T&H Celebrates 23rd Anniversary

On October 19, 2015, Tata & Howard employee-owners celebrated the company’s 23rd anniversary with a catered luncheon. Because the event fell during Employee Ownership Month, employee-owners also received their first ESOP share certificates during the celebration. See page 2 for more information on Employee Ownership Month.

Environmental Services in MA

Tata & Howard provided environmental services to a private client in Massachusetts for the removal of three fuel oil underground storage tanks (USTs). The project included observation of excavation activities associated with the removal of the USTs, collection of soil samples in accordance with the Massachusetts Department of Environmental Protection’s (MassDEP’s) UST Closure Assessment Manual, and screening for total organic vapors (TOVs). Tata & Howard prepared a summary letter, which included a summary of activities performed, and conclusions and recommendations with regard to Massachusetts General Laws c. 21E and the Massachusetts Contingency Plan.

T&H Celebrates Employee Ownership Month

Tata & Howard team members participated in their first Employee Ownership Month since becoming a 100% employee-owned company in October of 2014. Employee Ownership Month takes place during the month of October each year and celebrates employee-owned companies. Activities throughout the month included fun and educational contests including “Guess the Share Price” and a bubblegum chewing competition. In addition to the contests, employee-owners enjoyed many special events throughout the month including a hike, pizza party, inflatable bowling, an ESOP themed potluck, a catered dinner, Starbucks breaks, and the issue of their first ESOP share certificates. Prizes included limited edition bottles of EHOP, which is fellow ESOP Harpoon Brewery’s celebratory brew, various gift cards, candy, T&H branded shirts, cash, and Celtics tickets.

Arsenic Treatment in Private Resort Water Supply, New River, AZ The Shangri La Ranch water supply, located in New River, Arizona, exceeded the running annual average maximum contaminant level (MCL) for arsenic. For the first quarter of 2015, the running annual average (RAA) was 0.0107 mg/L, and the RAA for the second quarter of 2015 was 0.0106 mg/L. The MCL for arsenic is 0.01 mg/L. Arsenic contamination within aquifers is not uncommon and is generally from natural mineral deposits. Arsenic in high enough concentrations can result in skin legions and damage to the circulatory system and cancer; therefore, it is important to monitor and minimize this contaminant from drinking water. The Shangri La Ranch is a non-transient, non-community water system that services approximately 240 customers. The actual number of customers served varies and is dependent on the num2

ber of people that are visiting the resort during a given period of time.

Tata & Howard prepared an Arsenic Treatment Report for the Arizona Department of Environmental Quality (ADEQ) to address arsenic levels in the Shangri La Ranch’s water supply. It included a summary of the existing layout and operation of the water supply wells, representative treatment provided, and recommendations for additional treatment to meet the State and Federal MCL for arsenic. The results of the study

indicated that the arsenic concentrations in Well No. 1 was low enough that blending from the existing wells would adequately reduce the arsenic concentration to below the MCL. It was also recommended that the system install two ISOLUX® cartridges, in parallel, to reduce the arsenic level in Well No. 4 to levels below the MCL prior to blending with the remaining water supplies. ISOLUX® utilizes a zirconium adsorption system to remove arsenic from water.

The Fosters Pond Dam rehabilitation project presented some interesting challenges. The existing spillway was inadequate to discharge the 100-year spillway design flood, and the aging dam was in very poor condition. The steep embankments lacked erosion protection, the crest was narrow, and the outlet was in disrepair and inoperable. The reconstruction of Fosters Pond Dam needed to be designed to improve the safety and reliability of the structure, provide an operable outlet, and make the structure easier to maintain.

Tata & Howard designed the rehabilitation with the existing challenges in mind, and came up with a successful solution.

The reconstruction includes new, higher reinforced concrete spillway training walls, providing upstream riprap erosion protection, a new reinforced concrete gate structure with 24-inch inlet and outlet pipes and sluice gate, widening the embankment crests to 12 feet, flattening the slopes for ease of maintenance, and providing a gravel road to allow access to the left (looking downstream) embankment and gate structure.

Riprap erosion protection will be provided on the upstream slopes and in the discharge channel.

With these improvements, the dam will be able to safely pass the 100-year spillway design flood with 1.1 feet of freeboard. The level and length of the spillway weir will remain unchanged.

Navajo Water Crisis

Tata & Howard donated $2,235 to Navajo Water Project, a subsidiary of DIGDEEP that works to provide safe, accessible drinking water to Native Americans living in Navajo Nation. The total included individual gifts from employee-owners as well as a company donation. While there are dozens of water charities supporting developing countries, including T&H’s own charity of choice Water For People, Navajo Water Project is currently the only water charity that serves people living in the United States.

Tata & Howard received the 2015 Sponsor of the Year Award from the New England Water Works Association (NEWWA) during its Annual Conference on September 20.

This year, T&H was a Gold level annual sponsor of the association’s major events. In addition, T&H has been a sponsor of the NEWWA Annual Golf Classic since its inception in 1993, has supported NEWWA’s publications through advertising in the Source Newsletter, Member Roster, and the Journal, and has been a consecutive Spring Conference exhibitor.

Rodman Ride for Kids

Joel Loitherstein, P.E., LSP, Vice President, participated in the Rodman Ride for Kids on September 26. The Rodman Ride raises funds to support youth-focused social services for at-risk children in Massachusetts.

EPA approves Massachusetts plan to protect Cape Cod waters

(EPA) The EPA has formally approved an updated plan from the Commonwealth of Massachusetts that creates a framework for Cape Cod communities to reduce nitrogen levels that are currently harming ecological health of ponds, bays, and other surface waters on the Cape. The “Cape Cod Water Quality Management Plan Update” submitted by Massachusetts is consistent with provisions in the federal Clean Water Act. EPA has also approved the designation by the Commonwealth for the Cape’s towns to act as waste management agencies, giving them the authority to take necessary actions under the plan.

Vermont approves $10.4 million in water cleanup funding

(AP) The Clean Water Fund Board in Vermont approved $10.4 million in water cleanup funding for state agencies’ work in improving water quality.

The funding package is now subject to agreement by lawmakers in their upcoming session. Among the expenditures supported by the board are more than $2.1 million to help cities and towns improve stormwater management systems; nearly $1.5 million for municipal roads; $1.75 million for grants to help farmers reduce polluted runoff; and $900 for the Agency of Agriculture to enforce farm water quality standards.

Tata & Howard was contracted to design approximately 2,000 linear feet of new 12-inch diameter ductile iron water main on Congress Street and West Fountain Street (High Service Area). The work included borings, survey, preparation of plans and specifications, and bidding. Construction of the High Service Area Water Mains took place over the summer and fall, and was recently completed. Tata & Howard provided construction administration and resident observation services.

In addition, Tata & Howard was contracted to design approximately 2,400 linear feet of new 12-inch diameter ductile iron water main on East Main Street (Route 16). The work included survey, wetlands delineation, MassDOT permitting, completion of a Notice of Intent, preparation of plans and specifications, and bidding. Construction is expected to begin in the Spring of 2016. Tata & Howard will again be providing construction administration and resident observation services.

Tom Morgan Retires On October 16, 2015, Thomas R. Morgan, P.E., BCEE, officially retired, and Tata & Howard treated him, colleagues, and clients to a retirement luncheon at Allora in Marlborough, MA, and with cake at Tata & Howard’s corporate headquarters later in the day. As part of the celebration, Tom was honored with a custom-illustrated caricature that celebrated his time on the Program Committee at NEWWA, his AWWA George Warren Fuller Award, and his love of golf and gardening. While we will miss Tom, we wish him happiness and relaxation during his retirement. Congratulations, Tom!

T&H’s Annual Food Drive a Success Tata & Howard employee-owners participated in a food drive during the month of October, and collected over 400 pounds of nutritious food as well as monetary donations. Tata & Howard’s Marlborough and Lakeville, MA offices donated the food they collected to the Worcester County Food Bank (WCFB) in Westborough, MA, and satellite offices donated to NEK Community Action Food Shelf in St. Johnsbury, VT (pictured bottom right, above), the Preble Street Resource Center Soup Kitchen in Portland, ME, Amazing Grace Food Pantry in Middletown, CT, and the Connecticut Food Bank in Waterbury, CT.

Water Storage Tank Rehabilitation in Somersworth, NH Tata & Howard assisted the City of Somersworth with bidding and awarding of the cleaning, painting, and rehabilitation of the Rocky Hill Road Water Storage Tank. The work included coordinating the publication of the advertisement for bids, coordinating with a printing house to distribute plans and specifications, attending the bid opening, tabulating bids, preparing a letter of recommendation of award, and preparing contract documents for execution.

Tata & Howard also provided construction administration and resident observation services for the project. The work included coordinating a preconstruction conference, reviewing shop drawings and application for payment, and full-time resident observation of the tank cleaning and painting.

Greensboro Fire District No.1 (GFD#1), situated on the Northern portion of the Green Mountains in Vermont, requested our assistance with their water distribution and treatment systems due to deficiencies identified in a sanitary survey conducted by the State of Vermont. This project addressed these deficiencies and provided the District with a completely new distribution system (Contract #1) and a more robust covered water storage tank, secure buildings that house controls and chemical feed systems and related equipment, emergency power, and water metering (Contract #2).

As part of the project, Tata & Howard helped GFD#1 secure funding that included a 45% USDA Grant for the originally planned project with an estimated budget of $2,900,000. During the design phase for Contract #2, the District lost their primary well source due to an extended drought. T&H engineers worked with the District to secure a 100% emergency USDA grant for the cost of constructing a new municipal well source as well as an associated emergency generator and related appurtenances.

Tata & Howard provided design, construction administration, and resident observation for the project. Contract #2 construction began in the spring of 2015 with the setup of a temporary water storage system and demolition of the existing water storage tank roof structure. Precast planks and a ballasted membrane roof were then installed, providing safe, quality water. Two new small buildings were constructed for chemical feed systems, water well piping, metering and controls, along with an emergency generator to provide continuous water in case of interruption to electrical power.
