Tahoe Donner is a service-based organization, and the competitive labor market and sharp increase in pay driven by regional resorts raising entry-level position pay to $20 will have a great impact on the 2023 budget. September marks the official beginning of budget season, but staff have been diligently working on this project for months. There will be two budget workshops to attend – one will focus on the Operating Budget (which includes all amenity and support departments) and the other will focus on Capital Budgets. A final meeting will include the recommended Annual Assessment for 2023.

This summer, staff led an initiative to create spaces and places for members to (re)connect and enjoy our community. The association hosted events like free weekly outdoor yoga classes, the Summer Concert on the Green, live music, bingo games and cornhole tournaments.

He shares, “The Fall Festival has grown so much over the past 11 years, and it’s exciting to see how it brings the community together year after year. At our last festival, we had over 1,000 people visit throughout the day, so we make sure to have activities for all ages and interests. AN UNTREATED ZONE Many forests today have grown for over a century without natural disturbances, such as wildfires, that act as a check and balance to prevent overgrowth. Before European settlement, wildfire would frequently burn through the forest at low- to mid-level intensities as a routine “hygiene” process for the forest. This would prevent the build up of potential fuels that are currently uncheckedareasfromUntreatedabundant.zonescreatedthissettlementarethathavebeenleftbynatural causes like fire or by machine/hand crew treatments. This image shows a heavy presence of ladder fuels, such as brush and lower limbs, that can rapidly move fire both laterally and vertically. Flames can reach lengths three times or more the size of available fuels.

Healthy forests and fire safety go hand in hand. When a forest has properly spaced trees, maintained brush material on the ground and regularly monitored systems in place, fire is much less likely to spread throughout that area. When it comes to maintenance, Tahoe Donner’s forestry crews have a variety of management techniques, including:

Tahoe Donner is known for its leading fire safety efforts. Awarded Firewise Community® of the Year in 2017 by the Fire Safe Council of Nevada County, the association’s Forestry Department works hard to make our community safer from wildfires while also creating a strong forest system throughout its common areas. Tahoe Donner continues to receive the Firewise Community® certificate each year, recognized for taking appropriate measures to become more resistant to wildfire structural damage. Earning the Firewise Community® certification is not possible without the support of Tahoe Donner members who have participated in the homeowner defensible space program over the years, as well as the annual budget’s operating fund allocation for the Forestry Department.

FOREST GROWTH ONE YEAR AFTER TREATMENT

The photo above captures the contrast between a treated and untreated zone. While recreating around Tahoe Donner, you might notice untreated pockets, islands or strips within treatment areas. Untreated zones both within the association and beyond can often be attributed to environmental considerations like access restrictions, drainage protection, the protection of sensitive natural and cultural resources and habitats.

The picture on the left shows part of a 60-acre project near the western boundary of Tahoe Donner after fuel reduction treatments. This project includes the mastication (mowing) of understory brush, small trees and debris. Dead trees were removed, and trees were limbed up to create vertical and horizontal spacing.

“Overall, Tahoe Donner Forestry Department’s largest accomplishment over the past 30 years would be the completion and maintenance of fuel treatment areas on the south and southwest portions of Tahoe Donner,” adds Gwerder. “These project areas were directly planned and implemented by recently retired and long-time forester for the association Bill Houdyschell, and they were credited with aiding resources in the successful suppression of wildfires in 2003 and 2007. These events are known as the Donner Fire and 80 Fire.”

Above is an example of a completed project area by the Tahoe Donner Forestry Department. These projects attempt to bring forested areas back toward a natural mosaic forest of older, larger, well-spaced trees. This work has mainly been completed in areas that will provide the greatest benefit to the community in terms of wildfire prevention and forest health. Continued on page 14.

For instance, the first stage might be the mastication and collection of built-up fuel into piles during the spring and summer months. The next stage could include forestry crews returning to burn the collected piles of debris during the winter months. Permitted burn operations are allowed during the winter in coordination with local agencies when conditions are suitable for safe and approved burning.

In July 2022, the U.S. Forest Service approved the Alder 89 Wildland Urban Interface (WUI) Project. A WUI is an area between unoccupied land (such as a forest) and human development (such as a homeowner’s association). Due to the lack of management, a WUI can contain a buildup of fuels, like undeveloped wildland and/ or vegetative plants. Actively working to reduce this buildup, the Alder 89 WUI Project authorizes fuel reduction work on 2,934 acres and timber operations on 1,887 acres north of the Town of Truckee along Alder Creek Road and Highway 89. SENIOR ALPINE SKI CLUB

Every year, the TD4WD Club helps the U.S. Forest Service open and maintain the Pole Creek/Stanford Woodcamp Off-Highway Vehicle Trail. This beautiful trail starts north of Palisades Tahoe off Highway 89 and winds past the Sierra Club’s Bradley Hut, through a scenic valley and over a ridge line before reaching a saddle below Tinker Knob. From the saddle, it’s a short hike to the top of Tinker Knob, and astounding views make an otherwise remote site very accessible. From the saddle, the trail traverses above Coldstream Canyon before exiting on Cabin Creek Road. The OHV trail requires a highclearance 4x4 vehicle and is definitely a must-do trail in the region. The only disheartening part of this year’s trip was the high number of dead trees on the hillsides. Members can download the GPS gpx file on the club website at TD4Wheelers.org. Membership is $10 per year.

There are two warehouses – one in Wisconsin and the other in Missouri. Twice a month, a container leaves these warehouses containing 375 bales of quilts; that’s 35 quilts per bale, or 13,125 quilts per container twice a month. That's about 315,000 quilts each year worldwide, donated where there is a need, anywhere in the world! Pretty spectacular! On July 16, the Tahoe Donner Karate Club participated in an International Karate League tournament in San Diego. Attendees included TD Sensei Suz Field and students Alyssa, Bradly, Jayden and Kayla Flynn. Also attending was TD’s guest Sensei Cliff Field, who guest teaches at Tahoe Donner while teaching at Truckee Recreation Center. The students competed in both Kata and Kumite competitions. The club then attended a banquet following the competition where Sensei Cliff Field was awarded his 7th-degree black belt.

Tahoe Donner Forestry Staff would like to thank all the members who have brought their properties into compliance and maintained them. A lot of work has been completed, and Tahoe Donner is continuing to create a fire-safe community. With the intense fire season first experienced in 2007, many property owners expressed their concern about the level of fire safety on private lots. The board of directors listened to these concerns and adopted various programs over the years to keep properties in compliance with state laws, local ordinances and Association Covenants and Restrictions (C&Rs). For the 2023 program, staff will inspect some of the properties located in the northern portion of the subdivision. HOW YOU WILL BE NOTIFIED

Tahoe Donner residents should familiarize themselves with the complete rules and guidelines for defensible space inspection standards for both developed and undeveloped lots. Detailed guidelines can be found at tahoedonner.com/defensible-space

This serves as written notice as required by the Tahoe Donner Association Covenants and Restrictions that these inspections will occur between the middle of September and the middle of November this year. Members in the inspection area will also receive an email stating that their property will be inspected for the 2023 program. These inspections will occur between 8AM-5PM. Staff plan to complete 50 to 100 inspections per day during this period. Inspectors will walk through the property to complete the inspections. Starting in December 2022, compliant property owners will be notified. In January and February 2023, non-compliance letters with inspection results will be sent out to property owners requiring work to be completed by an established due date between the end of June through August 2023. In mid-May through June 2023, a notice reminding property owners of the due date 45 days away will be sent. In 2023, property owners will no longer be required to call the Forestry Department for trees to be marked if thinning is required on their lot. Forestry staff will visit as soon as conditions allow in spring of 2023. Properties will be marked in order of compliance due date. This serves as written notice that staff will visit in the spring to mark trees for removal on lots that need thinning. Homeowners No branches within 10 feet of chimney, roof and eaves. will be notified once trees are marked for removal in the spring/early summer.

The Covenants Rules fall into two broad categories: “General Common Area and Amenity Rules” and “Private Property Rules.” The committee may levy fines and abridge members’ amenity usage rights when they find that a provision has been violated. The board of directors acts as the appeals authority for all committee decisions. The communication to the respondent (complained-upon property) will generally proceed as follows with adjustments dependent on the complaint:

Let us all be good neighbors by abiding by and communicating to our friends, family and invitees the common courtesies and rules established for the Tahoe Donner community, as well as Town of Truckee ordinances. DONNER (530) 587-9474.

• Questioning will transpire as to whether the owner is presently at the property or if others are. The member will be asked to voluntarily comply with the rules of the association. Additionally, staff will indicate that the owner will receive official documentation regarding the complaint following Covenants Rules and enforcement procedures. For complaints specific to loud parties, fire, aggressive behaviors and/or any other perceived life-safety or disturbances of the peace, staff will ask if the police or fire department has been called. If not, staff will recommend this takes place; otherwise staff will report these issues to the appropriate Town of Truckee contact.

COVENANTS RULES

• An introduction explaining that Tahoe Donner Covenants enforcement staff have received an after-hours complaint on the owner’s property at a certain time.

Tahoe Donner Association has a Covenants Committee comprised of volunteer members, which is supported by the Architectural Standards Office for the day-to-day management of covenants rules, education and enforcement. The Covenants Committee consists of five members and three alternate members, designated in the Covenants and Restrictions (C&Rs) with delegated authority by the board of directors with hearing and deciding alleged violations of the Covenants Rules as outlined in the governing documents.

• Detail will then be provided on the complaint.

If during communication with the complainant it is determined that 9-1-1 dispatch should be engaged and that staff should facilitate the 9-1-1 dispatch on their behalf, communication to the complainant will include: the complainants name, address and contact information as the primary contact for agency response, as well as additional information needs and follow-up information.

The Covenants Rules are the rules for the neighborhood, which govern what you can, cannot or must do with respect to your home and lot. The goal of the rules in conjunction with the other governing documents (C&Rs, Bylaws and other rule sets, such as Architectural Standards) is to preserve, protect and enhance neighborhood property values.
