The lionhearted vanguards of truth and change triumphantly revived the spirit of campus journalism at Tagoloan Community College. After six years of hiatus, the school publication brought its organization to life and produced a magazine. It was like the miraculous awakening of a comatose journalistic patient due to the undying passion of proficient wordsmiths and artists. "Revival" is a powerful word that would outline the exquisite theme of this school paper. As my team and I deliberately orchestrated the articles, information, photographs, and aesthetic designs, we were driven by our foremost purpose to resuscitate and emphasize the depth of media in the modern era.
When the pandemic started, it tremendously affected the entire world, especially our lives. Everything has been modified. We are now experiencing the "New Normal." People are getting used to living with the danger of the COVID-19 virus while some are losing their desire to exist because of physical, mental, and financial issues. We can all agree that manifold invisible parts of ourselves died during the time of this global problem. Students, for example, have lost their motivation to succeed in school. Their potential faded away like an escaped light from a bulb in contrast to the continuous number of cases of infected victims. However, there are still learners who fight against all odds in the name of their dreams. Teachers also became flexible and remained magnanimous in their profession despite the new educational system.
In line with this, this paper features the inspirational stories of exceptional students who achieved their hardearned degrees at Tagoloan Community College. Their chronicles will certainly ignite the enthusiasm of the scholars to be more ambitious in pursuing their goals because everything is possible. The excellence of the chosen individuals is contagious. It will transmit greatness and optimism to the minds of the readers. Moreover, educative compositions, significant events, and literary pieces are the substantial contents of this magazine.
The Quill publication aims to restore hope to the readers' ability to strive and survive. Just like how our institution resurged, we aspire to find meaning in the suffering to stay alive.
Through our omnipotent words, we believe you’ll be revived!

he environment is critical to the survival of life on Earth. However, some difficulties are causing harm to human life and the nature. It affects not only the environment but everyone who lives on the globe. There were countless of campaigns and protests for environmental sustainability including small scale community driven initiatives in order to curb global warming and raise awareness to humankind on what is really happening to our planet and the sense of hopelessness of the overarching emotion for urgent climate action is evident. The most recent is the #LetEarthBreathe worldwide protest led by scientists, which has been trending on the internet
One of the advocates is the NASA data scientist Peter Kalmus who stated that we are pretty much gonna lose everything if the destruction doesn’t stop.
People’s way of life are at risk. Climate change is having an impact on communities in every country and continent. Sea levels are rising. Extreme weather conditions. Economies in disarray. Insecurity over food and water. Scarcity of resources. Conflict. We require immediate action, fresh collaborations, and bold ideas.
There are hundreds of issues that are creating environmental degradation. However, the primary causes of environmental difficulties are extremely damaging to human life and the ecology. As a result, the climate is fast changing, smog and other aftereffects are becoming more widespread. Also, the number of natural disasters is increasing, with floods, famines, droughts, landslides, earthquakes, and many other tragedies occurring virtually every year. Ultimately, human beings and their insatiable desire for more are the root causes of all environmental problems.
One of the Filipino weaknesses is passivity and a lack of initiative, which we may overcome through regular practice and dedication to helping the environment and our fellowmen
There are numerous strategies to become more proactive in the face of climate change dangers with the certitude that small steps will eventually lead to bigger ones
We confront an unpredictable future, influenced by climate change and pandemics, but we have a not to be missed chance to get it right, if we act now. No matter how disheartening it may seem but it is obvious how little climate action we have observed lately. With and without having trending worldwide protests, it is our elemental duty to be responsible with our actions that might create climate and nature crisis. Filipinos are stubbornly optimistic, that is inarguable. Yet, are we as motivated to put an end to environmental existential dread, climate doom, and eco anxiety?
The actions we make now will have an influence on future generations. It’s crucial that we get this right.
We now have a better understanding of the major environmental challenges So, now is the time to talk about how we can save the environment To accomplish so, we must take some steps that will assist us in combating environmental challenges.
Furthermore, these difficulties will safeguard not only the environment but also the planet’s life and ecosystem. Reforestation will not only help to maintain the ecosystem’s equilibrium, but also to restore the natural cycles that interact with it. The 3 R’s philosophy should equally be followed: Reduce, Reuse, and Recycle as it benefits the environment in numerous ways. Humans are key contributors to environmental problems. Similarly, our actions are the primary cause of rising levels of dangerous gases and pollutants in the environment. However, humans have now taken this issue seriously and are attempting to eliminate it and may the natural balance can be reestablished once more.
Chrisjean LimpiadoThe senescent byword has it that necessity is the mother of invention. Indeed, this digital modification a buzzword in virtually all industries, to cope in this sudden onset of COVID 19 that disrupted our normal life and among those institutions that have been gravely affected is the country’s education system. The new normal educational landscape never wavers to remind every educator that COVID 19 is a beautiful destruction in its own right. And with this pandemic has underlined that: when their bricks and mortar premises closed, educational set up had to suddenly consider how they could deliver and carry out the learning of students in a fully remote and primarily digital landscape.
With this, an effort to ensure that the needs of learners are not neglected in this so called “new normal”, the Department of Education (DepEd) has implemented a series of adjustments, which has now been simply referred to as “blended learning” a mixture of in school and at home education
As being first handedly experienced this learning modality, did we realized now the value, the essence and of the “matter” of learning? Uprfronted with the challenges and factors during these trying hard times?
Many circumstances are unavoidable and unforeseen, happenings that are unplanned, unworked plans, things that we have no control with over especially in the course of time, such as the spread of this pandemic.
The pandemic which has had a profound effect on our lives, adapting to modern ways, that is, the new normal, the reality Here it is emphasized that not only because of this pandemic, everything will be stopped, especially our education. So in these innovative strategies, regulated by the higher education authorities that alternative methods will be used and make use of the devices, technology, internet, etc
Yes, we can easily send files, documents, activities, projects, be it in text, photos, or videos, etc.; Creating online or virtual classroom and dissemination of teaching aids and digital instructional materials.; Yes we can do it even when we are just at the confinement of our home and convinced that we are safe to not at risk of infectious disease; Yes we can directly communicate to others in just a few minutes no matter where in the world we are in;
With these resources, learning could be possible and can continue. It is also a way to practice, use and develop digital skills and become digitally literate.
Cartoon by: Justine Dave Leyson Ma. Carmille Jane CabactulanAnd yes we can do the tasks at our desired times wherever we are at our own paced.
Now the question is, have we seen or are we seeing the difference and gap in terms of using this method, and especially the quality of our learning in our lessons? For a fact, there are benefits of blended learning in short or long termed, yet we cannot ignore that there is this pressing issue that cannot be overlooked though: the digital divide The digital divide spans infrastructure, devices and skills If schools and the state cannot ensure all key stakeholders (children, teachers and parents) have access to the tools they need, then home learning will remain troubled with difficulties and, consequently, the blended approach will fail
We are not blind and headless who cannot be able to think, who cannot see and understand that almost half out of every ten students really find it difficult to do their school tasks, and for what reason is this? These are some significant challenges to blended learning models, which our teachers and students, and
necessarily parents, will face which include the expense of technology, inadequate training, technological issues, the need to adapt content for blended learning, decreased motivation, and weakened relationships between students and teachers
Obviously, there are major challenges the students will meet:
a path that will lead to a good destination. And in fact, learning things is not a competition or rather an actual “grading” race, it is just a matter of how we can motivate and have the will to learn and try to improve our usuality, and be able to blend in this diverse society we lived in, and there are many ways for us to try.
There are many more possibilities or “have yet’s” to unfold of this reality that we are in today, and this, is just one tinge of what we are experiencing today.
And in general, “lackness” is not an impediment or will ever be. This is not the matter, we in our ownselves are
We just have to look at the rays of hope and open our minds to wider lenses, seek and grab the opportunities because gaps are there to be addressed and be filled
There are many reasons why we may stop studying, not just because of financial condition, without anyone’s support, whether it be an illness or disability or even this pandemic. If we take out these factors and we look for possible ways to move along the bridge of continuity in learning... Though we don't even know where we're going, but if we only have the will and action to take the steps, no matter how small or big and simple it is, and the goal is to develop oneself and the aspirations, so with every step of the effort we have made...
and then when we least expect it, may you or I will have, will be able to create and be that something we unfeignedly aim

The Universal Access to Quality Tertiary Education Act, officially designated as Republic Act 10931, is a Philippine law that institutionalizes free tuition and exemption from other fees in state universities and colleges (SUCs), and local universities and colleges (LUCs) in the Philippines. The law also foresees subsidies for private higher education institutions It is intended to give underprivileged Filipino students a better chance to earn a college degree.
The law was filed first by Senator Ralph Recto, principally sponsored by Senator Bam Aquino, and was signed by Rodrigo Duterte, President of the Philippines, on August 3, 2017 The bill is supported by almost all members of Congress In September 2017, the chairman of the House Committee on Appropriations announced that P40 billion had been gathered and that this amount would finance all expenses foreseen by the law for 2018.
On March 26, 2018, the Commission on Higher Education (CHED) released the implementing rules and regulations (IRR) pertaining to the Act.

Who is the true author of Republic Act 10931 or Universal Access to Quality Tertiary Education Act?
Several life stories have inspired us to attain greatness but what is more inspiring than a story weaved with tales of hardships, life changing tribulations, and undeterred dreams of triumphs? Such life story is more than worthy of a single page, indeed it needs acknowledgment and above all, it needs retelling to touch lives and awaken dreams in slumber
Gerlou Cena Sondong, a BSEd English fresh graduate is the daughter of Mr. and Mrs. Gregorio and Lorna Sondong. Belonging to the opposite end of the economic bracket, sustaining their family's needs was tough and laborious Through her mother's labada (laundry) and her father's trisikad income, they were able to provide their children with basic necessities. Luckily, her mother is now working at Del Monte Inc.
"In aiming for your dreams, be a fighter with faith. Keep your heart burning so you'd be able to win it."
Among Gerlou's four siblings, none of them went to college and thus it motivated her to pursue tertiary education and Tagoloan Community College with its Free Higher Education program is the perfect venue to realize her goals Despite financial difficulties, she aimed higher and strived for self betterment at all times, their family situation was perhaps the best ground to keep her hopes up as she firmly believes that the best key to success is through education.
However, challenges did not end there In her second year in college, she got pregnant It was probably the toughest battlefield she had to go through She was an easy eye for negative remarks but it did not falter her a little. At one point, she thought it would be the end of her dreams and simultaneously felt a failure to her family.
With the support of both fam concerned, they survived and was able to walk proud with the bump amid snide comments w earshot
Gerlou's better half, Jorald J. Ag Jr. is also a BSEd English graduate of TCC who worked time as a kargador to sustain needs, most especially, during pregnancy
The situation might have caused a sudden shift to both of their student lives, yet, they were determined to finish their studies despite their onerous predicament To ease their financial burdens, Gerlou used to sell "Kamote Delight" in school
Her journey towards earning her much anticipated diploma was indeed a story of unwavering determination and faith to the Almighty. Irrefutably, striving for greatness does not require one to be financially stable and burden free.
The hurdles have actually made her resilient. On the 29th of June 2022, she marched across the stage beaming with pride and gratitude for her hardwork and sacrifices have finally paid off. Graduating as a Cum Laude made every sweat and tears worthwhile

The entire world suffered for more than two years not only to failure of livelihood development, environmental and political issues but most importantly the involvement of health A monster was awakened in a form of a deadly virus that unexpectedly became the core which dragged everyone’s chance to penetrate the true sense of achieving freedom, peace, and healthy living the COVID 19
This virus became one of the biggest burdens written in history and turned into a floating crisis that created a traumatic experience for all individuals An infectious disease caused by severe acute respiratory syndrome coronavirus 2 or known as the SARS CoV 2 virus. To reduce the high risk of some infections, left and right types of vaccines were made to help human bodies to develop immunity against the virus.
According to World Health Organization (WHO), 200 vaccine candidates are developed for COVID 19. Of these, at least 52 candidate vaccines are in human trials Proven and tested that the COVID 19 vaccine is a safer, more reliable way to build protection than getting sick with COVID 19 It benefits people by creating responses without experiencing sickness, including severe illnesses People who are vaccinated at age 5 and older are recommended to have booster shots Vaccines alone can fade overtime that's why booster shots are helpful for the immune system to "boost" the protection it provides.
The existence of booster shots reminds the body's immune system against the virus as a highly recommend shield in defending against it. According to the World Health Organization in the year 2022, booster shots were proven to be the safest additional defense mechanism against the chance to penetrate the virus in a lesser way
Pfizer released a study of 10,000 participants in which half of them received a booster dose and half a placebo. It was proven that no adverse events were found and the results are consistent For those concerned about myocarditis or pericarditis, inflammation of the heart muscle or the outer lining of the heart, no cases of either were observed. In fact, the placebo group had more serious adverse events than the booster group Not only it is safe but it is shown to be very effective in boosting one's immunity to COVID 19.
In the famous study of Pfizer, they found about 95% relative vaccine efficacy after booster which restores the original vaccine efficacy before immunity waned. For people who received the two shot series of Pfizer or Moderna or a single shot of Johnson & Johnson, a booster dose is any dose that follows the initial vaccine series For people who are immunocompromised and received three shots as part of their initial COVID 19 vaccine series, a booster dose is the fourth dose
Boosters were recommended because data is showing that protection against mild and moderate COVID 19 via the initial vaccine series declines over time particularly for those who were vaccinated some time ago, and even in kids. Certain people are even eligible for a second booster, such as those who are over the age of 50 or immunocompromised, since there is concern that boosted protection is already starting to wane in these individuals. Lastly, Pain at the injection site and headaches were commonly reported side effects, but the booster dose has been shown to have a lower likelihood of side effects than the second dose The CDC has been monitoring injection site reactions and systemic reactions (fatigue , fever, body aches) as well as health impacts, such as the ability to work or perform daily activities. In terms of these factors, the reactions from the booster appeared to be less disrup tive than the reactions experienced from the second dose.
Overall, booster shots were made with a purpose and that is to raise awareness and bravery to accept the government’s offer
Legally, booster shots only helped to be another phase of self defense for the health, but after all, nobody can force someone to be injected by it. So, how about you… are you going to take the booster shots?

Jordan Clarkson earmarked the crowd at the Mall of Asia Arena as his superiority in Basketball Ring brings 38-point for Gilas Pilipinas overthrowing Saudi Arabia in the FIBA World Cup Asian Qualifiers, Monday, August 29.
Clarkson made a blast moves that makes him dazzled by a plethora of highlight reel plays, such as a buzzer beater from close to half court to end the first quarter
Although the Philippines has a sluggish start, they manage to hike up the numbers of Asian Qualifiers with the 3-3 record. The Utah Jazz star, who was named the NBA Sixth Man of the Year, racked up 23 points, 6 assists, and 5 rebounds.
After the first period, the hosts were down 11 14 before Clarkson and Dwight Ramos cahoots that results for their team gain a double digit advantage before settling for a 37 28 lead at the break.
Gilas Pilipinas never looked back en route to the 38 point rout as they destroyed the visitors 24-8 in the third quarter, riding high on the momentum Clarkson created.
Nearly 20,000 spectators, including President Bongbong Marcos, descended on the arena, boosting the Filipino basketball team's spirit to strike a remarkable story during the game.
Japeth Aguilar and Kiefer Ravena each scored eight points for the Filipinos, while Ray Parks and Calvin Oftana added six points each in the lopsided victory that gave embattled head coach Chot Reyes some breathing room.

“Parang may salamangka, ano?
“There’s no such thing as ‘fake news ’ .
If it’s fake, then it’s not news at all."
"I have been told that I have an extremely versatile skill set and that I always think outside the box," paglalarawan ni Ginoong Pastrana sa kaniyang sarili.
Ang Bachelor of Secondary Education major in Filipino.
"Accept responsibility, manage your time, and most importantly, do not be too hard on yourself," diretso subalit puno ng saysay na tugon ni Ginoong Pastrana.
"Having an inspiration in college is an integral part of what keeps you going when times get rough. Other than the people close or dear to my heart, one of my greatest inspirations why I pursued and persevered in college was my first cousin, Kuya Cyril.
Justine Dave LeysonHe is a graduate of Bachelor of Science in Chemical Engineering - CUM LAUDE at University of St. La Salle Bacolod and topped the November 2017 licensure examination for chemical engineers. His intellect is truly unimaginable and what’s even more admirable to him is that he remained humble and unchanged over the course of many years. Indeed, he is the epitome of prosperity and humility," nakaiinspirang tugon ni Ginoong Pastrana.
"Do not just focus on making sure that you obtain high remarks on your exams but also make sure that you enhance all the necessary skills in you which would help or prepare you to the demands of the labor market," paalala ni Ginoong Pastrana.
An Act Prescribing the Intellectual Property Code and Establishing the Intellectual Property Office, Providing for Its Powers and Functions, and for Other Purposes”.
