A

n estate agent for Wynberg Youth Centre has received a letter from the department of social development (DSD), requesting the sale of the property located at 59 Innis Road be put on hold pending the outcome of an investigation into the owners’ non-profit organisation (NPO) registration.

In an email to People’s Post, Luyanda Ngonyama of DSD confirmed that the Wynberg Youth Centre’s registration as an NPO has been flagged as under investigation by its NPO directorate monitoring and compliance department. According to the department, the NPO has not submitted reports or audited financial statements since 2016.

“The issue was escalated by a concerned member of the public to the presidency and the department has been requested to investigate,” says Ngonyama.

“I don’t understand the need to put it on hold. We have looked at the title deed and we don’t see any legal reason why we should,” Solomon says.

Colin Arendse, a co-opted member of the Wynberg East Civic Association (Weca), disagrees. Arendse is the “concerned member of the public” who first alerted DSD to the matter.

In his letter to the department, the paralegal wrote “a registered and compliant NPO may not dispose of any of its property/assets; neither may any of its office bearers benefit from the sale thereof. And if, for any reason, upon dissolution, the NPO decides to proceed with such dissolution, the property and all assets must be transferred to another NPO with similar objectives”.

A community meeting was called at the

Vigilance hall in Bega Road on Sunday 12 January after the property was listed online a few days earlier. The ad describes the property as a perfect development opportunity. “The erf is large at 1 877sqm and can easily be turned into a residential development for the astute investor,” it reads.

This is exactly what the community is afraid of. A People’s Post article (“Development concerns for residents”) published on 22 October described residents’ growing apprehension over the rise of apartment blocks on land where single-unit homes once stood. Ironically, these “concerns” were raised at a Weca meeting held at the centre.

Yunus Karriem, acting chair of Weca, however, says the problem goes even deeper.

Karriem says the centre is a beacon of hope for residents to keep the youth away from the streets, drugs and gangs.

Karriem says they have studied the centre’s title deed and the NPO’s constitution and they have quite a few questions for the NPO. “We want to see the minutes of the NPO’s AGM when it was decided to sell the property, we want to know the reasons for the decision and we want to know who the money raised from the sale will go to,” he says.

Weca representatives hoped to get answers on Wednesday 15 January, when they, with residents and tenants of the premises, met at the youth centre at 10:00.

An article which appeared in the Cape Argus on 13 January (“Wynberg residents fear youth centre will be sold to developers”), quoted the chair of the NPO, Joan Reagon, as saying: “I invite you to come to our meeting on Wednesday and we will be able to give a full report on why we decided to sell.”

Richwood resident and graphic designer, Olivia Viglatzis, has launched a new customised emergency strap to help during an emergency.

The strap folds around seat belts, a baby seat and backpack strap and has details of the driver, baby or school going child – these include the name and surname of the individual, an emergency contact and medical aid details.

“All of this came to mind one evening when I was driving to the shop and thought to myself, ‘what would happen if I was to be in an accident?

“How would the emergency services know who to contact?

“And so it all started,” Viglatzis explains.

They also decided to make the strap available for school backpacks. “School children get injured and no one knows who to contact,” Viglatzis adds.

According to her the idea started small and they hope they can someday grow it into a business.

“We started in November and we have only done things via Facebook so far, so we are really still small.” The business has gained some momentum through word of mouth.

Viglatzis hopes to approach medical aid companies to get involved. “We will be marketing it ourselves for now as each of the emergency straps are individually made for that particular person’s needs.”

The straps can be ordered and mailed to anywhere in the country.

She said the NPO submitted audited financial statements to DSD every year and that they had reached the decision to sell the property at an AGM meeting held in April 2019: all of the trustee members voted in favour of the sale.

She said the decision to sell the building was difficult because they had been running the centre since 1976 but that they had no choice. The cost of maintaining to building far exceeded its income.

Reagon claimed past pleas to the community for support went unanswered.

Reagon said she had been receiving rude calls from the public. “Everybody thinks we just want the money but that is not true ...

We have been the people putting money in, not taking money out. We work on a volunteer basis. Only the caretaker gets paid, and that is only R300 a month (and lodging).”

She said the NPO would ask their bank (Standard Bank) to distribute the money received for the sale among charities. Reagon said they had not discussed this with the bank yet; they were waiting for the sale to be completed before doing so.

T

he heat was on at the official premises of the premier, Alan Winde on Thursday 16 January when the Western Cape’s top achievers in the 2019 National Senior Certificate Examinations were announced.

While the top three candidates in the Western Cape at this point were no secret, the suspense surrounding which high schools would come in tops could have been responsible for at least some of the drops of perspiration forming on attending principals’ foreheads. Or perhaps it was just because of the sun beating down on Leeuwenhof’s grounds.

While the names of Madelein Dippenaar (Hoërskool Gimnasium), Gary Allen (Rondebosch Boys’ High School, and Anuoluwa Makinde (Milnerton High School) – who also happened to be the top three national candidates – had been released on 7 January, the list of top 20 schools in the province was still a mystery.

A few speeches and many a head dab later, Westerford High School (Rondebosch), Rustenburg Girls’ High School (Rosebank) and Star College Bridgetown (Athlone) – in that order – were announced as the top three schools in the Western Cape.

Mark Smith, principal of Westerford High School, said it came as a surprise. “We are listed ninth nationally so we suspected we would be somewhere in the top 10 in the Western Cape, but not first place.”

Originally from Pretoria, Smith is quick to point out that he only joined the school in the last term of 2019. “All the credit goes to the school’s teaching body and learners.”

According to the School Performance Report on the DBE’s website, Westerford has had a 100% pass rate from 2015 to 2019.

Smith says the education that learners re-

ceive at Westerford covers much more than the standard syllabus.

He says that although he is proud of the learners’ exam achievements, that is not the school’s focus; rather its teaching methods are aimed at developing learners’ lateral thinking.

Michael Gates, principal at Rustenburg Girls’ High School, says there has always been a healthy rivalry between them and Westerford. “But they deserve it.”

Altogether 166 learners from Rustenburg wrote the NSC exams. Between them, they share 614 distinctions and all of them matriculated with a bachelor’s pass.

“The children are incredibly motivated, the girls push each other.”

He says the school also has a very dedicated staff.

“Our head of academics, Susan Schnetler, is instrumental in keeping teachers informed of all of the proper Caps procedures.”

Gates says Rustenburg fully adheres to the national curriculum. “Our school is proof that the system set up can work if implemented correctly.”

Ugur Hulusi Patli, the principal of Star College Bridgetown, says the school prides itself on an ethos of belief, nurturing and helping each student achieve their potential and becoming successful.

A total of 42 learners wrote the NSC exam at the school, achieving a 100% pass rate.

“We are extremely proud of this achievement and the cherry on top is being placed third in the Western Cape.”

Patli says they are grateful for the support of their parents, the dedication of the teachers and the hard work and effort put in by their students.

Rudi Roux, the next-door neighbour, heard yelping coming from outside and went to investigate.

“There are two walls – a garage and a vibracrete wall – built close together and the dog found its way in and got stuck. We tried to coax her out, but she wasn’t moving and she was getting quite tired and distressed.”

Heidi says Boopsie has aimed for the gap in the past, but every time she called the Maltese poodle away.

On the day of the incident, Heidi had been sitting on her stoep, calling for Boopsie, but she didn’t come. Heidi said she became worried and left to search the streets. But no luck. On her return home, a neighbour called her over to chat, but Heidi told the neighbour she couldn’t talk because she was looking for her dog.

“At that moment, Boopsie picked up on my voice and began barking.

Rudi then came to tell me she was trapped,” Heidi says.

A short while later, the Constantia fire department pulled up in their red truck.

The firemen managed to dig under the vibracrete wall and pulled Boopsie out. Altogether, Boopsie had been stuck for about an hour and a half.

Heidi says this episode led to her giving her dog a second name: Whoopsie. “It was quite a mission.

The firemen went out of their way to help,” she says.

Although it has been a few weeks since the event, Heidi says her companion of 17 years is still not quite herself. “She was very traumatised after that.” However, Heidi says she was surprised to learn from a friend that Rescue Remedy can also be given to dogs. She has done so, and Heidi says it has helped. She says she is very grateful to the fire depart-

ment for their assistance.

Senior firefighter Mark Napier says it is a common misperception that firemen just fight fires. Napier, who is also a trained diver, says a fireman’s main role is to protect life and property. While their core function is fighting fires, they also specialise in all types of rescues, including human and animal rescue, vehicle extraction and water rescue.

Napier, who has been a firefighter for 32 years, explains volunteer firefighters are trained to put out bushfires and veld fires. Permanently employed firefighters are trained to be multi-skilled.

“Not to take anything away from volunteers. I started as a volunteer myself. We support them and they support us,” he says.

There are various specialised rescue units stationed across the city.

Depending on the type of rescue, these units are called out and work in conjunction with the NSRI, the police water wing, police and Metro rescue. For example, the fire department has teams specialised in trench rescue which are called out when diggers are trapped in collapsed pipelines.

This level of expertise isn’t achieved overnight.

Candidates first complete a 12month course on all basic fire fighting procedures. Then there are speciality courses which firefighters can apply for as they become available. Napier says it can take between 10 and 15 years before a firefighter is selected to go on these specialised courses.

ewcomers to Western Province Cricket Association’s Premier League, Strandfontein came agonisingly close to recording their first victory of the season when they lost by 11 runs to Victoria Cricket Club on Saturday 18 January.

Chasing 173 for victory, the Seasiders were always on the hunt, but lost wickets at crucial times, with Vics off-spinner Robert van der Ross (4/38) doing most of the damage for his team.

In the first division A, Primrose, making a strong bid for promotion, posted the highest score of the day (280/8) as they cruised to a bonus-point 121-run win over the Tygerberg team.

For the Roses, Magmoed Petersen (92) was their stand-out performer.

In the first division B, Bashier Vallie (61*) piloted log leaders Pinelands to an easy sixwicket win over Bishop Lavis.
