For 100 years, the Chamber has remained a vocal proponent of the city’s businesses and citizens. Much like our beloved San Juan, the Chamber has
a colorful history. In the early 1920s, visionaries such as Father St. John O’Sullivan, known as the great Mission restorer, Carl Hankey, John S. Malcom and a coalition of local leaders tirelessly championed the construction of Ortega Highway, today connecting Orange and Riverside counties. While hard to grasp now, this project faced fervent challenges at the time. Nevertheless, their unwavering determination prevailed, and Ortega Highway was completed in 1933.
Today, we remain committed to advocating on behalf of San Juan Capistrano’s residents, long-standing family businesses, nonprofit organizations, budding entrepreneurs and corporations across all industries.

California Landmark No. 200 is a living vestige of the past. The seventh of Alta California’s 21 Spanish missions, Mission San Juan Capistrano has witnessed, and inspired, nearly 250 years of life in San Juan Capistrano. Established on All Saints Day, Nov. 1, 1776, the Mission would later be heralded as the “Jewel” of California’s missions because of its magnificent Great Stone Church. The church, built by the region’s Indigenous people — the Acjachemen — would suffer extensive damage in the earthquake of 1812 but its ruins remain. Today, the church’s ruins still stand as a source of inspiration for those visiting the Mission grounds.

Week after week, Carl Hankey went before the Orange County Board of Supervisors or traversed long miles through the winding Santa Ana Canyon to meet with Riverside officials. He pressed on for years.
“Five years is a lot of time to push,” the prominent rancher, citrus cultivator and school board member recalled in the 1960s. Decades earlier, he had grown weary. But despite the great demands of his young family and work to make his orange groves pay, Hankey forged on to make Ortega Highway a reality.
Today, the scenic Ortega Highway, a 27-mile stretch of State Highway 74 named for the early-Spanish explorer Jose Francisco Ortega, is a vital connector of Orange and Riverside counties.
“It seems strange today that there could have been opposition to the building of this road,” Frances N. Smith, then secretary of the San Juan Capistrano Chamber of Commerce, penned in a 1961 letter to the Los Angeles Times. “But there was and much of it bitter.”
In the ’20s, weary residents and an unsupportive county supervisor had actually encouraged the project’s desertion.
A local alliance, however, saw the project’s potential. Every week they chipped away reservations. Mobilizing around other worthwhile projects, the San Juan Capistrano Chamber of Commerce was born in 1923.
Town banker R.W. Whitaker served as
president. Bill Otstot, who owned a drug store at the Capistrano Hotel, was its vice president. The man who built what’s known today as Mission Promenade — once called El Peon Plaza and housing Mission Garage, the Coastline Dispatch and Whalen’s Café — Ferris Kelly was treasurer. The remainder of the founding board reads as a who’s who of San Juan in 1923. Directors included Hankey, J. S. Malcolm, C. L. Congdon, Walt Congdon, Dr. Paul Esslinger, O.J. Guilbert, F.A. Stoffel and the great Mission San Juan Capistrano restorer, Father St. John O’Sullivan.
Years later, Smith detailed how members of the first installment of Chamber leaders worked tirelessly to change the minds of opponents, ultimately succeeding to see what was once “a primitive trail, often only to be traveled on horseback, washed out by floods in 1916, and never repaired,” become a highway.
During Ortega Highway's construction, the Chamber would stage weekend events to keep downtown viable. They’d also take on town beautification. At the time, the Chamber purchased 200 palm trees and sold them to local residents for $1.00 each — ultimately making no profit on their sales. To this day, many of these palms still tower over San Juan’s older neighborhoods and its La Matanza and Los Cerritos streets.
Though making progress on what was dubbed the Elsinore-Capistrano Road,
challenges in naming the project persisted. Enter Father O’Sullivan. Together, he and Hankey pitched an idea: Name the roadway Ortega Highway. Their plan worked like a charm. From that day on, their greatest support came from the once-uncooperative Fifth District Supervisor George Jeffrey, whose wife was a direct Ortega descendant.
The Chamber’s unwavering work in those early days led Orange and Riverside counties to raise 50 percent of the project’s cost. The state of California would fund the project’s other half and the $750,000 Ortega Highway project was eventually completed in 1933.
Then, and now, the Chamber exemplifies collaboration, perseverance and foresight.
“Unfortunately, at the height of the Depression, the bank failed, and many local businesses followed,” wrote local historian Jan Siegel in her long-running Moments in Time column for The Capistrano Dispatch. “After the completion of Ortega Highway, the Chamber of Commerce disappeared in town.”
However, some iteration of the organization has always been active in San Juan.
In 1948, local businessmen formed a luncheon group that would become the San Juan Capistrano Business Men's Association. Paul Phelps, Bart Conners and Harold Smith were among the group’s early leaders.
Art Morria, Fred Newhart, Eugene
Streit, William Steele and Charles Ruerup followed as presidents. The group’s earliest achievement came in 1950, when they successfully brought streetlights to town.
From this work, the Chamber was officially revived. The year 1956 would see the San Juan Capistrano Chamber of Commerce incorporated. Stan Geach served as its president. Larry Hernandez would follow with the organization’s sights set on rezoning downtown and creating a publicity plan to attract tourists.
Bill Webb’s term as president aimed at beautification and a demonstration of civic pride. In 1959, the Chamber hired artist Otheto Weston to maintain an early California look for the buildings in town.
Then came the first of the annual Swallows Day Fiestas under Fulton Shaw’s direction. In 1960, the Chamber launched a fullscale incorporation study that eventually led San Juan Capistrano to incorporate into Orange County in 1961. Jose Rosan was head of the Chamber at the time. Two years later, then-Chamber president Gerald Gaffney encouraged the establishment of an independent Historical Society. Today, 60 years later, the San Juan Capistrano Historical Society remains a steadfast keeper of the past.
“For the past 100 years, the Chamber of Commerce has played an important role in every important aspect of our community’s growth,” writes Siegel. “For the past 75 years, that role has been continuous.”
The San Juan Capistrano Chamber of Commerce remains a passionate network of local businessowners, employees, leaders and residents working together to promote local commerce all while striking a balance between the city’s economic prosperity, the local way of life and San Juan Capistrano's colorful history.
Over the last century, the Chamber has been instrumental in nearly every aspect
of San Juan Capistrano’s continued growth. The 1-5 Ortega off-ramp project back in 2013? The Chamber was involved just as its founders helped bring Ortega Highway to life 90 years earlier. And much as it was in the late 1940s, the Chamber remains committed to the redevelopment of downtown, which in recent years has seen the La Pata extension’s completion, opening of Inn at the Mission San Juan Capistrano and the relocation of Ganahl Lumber Company.
When former CEO Mark Bodenhamer took the Chamber reigns in 2011, “there was a general consensus the downtown was struggling,” he recalled in 2017. “There were a lot of empty storefronts.” New eateries and shops, as well as a new Mission San Juan Capistrano gateway would help revive the area. In 2018, George D. Peppas III would
assume the Chamber’s executive role as president and CEO. Through the dust of new construction, and bumps along the way, Peppas and the small, dedicated staff of Chamber employees, committed Board of Directors and steadfast members have, along with the City and its residents, weathered many challenges.
As San Juan’s vibrant small business community navigated recent years’ worldshifting events, the San Juan Capistrano Chamber of Commerce once again rose to the occasion. The Chamber and City worked collaboratively to accommodate more outdoor dining. The Chamber worked with the Small Business Administration to assist local businesses with loan applications. The Chamber strengthened its regional partnerships with the formation of the Coalition of California Chambers Orange County. It continued hosting its essential networking events, supported San Juan’s lineup of annual festivals and helped spread the word far and wide that residents and visitors alike needed to #VisitSJC to discover all its wonder.
Now, the Chamber looks to the next 100 years of San Juan Capistrano’s prosperity.
