PUBLIC SERVICE DEEP-CASTING Text by Andrew Chamberlain, photographs by Dan Kendall For the last thirty years sampling has been pervasive throughout pop music. Techniques employed to create monumental 1980s works of art like The Beastie Boys’ Paul’s Boutique have become a mundane feature of the landscape.

The Race For Space, you had a bittersweet ending in that it ended with Gene Cernan saying we hope we won’t be the last on the moon; we hope there’ll be others here very soon. Of course, that’s now the better part of 50 years ago.

In this light, Public Service Broadcasting’s development of a fresh approach to using samples stands as a genuine achievement. The music that has resulted is thought provoking, often moving and increasingly popular.

“Here, it’s a much slower descent into accepting their lot and the fact that, as the guys on the penultimate track say, this is something that’s gone and it’s not coming back.” At first listen, the album’s debut single, Progress, is in keeping with the hymns to technology on PSB’s first two albums and the excellent War Room EP. However, there is a hint of desperation in the yearning for a better future in the sung portions of the track.

The last Public Service Broadcasting album, The Race For Space, scaled the dizzying heights of 11 in the official charts and ended 2015 as the UK’s fifth highest selling vinyl record. That album focussed on the story of what is almost certainly humanity’s most celebrated achievement - sending a man to the moon. The follow up examines a literally more down to earth and significantly more downbeat concept in the form of the story of the decline of Welsh coal mining.

Mr Willgoose expanded, “Progress is still very much something still to be fought for and believed in and cherished, but certainly in the context of the album and what it meant for employment opportunities in coal mining and what it meant for, ultimately, the demise of the industry in the UK, it does become a bit of a double edged sword.

that slightly dark, ironic edge to it which I find quite appealing.”

his band mates back the carefully chosen historical samples with music designed to draw out the drama of the events.

Appealing though it may be as material for making pop music, the decline of the coal industry remains a topic fraught with political controversy. Mr Willgoose won’t be drawn on his own remedies for Britain’s neglected post-industrial hinterlands. However, he does express dismay at recent political events, such as vote to leave the EU, which found strong support in many depressed areas.

However, the choice of subject may not have been driven entirely by artistic concerns. It could be that J Willgoose Esq really likes coal. He said, “Well, you know, there is the fascination of holding anything like that in your hand. I remember at school, my Mum for some reason had a lucky piece of coal that she’d had from her exam days.

He said, “The forces that acted upon this industry and on these people to deliberately break them and leave the communities with no real hope for the immediate future, those forces are the same ones that people turn to now to deal with the after effects thirty years down the line.

“I don’t know why this particular piece of coal was lucky, but first of all my brother took the piece of coal into his exams and then I took it into my big exams.

“I don’t think that those people care about them any more now than they did then. In fact, probably less.

“Maybe something about examining that and thinking how many millions of years of compression and distillation had gone into this item you’re holding in your hand and how quickly, how furiously it can be vaporised. It is quite a striking thing really. (chuckles)

“I think it’s a very sad and tragic irony that this is the position we find ourselves in. I don’t think what’s coming is going to be of any use to people in that area. I think it’s going to be quite the opposite. I think it’s going to be even more damaging.”

“If you’re of a particularly melancholic bent I think it does make you ponder on things a bit.”

Having listened to a pre-release version of the album, the choice to cover a less than glamorous subject pays off with a largely successful collection of tracks that expand the band’s emotional and stylistic range.

Four or five of the the new songs from the album will “emerge from the darkness” for the first time when Public Service Broadcasting play the Electric Ballroom on 31st May.

The story of the decline of Welsh coal mining is as rich in human tragedy as The Race For Space was in triumph. As ever, J Willgoose Esq. and
