R
esidents have until Saturday 13 February to submit any objection, comment or representation on the proposal for the property at 13 Bowwood Road, Claremont, to be used for a 4x4 off-road adventure park. On-site notice by the City of Cape Town that an application for temporary land use departure in terms of the Cape Town municipal planning by-law, 2015: erf 177827 Cape Town at Claremont (better known as the Old Claremont Bowling Club) had been received was given on Wednesday 2 December. The City’s Mayco member for spatial plan-
ning and environment Marian Nieuwoudt, says the application was submitted on Wednesday 23 September last year by Andrew Pratt Town Planning on behalf of the owners of the property, the Claremont Beneficiary Trust. Nieuwoudt confirms the public participation process is currently in process. “Once the public participation process is complete the comments received from affected parties and internal City departments will be forwarded to the applicant to provide a response. The applicant then has 20 days to provide council with a response,” Nieuwoudt explains. She adds that, due to this application already receiving comments, the delegated decision-maker is the Municipal Planning Tribunal (MPT). After the applicant has provid-

project would begin as soon as the City approves the temporary departure land use application. This is also when Carlsen’s lease, which he signed in 2019 with the trust, officially takes effect. When People’s Post spoke to Zaahir Adams, the chair of the Claremont Beneficiary Trust, last year, he said the lease agreement is set up in such a way that should a developer want to take ownership of the grounds to build, the lessee would be given notice to vacate the land immediately. The trust is currently considering proposals from various developers “to put up flats”. However, it will most likely take a few years before these plans come to fruition. V Continued on page 3.

ed council with their response, a recommendation report to the MPT will be compiled and the report will be tabled at an MPT meeting for a decision to be made. “Depending on the outcome of the decision, either the applicant or the affected parties can appeal the decision for the Planning Advisory Appeal Panel to make a decision,” Nieuwoudt says. As to when the MPT will first meet to decide on this matter, Nieuwoudt says this depends on which month the recommendation report is submitted to the MPT. “Note that the MPT meeting is conducted monthly,” she adds.
