New child care centre receives building approval

Cobar Shire Council last week approved the development of a new child care centre in Brough Street.
There had been some vocal opposition by nearby residents to the application to convert the former Jehovah Witness place of public worship into a Centre Based Child Care Facility
The residents were concerned it would affect their amenity and privacy and also have adverse noise, traffic, social and economic impacts on the neighbourhood.
In addressing some of the issues raised, the building applicant, Arzal Arzal from Little Kindy Pty Ltd, had organised for noise impact and traffic assessments to be carried out. Both assessments concluded there would be “no consequential impacts ing area.

When the Development Approval (DA) was presented to the Ordinary Council Meeting last week, Cr Janine Lea lieved Council’s planning department had “adequately addressed had been raised about the change of use for the site.
As part of the approval process, Council planning department has imposed a number of conditions on the build.
Council cites the conditions are to be imposed for a number of reasons, including protecting the amenity of land adjoining and in the locality of the proposed development and to ensure the development does not conflict with public interest.

Among the conditions are: strict hours of construction work on the site; no nuisance or interference with the amenity of the area is to be created during construction or operation; the centre’s core operating hours will be restricted to 7am to 6pm weekdays (staff may arrive earlier and leave later to set up and clean up); child safe fencing is to be erected with acoustic 1.8m high fences to be installed on three boundaries; all external lighting is to intrusion of light to the adjoining homes; it is a requirement to maintain the landscaping of the site and a landscaping plan must be prepared and submitted; the existing carpark must be retained and repaired; and all development consent lapses if construction is not
