ast week, on Tuesday 26 January, an unofficial message was circulated on social media regarding the Vygieskraal Cemetery, otherwise known as the Johnston Road Muslim Cemetery, which is allegedly under threat. The message stated, among other things, that: âGraves are being vandalised to such an extent, that the wooden planks which are used to support graves are being stolen and used for firewood. This is in addition to graves being defecated and urinated upon by illegal-dwellers.â Other claims included that illegal dwellers on an adjacent piece of land were looking
to make home in the cemetery. Sheikh Riad Fataar, chair of the Muslim Judicial Councilâs (MJC) burial administration, says that he is aware of the WhatsApp message making the rounds which levels accusations against the homeless people living close to the cemetery. He cautions the public â and the media â against putting too much stock in âunofficialâ messages like these. âIn South Africa as a whole, all cemeteries â Muslim and Christian alike â are plagued by people stealing flowers, headstones or memorial stones. The cemeteries are being robbed and people are being attacked by gangsters. Vygieskraal is no exception; it is a general problem,â says Fataar. Nazleah Ameeroedien, secretary of the Vygieskraal Cemetery Board, says this vandalism is causing tension in the community,

people,â he explains. Badroodien says while the onus remains on the management board of the privatelyowned cemetery to maintain and secure their properties, âthe City is doing what it can to assist in terms of social development interventions and law enforcement patrolsâ. âTo date the City has offered services, as well as alternative placement and care, to the rough sleepers, but these have been rejected,â he adds. The situation is further exacerbated by the Cityâs limited ability to enforce its bylaws relating to public spaces, Badroodien says, âdue to the current pending litigation involving the Human Rights Commission resulting in rough sleepers erecting permanent structures and encouraging them to remain on the streetsâ.

but Fataarâs caution must be taken into consideration with regards to this matter, so as not to incite violence. The City of Cape Townâs Mayco member for community services and health, Zahid Badroodien â in response to Peopleâs Postâs inquiry regarding the vagrants who have set up shelters on the cemetery boundary wall at Klipfontein Road â says the group of rough sleepers adjacent to the privately owned Johnston Road Cemetery is known to their Street People Unit. âThe unitâs mandate is to provide social assistance to street people which includes: access to a shelter or safe space where there is access to food, water and sanitation. âWe are also able to offer access to rehabilitation services, reintegration and reunification where this is accepted by the street
