The American Legion Boys Nation 79th Session

The American Legion believes there is no better way to assure the survival of our republic than to train our young people in the ideals and objectives of American government. By teaching youth to understand and appreciate the basic principles involved in the successful management of a democratic society, America can remain strong and ensure our freedom for future generations.

The American Legion, through its youth activities programs, plays a leading role in the development of tomorrow’s informed, responsible citizens. Programs such as American Legion Boys State and Boys Nation are our finest examples of citizenship instruction for youth.

American Legion Boys

State is a unique summertime educational program that does not emphasize classroom lecture and textbook learning. Instead, it focuses on participation and personal experience in a model state, complete with governing bodies and elected public officials. It is designed to mirror the structure and operation of its respective state government.

Boys States select two of their most outstanding participants to represent them each year at American Legion Boys Nation. Conducted in Washington, D.C., it is here that the boys are introduced to the structure and function of the federal government. Actual participation in the political process is highlighted

through the week’s activities to include the organization of party conventions, platforms, the Boys Nation Senate and the nomination and election of a Boys Nation President and Vice President.

The first American Legion Boys Nation (then called Boys Forum of National Government) was held on the campus of American University, Washington, D.C., in August 1946. The 1946 National Convention of The American Legion in San Francisco, Calif., officially adopted it as a major youth activity of The American Legion. In 1949, the name of the program was changed to “American Legion Boys Nation.” Four universities have hosted Boys Nation since its

The American Legion 2025 Boys Nation Yearbook

inception. From 1946 through 1951, and from 1969 to 1985, the program was conducted at American University. From 1952 through 1967, it was held at the University of Maryland. The site of the 1968 program was Georgetown University. In 1986, the program was moved to its present site at Marymount University in Arlington, Va.

Speakers and presenters at Boys Nation include individuals holding national elected and appointed positions within the federal government, organization and lay leaders of national notoriety and, at times, youth leaders who had previously experienced Boys Nation.

During a visit to Capitol Hill, Boys Nation Senators meet with U.S. Senators and Representatives from their home states. They also participate in

a solemn and dignified wreath laying ceremony at the Tomb of the Unknowns in Arlington National Cemetery.

Boys Nation has been received by several Presidents of the United States. President Harry S. Truman, a life member of American Legion Post 21 in Independence, Mo., met with senators from 1947 through 1951. President Dwight D. Eisenhower, a life member of James R. Cutler Post 39, Abilene, Kan., met the delegates in 1956 and 1957. President John F. Kennedy, a member of Crosscup-Pishon Post 281, Boston, Mass., met the Senators in the Rose Garden in 1962 and 1963. President Lyndon B. Johnson, a life member of Memorial Highway Post 352, Blanco, Texas, spoke with the Senators in 1967. In 1970 and 1971, the Boys Nation Senators

were addressed by President

Richard M. Nixon, a member of Whittier Post 51, Whittier, Calif. President Gerald R. Ford, a life member of Furniture City Post 258 in Grand Rapids, Mich., spoke to Boys Nation in 1975 and again during the special Bicentennial Boys/Girls Nation program in 1976. In 1980, President Jimmy Carter, a life member of Americus Post 2, Americus, Ga., greeted delegates. In 1984 and also 1986 through 1988, President Ronald Reagan, a life member of Pacific Palisades Post 283, Pacific Palisades, Calif., met with the Boys Nation Senators in the White House. Boys Nation was received by George Bush during his presidency in 1992 and President Bill Clinton, the first graduate of Boys Nation to be elected to the U.S. Presidency, met with the senators each year

of his administration. President George W. Bush met with Boys Nation Senators seven times.

President Barack Obama met with the Boys Nation Senators six times. In 2017 President Donald Trump met with the Boys Nation Senators in the White House Rose Garden. American Legion Boys Nation is a program conducted by the Americanism Commission of The American Legion. Correspondence may be directed to the program by writing: American Legion Boys Nation, P.O. The

Congratulations and welcome to American Legion Boys State! American Legion Boys State is among the most highly respected and selective educational programs of government instruction for U.S. high school students. I am confident that you will not be disappointed with your decision to participate in this outstanding citizenship education experience. It will influence life decisions in ways that you may not fully realize until years later.

As one of thousands of young men from throughout the nation selected to participate in American Legion Boys State each year, you will experience government in a practical sense. American Legion Boys State is a leadership action program; one that teaches government and its structure. It proves that government is just what you make it. You will find Boys State to be challenging and sometimes demanding, however, I’m certain you will undoubtedly also find it enjoyable and educational. If this government “…. of the people, by the people, and for the people” is to remain strong, it requires the involvement of its citizens. The onus of preparing for that responsibility now rests squarely upon your shoulders and those of future generations. Since 1935 American Legion Boys State has been prominent in producing young men who, just like you, stepped up to become ready for accepting that responsibility. It is possible that a future mayor, governor, congressman, or even president, may be among those in your class of American Legion Boys State citizens. I make this statement because this program has historically been the springboard for many careers in local, state and federal public service. Regardless of the future career path you follow – politics, education, business, medicine, information technology or so forth – you will develop lasting bonds of friendship with fellow Boys State citizens that will extend well after the formal program has ended.

I wish to again extend my best wishes for an interest-provoking, exciting and very fulfilling 2025 American Legion Boys State experience.

James A. LaCoursiere

American Legion National Commander, 2024-2025

Mark A. Avis

“In

Boys Nation Activities Director Clay Ballenger

One year after a global outage impacted and delayed travel to Arlington, Va., all of the senators had safely arrived in time for the opening night ice cream social. The 100 senators representing 49 states and the District of Columbia gathered in the evening for the annual ice cream social, which included rousing karaoke rounds of “Sweet Caroline”, “Take Me Home, Country Roads” and more.

DAY 2 Saturday, July 19

“Going into Boys Nation, I knew I wanted to take a challenge for myself, not only looking at the skills I have, but also just the fact that I’m a dreamer.

“Whenever I see an opportunity to challenge myself, a possibility to further myself in a new situation, I want to take it.”

Dominic Mimbang (GA), after being elected Boys Nation Senator President Pro Tempore.

The senators were sworn into office by National American Legion Legislative Chairman Matthew Shuman and would late go on to elect their President Pro Tempore. They also heard from a group of Boys Nation alums from the Class of 2015 who now work in a variety of fields: the military, law, business and public service. The alums shared how Boys Nation impacted them and has created a network in their professional worlds.

The day closed with a visit to the National Mall.

“Learning about the American flag that we say a pledge to at the start of every session, it just makes it like tying the lesson together about what we’re doing in the Senate.”

Charlies Nelles (AZ), following a visit to Fort McHenry

In addition to the annual visit to Fort McHenry, the senators elected Yamato Lerwill of Salt Lake City, Utah, as senate secretary and then closed the day with the 35-year tradition of “Legion Night” at Greenbelt American Legion Post 136 in Greenbelt, Md. The senators were treated to a pit beef dinner and were given the opportunity to meet American Legion National Commander James LaCoursiere Jr.

DAY 4

Monday, July 21

“It’s so different being at his actual headstone and being on the ground where he was laid to rest to pay the proper respects. It’s so different because there’s no boundary. I feel much more emotionally connected, to be able to talk to him.”

Stuart Young (OR), after visiting his grandfather’s grave at Arlington National Cemetery

In addition to getting time to walk about Arlington National Cemetery, the senators also took part in a wreath-laying ceremony with American Legion National Commander James LaCoursiere Jr. at the Tomb of the Unknown Soldier.

Later that day, they also laid a wreath at the World War I Memorial; later that day, both the Nationalist and Federalist parties nominated their candidates for Boys Nation president and vice president ahead of Tuesday’s elections.

DAY 5 Tuesday, July 22

“Ultimately … I really don’t believe in campaigns. I believe in the truth, and that’s what I came here to do: speak my truth, speak my character as a person. And if it landed me in this position, which it did, then it was meant to be.”

For just the third time in Boys Nation history, senators from the same state were elected president and vice president. President Luke Lawson and Vice President Nick Frazier both hailed from Alabama, which also pulled off the same feat in 2003. Frazier is legally blind; his service dog Morgan was appointed his Chief of Staff.

Earlier in the day, the senators went offsite to visit the Supreme Court of the United States in Washington, D.C. In addition to checking out exhibits in the main lobby, the senators were allowed into the courtroom itself and given a briefing from a docent in the court’s Curator’s Office.

DAY 6 Wednesday, July 23

This is no longer just a bench with a name on it. This is somebody who I can relate to. This is somebody who served their country, and by no fault of their own had their life taken by something they couldn’t control.”

Wade Stohlman (MT), after touring the National 9/11 Pentagon Memorial

The surprise of the day during a tour of the Pentagon, when the senators got 45 minutes listening to and then asking questions of U.S. Secretary of Defense Pete Hegseth.

The senators also joined their counterparts from American Legion Auxiliary Girls Nation at Joint Base Myer-Henderson Hall for Twilight Tattoo and closed the day with a visit to the U.S. Marine Corps War Memorial in D.C.

DAY 7 Thursday, July 24

“I’ve always been a person who has admired and looked up to the legislative branch of government. And it’s always been a bit of a dream for me to one day work here. They feel larger than life. They don’t feel like real people. More like figures.

To see them in person, it’s humbling … and one of the most exciting parts of this program.”

Joe Beauchesne (OH), after meeting with Sen. Bernie Moreno and U.S. Sen. Jon Husted

The bulk of the day was spent on Capitol Hill, as members of both Boys and Girls Nation had scheduled appointments with their members of Congress and their staff. For some senators, it was their first time visiting the U.S. Capitol, which left in awe of the architecture.

DAY 8 Friday, July 25

“From the very first night I saw a brotherhood. And I’ve been proud of it. One hundred different people from different household dichotomies, from different political beliefs, all from across the country. And everybody here is unified. And that’s what America is about. I think this group has shown that with flying colors.”

Boys Nation President Luke Lawson, looking back on his Boys Nation 2025 experience

During the final assembly it was announced that longtime Boys Nation volunteer and Special Advisor to the Director Bob Caudell stepping down after 30 years with the program, both as a part of American Legion national staff and as a volunteer. He was honored during the graduation ceremony and offered a heartfelt and tearful goodbye to the program.

Some of the senators’ family members attended the graduation ceremony, which was preceded by a banquet dinner for this year’s program participants.

Earlier in the day, the senators also took a tour of the White House and received a Task Force 250 briefing from Brittany Baldwin, a former White House speechwriter and a member of the task force.
