North Texas Municipal Water District Management Consulting

Tata & Howard has been contracted to provide management consulting and leadership skill building services for the North Texas Municipal Water District. The project includes meeting with each of the 14 wastewater treatment plant superintendents and chief operators and wastewater collection system management one-on-one as well as meeting with supervisors and managers. In addition, two briefing workshops will be conducted to discuss the findings, overall observations, and potential opportunities for improvement that benefit the treatment facilities. The project also includes a management, operation and maintenance (MOM) workshop that discusses work practices compared to industry standards.

This project is a subset of our Business Practice Evaluations that provide for more efficient and effective work practices in comparison to generally accepted industry standards.

Steve Rupar appointed as Chair of CTAWWA

On May 20, 2015, T&H Vice President Steve Rupar, P.E., assumed the role of Chair of the Connecticut Section of the American Water Works Association (CTAWWA).

Steve has over 28 years of water utility engineering experience with specialized expertise in capital improvement program management, capital efficiency improvement, water resource planning, and water loss control. Steve is an active member of the AWWA Water Loss Control Committee and is serving on the sub-committee drafting the new edition of AWWA M36, “Water Audits and Loss Control Programs”.

He manages Tata & Howard’s Meriden, CT office. Congrats, Steve!

Tata & Howard participates in Rally for the Jimmy Fund to benefit Dana Farber On April 14, 2015, T&H employees participated in Rally for the Jimmy Fund. The Rally encourages people to wear Red Sox gear on Opening Day at Fenway Park, which fell on Monday, April 13 this year, in exchange for a donation to the Jimmy Fund. Tata & Howard team members were happy to donate to the Jimmy Fund while enjoying a casual Red Sox day at the office. Since its inception in 2006, Rally for the Jimmy Fund has raised over $4 million.

Through participation in other local events such as the PanMass Challenge and the Mass Dash for the Jimmy Fund, T&H team members raise funds for the Jimmy Fund throughout the year. The Rally for the Jimmy Fund was yet another way for T&H to support Dana Farber and cancer research.

MassDEP awards Tata & Howard more DWINSA contracts than any other consultant T&H has been awarded 16 Drinking Water Infrastructure Needs Survey Assessments (DWINSA) by the Commonwealth of Massachusetts — Clean Water Trust and the Massachusetts Department of Environmental Protection (MassDEP). According to the MassDEP, the contracts represent the highest number awarded to any engineering consultant in the Commonwealth.

DWINSA work is intended to identify capital asset needs for community water systems in the state through a MassDEP grant program.

expert, and these DWINSA contract awards solidify our standing as the leader in drinking water engineering solutions in Massachusetts.”

The following 16 public water systems selected Tata & Howard to conduct their 2015 DWINSA: Aquarion

Water Company Millbury and Hingham/Hull, Avon, Dighton, Dudley, Edgartown, Falmouth, Halifax, Newton, Northampton, Pepperell, Sandwich, Uxbridge, Westfield, Worcester, and North Brookfield. All of the surveys require a 75% completion date by June 30, 2015.

T&H completes 40 dam inspections for CT DEEP

Throughout the months of April and May, Tata & Howard inspected 40 state-owned dams for the Connecticut Department of Energy and Environmental Protection (CT DEEP).

Inspections consisted of several elements per DEEP requirements: • Reviewed existing DEEP files for the history of each dam, any available construction plans, design reports, prior inspection reports, and photographs; • Performed thorough visual inspections to assess the condition of each dam, including taking measurements of major dam components where plans are not available; • Observation of the reach downstream of each dam to estimate the potential hazard from a dam failure and to conform or modify the dam’s potential hazard classification.

Inspection reports are being completed now, and each report will include the following: • Description of the dam; • Photographs of the various components of each dam; • Sketches of the dam; • Deficiencies of the dam; • Recommendations for both routine maintenance and repairs to each dam, as applicable.

Tata & Howard’s Waterbury staff has over 40 years of experience working on earthen embankment, concrete, and stone masonry dams, including dam inspections, hydrologic and hydraulic evaluations, development of emergency action plans, stability analyses, and design of dam and gatehouse repairs and modifications, as well as providing construction administration and resident engineering services for dam repair and reconstruction projects.

Construction of a new 210,000 gallon elevated composite glass fused to steel water storage tank with chlorine injection system.

Falmouth, MA

Construction of an 8.0 mgd WTP for the existing Long Pond surface water supply.

The WTP will utilize coagulation, mixing, flocculation, DAF, dual media filtration including granular activated carbon above sand, chemical feed systems, and an intermediate ozone feed. Other work includes site work with exterior piping systems, exterior above and below ground tanks, sludge holding lagoons, garage, new raw water intake and pump station, directional drilling of raw water mains, and demolition of equipment and site piping at the existing WTP. Projected completion March, 2017.

U.S. government recommends lower level of fluoride in drinking water

The United States government has recommended a lower level of fluoride in drinking water for the first time in 50 years. The Department of Health and Human Services (DHHS) has suggested that public water supplies contain between 0.7 and 1.2 milligrams of fluoride per liter since 1962. However, on April 27, 2015, DHHS made an announcement that they now recommend that fluoride not exceed 0.7 milligrams per liter.

The new recommendation has been in the works since 2011.

AWWA and EFCN partner to offer no-cost webinars for small water systems

As part of the EPA Competitive Assistance Award process, AWWA and the Environmental Finance Center Network are partnering to offer nocost web trainings designed specifically to meet the needs of small water systems. AWWA membership is not required. Massachusetts, New Hampshire, and Arizona are all offering workshops mid-June, while Vermont is offering a September workshop. Tata & Howard is currently working on an MSGP compliance project for a private salvage yard company located in the greater Boston area.

The project includes both stormwater and environmental services consulting. Tata & Howard created a Stormwater Polution Prevention Plan (SWPPP) that is necessary for the Site to be in compliance with the MSGP. In addition, T&H performed one training session, as required by the MSGP, on spill prevention, fueling procedures, and general good housekeeping practices, and then discussed with the client MSGP compliance and the necessary steps for compliance. Prior to the completion of the project, T&H will perform four quarterly inspections during the first year of permit coverage and complete an inspection form which will be filed in accordance with the MSGP. T&H will also complete and file an Annual Report for year one of compliance with the MSGP following four quarterly inspections.

Canaan Fire District #1, Vermont water system upgrades

Wiscasset, Maine water main project

The Canaan Fire District #1 in northern Vermont has contracted Tata & Howard to provide design and construction services for a transmission main to Canaan Fire District #2, a new 150,000 gallon capacity water storage tank, distribution system improvements, and a new water treatment plant for the removal of iron, manganese and arsenic.

This project includes approximately 2,000 linear feet of water main replacement design along Federal Street.

T&H is providing design, bidding assistance, construction administration, and resident observation services to complete the water main replacement project. The project is being funded by the USDA Rural Development and includes coordination with Maine Department of Transportation and Rural Development.

With additional emphasis on water conservation and rising costs to maintain our aging infrastructure, it has become increasingly important to reduce non-revenue water. Non-revenue or unaccounted for water is water that is produced but not billed, whether it is lost water through leaks or not accurately measured through the meter.

Guidelines have been established by the American Water Works Association (AWWA) Water Audits and Loss Control Programs, Manual of Water Supply Practices - M36, Third Edition, published in 2009. The AWWA water audit is a top down approach that allows for more comprehensive quantification of both consumption and losses within the distribution system. This approach helps to identify system components that may require further investigation and validation in future audits. Properly performing the AWWA water audit and executing the recommended loss control programs provides benefits in four key areas: water resource management, financial performance, operational performance, and system integrity by reducing the potential for contamination within the system. Improvements in these areas help reduce unnecessary or wasteful water withdrawals, optimize revenue recovery, reduce system interruptions, increase efficiency, and increase the reliability of the system data.

Northeastern Vermont Development Association

The audit process produces a number of performance indicators including an estimate of Infrastructure Leakage Index (ILI), a dimensionless indicator that tracks aspects of the management of a water utility and takes into consideration both real (system leaks) and apparent (meter inaccuracies, data handling errors) losses. The ILI allows water utilities to benchmark and compare their water loss control performance to other utilities, both locally and nationally.

Tata & Howard team members participate in National Employee Health & Fitness Day Tata & Howard team members celebrated National Employee Health and Fitness Day (#NEHFD) by participating in one-mile scavenger hunt walks around their offices, where they were required to take team photos at three local landmarks.
