CHICAGO 58TH CELEBRATION AFRICAN UNION

Dear Friends of Africa, Fifty-Eight years ago, a certain number of African countries were still under European colonial rule, or under an apartheid system, where a white minority had confiscated the political power. At that time, only 32 out of 55 African countries had gained formal independence. As more and more African countries became independent, two different visions for the continent emerged. The first vision supported by prominent political leaders such as Dr. Kwame Nkrumah of Ghana and Gamal Abdel-Nasser of Egypt, wanted a political unification of the continent in order to defeat colonialism and apartheid, while achieving peace, increasing the continent’s geopolitical influence and promoting economic development. This group was known as the Casablanca Group. Another group known as the Monrovia Group, representing mostly leaders from former French colonies, including Léopold Sédar Senghor of Senegal and Félix Houphouët-Boigny of Ivory Coast, believed that Africa’s newly independent states should co-operate and exist in harmony, but should not venture into any political federation or deep economic integration. Fifty-Eight years ago, His Imperial Majesty, Haile Selassie I, the leader of Ethiopia, an African nation that was never colonized by a western power, invited leaders from the Casablanca Group and the Monrovia Group to Addis Ababa to discuss the political and economic future of the continent. Fifty-Eight years ago, in Addis Ababa, Ethiopia, the two groups united to establish a formal, continent-wide organization. On May 25, 1963, under the leadership of Dr. Kwame Nkruma, His Imperial Majesty, Haile Selassie I, our Founding Fathers signed the original charter establishing the Organization for African Unity (OAU), which later evolved into the African Union (AU). Many other heavy weight leaders such as, Mze Jomo Kenyatta of Kenya, General Gamal Abdel Nasser of Egypt, Mwalimu Julius Nyerere of Tanzania and King Hassan II of Morocco were part of the 32 original signers of the Charter. Fifty-Eight years ago, AFRICA DAY was born and that is precisely what we are celebrating today. Currently, the Africa Union is made up of 55 member states. On the economic front, the member states have formalized the African Continental Free Trade Area agreement, which will create one of the world’s biggest free-trade areas in the world, opening up a market of more than 1.2 billion people, with a combined GDP of more than $3 trillion. As a representative of the Comoros, a country that endured over 100 years of colonial rule, I am all the more pleased to celebrate Africa Day in Chicago, for the first time in an official capacity. —2—

This year, due to the COVID pandemic, we, members of the Africa Group of the Chicago Consular Corps in association with the Africa Diaspora 6th Region Illinois, have decided to promote only three main events, including a virtual town hall entitled: Contribution of the Africa Diaspora AU 2063. The theme this year stated: Arts, Culture & Heritage: Levers for building the Africa we want. However, next year, we hope to schedule many more events to celebrate Africa Day in Chicago. I would like to thank Illinois Governor JB Pritzker for officially proclaiming May 25th as Africa Day in the State of Illinois. We were delighted to have the presence of two special guests representing respectively, Illinois Attorney General Kwame Raoul and Chicago Mayor Lori Lightfoot at the 2021 Africa Day Reception. Additionally, I thank Cook County Commissioner Donna Miller and all my colleagues from the Chicago Consular Corps, especially our Dean, the Honorable Gisselle Castillo-Veremis, Consul General of the Dominican Republic, for attending the Africa Day Reception. I would like to acknowledge the tremendous work and contribution from Chairman Olivier Kamanzi, President of Africa Diaspora 6th Region Illinois. Last but not least, I would like to convey my thanks and appreciation to my colleagues and friends from the Africa Group within the Chicago Consular Corps, particularly, the Honorable Pumzile Mazibuko, Consul General of South Africa, Dr. Harriet Lewis, Honorary Consul General of Cabo Verde and Dr. Sylvere Malonga, Honorary Consul, of the Republic of Congo. African Diaspora Sixth Region African Diaspora Sixth Region The Africa Group of the Chicago Consular Corps and the African Diaspora Sixth Region of Illinois decided to join forces to organize the commemoration of Africa Day 2021. The purpose of this event is to highlight the importance of Africa and its contributions to the community of nations. Africa Day will create a platform for exchanging ideas, establish partnerships; and showcase Africa as a continent that is open for business and tourism. The celebration will also be located within the context of Agenda 2063 Africa’s blueprint and master plan for transforming Africa into the global powerhouse of the future. This event will also create and increase awareness on the positive developments in Africa and the opportunities for doing business. What is the 6th region of Africa? Within the African Union, there are 6 regions: North Africa, West Africa, Central Africa, East Africa, Southern Africa, plus one last region, the “Sixth Region”, which constitutes the African Diaspora. The political, economic and cultural importance of this Diaspora is increasingly recognized. The African Union defines the African Diaspora as “Consisting of people of African origin living outside the continent, irrespective of their citizenship and nationality and who are willing to contribute to the development of the continent and the building of the African Union.” Its constitutive act declares that it shall “invite and encourage the full participation of the African Diaspora as an important part of our continent, in the building of the African Union.”

The Organization of African Unity and the African Union On May 23, 1963 in Adis Ababa, Ethiopia, the 23 African states that had acheived independence at that time agreed to establish the Organization of African Unity (OAU). A further 21 members joined gradualy, reaching a total of 53 by the time of AU's creation in 2002. On July 9, 2011, South Soudan became the 54th Union (AU) member. On 30 January, Morocco rejoined the African Union after a 30-year absence, making it the 55th AU member State. The OAU's main objectives, as set out in the OAU Charter, were to promote the unity and solidarity of African states; coordinate and intensify their cooperation and efforts to acheive a better life for the peoples of Africa; safeguard the sovereignty and territorial integrity of Members States; rid the continent of colonisation and apartheid; promote international cooperation with the United Nations framework; and harmonise members' political, diplomatic, educational, cultural health, welfare, scientific, technical and defence policies. The OAU operated on the basis of its Charter and the 1991 Treaty Establishing the African Economic Community (known as the Abuja Treaty). Its major organs were the Assembly of Heads of state and Government, Council of Ministers and General Secretariat as well as the Commission of Mediation. Conciliation and Arbitration was replaced by the Mechanism for Conflict Prevention, Management and Resolution in 1993. Transition to the African Union Through the 1990s, leaders debated the need to amend the OAU's structures to reflect the challenged of a changing world. In July 1999, during an extraordinary summit in Sirte, the OAU decided to set up a new organisation to replace it. The AU, officially launched at the Durban summit in 2002, was to be the spearhead tasked with accelerating and deepening the process of economic and political integration on the continent. The objectives of the AU are the following: - to achieve greater unity, cohesion and solidarity between the African countries and African nations. - to defend the sovereignty, territorial integrity and independence of its Member States. - to accelerate the political and social-economic integration of the continent.
