his February marks my 23rd anniversary working here at Tahoe Donner. Despite all those years, my pride and enthusiasm for this extraordinary community remain as strong as they were in 2003, when I was first hired as Tahoe Donner’s Recreation Manager. What has changed is my sense of perspective and legacy. Today, more than ever, we are focused on Tahoe Donner’s future and preparing our community for the long term.

Across the organization, our aim is consistent: to strengthen our community for the decades to come while delivering value and enjoyment to our members.

Whether we are updating our Capital and Financial Policies, modernizing our amenity access system to prioritize member enjoyment, managing insurance expenses, improving financial performance, or securing grant funding through partnerships with public agencies, each effort supports that same goal.

On the governance side, we completed major updates to our Capital and Financial Policies. A key outcome of this work is a long-range plan to stabilize assessments, so we no longer need to “sprint” to fund major maintenance projects or to upgrade or replace outdated facilities that no longer serve Tahoe Donner’s needs. While this kind of planning may not capture headlines, it provides the foundation for predictable budgets that build long term financial strength and stability.

The updates to the Amenity Access Rule were also shaped by this long term perspective, while also delivering immediate member benefits. Members now enjoy reduced costs, improved private amenity access benefits, and stronger protections against amenity access fraud and abuse.

New systems are in place to ensure that member access and enjoyment always come first, with your personal guests as the second highest priority. Short-term tenants may be allowed into private amenities only

if space allows, and are blacked out entirely during major holiday periods.

We're also pursuing innovative strategies to manage operating costs and stretch every assessment dollar. This summer, we made significant progress in our golf and food and beverage operations. In 2025 alone, Tahoe Donner secured over $3 million in grant funding for projects across the community. These funds supported critical fire mitigation work on the south (Donner Lake facing) side of Tahoe Donner and recreation and naturalresource enhancements in Euer Valley. I want to thank our partner organizations, the Truckee River Watershed Council, the Truckee Fire Protection District, and the Tahoe Truckee Community Foundation for their collaboration in grant seeking efforts.

I also see our community’s long term commitment reflected in the more than 1,100 members who participated in more than 33 stewardship events in 2025, including volunteer trail building, forestry project walks, and birding and wildflower discovery tours. To see so many caring members actively participating in the stewardship of our community and its natural surroundings is inspiring.

The work we’re doing now may not always feel immediate. Still, each thoughtful step brings us closer to a future where Tahoe Donner thrives, where members enjoy highquality amenities, great member benefits, stable finances, protected natural resources, and the irreplaceable sense of place that drew us all here. Thank you for supporting the long view. Together, we are shaping a Tahoe Donner that will stand strong for decades to come.

Downhill Ski Resort Opens the Doors to a New Ski Lodge Experience and a Bright Future Ahead

A Beloved Mountain

Fifty years ago, the Downhill Ski Resort was a novel concept – a community resort owned and operated by a newly formed homeowners' association. With its two ski lifts, modest vertical and quaint, shingled ski lodge, Downhill endeavored to retain a “mom and pop” vibe, offering a sanctuary for locals, their families and newer skiers from throughout the region to escape weekend crowds and haughty hot doggers.

For decades, it has welcomed with open arms – and gentle slopes – skiers and riders of every age seeking a mountain to comfortably learn and grow their passions, while providing a haven for multi-generational families to create lasting memories all at once, and all together.

To this day, Downhill remains a beloved backyard resort, cherished by generations of Tahoe Donner members and Truckee locals as the ideal jumping-off point on one’s quest to become a winter athlete.

A Look at What’s New

For over five decades, Tahoe Donner Downhill Ski Resort has borne witness to generations of families changing and growing while joyfully making winter recreation a part of their annual traditions. However, a complete rebuild of the lodge was necessary for safety and operational purposes and to better serve the community.

Prioritizing safety, functionality, operational efficiencies, inclusivity and comfort, the association’s thoughtfully considered redesign focused on the following enhancements: • State-of-the-art building design that meets all the most current codes for safety and accessibility, while showcasing space efficiency and flow, modern and durable materials and architectural considerations to alleviate snow and weather hazards.

• Easy parking shuttle loading and unloading, with a bright and welcoming main entrance.

• Express Lift Ticket Pickup Boxes provide quick and easy retrieval of lift tickets purchased online in advance.

• An open rental shop area with separate lines for children and adults makes renting equipment and stowing personal items easy and efficient.

• A designated indoor learning center for the kids’ ski school makes the all-day experience fun and memorable with a private lunchroom and dining service, kids-only bathrooms, cubbies for stowing personal items and more!

• A new eatery with multiple food stations and an expanded indoor dining space comfortably accommodates families and groups, while offering an all-new menu and après delights; enjoy sweeping mountain views throughout!

Time to Celebrate

Now that the ski area and lodge are open, it’s time to celebrate! Join the community for two days of fun and exciting events, Jan. 23-24.

Friday, Jan. 23, is a ski-free day for members with valid Member ID Cards, but both members and the public can enjoy a full day of events, including live music, giveaways, guided tours and more.

Saturday, Jan. 24, offers even more live music, giveaways and other fun activities, like a scavenger hunt, coloring contest, snow science and safety demonstrations and more, in conjunction with Ski California’s Ski Safety Day. From Backyard Trails to Bucket List Journeys: Why Tahoe Donner Adventurers Are Perfectly Poised for the World’s Greatest Treks

Have you ever had a sliding door moment? One single, small event that quietly re-routes everything that comes next? Maybe it was a phone call that changed your plans, or a chance encounter that sent you down a different path. That feeling of what if I’d turned left instead of right? What if I hadn’t said yes to that trip?

For me, it came in the form of rejection. A month before I was set to leave for a job in Scotland, I got a call… the overseas gap-year position I’d been offered had been given away to someone else’s daughter. Just like that, my plans evaporated. I was left with a full year between high school and college, and nothing on the horizon.

Meanwhile, my brother Rex announced over the family dinner table that he wanted to become the youngest Australian to climb Everest. To his credit, he made it happen, and on a whim, I tagged along as his sidekick and Everest Base Camp manager. I was nineteen, with an abundance of time, a passport that needed stamps and a restless soul. I thought I was signing up for a twomonth adventure. I had no idea that one simple “let’s go!” would change everything.

It was 2005. That Everest season was raw and vivid and unlike anything I’d ever known. The sound of avalanches rumbling down the valley, frozen air that smelled like stone and sun, a kaleidoscope of prayer flags fluttering against the world’s highest peaks. It was tough, too. The weather was fickle, the summit window uncertain and my brother’s dream hung in the balance. It was also the first time I’d seen a dead body – a climber had fallen into a crevasse and couldn’t be rescued in time – a devastating reminder of the fragility of life.

Against all odds, on the very last day of the season, my brother summited safely. At just twenty-one, he became the youngest Australian to stand on top of the world.

Over a crackling radio, he told me, “It’s not the summit I stand on that I can see, but all the others out there waiting to be climbed.”

When he descended, we threw a huge celebration. Somewhere between the music and the tipsy laughter, while dancing with our Sherpa friends, I locked eyes with a rugged, sunburnt American mountain guide. Twenty years later, he’s the father of my children, my business partner and the reason I traded Sydney’s Northern Beaches

for the ski slopes of Tahoe Donner. A home ringed by pine trees at 6,500 feet, where the air is still thin enough that my lungs remember Everest.

Every time I head out for a morning ride or ski along the trails behind our house, I think: this place, this life, all of it, traces back to one single “yes” twenty years ago at the foot of the world’s tallest mountain.

It’s all my brother’s fault, really. As a result of that sliding door moment, that rugged mountain guide and I went on to found Climbing the Seven Summits, an expedition company operating on every continent, from the heart of Antarctica to the summit of Everest. After guiding thousands of climbers at the most extreme altitudes, we’ve learned a thing or two, and there’s one thing for sure: living up high quietly transforms you.

It’s not visible, but your physiology puts you at a very distinct advantage. Your lungs are stronger, your red-blood-cell count is higher and your body is more efficient at using oxygen. It’s the same process climbers spend weeks chasing on acclimatization rotations in the Himalaya. For us TD locals, it happens while we’re doing the grocery run at Safeway. Whether you’re hiking up Hawk’s Peak or walking the dog along Alder Creek, your body is always altitude training.

We’ve got an edge. We are preconditioned for the world’s greatest trekking and mountaineering adventures before we’ve even booked a flight.

Come summer, our trails wind through alpine meadows and granite ridgelines that could just as easily belong in the Andes or the Himalaya. Those long, dusty climbs that leave you breathless at the top? Perfect rehearsal for summit day on Kilimanjaro or your final approach to Everest Base Camp.

Then winter rolls in, and we don’t stop, we just swap gear. Cross country skiing, snowshoeing, touring – it’s the same muscles, the same mindset: moving uphill, respecting the weather, finding beauty in the grind and feeling the true satisfaction of earning your turns (or your views).

We hit the prerequisites as part of daily life. Beyond that physical readiness, we also have grit. We’re used to Type 2 fun (hard in the moment, great in hindsight). We’ve learned a little discomfort isn’t something to avoid; it’s where the best stories come

from. That mountain mindset, equal parts optimism, pragmatism and adaptability, runs deep here. It’s the same trait I see in our most successful Everest climbers: the ability to pivot plans, hunker down through a storm, keep moving when the trail kicks up, appreciate the challenge and share snacks and sunscreen with whoever’s beside them.

Our garages are already full of the gear, our lungs are already conditioned and our backyard trails are the perfect training ground. Between the boots, poles and the three different versions of the same puffy jacket (each one totally essential, of course), we’re adventure-ready without even realizing it.

By living here, you’ve checked every box of preparation and playfulness; all that’s left is to make the decision to go.

So, what’s on your bucket list? An Everest Base Camp trek? The Inca Trail to Machu Picchu? A Kilimanjaro climb?

Or something wildly ambitious, like an Everest summit climb?

If this has your heart homing in on unfulfilled dreams and you feel that tingle of excitement, here’s how to start turning those dreams into a plan.

granite steps and a well-earned summit view (plus the option of the tram ride down!). When you’re ready for a true local epic, the Sugar Bowl–to–Palisades traverse is about 13 miles and 3,000 feet of gain; a full-day ridgeline adventure that builds endurance, pacing and mental stamina.

Bad knees or ankles? Break them in gently. An easy trick is to carry water up in containers, dump it at the top and then hike down. Over time, keep more of that water weight on the descent to gradually strengthen joints and stabilizers until it is comfortable to carry both ways.

In winter, swap boots for skis or snowshoes. Head out from the Tahoe Donner Cross Country Ski Center to go snowshoeing, or Nordic ski down to Euer Valley and back up. For backcountry skiers, tour Sunrise Bowl, dropping over the back into Johnson Canyon and then skin back up for a victory lap. Some of the best mountaineers on Earth rely on Nordic and backcountry days like these to stay expedition-ready all year long.

Each of these adventures develops the same instincts you’ll rely on in the world’s great ranges: steady pacing, smart layering, fueling often and reading weather and terrain. The best part? You don’t need a plane ticket to start.

Between outdoor forays, continue to build core strength, flexibility and aerobic fitness at Trout Creek Recreation Center.

It’s well equipped, offers great classes and keeps you social and accountable.

Step 1: Commit to your goal and set a timeline Choose an objective that feels right in your heart. You’ll need passion to stay consistent in your training. Set a date six months to a year out, depending on your current base fitness. Put down a deposit so you can’t procrastinate – money down = heart in.

Step 3: Take the guide’s advice After guiding hundreds of climbers to the top of the world and thousands more on treks, I can tell you that success rarely comes down to fitness or fancy gear; it’s the small things that matter.

The people who thrive aren’t the fastest; instead, they’re the ones who practice selfcare as a strategy: • Drink before you’re thirsty.

• Eat early and often.

• Reapply sunscreen even when it’s cloudy.

• Layer before you’re cold; delayer before you’re sweaty.

• Protect your sleep.

Step 2: Start in our backyard Tahoe Donner and Truckee offer some of the best training grounds in the world for building strength. Start small and build gradually: Begin with the Donner Lake Rim Trail South Loop, a moderate 3.7-mile hike where you can test layers, manage pace and break in new boots while enjoying sweeping views of Donner Lake along the way. Next, take on Frog Lake Overlook, a roughly 6- to 7-mile round trip with 1,500 feet of climbing and big alpine vistas. Then, graduate to Shirley Canyon and High Camp, a local classic with about 2,000 feet of vertical gain,

The goal is simple: stay healthy on the hill. It’s far easier to maintain balance than waste energy clawing your way back to it.

Caroline Pemberton is a former Australian TV presenter turned adventurer. She is co-owner of Climbing the Seven Summits & Rugged Luxury Expeditions, which redefines what it means to explore the world in comfort, connection and style. She lives in Tahoe Donner with her husband, worldrenowned mountain guide Mike Hamill, and their two young children. When she’s not planning Everest expeditions, you’ll find her skiing the backyard trails or teaching a fitness boxing class for fun at the Rec Center (6:30AM on Tuesdays and Thursdays).

Here’s a secret from the guiding world: watch what your guides do. The best ones have a thousand tiny habits that keep them strong, safe and smiling – tricks learned from long days and nights on expedition.

When a guide offers advice, take it in. Try it out. You might be surprised at how much a simple tweak, like how you pack, pace or breathe, can change everything. We’re all still learning out there. That’s part of the everlasting joy of it.

Beyond all that, it comes down to purpose. The single biggest predictor of who makes it to the summit isn’t physical at all; it’s why. The people who show up with a reason deeper than ego or social media are the ones who go the distance. Maybe it’s a once-in-a-lifetime, multi-generational trip, a chance to pass down wisdom and strengthen bonds between generations.

Maybe they’re honoring someone they love by rediscovering what’s important after a big life change. Or maybe they’re finally giving themselves the gift of adventure, doing something they’ve always dreamed of but kept postponing while working, parenting or caring for others. When things get hard (and they always do), that purpose is what keeps them moving forward when others stop.

Mountains don’t care if you summit. They strip away comfort, control and ego, and in doing so, reveal who you really are. That’s the beauty of it. It’s not the outcome that counts, but who you discover yourself to be on the way up.

It's why I love living here so much. Life in Tahoe Donner isn’t separate from those lessons, but a daily practice of them. Every ride, hike or skin track is its own little expedition. Every storm is a reminder to prepare, adapt and respect nature.

Twenty years after that first season on Everest, I’ve come full circle. From the world’s highest peaks to this alpine home, the same spirit of adventure still fuels me.

Tahoe Donner is my base camp now: the place where every great journey begins.

45-Day Notice: Proposed Changes to the Architectural Standards and Covenants Fine Schedules Pursuant to Tahoe Donner Covenants and Restrictions Article III, Section 7, modifications to rules and proposed new rules must go out for a 45-day member notification and comment period prior to the Board of Directors’ consideration and approval.

Changes to the Tahoe Donner Association rules will be considered for action by the Board of Directors. The Board is expected to review and take action to adopt the proposed fine schedules, as presented here or with some modification, at a regular meeting of the Board on Feb. 27, 2026.

The Board invites you to participate in the rule-making process by attending upcoming board meetings where the proposed rule is on the agenda (see Key Dates) and/or by submitting a written member comment on the proposed changes during the 45-day notification and comment period.

Background Pursuant to Tahoe Donner Covenants and Restrictions Article III Section 7 “the board may, from time to time, propose, enact and amend rules and regulations of general application to the Owners of Separate Interests within the Properties.” Article III Section 7 (b) states, “…no association rule shall be adopted until the proposed rule or amendment thereof has been published to the members at least 45 days before the date when the board is scheduled to act on the proposal…” This notice is referred to as a (“45-Day Notice”) in the Tahoe Donner rulemaking process.

On July 1, 2025, Assembly Bill 130 (AB 130) was signed into law by Governor Newsom.

The bill’s scope is expansive across numerous housing initiatives, amending Civil Code § 5580 and 5855, which significantly impair the Association’s ability to enforce the governing documents, levy fines, and ensure the health, safety, and welfare of the Association and its members.

A few key points regarding the legal changes: This change in law imposed a $100 maximum fine for violations of governing documents 12

within HOAs. The only exception to this $100 maximum fine is for health and safety violations.

Boards must identify in an open session meeting those governing document violations deemed to be health and safety-related, as well as the related fine per violation.

Civil Code § 5855 states that a homeowner shall have the opportunity to cure a violation prior to the meeting, and that if a homeowner cures their violation prior to a hearing, the board (or committee in the case of Tahoe Donner) may not impose any fine for the violation. However, certain violations of the governing documents are arguably inherently incurable, for instance, those related to fire bans. This may be due to their nature as non-continuous actions or because they involve conditions that cannot be remedied through affirmative action.

Tahoe Donner has fine schedules that include fines for health and safety, architectural standards, and general governing document violations, with fines ranging from $100 per violation to $5,000 or more for health and safety violations.

In response to these changes to state law and to ensure compliance and protect the health, safety, and well-being of the community, on July 25, 2025 the board passed Resolution 2025-16 which authorized the immediate adoption of an emergency rule change resolution to modify the Association’s fine schedules consistent with the updates to the Davis-Stirling Act and the Tahoe Donner governing documents. Subsequently, the board adopted Resolution 2025-20, a new emergency rule change effective for 120 days, to address the gap between now and completing the required 45-day notice and comment period process for a permanent rule change to the fine schedules.

This 45-day notice presents a replacement of the current fine schedules in their entirety.

Purpose of the Fine Schedules Change The proposed fines schedule serves the following purposes:

1. Protect the health, safety, and welfare of the Association and its members.

2. Proactively address regulatory updates by ensuring consistency with current laws and governing documents.

Effect of the Emergency Rule Change The immediate outcomes of the proposed rule change for the fine schedules include: 1. Replacement of the Association’s current fines schedule with the proposed.

2. Continued ability to enforce violations of the Association’s governing documents, including those related to health and safety.

3. Ensure Tahoe Donner follows applicable state regulations.

Key Dates January 2, 2026: The 45-day member notification and comment period begins.

January 23, 2026: Board of Directors meeting; receives and hears member comments on the proposed rule change.

February 27, 2026: Board of Directors meeting to consider adopting the proposed rule changes with or without modifications.

Have you been wanting to learn how to play the very challenging and fun game of American Mah Jongg? If the answer is yes, there are two excellent options for you. One is to search for an in-person class given in your area. These classes typically consist of three to four sessions, each lasting approximately 2 hours. Option #2 is to take an online class. One popular class is entitled “School of American Mah Jongg.”

The 2025 season had the best course conditions in the club’s history. Most of this is due to our golf course maintenance team, led by Ram Sena, that continues to assess and deploy the latest in turf technology. As such, we expect course conditions to be as good or better in 2026. While November did not provide the snowfalls many of us were hoping for, our golf course maintenance team took advantage of the milder-than-usual weather and applied a specially designed top dressing to the fairways, which will ensure a firmer and truer surface with increased ball roll-out for the upcoming 2026 season.

Happy New Year! I hope you enjoyed the holidays. We met as planned on Nov. 9.

We’ll be a little more formal in 2026 since we are a Tahoe Donner Chartered Club.

Our plans include a pre-season social with the other golf clubs and scheduling some scrambles with small prizes. We also discussed using a small portion of each member’s dues to create a hole-in-one pot.

Members will complete an application form and pay $25. We will be setting up a website with the application and an online payment system for dues. Feel free to contact us if you would like to discuss any aspect of our club.

We had a great trip to Tonopah and Goldfield, Nevada. The highlight was a private tour of Florence Mine by the mine’s owner, Jon, and meeting Honey, his donkey mascot. He is committed to preserving the site's history, despite several offers from mining companies to buy the property. They would strip mine the area and destroy all the historic structures.

We visited Round Mountain, north of Tonopah, and saw what that would look like. The old town is completely gone, buried in tailings.

A REMINDER OF DOWNHILL SKI RESORT’S RESTRAINT BAR RECOMMENDATIONS

As the “Best Place to Begin,” Downhill Ski Resort prides itself on instilling a “safety first” mindset when enjoying the slopes. And whether you’re a seasoned skier or snowboarder or just starting out, a positive experience for all begins with chairlift safety.

The National Ski Areas Association (NSAA) reports that, on average, there are approximately 2-3 serious incidents involving chairlifts per million users each year. Though the lifts themselves present a very low risk of accident or injury, human error is the most common cause of incidents that occur. These include issues with loading or unloading and falls from the chair, primarily related to passenger behaviors like sitting improperly or leaning over the restraint bar.

HOW TO LOAD A CHAIRLIFT

Get equipment ready, including removing ski straps and backpacks, before lining up with your group at the “Wait Here” sign.

Let the chair pass, then move out onto the loading ramp.

Stop when your boots are over the “Load Here” board.

Look to the outside of the chair, reach back and grab the outside of the chair.

Sit against the chair back.

Look forward.

Hold on.

Say “bar down” to others on the chair.

Carefully lower the restraint bar when the sign indicates.

Make sure you tell others riding on the chair, “Bar coming down” before lowering the bar!

WHILE ON THE CHAIRLIFT

Make sure you are always sitting all the way back on the chair.

Do not lean on the restraint bar.

No horse play while riding the chairlift!

Sit all the way back even if your legs are too short to hang down.

Do not turn around to talk to people on the chair behind you!

Sit still until it is time to unload.

Adjust equipment and use your phone before or after the chair ride – not during.

If something drops, let it fall! You can ask ski patrol for help retrieving the lost item.

HOW TO UNLOAD A CHAIRLIFT

When you see the Keep ski or green “Raise Restraint board tips up.

Bar” sign, say “bar up” and raise the restraint bar.

Only raise the restraint bar at the green circle signs. Not before, and not after.

Begin standing up at the “Unload Here” sign on the ramp.

Push off the chair with your hands.

Move clear of the unloading area.

If you fail to unload (it’s okay, it happens!), sit back and hold on.

Wait for the operator to assist you and provide instructions.

SKI SAFETY MONTH In addition to mastering how to load and unload the chairlift, Downhill Ski Resort strongly encourages the use of restraint bars as part of its best practices for responsible lift etiquette. When used correctly, restraint bars enhance the safety of all passengers for the duration of the ride: • Downhill Ski Resort chairlifts travel at 15% below maximum speed to create a smoother, safer loading and unloading experience, especially for many of our beginner skiers and riders. With the lift running slightly slower during these key moments, we significantly reduce the number of stops, which means the lift stays moving more consistently.

• Signs are installed along the lift towers to ensure proper timing when lowering and lifting the restraint bar and to maximize their benefit while riding.

• Once all passengers have safely loaded, please communicate that the restraint bar will be lowered at the posted sign.

• For everyone’s comfort and safety, Downhill recommends that all riders under 51 inches ride with someone taller than 51 inches. This ensures proper ergonomics, and taller riders can help smaller riders to sit more securely by assisting with lowering and raising the restraint bar as directed by the posted signs.

• Remain fully seated and facing forward to stay aware of when to lift the restraint bar. Never rest or lean on the restraint bar, and kindly discourage others from doing so as well. No horseplay on the lift; stay calm, alert and seated for everyone’s safety.

• For the safest ride, only lift the restraint bar when the sign indicates and communicate to other passengers before you raise it. Otherwise, keep the restraint bar lowered. Once the bar is lifted, prepare to unload.

HELMET SAFETY Ensure your helmet fits properly, as one size does not fit all. For growing children, consider renting a helmet from the Downhill Ski Resort for the perfect fit each time they hit the slopes.

Tahoe Donner and NSAA advocate for young adults aged 18-34 to wear helmets, regardless of confidence or ability, as this age group exhibits the lowest rate of helmet adoption.

Regardless of experience, helmets can protect against unforeseen hazards and injuries in collisions with other skiers or riders.

Be a role model. Wearing helmets sets a positive example for young children, encouraging them to do the same. Children often learn from fellow skiers on the hill, so make a positive impact this season by consistently wearing a helmet and skiing responsibly.

KNOW THE CODE: IT’S YOUR RESPONSIBILITY 1

Always stay in control. You must be able to stop or avoid people or objects.

People ahead or downhill of you have the right-of-way. You must avoid them.

Stop only where you are visible from above, and do not restrict traffic.

Prior to descending or entering a trail, check uphill and yield to others.

You must prevent runaway equipment.

Read and obey all signs, warnings and hazard markings.

Keep off closed trails and out of closed areas.

You must know how and be able to load, ride and unload lifts safely; seek assistance from the lift attendant if needed.

Do not use lifts or terrain when under the influence of alcohol or drugs.

“Your Responsibility Code” is a universally accepted code of conduct provided by NSAA that is recognized throughout the U.S. and applies to everyone on the mountain.

Winter sports involve risk of serious injury or death. Your knowledge, decisions and actions contribute to your safety and that of others. If you need help understanding the Code, please ask any ski area employee.

DEEP SNOW SAFETY Fresh snow is fun, but it also creates additional inherent risks. On deep snow days, be prepared and take the necessary precautions for a fun and safe day for you and other skiers and riders.

Avoid Tree Wells: These are voids or depressions in the snow that form around the base of a tree and are often hidden by low branches. Skiers and riders can fall into these wells and die. To avoid tree wells, steer clear of trees and stay in control.

Stay With a Buddy: Always maintain visual contact and stay close enough that you can pull or dig each other out of deep snow.

Carry Information: Have ski patrol phone numbers so you can quickly call for help (but be aware of areas without cell coverage).

Board Meeting Recaps Regular Board of Directors Meeting November 21, 2025

Community Standards Rules Updates The board of directors received an update from staff on the ongoing effort to review and update the association’s Architectural Standards and Covenants Rules. Following a discussion, the board directed staff, the Architectural Standards Committee and the Covenants Committee to expand the association’s ongoing initiative to review and update rules and regulations to strengthen Tahoe Donner's leadership in wildfire mitigation.

Specifically, these bodies shall develop new and updated rules and regulations for building, improving and maintaining properties to enhance community wildfire resiliency, including measures such as the hardening of home structures, structure perimeters and property landscaping. This effort shall evaluate and consider relevant best practices and applicable, legally permissible standards.

In developing these rules and regulations, the Association shall also consider the potential effects of pending or enacted state and local statutes, regulations and ordinances, as well as other internal and external factors such as the Governing Documents and insurance industry practices. The Architectural Standards Committee and the Covenants Committee shall incorporate this directive into their 2026 annual task list proposals.

Proposed Architectural Standards Rules Changes to the Policies and Siding Sections Adoption The board resumed consideration of Director Murrell’s motion made at the Oct. 24, 2025, regular board meeting. By unanimous consent, the board updated the motion’s effective date to Nov. 21, 2025. Following a discussion, the board adopted the proposed changes to the Architectural Standards Rules: Policies and Siding sections as presented in Exhibit B, effective Nov. 21, 2025. Motion passed 5-0.

New Emergency Adoption of Updated Fine Schedules and 45-Day Notice for Proposed Permanent Changes to the Architectural Standards and Covenants Fine Schedules The board received a presentation from staff regarding AB 130 and its impact on association fine schedules and enforcement procedures, as well as proposed permanent revisions to 30

the Architectural Standards and Covenants Fine Schedules. Following a discussion, the board took the following actions: • Adopted the Administrative Resolution 2025-20, Emergency Adoption of Fine Schedule. Motion passed 5-0.

• Authorized the publication of a 45-Day Notice for the proposed changes to the Architectural Standards and Covenants Fine Schedules, including supporting materials necessary to inform members about the purpose and impact of the rule change. Motion passed 5-0.

Policy for Maintaining Tahoe Donner Association’s 501(c)(4) Tax-Exempt Status Update The board received an update on the proposed revisions to the Policy for Maintaining Tahoe Donner Association’s 501(c)(4) Tax‑Exempt Status. Following a discussion, the board adopted Resolution 2025-21, Policy for Maintaining Tahoe Donner Association’s 501(c)(4) Tax-Exempt Status. Motion passed 5-0.

Management Update 1. The board received an update on the status of capital projects currently under construction. Projects discussed included the Downhill Ski Lodge, Euer Valley Restoration (Coyote Crossing), ACAC Pump House Access Road and Parking Improvement and Trout Creek Pool Room and Deck Improvements.

2. The board received an update on cross country, downhill and snowplay operations for the upcoming 2025/26 winter season.

3. The board received an update on communications related to private amenity access changes, including updates to the member payment portal and website.

Long-Range Planning Committee Special Task Report and 2026 Annual Strategic Objective, New Tahoe Donner Community Plan Activities Preview The board received a presentation from the Long-Range Planning Committee Vice Chair on the committee’s 2025 special task, the new TDA long-range planning initiative, along with a staff presentation on the draft project plan for the 2026 annual objective, the new Tahoe Donner Community Plan. The board also received a memo from the LRPC for discussion at the January board meeting.

is Tahoe Donner News + Life?

Ciudad Perdida, Colombia Joe Guido took a trip to Ciudad Perdida – The Lost City – in the Sierra Nevada de Santa Marta jungle in Colombia. The city was built by the indigenous Tayrona people in 600 AD and the trek to reach the city takes two to three days.

Paradise Island, Bahamas Bahram Alavynejad, Andreea Nanci and their three children enjoyed a wonderful vacation to the Atlantis Resort in the Bahamas. They enjoyed all the aquatic activities for kids and the unbelievably beautiful turquoise beaches.

Marrakesh, Morocco Fred and Mary Zapponi attended the ATP tennis tournament in Marrakesh, Morocco.

Osaka, Japan Dan Morris and Denise Trani-Morris stopped for a photo in front of Osaka Castle in Osaka, Japan. During their two-week visit to Japan, they also visited Kyoto, Hiroshima, Nagoya, Nagano and Tokyo.
