Moorabool Shire is officially in the Fire Danger Period (FDP), and emergency services are warning that there will be no excuses for unpermitted burn-offs. The ‘Zero Tolerance’ strategy is a joint initiative by Victoria Police, the Pentland Group of Fire Brigades, and Moorabool Shire Council – and with FDPs already being announced across Victoria, the strategy is back in action. The Zero Tolerance strategy means it is a criminal offence to start a fire, whether intentionally or unintentionally. During the Fire Danger Period, fires cannot be lit in the open air without a written permit from CFA or a Municipal Fire Prevention Officer. FDPs are based on local conditions, and take into account fuel moisture, fuel loads,

Bacchus Marsh Brigade firefighter Chantelle Dawes said fines would be issued to those doing the wrong thing during the FDP. “The Zero Tolerance strategy was first implemented during the 2005/06 bushfire season. During the Zero Tolerance period, it will be illegal to start fires and undertake controlled burning, unless permits are issued,” she told the Moorabool News. “If the Fire Brigade responds to a deliberately or negligently lit fire during the Fire Danger Period, firefighters are obliged to call the police, who will issue a fine. There will be no warnings for offenders who light fires during the period, which can lead to prosecution.” The declaration of El Nino and a positive Indian Ocean

Library grant snubbed

Christmas is just two weeks away, and local food relief groups are calling on the community to keep up the generous spirit, and help those who need support this festive season. It’s been a tough year for many Moorabool residents, and Christmas can be the hardest day of the year for those who are struggling financially. But services such as Darley Neighbourhood House’s Community Pantry, and the vouchers offered by Bacchus Up To Pay It Forward (BUTPIF), provide food to those who might otherwise skip meals. Though the two are separate non-profit organisations, they are united in their goal to help fill people’s bellies. The Community Pantry accepts non-perishable food and hygiene item donations, while BUTPIF accepts monetary donations at a range of local businesses and distributes food vouchers that can be used to buy food at some stores, with donations used to reimburse the participating stores. Darley Neighbourhood House manager Renae Knight said the community’s generosity this year had been amazing, and every extra donation could help make someone’s Christmas a little brighter. “The demand has increased, it’s steadily increased over the year, but of course this time of year can be particularly tough for people. But what we’ve noticed is that while this year’s been tricky with donations and we understand that, people’s generosity at the moment has been amazing. It gives me goosebumps,” Ms Knight told the Moorabool News. “We’ve had some dignity bags that stu-

dents from Bacchus Marsh Grammar put together with toiletries and that kind of thing…and people taking time out of their daily life to do a shop or add items to donate to the Pantry. “We have so many amazing community organisations providing support for people like Soul Food, The Neighbour’s Place…we all try to collaborate.” The Community Pantry closes for the year on 22 December, which is where Judy D’Attoma’s BUTPIF comes in, with vouchers available over the whole Christmas period. Donation boxes to contribute to BUTPIF’s food relief program are located at over 40 locations including Champions IGA in Darley, Darley Bakehouse, Bacchus Marsh Fish & Chip Shop, Foodworks, Loot Café, Little Lucky, and Jolly Miller. Ms D’Attoma said as little as $10 could provide a meal for someone in need. “We’ve noticed there’s not as much being donated in money boxes. If everyone could reach out and donate $10 each, that’d provide so many meals over the Christmas period. The demand has increased so much, so many more people are doing it tough, some are living in cars,” she said. “There’s also a box at IGA for food donations, which go to the Community Pantry. It’s good to get in the festive spirit but it’s the hardest time of the year for some people…if you can’t donate $10 for the vouchers, please put some food in the Pantry.” BUTPIF vouchers are available at Cafs at 52 Grant Street. A grant application for part of a new Moorabool library has been rejected, with concerns the project will be delayed or be built without all the planned features. Moorabool Shire Council applied for $851,000 under the Federal Government’s Growing Regions Program for a civic plaza at the planned Ballan Library and Community Precinct, but was disappointed to hear that application had been rejected. Moorabool Shire Mayor Cr Munari said the disappointing news put the plaza component of the project “in jeopardy”. “The civic plaza is a place for the community to gather and a connection point to the other components of the precinct – the library, Maternal and Child Health Centre, exhibition spaces and community rooms,” she said. “If you look across the shire, we have attracted a lot of State Government funding for our projects and we continue to struggle to secure Federal Government for our major projects. The State Government has contributed $5 million through two different funding streams for the Ballan Library and Community Hub project, which

was recently tendered. Cr Munari said that to continue delivering on much-needed infrastructure in Moorabool, Council “needs both levels of government to contribute, to allow us to meet the needs of our current and future communities”. A Council spokesperson said Council would continue seeking opportunities to obtain the required funding. “At this point, there are no grant programs that align at the federal level, and the Victorian Government has already committed significant funds to the project.” the Council spokesperson added. Federal Member for Hawke, Sam Rae, said the need for funding from the Federal Government was new information to him, when the failed grant application was raised. “I strongly support the Ballan Library project. The project was fully funded thanks to a $5 million contribution from the Victorian Labor Government,” he told the Moorabool News. “The need for further funding has never been raised with me and I’m disappointed that Moorabool Shire Council appears to have dropped the ball on another project.”

Bushfire outlook released The Australasian Fire Authorities Council (AFAC) has released its Australian Seasonal Bushfire Outlook for this summer, and fire risk is high in western Victoria. Three years of La Nina summers bringing high rainfall, followed by a dry winter and spring, has led to above-normal fuel in western and central Victoria and along the Surf Coast, leading to increased fire potential. Emergency Management Commissioner, Rick Nugent, says it’s vital for communities to understand local risks, keep up to date with Fire Danger Ratings, and prepare a fire plan in advance. “We’ve already seen concurrent and converging emergencies over the past few months, reminding us that it’s important to remain prepared for all types of emergencies this summer. Our emergency services will continue to monitor any changes in conditions but it’s important for communities to understand their risk and have a plan in place in the event of a fire,” Commissioner Nugent said. “Never rely on one source of emergency information. Download the VicEmergency app and tune in to your local emergency broadcaster.” CFA Chief Officer Jason Heffernan said Victoria was well-protected this fire season, despite the higher-than-normal fire risk. “Alongside our interagency partners, CFA crews across the state have been working closely with their local areas and brigade members to ensure we are best prepared for the proposed conditions,” he said. “While we’re ready to respond and support communities as we do every year, now is the time for Victorians to prepare their families, and their property and review their Bushfire Survival Plan.” A mix of water bombing aircraft, air supervision and air intelligence gathering aircraft are positioned across the state, ready to support thousands of dedicated volunteers

Keeping their Foundation has a community connected future

The West Moorabool Foundation (WMF) has held its inaugural AGM at the Ballan Neighbourhood House and published its first annual report. With a mission to improve the health and wellbeing outcomes for West Moorabool community members, the Foundation - established earlier this year - has broad powers to promote awareness, provide resources, advocate for health equity, and build partnerships. Robert Eskdale, Interim President, thanked the Ballan District Health & Care Association Members for their support and patience in establishing the Foundation. In his Presidents Report, Mr Eskdale said the Foundation has not yet undertaken any activities or programs in the community. “During our first few months, we concentrated our work on establishing the Foundation and ensuring its structure was fit for purpose.” Tor Roxburgh, interim Secretary, spoke to The Moorabool News about the foundation’s plans and how West Moorabool residents could get involved. “We know that the top 10 long-term health conditions in west Moorabool include problems such as cancer, mental illness, diabetes, and dementia,” she said

“What we don’t yet know is which health issue is the community’s top priority, and therefore what the Foundation’s top priority should be.” In 2024, Ms Roxburgh and the interim WMF Board said they hope to have a conversation with Foundation members about where to focus their attention and spending. “When we have the most pressing health issue in our sights, the Foundation’s directors will speak with health experts about the best way to spend some money on the problem.” The Foundation’s directors are meeting with Dr Sandro Demaio, CEO of VicHealth to learn more about effective community collaboration to prevent disease and improve health. Ms Roxburgh said the best way to get involved is to join as a Foundation member. “It’s easy to do. Just download the application form from www.westmooraboolfoundation.com and follow the instructions. “Being able to nominate a director is another good reason to join as a member,” she said. The WMF has no staff members and is managed by an interim board of directors who work on a voluntary basis.

The Mount Wallace Hall and Reserve has received a $7,290 grant as a part of the Foundation for Rural Regional Renewal’s (FRRR) Strengthening Rural Communities (SRC) program. The SRC program has awarded over $1.5 million to rural regions nation-wide to fund various community-strengthening projects. Thanks to the program, the Hall and Reserve will now be able to afford the installation of a shade structure and repairs to the roof and ceiling. Committee Treasurer, Carlene Baker, said these repairs are very much overdue. “For the past five or six years, the roof has been leaking, ruining the ceiling tiles on the inside,” she said. “We have a table tennis club that plays there every week. If it’s raining heavily, the water drips onto the tables.” Ms Baker said the grant will make a huge difference and highlighted the im-

portance of the hall in fostering community togetherness. “There is no pub or anything like that in the area, or anywhere for people to get together, other than the hall. So, it’s the focal point of the community really.” According to the FRRR website, funding is provided to projects that address a diverse range of regional needs. Such as, fostering community wellbeing, connectedness and disaster recovery and preparation. FRRR’s Place Portfolio Lead, Jill Karena, says volunteer-led organisations, such as the Mt Wallace Hall and reserve, play an important role in the vitality of rural Australia. “They drive the projects that maintain and sustain their communities. But to do this, they need funds. We’re honoured to play a small part in helping rural Australia thrive and we encourage others to join with us to support local initiatives that really do make a difference,” Ms Karena said.

A local care provider is offering health checks and an information session for farmers – and both are completely free. mecwacare, which has had a presence in Ballan since 2021, is offering free health checks to farmers and over 50s, and will also hold a rural mental health talk with ‘The Unbreakable Farmer’ Warren Davies on 12 February next year. mecwacare’s Advisor in Healthy Ageing, Louise Mayall, said farmers are some of the toughest people in the country, but urged them to seek support when needed. “Farmer health has been identified as a local and Australia wide issue with the highest fatality rate of any industry in Australia,” Ms Mayall told the Moorabool News. “The pressures of farming, together with its isolation, mean that farmers are more likely to experience depression and anxiety.” Ms Mayall said farmers are good at helping others but not so good at seeking help for themselves, “compounded by access issues, living isolated on farms, and working long arduous hours to make ends meet.” “We understand that there are problems that are well out of the farmers’ control, and issues that are constantly presenting themselves as huge challenges, and we would like to assist them in any way we can, especially when it comes to health concerns,” she said. “So, we will also be conducting Farmer Assessments in the home, which will include a more extensive assessment. Prior to their appointment they will be encouraged to com-

plete an occupational health history, lifestyle behaviours, and social and emotional wellbeing questionnaire to tailor their consultation to their requirements.” Tests conducted during the free checks include a wide range of checks, including, but not limited to: blood glucose testing, blood cholesterol, blood pressure, Body Mass Index (BMI) calculation, basic hearing screening, basic vision testing, and urine testing, the latter of which can detect conditions such as diabetes, kidney disease, UTI, stones, liver disease and haematuria (blood in urine). Ms Mayall said this is a totally free service for the farmers. “We encourage as many as possible to use this service to start the health journey to empower each and every person with understanding and knowledge regarding their own health,” she said. Supported and funded by the Victorian Farmers Federation, the Western Victoria Primary Health Network and mecwacare itself. The Unbreakable Farmer talk at the Ballan Mechanics Institute next February is also aimed at the farming community, with guest speaker Warren Davies discussing mental health, resilience, and wellbeing. State-owned logging company VicForests has been ordered to cease operations in part of a local forest indefinitely, after an endangered reptile species was discovered. An injunction against VicForests’ work harvesting fallen trees in the ‘Silver Queen’ coupe in the Wombat State Forest was originally ordered in September by the Supreme Court, with that injunction ending on 31 October. But on Thursday 30 November, Justice Melinda Richards ordered VicForests and contractor Tiley Industries to stop any work in the Silver Queen coupe, after nine endangered mountain skinks were found in the area. The operations began in 2021, to clear trees that fell in the storm events that occurred in June and October that year. Founded in 2017, the Moonlite Theatre, a name inspired by an infamous 1860s resident, has become a local beacon of creativity and entertainment. Vice President Tim Hawthorne said the Moonlite Theatre began with a group of people who wanted to start an amateur theatre group in the local area. “Moonlite Theatre, named in honour of one of our infamous residents, was home to their very own bushranger. Moonlite was the spelling Andrew George Scott adopted for his persona of Captain Moonlite,” Mr Hawthorne said. The Theatre’s dedication to the arts is evident in their participation in BaccChat Christmas recently for the Moorabool community. “We were invited to be part of BaccChat as an opportunity for our community theatre group to show the value of having an amateur theatre company in the Bacchus Marsh community,” said Tim. Their most recent performances are a testament to their commitment to local talent and interactive theatre. “We performed two radio plays written by a Melton playwright Alex McMurray, titled No Business Like... It’s all relative and No Business Like... Strike While the iron is hot,” Mr Hawthorne said. “In the middle of both these plays, Moonlite (the theatre not the bushranger) tested out our cast with some live improvisation, which allowed for audience participation to keep our cast on their toes.”

This event allowed Moonlite to perform improvisation sketches and theatre sports, which are a tool used to develop local acting abilities. “It is also a great way for our acting group to demonstrate their acting skills,” Mr Hawthorne said.

As for the future, April 2024 marks a significant milestone for Moonlite Theatre, with another ambitious production in the pipeline. “We are having our next production in April, which will also include a radio play and Birds of a Feather, a comedy written by Deb Barker, also a local playwright.” The theatre group’s inclusivity and community spirit are at its core and is proud to be a community-run theatre group for Bacchus Marsh and Melton, for all ages. “We are forever thankful to our supporters, as without them, we wouldn’t be able to continue doing the work we love - providing laughter to you all.”

Dog owners are being called on by Australia Post to secure their pets and help keep posties safe, with almost 1000 dog-related incidents occurring since July this year. Australia Post has seen a spike in dog-related incidents, with an average of 7.5 recorded each day since July. With the busiest time of year approaching, Australia Post is making a plea for dog owners to take action to help protect their postie. Despite ongoing public awareness campaigns from Australia Post, the frequency of dog related incidents has not decreased. Rod Maule, Australia Post General Manager Safety and

Wellbeing, said their are simple steps dog owners can take to keep posties safe. “Our team of posties are working hard delivering to our customers in all parts of the nation, however we need the support of dog owners to keep their dog secure and our posties safe. We see a lot of incidents occur at the front door as our posties try to deliver packages, with dogs racing out from behind their owners,” Mr Maule said. “It takes just a second to secure your dog in another room, and it makes the world of difference to our team members.” With the festive season approaching, Australia Post is

now delivering up to seven days a week – making it “more important than ever to keep dogs secure”, Mr Maule added. To help protect its team members Australia Post has introduced several preventative measures aimed at reducing the number of dog-related incidents. In addition to on-the-job training, posties are also provided with a digital hazard tracker that allows them to log the location of a hazardous dog. The next time they, or any other postie, approach a pre-logged location they will receive a warning notification on their device, allowing them to avoid it or take extra care. Keeping them safely in another room when you answer the door is a great way to prevent this.

Run into Santa, soon Rescue in Blackwood By Lachlan Ellis

Father Christmas, or now commonly known, Santa, will be back in Moorabool Shire next week, with local families encouraged to get their cameras ready to get pictures with the jolly fellow. The magical evening, facilitated by the Bacchus Marsh, Rowsley, and Parwan Fire Brigades, begins at 7 pm on Monday 18 December, with Santa Claus joining local firefighters on a route that will soon be announced. Bacchus Marsh firefighter Chris Small said the Santa Run was growing in popularity each year. “The annual Santa Run is an ongoing tradition for the Bacchus Marsh Fire Brigade. Year on year we continue to see the community attendance increase, testament to the growth that is occurring within the Bacchus Marsh township,” Mr Small said.

“One of the largest turnouts we’ve seen was in 2022, with our hopes for 2023 to surpass that. “This event is generously supported by the Bacchus Marsh Community Bank Branch, we look forward to and invite everyone to join us to celebrate the festive season,” Mr Small said. Local firefighters have been thanked for their quick and caring service, after rescuing two occupants of a crashed vehicle on the weekend. At 10.50am on Saturday, the Blackwood and Trentham Fire Brigades were paged to a car accident on the Greendale-Trentham Road, 200 metres north of Pottery Track. The location was estimated using the mobile phone coordinates from one of the accident victims. Conditions were poor with fog and light rain. When arriving on scene, fire crews, Blackwood CERT and police found a vehicle on its side with two occupants, about 30 metres from the road down a steep incline. Specialist high angle rescue crews from Fire Rescue Victoria (FRV) were also paged from Ballarat. Along with Trentham appliances, Ballan Rescue and Paramedics were also quickly on scene. The FRV crew organised a rope pulley

system to facilitate three crew to bring up one patient on a stretcher while 5 crew hauled on the rope. The other patient was able to walk up from the site via a more gentle path. Blackwood were again paged at 2.50pm Saturday afternoon to wash away diesel spilt during the vehicle recovery. Blackwood Fire Brigade thanked all of those who assisted them via a social media post on Saturday night, in particular Blackwood CERT who were quickly on scene, and Trentham and Ballan Brigades, plus Trentham CERT, police, and FRV. One of the patients also thanked emergency services on the Blackwood CFA page, stating that they had made her and her daughter “feel at ease in a terrifying situation.” “We are both unhurt, miraculously. Thank you and bless you all.” the patient said.

Stop kidding yourself A new TAC road safety campaign is tackling some common drink driving myths this holiday season, with this year being a horrific one for the road toll. The TAC and Victoria Police’s ‘Stop Kidding Yourself. If you drink, don’t drive’ aims to highlight the dangers of low-level drinking, with 272 lives lost on Victoria’s roads this year at the time of writing. The latest TAC Road Safety Monitor report reveals a concerning 48 per cent of Victorians would still consider driving after two or more alcoholic drinks. Meanwhile, alcohol remains the most represented drug in fatally injured drivers, with close to one in five drivers and riders killed being over the legal BAC limit. The ad campaign combats key myths on the speed at which people drink, how many standard drinks are appropriate per hour, if people have had enough water, how much people have eaten and even body size, and emphasises one of the mandatory penalties for all drink drivers caught in Victoria – having an interlock device installed. TAC CEO Tracey Slatter said it was time to bust the myth that having a couple of

drinks and getting in a car or on a motorcycle is okay. “As we head into summer and the festive season, this campaign is a timely reminder to Victorians that drinking and driving don’t mix. We want to embrace a culture where driving after drinking any alcohol is not considered normal,” Ms Slatter said. “Many people think they can manage their blood-alcohol level by following a set of vague rules handed down through generations, but the only way to avoid the risk entirely is to completely separate drinking and driving.” The campaign, which Victorians will see and hear across TV, online, radio, music streaming platforms, cinemas, regional press, social media, outdoor advertising, and billboards, will be running until 31 January 2024. The State Government is delivering this campaign to address one of the key focus areas of the Victorian Road Safety Action Plan 2021 – 2023, to support and enforce safer driver behaviour. “Even in small amounts, alcohol affects perception, vision, concentration, reac-

tion time and causes drowsiness – all of which increases your risk of making a tragic mistake on the roads. It’s not worth

A man who stole hundreds of dollars from another patron at a local venue’s pokies area has been fined the sum he stole, plus a further four-figure sum. Paul Pecora entered a guilty plea to the theft at the Bacchus Marsh Magistrates’ Court on Friday 8 December, with Police Prosecutor Leading Senior Constable Denise Frame telling the court the accused had cashed out the victim’s machine while she took a break. “Mr Pecora attended the Courthouse Hotel in Bacchus Marsh on Friday 9 June this year and, during this time, the victim was playing a dragon game pokies machine. She’d been playing for about 30 minutes, and had a balance of $395.” Leading Senior Constable Frame said. “The victim placed a reserved sing on the machine, and left the machine unattended with the game still active, and

with a $395 balance.” Mr Pecora watched the victim leave the machine unattended and “entered the game on the machine and removed the $395 ticket”. The court heard Pecora then went to the venue’s car park and approached another male, who could not be identified, and got him to cash the ticket in for him. “The victim returned to the machine and saw that the game had been exited out of, and the ticket had been collected flashing down the bottom. The victim then alerted staff to the theft, and reported the theft to police. Police contacted the Courthouse Hotel who provided CCTV footage of the incident, and Mr Pecora was identified through internal police intelligence.” Leading Senior Constable Frame said. Mr Pecora was arrested on Thursday 31 August, and he gave a no comment interview. His lawyer submitted that a “significant fine or a community corrections order” would be appropriate. He was ordered by Magistrate Peter Reardon to pay $395 restitution to the victim and, was convicted and fined a further $1000.

ID23 - Round 3 Heats CHAMPION trotter Just Believe capped off a fine ID23 series of heats for Larajay Farm (Myrniong), when he smashed the track record in a stunning win in the final heat of the series. Just Believe was kept company in the lead by Gus as the pair slid through the first quarter of the last mile in 28.9 while Ollivici was lobbing along in the running line before latching onto the back of Just Believe with 400 metres to travel. Just Believe ($1.12 fav) dropped Ollivici off half way down the straight opening up a winning margin of eight metres in a mile rate of 1:57.5 for the 2680 metre journey. The Yabby Dam Farms bred trotter eclipsed the previous record by more than three seconds. “He’s a very special animal and it’s just a privilege to have him in our stable,” Greg Sugars said. “He did it incredibly comfortable, that’s one thing about him is sometimes when he’s in front he can switch off a bit but having Gus up outside kept us honest, it really kept his mind on the job,” he said. Sugars said he had plenty in reserve around the home turn. “I still had that much horse left turning into the straight that he really felt like he was in second gear,” he said.

“I’m a bit lost for words on how to describe him-he’s just an amazing horse.” Just Believe is now unbeaten in six heats and a Final from his past two Inter Dominion campaigns and it will take an extraordinary performance from one his rivals to prevent him from making a clean sweep of ID22 and ID23. Earlier in the night Just Believe’s stable mate Better Eclipse served notice he is primed to play a key role in next week’s Inter Dominion Pacing Championship Grand Final with a soft win in Heat Nine. Sugars allowed Better Eclipse plenty of time to settle mid field in the running line knowing the $1.22 favorite Swayzee was locked away on his inside. When Sugars pulled put with 600 metres to travel, Better Eclipse rounded up his rivals to join the leader Classie Washington on straightening. With Sugars sitting quietly, Better Eclipse found the line with something in reserve scoring by a neck from Classie Washington with Swayzee savaging the line late in fourth place. “We got a good trip and then he finished strongly and its pleasing to see he’s up to the challenge,” Sugars said. Sugars said this week’s barrier draw won’t be an issue with Better Eclipse’s versatile style of racing. “Barrier draws aren’t really crucial for this one, sometimes he’s better off drawn badly depending on how the race is run,” he said. “We know we’re in with a live chance and I think the series is far more open than what a lot of people thought.”
