WARIALDA LIBRARY HOSTS SCHOOL HOLIDAY WORKSHOPS

These school holidays, the Warialda Library has hosted various activities for local children, who were invited to attend the library from 11am to 4pm on various days for some Science, Technology, Engineering and Mathematics (STEM), craft and fun.
Commencing on Tuesday 4 July, children created some marvellous sculptures during challenges set for them by library staff. As it was a rainy day and participants could not go to the park for lunch, they enjoyed watching a movie during their break. Following lunch they made sherbet and then researched the chemical reactions as to why sherbet is fizzy, sour and sweet all at the same time.
The children had to crack a code using double agent materials, use spy glasses to read a clue, and cross a laser beam corridor to get more clues before being able to unlock and activate the security bot. Once they had worked together to achieve this goal the then had to drive their security bot through Headquarters to unlock a switch to retrieve stolen jewels. Once participants had all retrieved their jewels they were able to spend time undertaking security bot racing.
On the Thursday following, there was a spontaneous craft session for the older children while their younger siblings visited the Warialda Toy Library, where participants made some beautiful dream catchers.
Tuesday of week two of the holidays had children attend the library for some more STEM, craft and fun, where they relished in a structure challenge made from different materials. All were thrilled to walk to and have lunch at Captain Cook Park, run around and play some games including the classic game of elastics. The afternoon was spent making everyone’s favourite - slime.
On Wednesday 12 July 2023, Central Northern Regional Library (CNRL) staff from Tamworth visited Warialda Library to host an hour of fun with local children. This program is designed especially for children aged over nine.
These programs are designed by the staff at CNRL Tamworth and are hosted every school holidays at either Bingara or Warialda Libraries in conjunction with other libraries under the CNRL banner. The programs are both entertaining and educational. Furthermore, they are free.

Gwydir Shire Council infrastructure update
IB BORE ROAD UPGRADE
Works continue on the IB Bore Road upgrade near North Star this month. This project is jointly funded by the Fixing Country Roads Program ($9.54m), and the Federal Government’s Heavy Vehicle Safety and Productivity Program ($2m). Work recommenced in June with 6km of the 20km project bitumen sealed. Simultaneously, stabilisation of the next 2km section is currently underway.
HORTON ROAD BITUMEN SEALING
Construction is complete on the Horton Road upgrade. This project was funded by the Fixing Local Roads Program ($5m), with Council co-contributing $800,000. The project came within $215 (0.0037%) of its $5,800,000 budget.
GETTA GETTA ROAD RESHEETING
The Getta Getta Road resheeting project, funded by the Fixing Local Roads Program, is well underway with 10km of the 20.9km project resheeted and 5km sealed, with the next 5km carted, crushed and currently being laid with polymer stabilising aid. The project is tracking within the available budget and is expected to be completed before December 2023. A rial graded seal was placed on the western end of the project in anticipation of the resolution to seal the entire road. This trial was successful, and it is expected that 13km will be sealed by September.
GULF CREEK ROAD TIMBER BRIDGE REPLACEMENT
This project is funded by the Fixing Country Bridges Program ($252,500) with a cocontribution from the Council ($30,000). Steel inspections for the base slab and apron conducted and deemed ok with the concrete pour for slab and apron completed the last week in June. After the seven-day curing period box culvert units will be placed on the slab.
NORTH STAR ROAD REHABILITATION
The North Star Road Rehabilitation project which involves rehabilitation of 1.2km of existing road and is funded via Transport for NSW’s Regional Road Repair Program. This project was completed 28th June 2023.
FOOTPATHS
COUNTY BOUNDARY ROAD SEALING
Contract drainage works continue on the County Boundary Road upgrade near Crooble. The project is jointly funded by the Federal Government’s Roads of Strategic Importance (ROSI) Program ($9.75 million) with the Council contributing an additional $2.44 million.
Contractors have made good progress with all major concrete work on the 6 causeway structures now complete. Concreting works are expected to be completed on budget and well ahead of schedule in August 2023.
Footpath works on Link Street and Cunningham Street in Bingara were at a standstill for most of June due to an unforeseen incident with the contractor’s concreting crew. The team have started back onsite again and will continue with footpath works to see Bingara nearing completion. Footpath works on Reedy Creek, Long Street, All Abilities Park and Naroo in Warialda will now start in July with a view of having all works completed by the end of August.
MAINTENANCE
General maintenance continues on Regional and State roads, including vegetation control, slashing, whipper snipping and spraying of guideposts and guard rails.
Seal maintenance is ongoing on all State, Regional and Local Roads as potholes continue to develop. Crews continue on Riddell Street Bingara stormwater repair/ replacement and associated works which include replacing kerb and guttering. A second crew has been repairing causeways on Langley Road, Floods Tank Road and Warragundi Road.
Crews have responded to two call-outs through June. The first to a report of a dead beast in the middle of the road and the second a truck break down on Killarney Gap Road.
Maintenance staff have also assisted the Water Crew with works at the Warialda Pool with the use of the excavator.

Farmers preparing for possible El Niño conditions
With a possible El Niño on the cards, Farmers for Climate Action is urging farmers to get on the front foot.
Farmers for Climate Action spokesperson Peter Holding, who farms at Harden NSW, said many farmers were concerned about the possibility of warmer, drier conditions and increased weather variability for eastern Australia this spring and summer.
“The Bureau of Meteorology (BoM) hasn’t called it yet, but it says there’s a 70% chance we’ll have an El Niño this year. It’s also worried dry conditions could be compounded by a positive Indian Ocean Dipole.”
Farmers for Climate Action, an organisation representing 8000 farmers, is hosting a webinar “El Niño explained” next week, bringing together a range of speakers, including from the BoM and Birchip Cropping Group.
Mr Holding said the webinar was aimed at supporting farmers to better understand what is coming, and also what they can do on farm to prepare.
“Although some farmers have had good conditions recently, we know things can change in a few months. This is a great opportunity to get your head around what’s coming and how you might think about responding.”
Mr Holding said that Australian farmers are great at adapting, but that ultimately we need to address the driving cause of climate change - emissions.
“Farmers are always looking three steps ahead to the next event but there are limits to their adaptation. While we adapt and mitigate on-farm, we need to know the rest of the economy is doing its bit to reduce emissions and tackle climate change, which is causing more frequent and severe weather events.”
Grazier Bruce Currie near Jericho in Queensland’s central-west, said prolonged hot, dry conditions would hit some farmers, but also rural communities. “Farmers aren’t, can’t and won’t wait for a formal El Niño declaration.” Mr Currie explained.
“Once a climate change-fuelled El Niño hits that lasts longer and is more severe, [it] means farmers have to de-stock earlier and for longer.”

REGIONAL TECH HUB AVAILABLE TO HELP
I encourage anyone experiencing connectivity issues to make use of assistance available through the Regional Tech Hub.
The Australian Government funds the Regional Tech Hub, which provides free independent advice and support on telecommunications issues to Australians living and working in regional and remote locations, such as improving connectivity, resolving reception problems and how to use your home Wi-Fi to enable you to make calls and texts on your mobile phone.

GROWING REGIONS PROGRAM
Round 1 of the Australian Government’s new Growing Regions Program is now open for applications from 5 July until 1 August 2023.
The program will provide grants of between $500,000 and $15 million to support capital works projects for community and economic infrastructure across regional, rural and remote areas.
While I encourage eligible not-for-profit organisations and local governments to consider applying, please note that many applicants will be required to make a significant co-funding contribution towards projects. NEW INSTANT ASSET WRITE-OFF FALLS SHORT
Back in 2020 I discussed with locals the difference the Instant Asset Write-off would make to their businesses, allowing them to purchase machinery or other assets as a tax write-off.
This was a great stimulus for regional economies, feeding into local suppliers and contractors.
The new Instant Asset Write-off is the lowest it has been since 2019 and my concern is that this falls short of providing our regions with what has been a fantastic supporter of productivity, especially for agricultural areas. MY FIRST SPEECH COMPETITION OPENS
Together with the Speaker of the House Milton Dick MP I invite students across the Parkes electorate in years 10, 11 and 12 to submit an entry to the My First Speech Competition. This competition asks students in years 10 to 12 to imagine themselves as a newly elected Member of the House of Representatives. The task is to write and present a 90 second first speech highlighting issues they are passionate about.
Three lucky students will be flown to Canberra with a parent or guardian to present their speeches live and undertake a program of meetings at Parliament House.

Telecommunications roadshow comes to Bingara
Gwydir Shire residents are invited to attend a Telecommunications Roadshow with information sessions with Telstra, Optus, NBN, the Regional Tech Hub, and the National Emergency Management Agency.
The event will be held at the Living Classroom, Bingara on Monday 24th July. From 10am – 12pm, representatives from Telstra, NBN Co and the Regional Tech Hub will provide presentations, conduct an open forum and hold a Q + A session. An opportunity to engage one-on-one with Telcos, undertake a health check and to engage with rural support services will be available from 12pm – 2pm.
The Telecommunications Roadshow has been created off the back of flood events in our region, and aims to inform and support people around what connectivity options are available to them to improve their community’s capacity, capability, and connectivity resilience though their telecommunication and connectivity options.
The Roadshow will also provide a great opportunity to learn about 3G closure, cyber security and disaster preparation. Telcos will explain how the network is impacted by disaster, the technology that is utilised

We all concede the The Gwydir News is a small publication - both in terms of content and by way of personnel. Given the paper is run solely by one person on a part-time basis, when the need arises for a break to be taken, there is equally a need to temporarily pause the publication.
Whilst in the past, particularly when the Warialda Standard and the Bingara Advocate were published, a break coincided with the festive period between December and January, this year, a break will be taken during late July to early August.

National Emergency Management Agency (NEMA) Recovery Support Officers, Sandy McNaughton and Kevin Mack, are using the opportunity to bring local support services together with communication stakeholders to ensure that people living in smaller, remote communities receive the most up-to-date information and access to support services.
Rural support services in attendance will include the Rural Adversity Mental Health Program (RAMHP), HeathWise and the Rural Financial Counselling Service (RFCS). Residents will have the opportunity for individual discussions with telcos and/or support services so that they can receive the most relevant information for their individual situation.

Internationally celebrated artists Andrew Blanch and Emily Granger to tour North West NSW
Returning for their second tour with Music in the Regions, Andrew Blanch and Emily Granger combine their solo expertise on guitar and harp to create a unique duo that displays the energy, versatility, and beauty of these much-loved instruments.
In an instrument pairing rarely seen together, this is at once both fresh and familiar. Side by side on stage, the instruments face each other like an enchanted reflection – with striking visual and aural similarities. In this way, the sound world created by these two plucked string instruments is not dissimilar to that of a guitar duo – the harp, with its 47 resonant strings and a collection of extended techniques, providing an expanded range of expressive possibilities to the more common two-guitar pairing.
Award winning guitarist Andrew Blanch is internationally renowned having claimed third place in the 3rd International Guitar Competition Maurizio Biasini in 2016. In 2020, Andrew released his debut album on the ABC Classic label with long-time collaborator, guitarist Ariel Nurhadi. The album was selected as Limelight Recording of the Month, Featured Album on ABC Classic, and was one of just a handful of albums nominated for the AIR Best Classical Album Award that year.
Australian-American harpist Emily Granger has firmly established herself in the Australian concert scene, recently being appointed principal harp of the Queensland Symphony Orchestra. In 2022 Emily released her solo debut album, In Transit. In Transit was selected as Featured Album on ABC Classic and 2MBS Fine Music Sydney. Enthusiastically received by reviewers, Emily’s album received more than 2.3 million streams within 12 months of release. Having performed widely as a duo at venues such as Sydney Opera House, UKARIA, Canberra International Music Festival, and Australian Digital Concert Hall, Andrew Blanch and Emily Granger will tour Suite mágica to Nundle, Emerald Hill, Barraba, Singleton, Gloucester and Dungog this August.
Music in the Regions General Manager and Producer, Ian Whitney, said: “I’m very excited for our audiences in the North-West and Upper Hunter to experience the magic of these two brilliant and charismatic performers. Have your say on bush fire risk in Namoi Gwydir
Fire agencies and land managers are developing a new Bush Fire Risk Management Plan for communities within the Narrabri, Moree Plains and Gwydir Council areas. The Namoi Gwydir Bush Fire Risk Management Committee (BFMC) is inviting the community to participate in this process by having a say on how bush fire risk is managed.
Your input into Namoi/Gwydir Bush Fire Risk Management Plan will provide valuable insights that enable the Namoi/Gwydir Bush Fire Management Committee to prioritise the communities, places, spaces, resources, and assets that hold the most value to you.
The data you provide by answering the survey questions will be anonymously supplied to your area’s Bush Fire Management Committee. They will assess data collections rather than individual answers, so that they can establish a clearer community sentiment and gain insights from a large sample size.
The personal details you submit will be used to validate your submission and to allow notifications to be sent to you when the status of this BFRMP changes.
The Namoi/Gwydir BFMC area spans 4,025,868 hectares (ha). The area covers the Local Government Areas (LGAs) of Gwydir, Narrabri and Moree Plains and features National Parks covering an area of 184,218ha (4.5% of BFMC area) and State Forests covering an area of 189,648ha (4.7% of BFMC area).
The Namoi/Gwydir area has approximately 36.22% bushland and 62.32% grassland with the balance being the built environment or water bodies. A bush or grass fire can happen at any time of the year, but the risk is higher during the warmer months, when bush, grass or scrub is drier.
The Bush Fire Risk Management Plan for Namoi/Gwydir was published on 11 September 2018.
These plans identify the bush fire risks in high risk locations and sets out the types of work scheduled to deal with the risk of bush fires.
BFRMPs are updated within every five-year period, however, the treatments and works set out in the plans are subject to change on a yearly basis due to fire activity, weather and new risk factors. This plan may not have been updated with the latest treatment and works plans/information.

Country Education Foundation bestows award on Bingara stalwart

Each year Country Education Foundation (CEF) Australia invite applications for the Katie Walker Outstanding Service Award. The award is an honour bestowed to a volunteer for their extraordinary efforts. We are delighted that CEF Gwydir committee member, Robyn Phillips, has been announced as the 2023 Katie Walker Award winner.
Robyn has been involved with the Gwydir Branch of CEF for the past 10 years and has undertaken the role of Secretary since 2019, although her contributions to the committee and the community as a whole go far above and beyond the requirements of her executive role.
Robyn was a key player in the committee adopting the CEF brand and she has been instrumental in promoting the purpose and benefits of the Country Education Foundation for regional and remote students. Her efforts in encouraging and attracting local school leavers to apply for CEF funding has been fundamental to the success of the organisation.
Robyn’s devotion, commitment and enthusiasm for sourcing additional funding for Gwydir CEF has greatly contributed to it’s sustainability. This affirmation is supported by her involvement in organising fundraising events including the performance of Oliver Twist, and ‘Discover Gwydir Car Rally’, a fundraising event involving participants travelling throughout Gwydir Shire completing various tasks at key locations. Unfortunately, this event was cancelled at the last minute due to Covid 19 restrictions, however, will certainly remain on our calendar as a future fundraiser.
Robyn’s passion for helping the youth of our area to achieve their educational and career aspirations is inspirational and this was demonstrated in recent times when one of our recipients required urgent accommodation. Without hesitation Robyn offered to take her in until campus accommodation was obtained, in addition she assisted with finding tutoring options and transport. Robyn’s support for the recipients, and to other committee members, is no less than extraordinary. She understands the value of investing in the futures of our youth to ensure they have every opportunity to reach their potential.

Renaming suggestion for Warialda Recreation Ground
Councillor John Coulton has taken receipt of a letter from a Warialda resident requesting that Gwydir Shire Council consider naming the Warialda Recreation Ground after Mr Jim Payne.
Council recognises the significant value to the community of naming places, structures and assets under its direct control. The naming, renaming and preservation of existing names contributes to a sense of belonging and reflects the cultural and heritage values of the region, Gwydir Shire Council thus invites residents to contact them with feedback and suggestions regarding the proposal. This invitation will be in place until 5pm on Friday 4 March 2023.
