“Watching Blair grow and develop over these last four years at The Arc of Chester County fills me with tremendous gratitude –for the compassionate teachers, the skilled and patient therapists and the caring and qualified nurse. My daughter’s complex genetic diagnosis demands nursing supervision for her to attend preschool. Having a certified, trusted nurse on staff allows me the comfort of sending her to school to learn with her peers and frees my heart from anxiety despite the frequent seizures and tube feeds.
The Arc’s nurse, Malena, is truly a gift to our entire family. She allows Blair the opportunity to safely attend school, receive multiple weekly therapies, and build her own community enabling her to thrive while granting me the freedom to fully embrace my role as ‘Mom.’ As a mother of a medically complex daughter, this is a priceless gift. I have no doubt that Blair will continue to make developmental strides that amaze me and I am beyond grateful to the entire team at The Arc of Chester County! ”

A MESSAGE FROM THE BOARD PRESIDENT
As I begin my second year as President of the Board of Directors, I remain incredibly humbled to lead such a wonderful organization doing extraordinary work to improve the lives of individuals with disabilities, development delays and Autism. I extend my sincerest gratitude to my fellow board members who give so generously of their time, talent and treasure. My appreciation extends further to The Arc Team who make leading this amazing organization such an honor. I have seen first-hand the expertise, dedication and deep commitment our Team has for not only those we are privileged to serve but to each other. Together, we continue to impact lives and shape brighter futures, and I could not be more proud of the accomplishments that have been made throughout the past year.
In the following pages you will clearly see the evidence of The Arc of Cheser County in action. The critical work being done by our skilled staff, the volunteers and leaders who selflessly and willingly support us in that important work and the remarkable influence our donors and partners have on our ability to support those entrusted in our care. This is affirmed by the 97 percent of annual survey respondents who indicated that The Arc did improve or enhance their quality of life. And it is further confirmed by The Arc’s financial stability and having remained compliant and in good standing with our local, state, and federal partners again in the 2024-2025 year.
Another achievement this past year has been the progress made toward ensuring a prosperous future by the completion of several goals identified within The Arc’s Five-Year Strategic Plan. It is with this strategic roadmap that The Arc will be ready to weather times of uncertainty and meet the opportunities ahead which will likely demand much of us. Fortunately, and thankfully, we are a strong and dedicated community supported by fierce
advocates, generous donors and loyal partners whose ambitions and dedication are limitless.
I am confident that, together, The Arc of Chester County will continue to be a leading provider of programs and services for individuals with disabilities and their families.
Please know that we remain resolute in our commitment to support and advocate for and with you and your family in your homes, at work and the community at large.
Together, we will continue to support individuals with disabilities, developmental delays and Autism as well as their families to Achieve with us every day!
Yours in service,
President
ANNUAL LEADERSHIP
President’s Award
Diane Speroffx
The President’s Award is reserved for a stand-out and longtime friend, advocate, and supporter of The Arc of Chester County. It honors a true ‘Champion’ for individuals with disabilities and their families who has demonstrated profound dedication and stewardship of The Arc’s mission, vision, and core values. This distinct honor is selected by the President of the Board of Directors. The Arc of Chester County is proud to announce Diane Speroff, our talented and devoted employee who has been an amazing change-agent for children and families as a speech and language pathologist for more than four decades, as this year's 2025 President’s Award recipient.
This year’s honor, presented by Lisa Albany, President of the Board of Directors, recognized Diane’s exceptional 40+year career of service to children and adults with disabilities at The Arc of Chester County. “Diane has been an incredible champion for children and families,” said Albany. “Her work has not only helped individuals thrive but has also contributed meaningfully to The Arc’s growth and long-term impact.”
With degrees in communication disorders and speech-language pathology from West Chester University, Diane began her career at The Arc as a teacher before transitioning into speech therapy. She has worked tirelessly with children from birth to preschool and provided crucial assistive technology assessments for adults with disabilities. Her compassionate, holistic, and lifelong commitment to service has left an indelible mark on the organization and the countless lives she has impacted.
Day after day, year after year, decade after decade, Diane has come to work ready for any challenge and to work always being
laser-focused on what will help each individual to grow and reach their fullest potential. She has lived by modeling the belief that everyone can accomplish anything if offered the opportunity.
Diane has also performed countless, assistive technology assessments for our adults needing communication support. Diane has spent her entire professional life here at The Arc of Chester County helping and impacting the lives of children and families and the entire Arc team. Being at one organization for four decades is an unprecedented accomplishment in and of itself but in addition to that Diane has been an incredible champion and a significant part of The Arc’s growth, transformation, and impact for more than 40 years. This is truly an outstanding accomplishment and one to be admired, honored and celebrated.
The Arc of Chester County congratulates Diane Speroff on the well-earned recognition of the 2025 President’s Award and thanks her for 40+ years of outstanding service, leadership, and love.

Ruth Wood Philanthropic Leadership Award & SERVICE AWARDS
Karen and Scot Hughes
The Ruth Wood Philanthropic Leadership Award honors a long history of philanthropy to The Arc of Chester County. It is named after Arc founder Ruth Wood and was established in honor of her 60-year legacy of advocating and fighting for the rights of individuals with disabilities and their families. It is presented in recognition of exemplary and ardent financial support to The Arc and recognizes outstanding dedication, commitment, and philanthropic leadership with a proven record of years of generosity and support of Arc programs and services. The Arc of Chester County is privileged to present the 2025 Ruth Wood Philanthropic Leadership Award to long-time members and friends, Karen and Scot Hughes.
“We are honored to be nominated and appreciate that we were thought of. We are also proud to continue to support The Arc and deeply appreciate the education and support that our family received from The Arc therapists in the birth to three program when we were new to everything special needs.”
Karen and Scot reside in Downingtown with their two children. Their Arc Story began when their son, Zachary, began receiving services in our birth to three program almost a decade ago. Ever since then, the Hughes Family has been loyal friends and supporters. Their generous and inspiring giving extends for more than a decade and puts them in
one of The Arc’s top Heritage Societies with a lifetime giving history of more than $25,000.
Karen is enjoying a successful career as an environmental engineer and has been at GlaxoSmithKline for more than two decades. She currently holds the position of PFAS Program Assessment Lead, a regulatory and environmental affairs role, responsible for assessing and managing the company's exposure, implementing regulatory requirements, conducting environmental assessments, and ensuring compliance.
Scot is enjoying an equally impressive career as a chemical engineer having held positions at Wyeth, Siegfried, and currently Incyte, a nationally ranked bio tech and pharmaceutical manufacturing company in Wayne where he serves as the Executive Director of Chemical and Process Engineering.
The Arc extends its sincerest gratitude to the Hughes for their philanthropic leadership and for taking the extra step every year to ensure that each gift donated is generously matched by their Employer Matching Gift Program. It is with pleasure we recognize Karen and Scot Hughes for their outstanding philanthropic leadership by presenting them with the 2025 Ruth Wood Philanthropic Leadership Award.

ANNUAL LEADERSHIP
Partner of the Year Award
American Community Journals (ACJ)
The Arc of Chester County is proud to announce American Community Journals (ACJ) as the recipient of its 2025 Partner of the Year Award. The award was presented during the organization’s annual Celebration & Awards Dinner in recognition of ACJ’s steadfast partnership, powerful storytelling, and transformative support of The Arc’s mission.
Best known for their widely respected regional publications—VISTA Today, MONTCO.Today, DELCO. Today, PHILADELPHIA.Today, and BUCKSCO.Today, American Community Journals has consistently elevated community voices through positive, informative, and feel-good storytelling. ACJ’s coverage shines a light on the people, businesses, and organizations making a real difference across Southeastern Pennsylvania.
“Our relationship with ACJ began over five years ago, when we needed a platform to tell the stories that traditional media outlets were overlooking: stories of inclusion, advocacy, and the incredible accomplishments of individuals with disabilities,” said Jeanne Meikrantz, CEO of The Arc of Chester County. “Through Vista Today and their network, ACJ opened the door for The Arc to reach new audiences and amplify our mission in meaningful ways.”
The partnership deepened in 2025 when The Arc of Chester County was selected as the beneficiary nonprofit of ACJ’s NexGen Superstars event—a celebrated “40 Under 40” program honoring emerging professionals who are making a significant community impact. At the event, The Arc was surprised with a $10,000 donation, generously facilitated by ACJ and supported by Citadel Credit Union.
“To say we were speechless would be an understatement, said Meikrantz. “It was a magical moment — one that reminded all of us at The Arc what true partnership and generosity look like.”
To date, ACJ has published more than 70 stories about The Arc, sharing powerful narratives of resilience, inclusion, and hope with millions of their readers. Their commitment to The Arc goes beyond philanthropy. It is a relationship rooted in mutual respect, shared values, and a dedication to uplifting the lives of individuals with disabilities and their families.
The Arc of Chester County was proud to present the 2025 Partner of the Year award to ACJ’s Ken Knickerbocker, Publisher and CEO, and his brother Steve Knickerbocker, Vice President of Development, for their unwavering support, partnership and friendship.
It has been a true privilege working with Ken and Steve and their entire ACJ team of professionals. Together, we are making a real difference in the lives of the people we love and support and the community we both love and serve. The Arc of Chester County was honored to award the 2025 Partner of the Year Award to American Community Journals.

Agnes Grady Chesko Family of the Year Award & SERVICE AWARDS
The DeBenny Family
The Arc of Chester County Agnes Grady Chesko Family of the Year Award honors an outstanding family whose care for their children and assistance to other Arc families, and support of The Arc’s mission, sets an extraordinary example of love, loyalty, and dedicated advocacy for support. This year, we are proud to present the Agnes Grady Chesko Family of the Year Award to the DeBenny Family, whose dedication and advocacy embody the true spirit of this honor.
Hazel, Al, and their son, Joey, have been involved with The Arc of Chester County for 42 years, beginning when Hazel was invited to attend a support group. Joey began in our Preschool Program formally known as First Step at 18 months in the basement of the Baptist Church on High Street in West Chester. Seeing Joey walk up to receive his First Step diploma remains one of Hazel’s most treasured memories.
Joey has actively participated in The Arc’s AWC program, recreation events, and, together with Hazel, serve on The Arc’s Self-Determination Subcommittee. Hazel also frequently supports various recreation activities, and their shared commitment reflects a deep dedication not only to Joey’s growth but also to creating opportunities and support for other families and individuals with disabilities.
The DeBenny Family has generously contributed their time and energy to The Arc’s community events, including running the bingo tent at the Annual Bubble Walk—an event that brings families together in fun and support. Their advocacy extends beyond the local community, with numerous trips to Harrisburg to meet with legislators and to champion the rights of individuals with intellectual and developmental disabilities. Most recently, Hazel and Joey courageously shared their family’s story at a legislative event, highlighting the critical importance of early intervention and ID/A services.
Like Agnes Chesko, the namesake for this award who once served on the Board of The Arc of Chester County and championed the needs of individuals with disabilities, Hazel, Al, Joey, and their family have and continue to carry forward that legacy. Agnes was known for her devotion to family, her tireless advocacy, and her resolve to elevate the voices of the special needs community through political engagement. That same passion and purpose live on through the DeBenny Family’s efforts.
Over the years, the DeBenny Family has provided encouragement, hope, and assistance to many families and individuals, truly embodying the spirit of care and community that this award celebrates. It is with great pride that The Arc of Chester County honors the DeBenny Family with the 2025 Agnes Grady Chesko Family of the Year Award.

ANNUAL LEADERSHIP Employer of the Year Award
Giant Market, Store #6291
The Arc of Chester County’s Employer of the Year Award honors an exemplary employer that demonstrates a strong commitment to a diverse and inclusive company culture. The Arc of Chester County was very proud to honor Giant Market, Store #6291 in East Bradford as its 2025 Employer of the Year.
The Arc has three long-tenured participants that work at this Giant location. This store, with its management team, has exemplified itself as a model of supported employment in our community. Giant has a culture of inclusion and diversity that is seen by their customers in the checkout line and outside in the parking lot. This warm and inclusive culture has greatly enriched the lives of our Arc participants John, Marc and Laura.
John has been with this store for five years and with Giant a total of twelve years. John’s job at Giant allows him to have his own apartment that he shares with a roommate who also works for Giant at another location. John has become a fixture at the front end and is always polite and courteous toward his customers.
Marc has been with Giant for eighteen years and happily uses his pay to buy DVDs of his favorite shows and movies. Marc works outside in all kinds of weather, and he always shows up each day ready to do his best. Marc shared that even if he won the lottery, he would still work at Giant.
Laura has been enjoying her employment with Giant for twelve years and uses her pay so she can be more independent and buy the things she wants. Laura always greets her customers with a warm smile as she bags their groceries. Like John, Laura is also a fixture at the front end, her managers have shared that Laura and John both have their own customers who come through their lines weekly.
Giant Market, Store #6291 has been awarded The Arc of Chester County’s 2025 Employer of the Year Award because of their dedication to inclusion which has been life-changing for our employment participants. The Arc looks forward to this continued partnership for years to come. Congratulations to Giant Store #6291. We applaud your deep commitment to community employment and The Arc’s mission, vision and core values.

Employee of the Year Award & SERVICE AWARDS
Jessica Smith
Each year, Arc employees nominate a team member to receive the Employee of the Year Award for outstanding service to the organization, its participants, and the team. Those employees that have demonstrated a commitment to The Arc and their job as well as shown initiative, enthusiasm, compassion, and teamwork are considered for this honor.
This year’s nominee, Jessica Smith, has worked for over 20 years in CELSP with extreme dedication and compassion as a Physical Therapist. She has supported the program in various aspects including the B-3 program, the Arc Preschool and DCIU services. For a large part of the year, Jessica had gone above and beyond as the only Physical Therapist providing services. She immediately adjusted her schedule to add more days without hesitation. She often brainstormed with her supervisor on ways to be creative with her schedule to meet the service times and needs of the children. Jessica was also instrumental in supporting new therapists in process and procedures. This also includes her taking a supervisory role. To top it off, she recruited a veteran Physical Therapist to rejoin the CELSP team one day a week, which has made an impactful difference in our Preschool.
Jessica has created and implemented staff training to help support the staff in safely positioning children in various pieces of equipment. Along with the training, she is educating Arc staff and external partners that support our preschool children each day. Jessica is considered an expert in seating and positioning and fosters the staff’s confidence in safely working with the children. She has taken on the important role of organizing and identifying the equipment needed and most appropriate for each child and quickly modifies and adjusts equipment as needed so each child is able to be functional and successfully participate.
A fellow employee described Jessica as the kind of person who says, “yes” even when she’s already stretched thin. Her attitude is always positive, and she’s someone we can all count on to jump in and help without hesitation. Her ability to problem-solve under pressure, stay grounded in compassion, and live out our core values every day makes her such a vital part of our team.
Congratulations, Jessica Smith. The Arc of Chester County thanks you for all that you do for our children and families. We celebrate you and honor your outstanding dedication to our mission with the 2025 Employee of the Year Award.

BY THE NUMBERS
2024-2025 FINANCIALS
A MESSAGE FROM THE CEO
The Arc of Chester County continues to thrive despite the on-going uncertainty with government funding and staff shortages. This is due, in no small part, to you and your unwavering support. It is on behalf of those we are privileged to support that I extend our heartfelt appreciation for the generous donations received during the year July 1, 2024, to June 30, 2025, in support of our mission.
To those 888 individuals, families, businesses, organizations, and partners whose names appear on the pages that follow, THANK YOU! Your donations totaled $588,590 and they helped to fill the gap between what public sources will fund and what individuals with disabilities and their families need.
Another point of accomplishment this past year is the progress made on our Five-Year Strategic Plan. It continues to serve as our guiding compass for our talented and compassionate staff team who have successfully developed and implemented policies, procedures and plans that will further The Arc of Chester County’s mission and solidify a strong future. In each of the five pillars: Program & Services, Infrastructure, Quality Management & Compliance, Community Engagement & Awareness and Workforce Development, we are meeting the
timelines for achievement of our strategic goals and are confident that we are ready to meet any challenge or opportunity.
As we turn our focus forward, and we prepare for another major milestone - our 75th Anniversary, please know that we appreciate the love and support of our Arc Family and look forward to continuing to honor the legacy of our founders. We remain humbled by them and those who have led before us. Their unwavering advocacy continues to be our guiding star.
Thank you for your continued generosity and loyalty. Your steadfast support in ensuring that individuals with disabilities and their families have the same opportunities as everyone else is inspiring! I look forward to seeing you ‘Around the Arc.’ Until then, I wish you and yours the very best.
With sincere gratitude,

“It’s bittersweet to say goodbye to the very first place we proudly called 'Connor’s school.' Sending him off to school for the first time was one of the hardest things we’ve done, filled with uncertainty and so many unknowns. But from the very beginning, The Arc embraced us like family. The relationships we built and the incredible people who supported us through this first big transition will always hold a special place in our hearts.”

Leaving a Legacy
We are deeply touched and grateful to our Legacy Society members who have generously included The Arc of Chester County in their estate plans, ensuring our mission continues to thrive for generations to come. This year, we honor and recognize a beloved friend and former Arc employee whose bequest was received during fiscal year 2025:
Joyce E. Bobbitt
1944 – 2024
“Joycee” was a devoted, 32-year employee at The Arc of Chester County and a friend to many. She had a profound impact on all who came into her circle and countless more who benefitted from her advocacy work.
It was Joycee’s dedicated advocacy efforts that helped lead to the passing of much legislation that improved the lives of children and adults with disabilities. She was also a very enthusiastic supporter of The Arc’s fundraising efforts, especially the Annual Bubble Walk & Fun Day. On several occasions, Joycee was crowned the ‘Team Winner’ of the most funds raised and/or the largest team of participants walking.
