Irish Water Background & Fleet Overview

is a commercial semi-state company with responsibility for the delivery of water infrastructure services
Established in 2017, the Irish Water Fleet team has responsibility for the entire Irish Water fleet which includes LCV, HGV vehicles and mobile/specialist equipment. Vehicle Driver Journey

Preventative Maintenance Inspections (as Per SI 348 of 2013).

100% CVRT Compliance - bi-weekly meetings with Fleet Management Provider re scheduled events.

Periodic fleet audits by IW Regional Fleet Managers, including weight checks.

3mm tyre replacement policy – high quality tyres fitted.

Enhanced vehicle conspicuity - Flashing LED lights on front grille to complement LED beacon on roof, also Chapter 8 Chevrons on rear of vehicle, along with door edges.

Improved Safety – new vehicle fit-outs (robust shelving design providing adequate storage for tools and equipment).

Reverse Cameras along with parking sensors and reverse alarm.

Twin airbags standard requirement across all fleet.

Vehicles ordered with full height solid bulkhead. Slide tray fitted to 4WD Crewcab pickups to aid manual handling

Vehicle Risk Assessments carried out by IW HSQE

Decals incorporating safety labels, e.g. wear seatbelt, vehicle payload, towing capacity, vehicle height, driver walkaround check reminder, tyre pressures etc.

HAZCON reporting (company wide H&S reporting system).

Vehicle defect books

Daily walk around training – Classroom and practical demonstrations to all drivers & managers.

Presentations by Con O’Donohue (Retired Garda Superintendent). Practical training by Orangeworks.

Training provided to all staff e.g. Advanced Driver, 4WD, loading/unloading, electric vehicle driving (& charging) etc.

Ergonomic assessments carried out when required.

Telematics Speeding Reports.

Provision of AWD/4WD vehicles – winter readiness.

IW Safety Bulletins (Work Safe / Home Safe Culture) e.g. Severe Weather alerts etc.

Trial of speed limiter linked to telematics/actual road speed limit.

• The Irish Water Fleet Team commenced a comprehensive replacement program of replacing old Local Authority Legacy Fleet in 2017 with new, fit for purpose vehicles.

Periodic Vehicle Auditing 12 • In addition to Preventative Maintenance Inspections as per SI 348 or 2013, Irish Water Regional Fleet Managers conduct periodic vehicle inspections to compliment same. • These audits incorporate weight testing using portable weight pads.

Telematics

• Telematics is fitted to all vehicles primarily as a fleet management tool and also to monitor driver behaviour and advise on improvements where appropriate. The following is an example of reports currently available:

COVID-19

Challenges

restrictions;

• Garages and CVR test centres closed during first lockdown – caused backlog in terms of vehicle scheduled events.

 Regular meetings with IW’s appointed Fleet Mgt Provider have helped mitigate the risks re above and ensured that we returned to being on schedule re scheduled events in good time.

• Demand on externally sourced hire fleet at a premium due to water services crews having to comply with social distancing.

• Driver training had to be restricted and migrated where possible to virtual classroom, with practical element put on-hold.

• Global demand on Semi-Conductor industry, along with factory shut-downs resulted in vehicle lead times dramatically increasing. Net result is that existing vehicles may have a longer working life than previously envisaged. Replacement part lead times have also been affected.

• Post return to office/site, initial spike in speeding events noted in Telematics. Further to issuing of reports to Local Authorities, compliance has now improved.

• Use of Zoom/MS Teams has continued post-restrictions, which has reduced the amount of time staff spending on the road.

Clean Vehicles Directive

Clean Vehicles Directive (CVD)

• All procurement in line with Green Public Procurement Requirements.

• All LCV orders consist minimum 38.5% BEV fleet. 15 No. Battery Electric Vehicles (BEV’s) handed over to date with a further 15 on order.

• Comprehensive training provided to drivers on charging BEV’s and on best practices when driving so as to extend range.

• Independent in-house range testing carried out on new fleet ordered.

• Evaluation of various home charging solutions underway.

• Trial Water Sampler BEV built and tested in order to ascertain electric suitability for this type of vehicle in the future.

Accident Investigation. • All incidents are fully investigated and HSQE Safety Bulletins issues on-foot of same (what happened/how did it happen/how to prevent reoccurrence). • None of the above resulted in any serious injuries.
