Newton, MA Lead Service Line Replacement Tata & Howard is currently assisting the City of Newton, MA with the replacement of suspected lead water services, including creating the list of homes with suspected lead services, creating bid documents, bidding services, construction administration, and resident observation.

The City of Newton received an interest-free loan from the MWRA for the project, which was publicly bid in March 2017 and began construction in July 2017. Coordination with approximately 583 property owners is ongoing. Through August 18, 2017, 59 water services have been replaced, of which 47 (80%) water services were found to have lead in all or a portion of the service line. Trenchless methods are utilized wherever possible, and the water services are being replaced with new copper tubing and appurtenances. Approximately two to four water services are replaced each day.

Construction is expected to be substantially completed by spring of 2018.

Jerald Postema Joins Tata & Howard as Client Service Specialist We are pleased to announce that Jerald A. Postema has joined the firm as Client Service Specialist. Mr. Postema brings over 44 years of water and wastewater operations and management experience to the team and will lead the firm’s business development efforts in the southwest. He is working out of the company’s Goodyear, Arizona office.

Prior to joining Tata & Howard, Mr. Postema served as Public Works Director for the City of Tualatin, Oregon, Environmental Services Manager for the City of Goodyear, Arizona, Public Works Director for the City of Grandville, Michigan, and Administrative Services Officer for the City of Grand Rapids, Michigan. In addition to his extensive water and wastewater operations and management experience, Jerry received the AWWA Silver Drop Award and the Michigan Section AWWA Edward Dunbar Rich Service Award, has served as Vice Chairman of Grand Haven Area Wide Recreation, Chair of the Public Awareness Committee, Grand Haven Township Parks Board, and Ambucs Hospital Equipment, Board Member of the Grandville Parks and Recreation Department, and Member of the Northwest Ottawa Water Executive Committee, the Grand Haven/Spring Lake Wastewater Authority, the Ottawa County Townships/Road Commission Planning Organization, and the Grand Haven Township Bicycle Path Committee. Trinity Avenue Chemical Feed Pump Station, Grafton, MA

Philanthropy Tata & Howard provided engineering services for permitting, design, and bidding of the 1.3 mgd chemical injection Trinity Avenue Pump Station at the Trinity Avenue Wellfield. The project included an evaluation of alternatives for the access road including installation of a bridge or an open bottomed culvert; assistance with the preparation of permanent easements for the installation of utilities and roadway to the well site; preparation and submittal of an NOI to the Grafton Conservation Commission. The design included an access road, bailey bridge with abutments, double wythe block building, interior concrete painted block with wood truss roof and asphaltic shingles, installation of three (3) submersible pumps and pitless adaptors, approximately 1,800 linear feet of 6-inch and 12-inch water main, emergency liquid propane tanks and generator, instrumentation and controls, a SCADA system for the pump station and wells. Security included chain link fence, gate, locks, intrusion alarms, and lighting. Chemical feed at the station includes KOH for pH adjustment and chlorine gas for disinfection. Standby power was included in an outdoor enclosure. The project is currently under construction and is expected to be completed by fall of 2017.

Navajo Water Project 5K! This summer, Tata & Howard organized and sponsored a virtual 5K to raise funds for the Navajo Water Project. Runners were able to complete the race in their own time and space between July 1 and August 31, 2017, after which they received a custom-designed medal featuring a Navajo dragonfly, the symbol of water to the Navajo people. Over $1,000 was raised, all of which benefitted the Navajo Water Project in an effort to bring safe, clean drinking water to the thousands of residents of Navajo Nation who do not have running water or a toilet in their homes.

Lead-Contaminated Soil Remediation,Front Cover Falmouth, MA The Town of Falmouth retained Tata & Howard to remediate lead-contaminated soil associated with historical firing range activities at a former gravel pit owned by the Town. Due to the gravel pit’s location within a current drinking water source area, the objective of the remediation was to restore the release to background and remove the potential threat to the underlying groundwater quality. In addition, the presence of estimated habitats of rare wildlife and priority habitats of rare species at the gravel pit required the filing of a Notice of Intent (NOI) with the Conservation Commission and implementing measures to protect the rare wildlife and species.

Tata & Howard prepared a site-specific scope of work for bidding purposes and managed all the field activities.

Part of the remedial action plan was to screen the soil in an effort to remove the lead bullets and facilitate disposal of the contaminated soil at a Massachusetts lined landfill. Analytical testing of the soil revealed that some areas contained leachable lead, which required stabilization with Portland cement prior to being transported to the landfill. During the excavation activities, Tata & Howard utilized a field portable x-ray fluorescence (XRF) analyzer to obtain real-time concentrations of lead in soil. Use of the XRF minimized contractor down time because decisions relative to the extent of excavation required could be made in the field. Confirmatory laboratory analytical results correlated well with the XRF data. Tata & Howard prepared a Permanent Solution with No Conditions Statement, which documents that a condition of No Significant Risk has been achieved at the Site and that the release conditions have been restored to background.

Owens Street Wastewater Pump Station, Bingham, ME Tata & Howard is providing planning, design, permitting, bidding, construction administration, and resident observation services to the Town of Bingham, Maine for the Owens Street Wastewater Pump Station upgrade project. Services include planning and technical assistance to prepare preliminary cost estimates and development of documents for USDA approval, design and the development of construction plans and specifications for the improvements, and submittal for review and approval to USDA Rural Development. The project includes a comparison between submersible and suction lift pumps, design of the improvements for the selected suction lift pumps, construction of a new larger diameter wet well, and construction of a new building to house the pumps, controls and auxiliary generator. Suction piping will be installed into a new wet well to connect with the pumps in the new, wood-framed building. The existing pump station was constructed in 1969. The project is slated for construction this fall.

The existing generator and control building, constructed in 1969, is not in compliance with current building codes and will be replaced.

Summer Outing!

Tata & Howard’s annual company outing was held at Hopkinton State Park on Saturday, June 24, and the weather could not have been any more perfect! The day started with Paul Howard and Jenna Rzasa cooking different types of burgers for everyone, while employee-owners brought all types of dishes to share. After everyone ate their fill, we headed out into the field to play some lawn games. The hit of the day was Kubb, brought and taught by Steve Landry. Kids (of all ages, even the grown ones!) then enjoyed some frozen treats from the Kona Ice Truck. Around 2:30, Fran the Magician arrived to put on a show for the kids. There were lots of laughs and smiles, and even a couple of cute animals for the kids to pat. The day was filled with fun, food, and festivity, and was a great way to spend some time together outside of work.

Tata & Howard, Inc. was recently retained by the Town of Manchesterby-the-Sea to complete a Capital Efficiency Plan™ for the Town’s water system. The system was evaluated to identify areas of the water distribution system in need of rehabilitation, repair, or replacement, and to prioritize improvements to make the most efficient use of the Town’s capital budget. The study evaluates the existing water infrastructure including water transmission and distribution piping and appurtenances.

In addition, water storage and supply needs were evaluated and prioritized. The analysis and improvements in this report are based on the Three Circles Approach for optimum capital efficiency, which combines hydraulic and critical component considerations with an asset management rating system to evaluate the condition of the water mains in the distribution system. Each circle represents a unique set of evaluation criteria for each water main segment. From each set of criteria, system deficiencies are identified. System deficiencies from each circle are then compared. Any deficiency that falls into more than one circle is given higher priority than one that does not. Using the Three Circle Approach, recommended improvements will result in the most benefit to the system. In addition, the Three Circle Approach allows us to identify any situations that mitigate a deficiency in one circle and eliminate a deficiency in another circle. By integrating all three sets of criteria, the infrastructure improvement decision making process and overall capital efficiency are optimized.

Recommendations included a siting study for a second storage tank, Phase I-III distribution system improvements, and the continuance of scheduled maintenance programs such as hydrant flushing, leak detection, and meter testing. The Town’s pavement management plan was also taken into consideration to best prioritize and coordinate utility work with roadway reconstruction.

Air Piping Improvements, Flagstaff, AZ Tata & Howard is providing professional engineering design services to the City of Flagstaff, Arizona for the replacement of three aeration units as well as interior air piping improvements for the Rio De Flag Wastewater Reclamation Facility (WWRF). In addition, the City has identified the need to replace approximately 400 linear feet of existing air piping at the Rio De Flag WWRF. The section of pipe in question is exterior and is visibly leaking air. For technical and operational reasons, screw compressors were chosen over turbo blowers. Tata & Howard provided design services including preparation of plans, specifications, and bid documents for the installation of the new screw compressors.

The existing air flow exterior pipe gaskets had deteriorated with the heat of the existing compressed air to where the piping was a safety problem and was also wasting energy. Tata & Howard is working with the City to provide shop approvals and is assisting the City’s inspector to ensure the project meets the plans and specifications.

The existing blowers at the plant were 25 years old, had reached the end of their useful life, and did not ramp up and down with the wastewater flow. The new aeration units will flow pace with the changing incoming flow and save the City enough electrical energy that it is projected to pay for the upgrade in eight years. The electrical power company (APS) is offering a large rebate to reward Flagstaff for taking this energy and money saving opportunity.

Tata & Howard assisted with public bidding of the project, and is currently providing resident observation services during construction.

UST Removals in Melrose, MA Tata & Howard assisted the City of Melrose, MA with the removal of two underground storage tanks (USTs).

The project scope originally planned for the excavation, removal, and disposal of one out-of-use UST on City property. However, during the excavation, a team member from our environmental services group observed a second fill pipe indicating the potential presence of a second UST. Upon further investigation, a second undocumented UST was found and the decision to remove both at the same time was made. Tata & Howard team members observed the UST removal activities, submitted confirmatory soil samples for laboratory analyses, prepared the MassDEP UST removal forms and submitted the forms to MassDEP and the Melrose Fire Department within 30 days of the UST removals. Tata & Howard also prepared a summary letter report for the site, which includes a summary of activities performed and conclusions and recommendations with regard to Massachusetts General Law c. 21E and the Massachusetts Contingency Plan.

Great Brook Stormwater Culvert, Waterbury, CT Tata & Howard provided engineering services for design, preparation of a hydrologic and hydraulic report, two easement maps, design submittals for DOT review, construction administration, and resident observation for the rehabilitation of the Great Brook Stormwater Culvert under Cherry Street in Waterbury, CT. The project provided for the rehabilitation of about 65 linear feet of the existing structurally deficient Great Brook Stormwater Culvert under Cherry Street and adjacent private properties. The existing steel beams, corrugated metal arches, and concrete slabs forming the top of the culvert were removed and precast concrete beams were placed on elastomeric bearing pads to form the replacement culvert top. Additionally, about 50 linear feet of the Associate Bill Andres, P.E./L.S. got a little wet during the project! existing eroded cobblestone bottom were removed to a minimum depth of 12 inches and replaced with reinforced cast in place concrete. Further, approximately 32 linear feet of undermined walls were excavated, with cast in place concrete placed below the existing culvert masonry walls. The interior culvert masonry walls within the project limits were also repointed. The work required the reconstruction of 30 feet of Cherry Street, the adjacent sidewalks, and approximately 750 square feet of a private gravel parking lot.

During construction, a water control system capable of conveying normal flow capacity of the Great Brook Stormwater Culvert at Cherry Street was maintained.
