By Lachlan Ellis A motion by a Moorabool Shire Councillor to investigate the provision of two annual transfer station vouchers for ratepayers has been approved 4 votes to 3. Cr Rod Ward moved the motion at Council’s Ordinary Meeting on Wednesday 1 December. The idea was previously rejected at a Council meeting on 3 April 2019, but Cr Ward argued it would decrease illegal dumping and save ratepayers money. “I’ve asked the CEO to prepare a report on the possible provision of two transfer station vouchers with each general rates notice, commencing in 2022/2023. This is driven by my concern about illegal dumping of rubbish in our beautiful Shire, I think it’ll lead to an increase in resident satisfaction,” Cr Ward said. “I think it’ll also lead to potential financial savings for residents, as the cost per tenement would be, if my figures are correct, significantly lower than the current gate charge for a heaped trailer.” Cr Ward’s motion was seconded by Cr Dudzik, who spoke in support of the motion. “Council has previously considered tip vouchers, and there was considerable support in the past from the community and Councillors for tip vouchers. It has been brought to Council previously, and it missed out by one vote,” she said. “We have a new Council, and I think it’s important for us to vote on this issue, because I think you will find that issuing tip vouchers…there’s a large portion of our community that will support this, and it may help prevent some of the illegal dumping.” Cr Edwards also spoke in favour of the motion, arguing it was worth looking into to reduce illegal dumping. “I think that the intent of this is to review whether there is an appetite for this to be done, and regardless of whether we get a low take-up or high take-up, the reality is that it is costing Council a small fortune to go around and pick up dumped rubbish.” Cr Tatchell was the one speaker in opposition to the motion, arguing that a new report into tip vouchers was unnecessary, and the tip vouchers wouldn’t benefit all Mooraboolites. “It’s probably Groundhog Day, yet another report, let’s build some more reports. It wouldn’t matter whether it was updated, the thing’s not going to change. Tip vouchers aren’t free, someone has to pay for it,” he said. “Generally, because these tip vouchers would predominantly be used in certain areas while other people don’t have access to tips, that means the cost burden would be going to people that will never be able to use their tip vouchers. “Ultimately the other issue is, I go back to the original report that was put up on this – and I don’t know why it wasn’t presented with the motion – it clearly states that when tip vouchers were handed out in shires associated with Moorabool or on the boundaries of Moorabool, that the average take-up rate was sub 30 per cent.” While he acknowledged the sentiment behind the idea, Cr Tatchell said he was hesitant to charge ratepayers for a service they may never use. “I see the rationale, that everybody should pay for this, but I would be begrudging some poor bugger to pay for a tip voucher they never use.
