The Arc’s Mission is to advocate

educate and provide services to empower individuals with disabilities and their families to enhance the quality of their lives.

“I really enjoy my service on The Arc’s Board of Directors. It helps me to learn about and understand the issues facing our community because I want to be the best voice I can be for those who cannot speak for themselves.”

A Message from the Board President

“ The greatness of a community is most accurately measured by the compassionate actions of its members.”
~ Coretta Scott King

The Arc of Chester County continues to flourish because of the talent, experience, and incredible passion and generosity of those who share an unwavering dedication to individuals with disabilities and their families. It is truly an honor to be serving with them and for all of you. I am pleased to share that we have closed another year with great success and much to be proud of.

The Arc of Chester County’s 70th Anniversary Campaign has enjoyed great success. To date, the Campaign has raised over $1M and several exciting and much needed improvements to our facility and operations have been completed. A new roof, all new restroom facilities, server, software, and hardware to name a few were funded. As our 70th effort winds to a close this December, we look forward to raising the $235,000 needed to renovate the children’s playground facility. For those of you that have participated in this important capital initiative, thank you!

In the pages that follow, we showcase the important work being done by our skilled and compassionate staff, as well as the incredible

influence our donors and partners have on our ability to support those entrusted in our care. Year over year, The Arc’s impact and success is a direct result of the hard work of our employees, volunteers, board members, families, friends, and agency partners. It is no surprise that 96% of survey respondents indicated that The Arc improved or enhanced their quality of life. It is also no surprise that we continue to have clean financial audits, are in a solid financial position and remain in good standing with our local, state, and federal regulatory agencies. In fact, The Arc of Chester County was given the Platinum Seal of Transparency on GuideStar this past year.

On behalf of the Arc Family, I extend my sincerest gratitude for your continued confidence in and support of The Arc of Chester County. We remain grateful for the privilege to support and advocate for you and your family in your homes, at work and our community at large. Together and with great compassion, we are helping individuals with disabilities and their families to Achieve with us every day!

Yours in service,

Annual Leadership

Each year, The Arc of Chester County honors its loyal donors, including staff, volunteers, board members, local businesses, community partners, families, and friends who have made a difference in the lives of people with disabilities and their families. The 2023 Award Recipients were recognized for their loyal and dedicated service to The Arc and its mission. Congratulations to all the honorees and special thanks to all of our loyal donors, community partners, and staff.

The Arc of Chester County honored key businesses and individuals that championed the mission of assisting individuals with disabilities at the 2023 Annual Meeting & Awards Ceremony. Awardees were selected for going above and beyond in their support and advocacy of individuals with disabilities, and their families. Six outstanding members and organizations were recognized with the following annual honors:

President’s Award

Paul Cardell, Sr.

The Arc of Chester County President’s Award honors a local corporation or individual that has significantly enhanced the Arc mission, through dedicated support and loyal partnership. Board member, and officer, Paul was the recipient of this distinguished award for his outstanding and long-time service as a volunteer and leader.

Paul first became involved with The Arc of Chester County through his participation in the Chester County Leadership Connection sponsored by the United Way of Chester County. He retired as the Vice President of Corporate Operations for Communications Test Design, Inc. (CTDI), a global telecommunication services company headquartered in West Chester. His contributions in and out of the boardroom for 13 consecutive years as a Director and Officer of the Board of Directors have been countless and his expertise as a corporate executive has been truly invaluable. Paul Cardell, Sr. is a shining example of volunteerism, leadership, and compassion on behalf of children and adults with disabilities in Chester County. The Arc of Chester County has been successful because of leaders and volunteers like Paul. We owe them an incredible debt of gratitude on behalf of those entrusted in our care and I am so proud to honor him with the 2023 President’s Award,” shared Adam Lamb, Arc Board President.

Service Awards

Ruth Wood Philanthropic Leadership Award

Paul Cardell, Sr.

The Arc of Chester County Ruth Wood Philanthropic Leadership Award recognizes outstanding dedication, commitment, and a proven track record of philanthropic leadership. This annual award was named after founder Ruth Wood and established in honor of her 60year legacy of advocating and fighting for the rights of people with disabilities. As the Chair of the Development and Community Relations Committee for many years, Paul has truly set the pace for others to follow. He is the first to volunteer to work, the first to make his donation, and the first to sign up to attend the event. He arrives early and stays late. His work ethic and commitment are truly inspiring. His questions

and contributions to our development activities have been highly beneficial to growing The Arc’s culture of philanthropy.

There is an expectation in development work for committee members ‘to give or get’ and Paul has exceeded both. He was the driving force in getting The Arc’s Annual Bubble Walk & Fun Day sponsorship revenue to where it is today raising nearly $100,000 in sponsorships a year. The Arc of Chester County is proud to honor Paul Cardell, Sr. with the 2023 Ruth Wood Philanthropic Leadership Award for his unwavering loyalty and generosity.

Annual Leadership

Coporate Partner of the Year Award

The Arc of Chester County Partner of the Year Award honors a local organization that has significantly enhanced the Arc’s mission, through their dedicated support and loyal partnership. (CCDSIG), a nonprofit organization that began in 1998 with a group of parents who wanted to meet for social contact and support. The organization is comprised of people whose lives have been affected by Down syndrome. Their goals include reaching out to new families, providing educational and social opportunities for existing members, and educating the community to promote awareness and inclusion of persons with Down syndrome.

The Arc’s partnership with CCDSIG is a true win-win! For over twenty years, The Arc has supported CCDSIG’s popular and successful Annual Buddy Walk and in return, they have donated a portion of the funds raised annually to The Arc of Chester County. CCDISG’s own fundraising success has enabled them to be a lead supporter of The Arc’s Annual Bubble Walk & Fun Day which has been instrumental in the success of this annual event and helps thousands of families living in Chester County.

Service Awards

Agnes Grady Chesko Family of the Year Award

The Cofiell Family

The Arc of Chester County Agnes Grady Chesko Family of the Year Award honors an outstanding family whose care for their children and assistance to other Arc families, and support of The Arc’s mission, sets an extraordinary example of love, loyalty, and dedicated advocacy. This award was presented to the Cofiell Family who has dedicated countless hours to advocating for access to services and increased funding to support individuals with disabilities and their families. Trish Cofiell sits on the Advocacy and Government Affairs Committee at The Arc of Chester County and has been a strong advocate for all. She strives to thoroughly communicate the many issues we face and tirelessly researches and promotes positive solutions. Trish has much in common with Agnes Chesko and her family, she is always writing, volunteering, organizing, and helping others.

The Arc of Chester County has enjoyed tremendous success in its advocacy efforts thanks to highly dedicated and committed families like the Cofiells’ who avail themselves at a moment’s notice to share their stories and challenges with our local legislators and community leaders. It is their voice that brings attention and awareness to the needs of those with disabilities in our community for increased services and support. The Arc was proud to honor the Cofiell Family with the 2023 Agnes Grady Chesko Family of the Year Award.

Employer of the Year Award Annual Leadership

Wawa Store #208 Malvern

The Arc of Chester County’s Employer of the Year Award honors an exemplary employer that demonstrates commitment to a diverse and inclusive company culture. Wawa was selected for this honor because of their dedicated support of two Arc’s supported workers.

Wawa store managers, Meghan and Alex, and their entire team have been incredibly supportive, spirited, open, patient, flexible and accepting of all things that come with hiring individuals with different abilities. Wawa has exemplified all the characteristics that The Arc would hope to come from all employers in the future of competitive and integrative

employment for those we support. Their kindness, compassion, and commitment to individuals with disabilities by recognizing their employee strengths, talents and abilities has shown their outstanding dedication to an inclusive work environment. The Arc was proud to honor Wawa -Store #208 Malvern with the 2023 Employer of Year Award.

Employee of the Year Award Service Awards

Joyce Bobbitt

Each year, Arc employees nominate a team member to receive the Employee of the Year Award for outstanding service to the organization, its participants, and the team. Joyce began her work with The Arc 30 years ago as a bus aide for the Preschool, riding the bus and helping to secure the children in their seats. She then transferred to the position of support teacher in the classrooms. Joyce loved working with the children and helping them with whatever was needed throughout the day. She was one of the earliest to arrive starting at 7 am to clean before starting her day in the classroom. Joyce’s love of children is truly heartwarming.

Eventually, Joyce transferred to the Administration Department, where she still works today. She assists all departments with varied office tasks such as mailings, scanning and shredding. Joyce has been an incredibly flexible and versatile employee, always doing and going were needed the most! The energy and vibe at The Arc immediately lifts the moment Joyce walks into the building. Her presence brings joy, and her work ethic is contagious. Joyce just seems to make everyone work harder and feel happier. Those that nominated Joyce stated that she has always done her job with extreme dedication and commitment, never leaving until the tasks were completed. Congratulations, Joyce Bobbitt.

By the Numbers

A Message from the CEO

Celebrating The Arc of Chester County’s 70th Anniversary milestone over the past year with you has been a truly humbling experience. Revisiting the ground-breaking legislation and the hard-fought successful advocacy efforts made by countless advocates, friends, and partners, like you, over the last seven decades fills me with gratitude, appreciation, and admiration.

While we were very excited to celebrate our history with you and how much we have achieved together, we know that we cannot rest until individuals with disabilities and their families are treated with respect, equity, inclusion, and have the adequate public support to meet their needs. There are still significant shortfalls in funding and access to services for individuals with disabilities and their families. Take comfort in knowing that The Arc is committed to remaining a leading voice advocating with and for those we are privileged to serve.

On behalf of those entrusted in our care, I would like to offer my heartfelt appreciation for the generous donations received during the 20222023 year in support of our mission. To the 866 people, families, businesses, organizations, and partners whose names appear in the pages that follow, THANK YOU! Your donations totaled $666,255. We are also very proud to share that 94 percent of all revenue received last year went directly to support our programs and services.

The Arc of Chester County has made a meaningful difference in the lives of countless individuals with disabilities and those who love and care for them thanks to the efforts and support of many. It has been the on-going support and dedication of our friends and partners that helps to keep The Arc of Chester County a leading provider of programs and services for individuals with disabilities and their families.

Thank you for taking the journey with us of ensuring that individuals with disabilities and their families have access to their needed services and options as well as the same opportunities as everyone else. I look forward to seeing you ‘Around the Arc.’ Until then, I wish you and yours the very best.

With sincere gratitude,
