A
ccording to the broken window theory, visible signs of crime and anti-social behaviour in a community serve to promote and encourage the same acts, creating a community rife with criminality. The future of Ocean View hinges on this theory as Simon Liell-Cock, councillor for ward 61, attempts to beautify and improve its overall look to affect meaningful change. “This year, the safety plan starts with
cleaning up – it’s the broken window theory. The community must care and be in charge of their own area,” he says. Work that has already taken place to improve the look of the community is the repainting of several blocks of flats and the replacement of windows and toilets. The next part of the plan is to curb the dumping. “I want to hard surface public spaces – there are three major dumping sites in the main road alone – when we pave these places, it will clean the area and create small spaces for kids to play; so when you come in, you can see the people care,” Liell-Cock
explains. Also on the agenda is getting the residents involved in decorating the community. “Murals are part of the community taking ownership of the spaces. The funds are ready for the painting of the multi-purpose centre and I want everyone to get involved, so if someone comes to tag or vandalise the work, the residents will stop them – almost as if to say, ‘Hey, this is my hard work and you can’t do that here,’ – it’s all about taking ownership.” A local resident who will be taking the lead on the painting of properties is Jean America. He has completed several art pieces
around Ocean View. His murals can be seen from Slangkop Road, displayed on the side of the walls of the flats known as the Seven Sisters. He says with unemployment so high, and a lack of opportunities, idle hands are the problem the community faces. “When there is nothing to do, people become despondent. But when people take ownership, they won’t have the impulse to just tag things like they do,” America explains. Work on beautifying the space will commence soon and, ideally, the attitude of the ill-doers will change accordingly.
