MESSAGE FROM THE GENERAL MANAGER

Dear members,

It’s hard to believe we are already ushering in the third month of 2023. It has been a real treat to have gotten over 300 inches of snow this season, and with plenty of winter still left, the skiing has been incredible at the Downhill Ski Resort and Cross Country Ski Center.

To show appreciation to our membership and excitement for the season, all members are encouraged to visit either TD ski area on March 10 for a Member Ski Free Day! Over 150 members attended the Feb. 10 event, and we hope to see you out on the slopes and the trails once again.

SPRING SKI SEASON PASS SALES

Starting March 16, ski season passes for the 2023/24 season will go on sale and include free skiing for the rest of this season. Avoid the traffic and enjoy the wide-open bowls and minimal lift lines right in our neighborhood. Members always receive a considerable discount from the public rate, approximately 30% on average, but varies by the exact product. Early-season purchases are the best rates of the year and include various perks like buddy passes, partner resort ski free days and retail and food discounts.

DEALS AT TDXC

Whether you’re taking in the breathtaking Euer Valley or rewarded with expansive vistas atop Crabtree Canyon, there is something to be said about the trails at the Cross Country Ski Center. Group lesson packages at TDXC start at just $79 for members and include a trail pass, lesson and gear rental. For one-on-one instruction, explore the midweek private lesson package deal starting at just $119 for members!

SUMMER CAMPS ON SALE IN MARCH

Summer camp season will be upon us in no time and staff are excited to provide a variety of exciting summer camp sessions this season, from marina fun to archery lessons and everything in between. Camp session on-sale dates will be staggered again this year starting on March 28 at 10AM. Anyone in the online waiting room at the time of sale will be randomized and assigned a place in the waiting room line –getting in early doesn’t get you a better spot in line. It is important to note that all children interested in attending a summer camp this season need to be set up on your ShopTD account in advance. Adding additional members or guests on the day of a camp launch will create delays that could lose your camp spot. DOWNHILL SKI LODGE UPDATE

In addition to capital projects that include snow-making at the Cross Country Ski Center, the restoration of Euer Valley and the Pavilion at The Lodge Restaurant & Pub, the Downhill Ski Lodge Replacement Project is continuing to move forward. Staff and I are excited to provide a building that offers a streamlined ticket and rental area, a safe and dedicated ski school space, enhanced

Staff provided the environmental studies requested by the Town of Truckee and at the time of press, are currently waiting on an environmental review from the Town’s consultant. Tahoe Donner’s board of directors is the governing body of the association and is ultimately responsible for the direction and oversight of the affairs of the organization, including reviewing the Annual Assessment, approving capital projects, setting fines and fees and more. The board is made up of unpaid volunteers from a variety of backgrounds. The board is elected by the membership to represent the property owners of Tahoe Donner.

Applications are due by 10AM. Proof of ownership (a copy of recorded deed) and a conflict of interest statement are required with the submittal of candidacy applications. Applications must be submitted via email in PDF format to the Elections Committee at electionscommittee@tahoedonner.com

CANDIDATE ELIGIBILITY VERIFIED

The Elections Committee verifies the eligibility of candidates. Candidates who are deemed eligible are informed and invited to submit a candidate statement, attend the Candidate Information Forum, submit a 60-second introductory video and official candidate photograph and participate in one Elections Committee-sponsored event. This event is intended to allow members to hear from candidates and inform their voting decisions.

The Elections Committee conducts a blind drawing of candidate names, which will determine the placement of the candidate names on the election ballot, candidate statements in the election packet, all communications and the order for discussion of topics at events.

If there are one or two, but no more than two, eligible candidates for the two available seats, the board of directors may declare the candidate or candidates elected, and the Board of Directors Election is concluded.

On-site voting and replacement ballots are available until 5PM. The Inspector of Elections will attend this meeting to oversee the ballot counting process. The deadline for receipt of ballots mailed or personally delivered to the Accountancy Firm is 5PM.

ELECTION DAY + ANNUAL MEETING OF MEMBERS

The Annual Membership Meeting will be held from 10AM-12PM. Hand-delivered ballots are accepted at the Annual Membership Meeting from 10-11:30AM, at which time voting will conclude. Replacement ballots will be available until the conclusion of voting. Prior to the conclusion of the meeting, if a 25% quorum is achieved and the election results are certified by the Inspector of Elections, results (including vote count) are announced at the meeting and communicated to the membership via email and Tahoe Donner News

If less than 25% of voters have submitted valid ballots, the failure to achieve a quorum will be announced, and the meeting, along with the culmination of the election, will be adjourned to the following morning.

JUNE 26

IF FAILURE TO REACH QUORUM

If there is a failure to achieve the 25% quorum requirement, the Annual Membership Meeting is reconvened at 10AM at Northwoods Clubhouse for the purpose of concluding the annual Election of Directors in accordance with a reduced 15% quorum requirement. As soon as the election results are certified by the Inspector of Elections, the results (including vote tally) are announced and posted.

CAMPAIGN SPENDING

Campaign Guidelines encourage candidates to conduct an economical campaign that employs cost-effective campaign outreach techniques. To support this objective, the association provides individual candidate webpages, Tahoe Donner News candidate informational articles, email blasts and a virtual candidate event.

INSPECTORS OF ELECTIONS

To remain nonpartisan when an association’s election requires the use of secret ballots in accordance with Civil Code Section 5100, an association is required to “select an independent third party or parties as an inspector of elections.” (Civ. Code § 5110(a).) The number of inspector(s) must either be one or three. (Civ. Code § 5110(a).) Please note that an Inspector of Elections has been appointed.

Set your children up for an epic Tahoe summer full of outdoor adventure, fun and learning. Tahoe Donner’s camps and recreational programs are available to kids of all ages, interests and abilities. Many of our camps and programs are likely to sell out. To alleviate online congestion, some on-sale dates have been spread across different days to allow more opportunities for members to access camps and programs. Make sure to double-check on-sale dates!

HOW TO REGISTER ONLINE WITH YOUR SHOPTD ACCOUNT

In advance of registration, ensure all child members, including those 6 and under, are set up on your ShopTD online profile as members. If your children are set up as the general public, you will not be able to sign them up for camps and programs on registration day. If you are unsure if your children are set up as members or if you need to add additional members to your account, please contact Member Services ahead of time.

You can view all individuals on your account by logging into shop.tahoedonner.com and clicking “My Account” and viewing the profiles under “My Group.” Ensure the child you want to enroll in Summer Camps is listed in your “Group” and labeled as “Member.” If you need to add additional members to your account, please contact Member Services before registration day. Waiting to add a member to your profile on registration day may result in not being able to purchase the program you desire.

A nticipate longer-than-normal online wait times. You may be placed in our ShopTD virtual waiting room during high-traffic periods. All members who enter the waiting room before the on-sale time, whether it is five minutes beforehand or two hours beforehand, will be equally randomized to enter the store once the products go live. Joining the waitlist early does not increase odds of entering the site first.

Be sure to check out within 15 minutes of adding items to your cart. Please preplan the programs you wish to purchase, because once you have added items to your cart, those items are only reserved for you for 15 minutes. After that time, those items may be allocated to other members, and you may receive an error at checkout.

Due to the high number of cancellations and limited supply, Tahoe Donner strictly enforces its cancellation policies for summer camps and recreational programs. Before registering, please review each camp or program's cancellation policies and plan accordingly.

Tahoe Donner Day Camps provide children ages 3-14 with programs packed with age-appropriate learning and exploration activities that challenge and educate kids via new and diverse outdoor experiences. Campers will participate in various activities such as swimming, creek exploring, mountain biking, rock climbing, beach outings, hiking and exploring the Tahoe National Forest. Our staff aims to give each child an enriching mountain experience while providing a fun and safe learning environment.

Riders ages 8-14 learn the fundamentals of horsemanship, safety and riding skills at our half-day, weeklong riding camps. Level 1 and Level 2 camps are available in the morning, and a mixed Level 1 + 2 and Level 2 camps are available in the afternoon. The curriculum includes grooming, tacking, arena work, trail riding, bathing and a horse show on Friday.

Inspired by the world-famous Iditarod Trail Sled Dog Race from Anchorage to Nome, Alaska, the Downhill Ski Resort will hold its own “Ididarun” race to benefit the Humane Society of Truckee-Tahoe. Downsized in scale and distance, but supersized in fun, this exciting sled dog race against the clock will include four weight categories for sporting pups to pull a sled across a snow-covered course. Last month marked the first anniversary of the TD Karate Club! It’s been a fantastic year of learning and growing, and we look forward to welcoming new members in the spring and summer. TD Karate Club is a year-round club that promotes self-discipline, social support and physical fitness through Shorin Ryustyle karate. Karate can be tailored to individual ability and improves balance, strength and flexibility while teaching basic self-defense techniques. Taught in a nonthreatening environment by senseis with over 30 years of experience, we encourage you to come and learn about this beautiful practice!

The 2023 TD4WD Club schedule is now available! Members can view it and register for events online at TD4Wheelers.org. The schedule is not visible unless you log in, but you can register as a club member on the website for $10 per year.

The year’s calendar of events includes a weekend trail run and a weekday trail run each month from May through mid-November that range from easy to challenging, three multiday trips and other fun social events.

We are excited to explore in Nevada, southeast of Fallon, at the BerlinIchthyosaur State Park, Orizaba Mine and more. In the fall, we plan to join the Red Rock 4-Wheelers Moab Labor Day Jeep Safari in Utah and explore the jeep trails around Ouray, Colorado. In California, we have a trip planned to Mount Patterson, also known as Mars with Flowers, as well as the Masonic Mine, Chemung Mine and Bodie State Park. There will also be an opportunity to run the rugged Secret Canyon Trail in Sedona, Arizona.

JUNIOR GOLF CLUB

Spring is here, and it is time to begin thinking about golf! If you are under 18 years of age and interested in playing golf with other young players of similar age and ability, come join the Tahoe Donner Junior Golf Club (TDJGC). TDJGC was formed in 1998 so young golfers could play with their peers rather than adults. We have members of all skill levels.

Each week we spend an hour on the practice green playing putting games to help build short-game skills; then, we go out and play nine holes on the Tahoe Donner Golf Course. We have junior tees established for younger players; older, more experienced golfers can play from the blue or silver tees. Whether you are a visitor or a full-time resident, we are confident you will enjoy the club. QUILT CLUB

We hope you are enjoying all the beautiful snow in Tahoe Donner. Between wintry adventures and sewing, life is good! As one of our many ongoing projects this month, our quilting group stuffed and completed about 60 small pillows for the Tahoe Forest Cancer Treatment Center. Patients use them to make their hours of treatment more comfortable. Some club members also helped make small pillow covers for another cancer treatment center in Santa Clara. It’s been a great winter so far! A group of club members and friends took a road trip to Utah, Wyoming and Montana for some fantastic skiing. With more trips, clinics, races and parties to come on the way, we hope you’ll join us next time! Visit tdski.com to learn more.

Our online membership application process runs during March, and we have a few preseason events planned to allow members to catch up and get ready for summer golf. Our spring breakfast and refresher orientation will be held in May. We’ll also begin regular Thursday morning play days as soon as our course opens.

The Clinics Committee is excited about the series of events we have scheduled. Additionally, our Starter/ Scorer Committee is prepping for an exciting season featuring several game days to shake it up. In the meantime, we’re enjoying indoor golf practice using the FlightScope golf simulator inside the Pro Shop, winter recreation in and around Lake Tahoe and golf in lower elevations and latitudes.

2023 WORKPLAN

Tahoe Donner is committed to upholding its vision of a vibrant and desirable mountain community with attractive and well-maintained facilities, leading customer service and healthy and accessible natural surroundings for its members, guests and the public to enjoy. Guided by the most recent five-year strategic plan adopted in January 2021, Tahoe Donner staff establish yearly goals, timelines and budgets to ensure that the initiatives of the strategic plan are met.

The 2023 Workplan places emphasis on taking measures to improve fire safety, the housing crisis, and member value and experience in Tahoe Donner, while also developing policies and plans to effectively manage the improvement of existing infrastructure, trails and open spaces.

Details of the 2023 Workplan goals are as follows:

STRATEGIC INITIATIVE 1: SAFE COMMUNITY

FIRE MITIGATION – Enhance TDA fire resiliency by ensuring appropriate evacuation routes are in place, which includes making progress on a third access road, managing proactive land management communication with the membership, working with USFS as they initiate the Alder Creek Wildland Urban Interface Project along the northern border of TDA and ensuring the chipping program runs efficiently.

STRATEGIC INITIATIVE 2: RECREATION OPPORTUNITIES

AMENITY ACCESS – Present draft Amenity Access Policy to Board in Q1 in 2023 for consideration. Once the Board approves changes, the policy will go out to the membership for a 45-day notice period. This item is continued from 2022.

STRATEGIC INITIATIVE 3: HIGH-PERFORMING AND FISCALLY RESPONSIBLE ORGANIZATION

WORKFORCE HOUSING – Complete a workforce housing feasibility study/master plan and work with regional partners.

STRATEGIC INITIATIVE 4: ENVIRONMENTAL STEWARDSHIP

TRAILS – Develop an association-wide Trails Management Plan tiered off the Trails and Open Space Master Plan.

STRATEGIC INITIATIVE 5: PLANNING, DEVELOPMENT AND INFRASTRUCTURE

COVENANTS – Review/update enforcement and hearing procedures for community standards. Scope includes C&Rs, Bylaws, architectural standards and covenants rules for association-owned property and private properties.

BUILDING REPLACEMENT PROGRAM – Provide a building replacement policy to the Board that includes a funding mechanism that incorporates all existing buildings.

DOWNHILL SKI LODGE – Demolish existing structures and begin construction of replacement ski lodge. Timing is dependent on the Town of Truckee’s approval process.

RESPECT QUIET HOURS

Loud music, barking dogs and late-night partying are prohibited from 10PM-7AM.

NO SMOKING

Smoking is prohibited on Tahoe Donnerowned property, including facilities, parking lots and open space.

TRASH

NO DRONES

Flying drones on Tahoe Donner-owned property, including the trails and open space, is prohibited unless authorized by Tahoe Donner.

LEASH UP

Pets must be on leash at association facilities and must be within voice control on Truckee streets. Don't forget to pick up after Fido, too.

NO OFF-ROAD VEHICLES

Snowmobiles, motor-powered bikes, all-terrain vehicles (ATVs), off-road motorcycles and off-road use of any motorized vehicle are prohibited on association-owned properties, except for TDA operations.

Lock it up in your bear-proof container, never in your neighbor’s container or dumped anywhere in Tahoe Donner. Trash day is Tuesday, and the recycling/ green waste cart is on a weekly alternating schedule.

NO INOPERABLE VEHICLES

No dilapidated, unlicensed or inoperable vehicle, trailer, boat, airplane, recreational vehicle or commercial vehicle shall be stored on the properties, except within a fully enclosed structure.

PARK ON PAVEMENT

Parking vehicles off-pavement, on another person’s property or on access easements is prohibited.

Tahoe Donner will make every effort to contact the owner of the property being complained about, share details about the complaint and request voluntary compliance. We will:

• Call the primary phone number on file and speak to the owner or leave a message.

• Nature of complaint with times occurring.

• Evidence: photos, video, etc.

• How this behavior is affecting you.

• What actions have been taken (e.g. called police).

• If no answer, call additional phone numbers on file to speak with or leave a message for owner or designated contact.

• Email the owner via any email on file.

• Send follow-up email to the complainant confirming attempts to contact owner.

SCHOLAR UPDATE

January’s edition of Tahoe Donner News featured Daphne, one of our Impact Scholars. At that time, Daphne was awaiting news about her application to the UCLA Law Fellows Program, which provides related experiences and mentors students as they apply to law school. We just received the exciting news that Daphne was accepted to this program and now works as a Field Representative with Assemblymember Freddie Rodriguez. Hooray for Daphne!

TRUCKEE RIVER WATERSHED COUNCIL

What is a watershed? It is an area or region drained by a river system. The watershed process is an intricate balance of factors: filtration and storage, erosion and flood control, and habitat preservation. Unfortunately, over many years, the Truckee River watershed has been threatened by erosion, sedimentation and contamination. Sadly, by 1991, the U.S. Environmental Protection Agency had declared it polluted despite its beautifully stunning appearance.

Sue Drake, Director of Development for the Truckee River Watershed Council, thanks the Tahoe Donner Giving Fund for its recent grant and provides three examples of what our donors’ gifts are helping to accomplish!

Forest Health – “We are facilitating a collaboration between public and private landowners to implement large-scale restoration efforts on 50,000 acres of forests over the next 10-15 years across the headwaters of the Truckee River watershed.”

Large-Scale Restoration Projects – “We have over 50 projects to implement and limited time to build more resilient natural infrastructure. In 2023, we will complete six restoration projects totaling over 150 acres of meadow and forest and two miles of stream.” Keep the Truckee River Wild Initiative (map to right) – “Working with all the public agencies, we completed an assessment of the

Truckee River and identified 15 sites needing restoration along the main stem through the Town of Truckee. Restoration of these sites will enhance fish and wildlife habitats, protect the wild nature of the river, reduce erosion, improve water quality and help to provide sustainable recreation access. We plan to move an additional five sites along the Truckee River into the design phase to be implemented in the next five years.”

These projects represent a small fraction of the work of the Truckee River Watershed Council. Sue Drake reiterates her gratitude for the TDGF grant that “will help our watershed be resilient for future generations, where humans and nature can thrive together.”

Any member may remove their contact information from this shareable list at any time by going to tahoedonner.com/sb323

Removing yourself from the SB 323 list does not remove you from official Tahoe Donner mailing lists; it only removes your contact information from the shareable membership list.

REGISTER YOUR KIDS IN SHOPTD PRIOR TO SUMMER CAMP ENROLLMENT

Tahoe Donner’s popular summer camps and programs are likely to sell out. To ensure quick and easy enrollment, make sure all child members, including those 6 and under, are set up in your ShopTD online profile as members before all camps and programs go on sale! If your children are set up as

the general public, you will not be able to sign them up for camps and programs on registration day.

You can view all individuals on your account by logging into shop.tahoedonner.com and clicking “My Account” and viewing the profiles under “My Group.” Ensure the child you want to enroll in Summer Camps is listed in your “Group” and labeled as “Member.” If you need to add additional members to your account, please contact Member Services before registration day. Waiting to add a member to your profile on registration day may result in not being able to purchase the program you desire.

MEMBERS SKI FREE ON MARCH 10 + FREE WATER BOTTLES

February’s Member Ski Free Days at the Downhill Ski Resort and TDXC were a great success with many members coming out to enjoy the best of the community’s winter amenities. Tahoe Donner is looking forward to welcoming members back on March 10 for another Member Ski Free Day, and this time all participants can receive a free water bottle! On Member Ski Free Day, present your card at any ticket counter to receive your lift or trail pass and free water bottle. No reservations required; rentals not included. SKIER SKOGSLOPPET XC FUN SKI RACE

The Truckee High School and Alder Creek Middle School cross country ski teams are putting the “FUN” in fundraising with the Skier Skogsloppet XC Fun Ski Race! All are encouraged to challenge themselves in this exciting event, with 100% of the proceeds benefiting the teams.

The freestyle race will have various lengths to accommodate all ages and abilities, and a classic track will be set for those wanting

to classic ski the race. All participants will be entered into a raffle for a chance to win some great swag and are invited to enjoy a free pancake brunch provided by the Alder Creek Cafe following the race.

VOLUNTEER WITH FRIENDS OF THE TRUCKEE LIBRARY

Friends of the Truckee Library (FOTL) is seeking volunteers in various capacities to help garner support and resources for the construction of a new library and connection center in Truckee. The LibraryUP Campaign envisions a 20,000-square-foot building that could not only house a much more extensive collection of books but also provide a variety of meeting spaces for collaborative work and a gathering space for fun community events. DOWNHILL SKI LODGE REPLACEMENT PROJECT

As of August 2022, the Town of Truckee deemed the project application complete; at the time of press, Tahoe Donner is currently waiting on an environmental review. Once the Town determines the type of environmental documentation required for this project, the timing to get the project to the Planning Commission should become clearer.

In the meantime, Tahoe Donner staff continue to keep the project moving forward, working directly with the pre-construction contractor and design team to look at ways to control project costs. It is important to note that this project is still in its permitting and approval phase and costs are based

on pre-bid estimates. After construction documents are complete, bidding will begin for the required subcontractors. This is a competitive process based on costs and experience. Until bids are confirmed and a contract price is set, cost estimates will be very fluid.

HELP THE TOWN OF TRUCKEE ENHANCE ITS COMMUNICATIONS!

The Town of Truckee has launched a survey that intends to improve communications efforts to foster community cohesion, greater accessibility to information and increased, meaningful community engagement. The survey aims to provide staff with information about what communication tools and social media platforms the Truckee community utilizes, and what Town of Truckee issues, programs and services they want to stay informed about.

WINTER SPEAKER SERIES

Survey participants will be entered into a raffle for a $250 Visa gift card. The survey will be available through March 31, 2023.

SUMMER KAYAK/ SUP STORAGE AT THE BEACH CLUB MARINA

2023 kayak/stand-up paddleboard storage spots at the Beach Club Marina will be available to purchase in ShopTD from 9AM on March 15 to 5PM on March 29, 2023. $245 per product; limit of one product per family:

• One or two kayak spots

• One or two SUP (stand-up paddleboard) spots

Springtime is just around the corner, and many Tahoe Donner clubs are seeking new members and planning fun events to get you excited for the warmer months ahead. The Karate Club and Quilt Club meet regularly all year long in Tahoe Donner to provide members of all ages and abilities with enriching activities that can positively impact one's health and the community. The 4-Wheelers Club continues to plan rides each month to explore exciting places throughout California, Nevada, Utah and Arizona. And while the golf course is still buried, the Men’s and Women’s Golf Clubs, Women’s 9-Holers and the Junior Golf Club are all currently accepting applications for the 2023 season and looking forward to hosting preseason orientations, fun social events and more!
