PUTTING CHILDREN FIRST: A group of 20 young children visited the Cape Town Museum of Childhood, the flagship project of the Centre for Early Childhood Development (CECD), on Friday 20 November in celebration of Children’s Day. The children all form part of CECD’s family outreach programme in Barcelona, Gugulethu. Ranging in ages from four to six, the children were provided with a fun day of activities, including arts and crafts, performances and, of course, a tour of the museum. See page 9 for the full story.

A
motion for the establishment of a City of Cape Town special task force to address the deteriorating conditions at subways made at a subcouncil 20 meeting on Wednesday 19 November was “enthusiastically supported and accepted”. Ian Iversen, the councillor for ward 59 (Rondebosch, Claremont, Kenilworth), submitted the motion. He confirms that it will now be sent on to various City departments to get their buy-in and cooperation. The motion comes in the wake of a spate of vandalism incidents at subways across the southern suburbs. Iversen says that the maintenance of the subways have been a problem for many years but, he says, it has gotten worse during the lockdown, with an increase in the theft of equipment and the number of homeless people taking shelter in subways. “When there is a problem, it is not just one

thing, it is everything. The lights are out, there is litter and people have invaded the area,” Iversen says. He explains that the City has different departments – lighting, cleansing, roads and stormwater, and social development – which address these issues individually. According to Iversen, one team will go out, sort out whichever issue falls under their mandate, and then say, “job done”. “But they haven’t completed all of the work. People work in silos. That is the issue here. We need to have a collective approach. The motion asks that the City considers identifying certain people from each of these departments to form a task team. In this way, all the problems can be managed together,” he adds. Iversen also asks that residents take a proactive role by contacting their ward councillors, letting them know when there are problems in subways so that they can action them as soon as possible. “We need to all pull together. I’ve got about 11 or 12 subways in my ward. Every Sunday afternoon, I take a walk and look at each one

of them, and take photographs of any possible problems. I do the same when it comes to looking after parks, for example, a broken bench. We have to try and sort out the problem before it becomes a major issue,” he says. Iversen first invited the public to express their views on this motion during a CapeTalk radio discussion held on the state of the subways on Tuesday 3 November. Three subways located in Rosebank (which falls in ward 57) were highlighted during the talk – those in Alma, Liesbeek and Burg roads. During the radio discussion, the programme host, Pippa Hudson, asked who is responsible for the maintenance of subways. On the panel with Iversen was Raymond Maseko, Prasa acting regional manager. According to Maseko, there was an agreement that stretched as far back as the creation of the Union of SA, “specifically for the subways that we are discussing”. “There was an agreement signed in 1959 that was actually entailing the agreement between the City of Cape Town, the administrator which was the predecessor of Prasa of

Maseko explained that, according to this agreement, a subway that gave access to the railway tracks and a subway that gave access to the platforms would be maintained by Prasa. “A subway that gives access from street to street, that subway would be maintained by the City of Cape Town. This is not just a way of shifting responsibility, it was what was agreed and contained in the agreement,” he added. However, Maseko said all subways that were adjoining or are underneath the railway lines were inspected by Prasa, including those in question. “Now all of these subways, we have agreements with the City of Cape Town that is doing the maintenance thereof,” Maseko said. He went on to say that Prasa did have a maintenance programme that ran monthly which goes through subways, checking lighting, and that pumps (to drain water which collects in the subways) are working.
