O
utrage and shock followed the arrest of a City of Cape Town senior official, after allegations of rape spanning an alleged three years. The subcouncil manager appeared in the Mitchell’s Plain Magistrate’s Court on Monday 29 June for bail proceedings following his arrest on Friday 19 June at his home in Strandfontein. He stands accused of the alleged rape of a 13-year-old girl. His trial will commence on Thursday 30 July. The accused is known for his involvement in community work and for being a freedom fighter in the past. Yesterday, Monday 29 June, several senior City officials, community activists, organisations and local government officials gathered outside the court, calling for justice. After news of the case spread, residents came to court to picket, calling for bail to be denied. Nadine Van der Schuur, who travelled from Goodwood, was outside the court from 08:00. “The government shouldn’t even allow bail proceedings. I am here because I am a woman
and I can feel that type of pain. “To walk among men and feel that fear that anything can happen, any time of the day,” she says. “They are supposed to be our (family members) and we can’t even trust our family members.” Rochelle Philander, director of SafeLine, says it was important for the organisation to stand with the victim and oppose bail. A group from the organisation were at the court from 07:30. “There are many perpetrators who get bail and don’t adhere to their bail conditions and it has a direct impact on the victims. Victims feel traumatised and intimidated. Many of them (perpetrators) try to intimidate victims which has a bigger impact on the victim’s wellbeing,” she says. “Even though we are standing here today to oppose bail, (one message I want to get across is) to make parents understand that their awareness of their child’s behaviour is very important. “If children are being sexually (assaulted) over a period of time, they are going to show
some sort of change in their personality or behaviour and if we as parents pick up on that as quickly as possible then we can save that child from years of sexual abuse,” she says. Several organisations and community leaders have spoken out in outrage since the arrest. Ward 43 councillor and Sub-council 23 chair Elton Jansen says it was “with great disappointment and disgust” that he learnt of the arrest. “I wish to condemn this action with the contempt it deserves. As a father of two daughters and a son, “I can only imagine what this child and the family must be going through and I wish them a God intervention to deal with the trauma which was selfishly imposed on them, especially the minor,” he said in a statement. “The saying goes ‘innocent until proven guilty’, however, in the light of the reports, I am giving my support to the victim and her

family unconditionally. It is a proven fact that most sexual offenders are known to their victims and it is always someone you least expect. “I was in total conflict with myself since I heard the news because I worked very closely with the accused. I never expected this action from someone who holds a senior position in the City of Cape Town and sub-council 23,” he continued. “So, if I have to take sides, it will have to be with the victim. Justice must take its course and I urge that this case be treated with sensitivity for the sake of the victim and her family. “He cannot be granted bail and justice for the girl must prevail.” City spokesperson Priya Reddy confirmed to People’s Post that action will be taken against the employee. “The City is considering immediate suspension subject to the bail application. Should the bail application be granted then the City will serve the employee with immediate suspension proceedings,” she says. As he is in custody, this is not necessary as this incarceration is already without pay or benefits.
