agenda, Solomons says, is to find long-term solutions. âThe next thing weâre working on is to implement other security measures so weâre looking at CCTV cameras. Then we can basically have eyes all over. By having CCTV cameras, we can monitor off-site and record footage, so they are critical.â Community support is required for this upcoming project to take shape, and the RSCA is encouraging residents to engage with them on the matter.
