MESSAGE FROM THE

GENERAL MANAGER Dear members, February was a whirlwind of activity – in addition to an incredible Ski Skate Week, fresh powder days, live music and ski parades, mask mandates were eased in numerous indoor public spaces, allowing many of us to return to the activities we both loved and missed. We have endured quarantines, mandates, physical distancing and isolation over the past two years in order to protect ourselves and our neighbors. Together, we have not only adapted but overcame the challenges from COVID-19, and I could not be prouder of our community and its perseverance. To learn more about current mandates, visit mynevadacounty.com. There is no better way to celebrate our community this season than by sharing a bluebird snow day together. Whether on fresh cross country tracks or groomed corduroy runs, the skiing has never been better this year. As a reminder, ski passes go on sale March 17 for the 2022/23 season, and when you purchase a season pass for next season, you can ski the rest of this season for free! Learn more on page 21. After hitting the slopes, one of my favorite ways to end the day is right at Pizza on the Hill. Our local pizzeria’s return this winter has not only provided great dinner and drink options, but all members receive 20% off every Tuesday when you show your ID card. The Forager Pizza with Mornay sauce, goat cheese, the chef’s mix of mushrooms, honey and thyme is best paired with a cold drink and great company.

Though we are eager to soak up the last months of ski season, staff is already transitioning to summer programming. New and returning campers will be starting at Tahoe Donner summer camps and programs before we know it. Registration opens this month, so be sure to mark your calendars, as programs are anticipated to fill up quickly. To maintain a smooth online shopping experience, on-sale dates will be staggered by type of camp for members and guests. Learn more about dates and how to prepare on page 8. While the kids are at camp this summer, the trails will be calling to bikers, hikers and equestrians alike. To best accommodate all user groups and demographics, Tahoe Donner is working to update its Trails and Open Space Master Plan. To learn more and provide your input, visit the online web hub to find information, a timeline, frequently asked questions, a feedback form and ways to get involved. Learn more on page 28. Between enjoying this season and prepping for the fun to come in the next, I look forward to seeing you all on the snow and around our home as we can finally experience all that Tahoe Donner has to offer. Be well, DAVID MICKAELIAN | GENERAL MANAGER

SENATE BILL 323 TAHOE DONNER COMMUNICATIONS + OPTING OUT The past two years welcomed many new members to our Tahoe Donner community. We are excited to share the sun, the snow and the sweet alpine adventures together! To keep you up to date on all association matters, Tahoe Donner works hard to share content through a wide variety of outlets, including this magazine, social posts, website updates and email messages. In October 2019, California Senate Bill 323 (SB 323) was signed into law beginning January 1, 2020. This bill grants any member who makes a formal request for membership contact information access to your email address and contact information when requesting the membership list. Any member may remove their contact information from this shareable list at any time. Removing yourself from the SB 323 list does not remove you from official Tahoe Donner mailing lists; it only removes your contact information from the shareable membership list.

FREQUENTLY ASKED QUESTIONS HOW DO I KNOW IF AN EMAIL IS COMING FROM TAHOE DONNER ASSOCIATION VERSUS A TAHOE DONNER MEMBER OR MEMBER GROUP? All email communications sent from Tahoe Donner Association will have tahoedonner.com in the “from” email address, such as comdep@tahoedonner.com or info@tahoedonner.com. You will also find the address for Northwoods Clubhouse in the footer of each email: 11509 Northwoods Blvd. Truckee, CA 96161 HOW DO I OPT OUT OF SHARING MY CONTACT INFORMATION? Visit tahoedonner.com/sb323 and fill out the online form to take yourself off the shareable list. Please note, this will not remove your information from lists which were previously shared. HOW DO I OPT OUT FROM EMAILS FROM MEMBERS IF MY CONTACT INFORMATION WAS ALREADY SHARED? All emails received from member groups should contain a link that will allow you to opt out or unsubscribe from a particular mailing list.

Two positions are open for the 2022 Board of Directors Election. If you have the skills and qualifications to become a member of our board, please consider running for an elected seat. CANDIDATE INFORMATIONAL VIRTUAL FORUM THURSDAY, APRIL 28, 2022 | 2-4PM Via Zoom Videoconferencing

Applications are due by 10AM. Proof of ownership (a copy of recorded deed) and a conflict of interest statement are required with the submittal of candidacy applications. Applications must be submitted via email in PDF format to the Elections Committee at electionscommittee@tahoedonner.com.

Tahoe Donner staff, board members and committee chairs are present at this meeting to provide information to the candidates and answer any questions candidates have about the board, association governance and management, committee structure and functions, etc. This informational forum is overseen by the Inspector of Elections.

CANDIDATE ELIGIBILITY VERIFIED

The Elections Committee verifies the eligibility of candidates. Candidates who are deemed eligible are informed and invited to submit a candidate statement, attend the Candidate Information Forum, submit a 60-second introductory video and official candidate photograph and participate in two Elections Committee-sponsored events. The events are intended to allow members to interact with candidates and inform their voting decisions. The Elections Committee conducts a blind drawing of candidate names, which will determine the placement of the candidate names on the elections ballot, candidate statements in the election packet, all communications and the order for discussion of topics at events. If there are one or two, but no more than two, eligible candidates for the two available seats, the board of directors declares the candidate or candidates elected, and the Board of Directors Election is concluded.

The list of eligible candidates is announced to the membership via email.

FEATURE

Set your children up for an epic Tahoe summer that is brimming with adventure, fun and learning. Tahoe Donner’s camps and recreational programs are available to kids of all ages, interests and abilities. Many of our camps and programs are likely to sell out. To alleviate online congestion, some on-sale dates have been spread across different days to allow more opportunities for members to access camps and programs. Make sure to double-check on-sale dates!

HOW TO REGISTER ONLINE WITH YOUR SHOPTD ACCOUNT

In advance of registration, ensure all child members, including those 6 and under, are set up on your ShopTD online profile as members. If your children are set up as the general public, you will not be able to sign them up for camps and programs on registration day. If you are unsure if your children are set up as members or if you need to add additional members to your account, please contact Member Services in advance. You can view all individuals on your account by logging in to shop.tahoedonner.com and clicking “My Account.” If you need to add a member to your profile on registration day, it may result in not being able to purchase the program you desire. Anticipate longer-than-normal online wait times. You may be placed in our ShopTD virtual waiting room during high-traffic periods. Be sure to check out within 15 minutes of adding items to your cart. Please preplan the programs you wish to purchase, because once you have added items to your cart, those items are reserved for you for up to 15 minutes. After 15 minutes, those items may be allocated to other members, and you may receive an error at checkout.

Tahoe Donner continues to follow the direction of the Nevada County Health and Human Services Agency for all COVID-19 regulations and guidelines. At time of press, face masks remain required on all public transit, which includes Tahoe Donner shuttles, and in childcare, which includes children's programs when indoors and not actively eating/drinking.

THE REPORT

MAINTAINING YOUR HOME TO KEEP ITS CURB APPEAL By ANNIE ROSENFELD, Director of Administrative Services

Over five years ago, changes in requirements and processing for many of the Minor Change to Existing Project Permits were approved by the Tahoe Donner Architectural Standards Committee and the Board of Directors. These changes benefited the department, members and other clients through minimizing documentation and processing efforts while also eliminating fees associated with maintenance-related projects. We all know the conditions are harsh in the winter and summer, and the changes to the project requirements were also made to encourage the upkeep of homes through easy processing and little-to-no cost for permitting. Since this change, we have seen an increase in maintenance-related projects that benefit the neighborhood through aesthetic value and continue to add value to the owners’ property.

MAINTENANCE PERMITS DID YOU KNOW?

The below projects fall into the Maintenance Permit category and only require a Notice-Only Application along with a “before” and “after” photo. Notice-Only and No-Cost Maintenance Permits (one-year permits) are for the following improvements: • Paint/stain changes • Front door/garage door paint or stain changes • Roof/gutter changes • Exterior lights updates • Door changes for garages or a door’s front/side/back • Window changes

these requirements. Checking with the Town of Truckee’s Building Department is always recommended, especially since lead times for permit review and issuance range longer than normal due to COVID-19 and construction volume impact. Remember, ensuring that all required permits have been secured is ultimately the homeowner’s responsibility.

LEARN MORE To learn more about building permits within the Town of Truckee, visit townoftruckee.com. To learn more about building permits within Tahoe Donner, visit tahoedonner.com/aso. For further architectural standards information or general questions, feel free to email aso@tahoedonner.com or call (530) 587-9407.

HOME REPAIRS TO EXTERIOR While some repairs to the outside of your home require permitting from Tahoe Donner, some do not. Read on to learn what repairs require additional permits.

“LIKE FOR LIKE” REPAIRS • Repairs that are “like for like” do not require a permit from Architectural Standards. “Like for like” means items such as the paint/stain color scheme, deck footprint or roofing material remains the same.

IMPROVEMENTS TO EXISTING STRUCTURES • During the evaluation of the wear and tear or actual damage of a structure, an owner may take the opportunity to replace that old wood picket deck rail with a wire mesh railing. This is not considered a “like for like” replacement; rather, it is a minor improvement and as such will need to go through the Minor Improvement Permit Application process. • Expanded improvements, such as a deck replacement that adds square footage, stairs or another feature, will require an Architectural Standards Permit. Permit types and associated fees will depend on the size and scope of the expansion.

If you do apply for a building permit, it is important to note that the permit requirements from the Town of Truckee differ from the requirements at Tahoe Donner. For example, with the Town, any collapsed deck will be required to have new plans and engineering, even if it will be rebuilt as a clone of the previous structure. With new building codes, older deck replacements are also falling within

Jamison Wied can’t wait to meet her horse at riding camp in June. Her family writes: “Jamison is 8 years old and in 3rd grade. She lives in Tahoe Donner with her parents and four younger siblings. She has been in love with horses ever since she can remember and always takes every opportunity she can to be around them. When she grows up, Jamison dreams of being a paleontologist or archeologist – and hopes to use horses to ride to her dig sites!” The Equestrian Club is excited to start you on that trail to the dig sites, Jamison!

Our tournament director, Denise Gauny, is playing winter golf in Truckee! The Pro Shop has opened a winter practice and teaching facility utilizing industry-leading FlightScope technology. We are looking forward to our upcoming season and continue to accept membership applications. For more information, email TDWGClub@gmail.com.

TD 9-HOLERS CLUB Our board and committees have been busy planning for our 2022 golf season! The Clinics Committee is excited about the expanded series of events we have scheduled, and our Starter/Scorer Committee is prepping for an especially fun season featuring several “Game Days” to shake it up. In the meantime, we’re enjoying indoor golf practice and winter recreation here in Tahoe Donner and golf in lower, greener elevations and latitudes.

4-WHEELERS CLUB

MEN’S GOLF CLUB The TD Men’s Golf Club welcomes all new and returning members as we approach another great season of mountain golf on one of the best courses around. The new greens and renovations proved to be a great success and promise to be even better this year. Mark your calendars now for the Ice Breaker, our season-opening tournament to be held on Sunday, June 12, at 12PM.

Hello, skiers! After receiving a good base and chilly weather to keep it solid, we have enjoyed many sunny days of almost-springtime conditions at all our local resorts. Some members enjoyed a trip to Snowmass, CO, where the runs were very long and uncrowded. And for added adventure, a few superheroes showed how to have spirit on the racecourse! Good job, team! Other members have recently been to Steamboat Springs, CO, Utah and Switzerland! We still have many ski days and some races and dinners ahead, so check out our calendar at tdski.com. See you on the slopes!

The 2022 TD4WD Club trail run and trip schedule is set and available to members at td4wheelers.org. Two runs are scheduled each month during the season – one on the weekend, and one on a weekday. Runs range in difficulty from Forest Service roads like runs to Babbitt Fire Lookout and to Faucherie Lake to rock crawling routes like Secret Canyon and Bronco Canyon. There’s a Zoom session on Sunday, March 20, at 7:30PM to review the runs and answer your questions about which runs are right for you. We’ve also implemented a new trail-rating scale to provide you with more insight on what runs are suitable for your vehicle. If you are not already a member and would like to join the explorations, dues are only $10 per year. Trail runs are free for members but do require preregistration on the td4wheelers.org website. We look forward to seeing you!

FORM A CLUB! Last year, 60 of our members came out for great weather and spirited competition, followed by beverages, dinner and a few stories of what could have been. Don’t miss out on this and dozens of other events designed to support camaraderie, integrity, a competitive spirit and our passion for the game.

Trail running? Wine and cheese? Photography? We want to support you in developing and promoting your club. Learn more and get an application at tahoedonner.com/clubs.

THE REPORT

AWARDED GRANTS Your support of the Tahoe Donner Giving Fund has assisted local nonprofits and student scholars. This month we are featuring two more who have been recipients of your generosity: the Truckee Donner Land Trust and Arts for the Schools.

TRUCKEE DONNER LAND TRUST

ARTS FOR THE SCHOOLS

Truckee Donner Land Trust is grateful to the Tahoe Donner Giving Fund for its grant toward the acquisition of Canyon Springs, 290 acres of open space in eastern Truckee that will now be permanently protected and open to the public. Partnered with Mountain Area Preservation, SOS Glenshire and the Martis Fund, this critical piece of land protects wildlife habitat and migration corridors while creating new, sustainable recreation opportunities.

Arts for the Schools is a bistate 501(c)(3) nonprofit serving California and Nevada, dedicated to providing access and exposure to the arts. For 37 years, Arts for the Schools provided visual and performing arts education for more than 10,000 children at K-12 schools and world-renowned artistic and cultural performances for the public to promote artistic excellence and cultural learning in North Lake Tahoe. Due to COVID-19 closures, funding losses and canceled programs and fundraising events, they saw a 39% total income deficit and were forced to furlough three full-time employees.

Truckee Donner Land Trust is a 501(c)(3) nonprofit that was established in 1990 and has protected more than 40,000 acres of open space throughout the region while also creating public access for recreation via 45 miles of trails, a campground at Webber Lake and, most recently, backcountry huts at Frog Lake. The Land Trust works to both protect and preserve forests, meadows, watersheds, wildlife habitat and recreation opportunities. The Land Trust is a donor-supported organization, using the generous gifts of supporters like you to purchase land, create public access and care for those lands for future generations. In 2022, the Land Trust is excited to tackle new conservation projects, trail construction and forest health projects throughout the region. To learn more, go to truckeedonnerlandtrust.org.

With the support of TDGF, they are now able to hire visual art teachers to teach in schools and restore school-based and community programs to their full capacity. Performing arts and on-stage live performances, which were placed entirely on hold due to the restrictions on public gatherings, resume in 2022 both in schools and for the public. CEO Eve McEneaney states, “Arts for the Schools’ biggest challenge in the year to come will be the ongoing management of the COVID-19 pandemic on the organization’s funding, staffing and programming. Adequate funding will be a critical component to achieving our goals this year; to rebuild the programming for students and rural communities, and to ensure the sustainability of community arts and arts education for another 37 years.”

THE REPORT

TOWN OF TRUCKEE SHORT-TERM RENTAL ORDINANCE UPDATE By THE TOWN OF TRUCKEE

On February 8, 2022, the Truckee Town Council deliberated over updates to the Town of Truckee Short-Term Rental (STR) Ordinance. The review of the current ordinance was in response to the regional shortage of housing available to the local workforce. The goal was to determine if the management of STRs would have an impact on the housing challenges that Truckee is facing and if so, which tools would be effective. The information presented to Truckee Town Council came from recommendations by an advisory committee comprised of a range of community members and stakeholders. The advisory committee met over three months and studied the current Truckee STR inventory, tools used by similar destination communities in managing STRs and findings from a literature review that looked at several academic studies on the impact of STRs on the housing market. Staff also presented the results of a community survey in which they received 2,359 responses and the Truckee Town Council also considered the significant public comment that they received for the meeting. Council directed staff to develop an ordinance update including the following components: • A cap on STR registration certificates town-wide at the current number. Those that do not have a current certificate will be put on a waitlist that is yet to be established.

• Phasing out STRs in both multi-family units and Accessory Dwelling Units. This means that no new registration certificates will be issued for these types of units; current certificate holders will be permitted to renew. • A one-year waiting period after a property sells before it is eligible to register as an STR. • An increase in penalties for violations and the addition of a fee for inspections following a citation. • The establishment of a December 31 deadline for annual permit renewal to facilitate the management of the waitlist. • The incorporation of a review of the STR program in summer 2023 and bi-annually after that. Council discussed the following options and chose not to move forward with any of these at this time. These may be re-visited during the future bi-annual reviews: • Creating a minimum number of nights rented to be eligible for registration certificate renewal. • A lottery system instead of a waitlist to administer the registration cap. • The consideration of exemptions to the cap and ability to grant certificates to those with specific circumstances (e.g. properties registered prior to 2020 who stopped renting due to COVID-19, construction or other circumstances; financial hardship).

• The exemption of primary residents from the cap. These directives have not yet been adopted. Staff have begun drafting the ordinance updates from the directives and will take them for Council approval and adoption this spring. It is important to note that the moratorium on the issuance of new STR registration certificates is in place until June 15, 2022. Furthermore, the waitlist that has been conceptualized from the recommendations has not yet been established and is not open for community members to register. Additionally, Council was supportive of the development of a new STR registration certificate-based workforce housing program. This program would incentivize new workforce housing by awarding the creation of new workforce housing units with STR registration certificates. The concept and potential guidelines for this program are still to be determined and will likely be presented to the Truckee Town Council this summer. To stay up to date on Town of Truckee news and updates, follow them on Facebook or Instagram. You can also find additional information and further details on the Short-Term Rental Ordinance by visiting townoftruckee.com.

BACKGROUND INFORMATION ON THE SHORT-TERM RENTAL + NOISE ORDINANCE + ESTABLISHMENT OF CURRENT MORATORIUM The Town of Truckee’s Short-Term Rental (STR) and Noise Ordinance was adopted by the Town Council on October 13, 2020, establishing an annual transient occupancy registration requirement and operational standards for short-term rentals. The Town began the expedited process of creating a permit program in early August 2020 in response to heightened community interest and concern. The ordinance is intended to strike a balance between welcoming visitors to Truckee while reducing neighborhood nuisance issues associated with short-term rental properties. These requirements went into effect on January 1, 2021. Tahoe Donner has its own STR rules and registration processes specific to the association. These rules continue to be enforced by the association. However, the Town’s ordinance supersedes Tahoe Donner’s own STR rules in many cases, making it the lead enforcer of those rules. On the next page are some highlights of the current Town’s STR ordinance as compared to Tahoe Donner’s STR rules. Note this is not an exhaustive list. Full details can be found at tahoedonner.com/str and townoftruckee.com.

The Truckee Town Council directed staff to monitor the impact of the new registration program and nuisance ordinance for the first year of implementation with the intention of reviewing the progress to determine if these changes had sufficiently addressed community impacts. If additional measures were warranted after the first year — such as measures to proactively manage the number or usage of shortterm rentals — council indicated that these additional measures could be considered as a “Phase 2” short-term rental ordinance process. On September 28, 2021, the Town Council adopted an urgency ordinance establishing a 45-day moratorium on the issuance of new transient occupancy registration certificates for STRs. This temporary moratorium was adopted in response to the significant and increasing shortage of housing that is affordable to the local workforce and the need to protect health, safety and welfare while the Town Council considers and studies potential updates to the STR program to help address this housing shortage.

They were allowed to put this Urgency Ordinance in place because of: • Article XI, Section 7 of the California Constitution • Section 65858(a) of the California Government Code After notice pursuant to Government Code section 65090 and a public hearing, the Truckee Town Council was permitted to vote and extend the interim ordinance for up to an additional 10 months and 15 days, bringing it to June 15, 2022. The following categories are currently exempt from the moratorium: 1. Complete applications that were received by the Town prior to the adoption of the Urgency Ordinance on September 28. 2. New owners of a property which was in escrow in connection with a pending sale at the time the Urgency Ordinance was adopted IF a transient occupancy registration certificate was in effect for a property immediately prior to the close of escrow. 3. Registration renewals for the 2022 calendar year.

TOWN OF TRUCKEE SHORT-TERM RENTAL RULES

COMPARED TO TAHOE DONNER SHORT-TERM RENTAL RULES

REGISTRATION

An annual STR registration certificate and registration fee will be required for all STRs operating in Truckee, including those within homeowner associations.

A registration fee is required for the Town’s STR registration. There is no fee for Tahoe Donner STR registration.

OCCUPANCY LIMIT

No more than two people per bedroom plus two additional people will be permitted, excluding children under 13.

Tahoe Donner rules allow for four additional people excluding those under age 7, while the Town of Truckee ordinance will allow only two additional people excluding children under age 13.

FIRE SAFETY

Working fire extinguishers, smoke alarms, carbon monoxide detectors and visible address numbers will be required at each STR, and rentals will be prohibited from having outdoor fire pits or charcoal grills. The operator of each STR shall allow the Truckee Fire Protection District staff to conduct an inspection once every three years to ensure compliance with these requirements and with Truckee Fire Protection District defensible space requirements.

The Town of Truckee’s ordinance requires specific safety devices as well as regular inspections by the Truckee Fire Protection District.

SPECIAL EVENTS

Weddings, corporate events, commercial functions and any other similar events are prohibited from occurring at an STR property unless such events comply with all requirements of the ordinance and code, including occupancy limits, traffic, parking and noise.

The Town’s ordinance could potentially allow for some special events if they do not have the potential to cause traffic, parking, noise or other problems in the neighborhood. Tahoe Donner’s STR rules outright prohibit such events.

LOCAL CONTACT PERSON

Every STR must have a designated contact person to be available by telephone within 30 minutes on a 24-hour basis and to resolve complaints within 60 minutes. If an STR has received one or more violations, a local contact person will be required who must be able to be physically present at the short-term rental within 60 minutes of contact by the Town of Truckee or guest.

The Town ordinance requires a personal response by phone within 30 minutes of contact by the Town or a guest, and all operators are responsible for resolving a violation within 60 minutes. Tahoe Donner rules state a person must be able to respond within 45 minutes of being notified of any complaint. Additionally, the Town’s ordinance requires a local person to be physically present within 60 minutes if they have received a citation, notice of violation or fine in connection with STR operation in the past year.

COMPLIANCE

An administrative penalty of up to $500 per day may be imposed for each violation for a first administrative citation and up to $1,000 per day for each violation contained in a second or subsequent administrative citation. An STR certificate will be revoked if a unit receives three citations within a 12-month period, and a new certificate shall not be issued for a period of 12 months.

The Town’s and Tahoe Donner’s compliance rules are generally similar, as violations may result in fines. However, the Town’s ordinance could also result in a short-term rental certificate being revoked after three citations within a 12-month period.

Trails and Open Space Master Plan Update LEARN MORE ABOUT IMPROVING OUR COMMUNITY’S TRAILS AND OPEN SPACES By ALI DICKSON

A relaxing walk with the kids around the Nature Loop Trail. An exhilarating mountain bike adventure along Mother Lode. A bluebird cross country ski into the beautiful Euer Valley. The breathtaking view right outside your backyard. No matter where you are within the association, Tahoe Donner is known for its unique abundance of multi-purpose trails and open spaces. To ensure outdoor recreation and preservation for decades to come, the Trails and Open Space Master Plan is looking for an update.

VICTOR VILLODRE

The purpose of the Trails and Open Space Master Plan is to create a strategy that affirms Tahoe Donner’s commitment to land management, open spaces and trail systems while acknowledging evolving use patterns and the association’s desire to offer a spectrum of family-friendly recreational opportunities for hikers, equestrians and mountain bikers alike.

History

Upcoming Events

The Trails and Open Space Master Plan was last updated in 2013. Since then, the membership has grown exponentially, the need for updated trails has been widely acknowledged and the demographics of local bikers, hikers and equestrians have changed.

MARCH

Starting in December 2021, the Land Management Department began the process of updating this master document. With community and stakeholder input, the new plan aims to highlight areas where Tahoe Donner can increase the quality of user experiences and provide project recommendations that demonstrate a return on investment for homeowners. John Groom, director of land management, shares, “I can’t think of a better time to be celebrating what the future of the Tahoe Donner trail system looks like, especially since outdoor recreation is being recognized as more valuable than ever. We are excited to be planning and envisioning the future of our open spaces.”

Work Done So Far A preliminary survey was available to members from December 23, 2021, to January 28, 2022. Members, guests and the public were welcome to participate in this survey. Focus groups are also being performed this winter. Data collected from both the preliminary survey and the focus groups will then be turned into a second, in-depth survey. This survey will also be available to members, guests and the public. Groom mentions, “With a recent and massive influx of homeowners, the exciting part of planning ahead is knowing that this will only become more popular with people using common spaces more than they ever have. The trails planning has been slow and steady, but now we’re ready to build for the future and for our changing demographics.”

March 2 Trails and Open Space Meeting Focus area alternatives are developed Consultant to conduct in-person member input opportunity Second online survey launched March 25 regular board meeting to share plan progress to board and members Through April: Focus area alternatives offered for membership input

APRIL

April 6 Trails and Open Space Meeting April 25 regular board meeting to share plan progress to board and members Through May: Focus area alternatives narrowed into draft plan

MAY

IS THE PUBLIC BEING CONSIDERED IN THE PLANNING PROCESS? While member usage is our primary focus, Tahoe Donner is a 501(c)(4) corporation that must legally provide access and easements to the greater community. Given the desire for trail connectivity to areas outside of Tahoe Donner, planning efforts should incorporate the greater vision for our regional trails, including USFS and Truckee Donner Land Trust properties. All feedback is being considered, as the results may assist to form partnerships and participate in collaborative projects with our adjacent landowners.

WHAT IS BEING CONSIDERED IN THE TRAILS MASTER PLAN UPDATE? Though the process of revising the Trails Master Plan will be ever evolving, some key areas will be evaluated and addressed. Areas of focus include but are not limited to: • Safety

May 4 Trails and Open Space Meeting

• Sustainability

Revise plan draft based on feedback

• Trail connectivity

JUNE

June 1 Trails and Open Space Meeting Regular board meeting to present plan to board for adoption

Frequently Asked Questions WHO IS RESPONSIBLE FOR THE TRAILS MASTER PLAN REVISION? All members are welcome to participate in the process. In October 2021, Tahoe Donner retained the services of Design Workshop (DW) to lead the drafting of the new plan. DW is working with Tahoe Donner staff and the Trails and Open Space Committee to seek out clubs and individual member input through several online meetings and surveys. Consultants and staff will also engage key external partners and stakeholders to ensure a cohesive link between the Truckee Donner Land Trust, USFS, Nevada County and the Town of Truckee.

• Accessible trails • Trail etiquette • Trail design • Signage and wayfinding • Multi-use evaluation of improved user experience • Trailhead access • Winter trail use • Management and staffing • Stewardship opportunities • Land acquisition • Funding • Events

At time of press, the State's emergency order continues to require unvaccinated individuals to wear masks in all public spaces and all individuals to wear masks in specific indoor settings, like public transit and childcare. Public indoor spaces at Tahoe Donner include ski area buildings, restaurants and other gathering areas such as the Trout Creek Recreation Center and Northwoods Clubhouse. Many alternative dogfriendly areas do not require an access fee. • The golf course is closed to all access in the winter months. Please stay off. • It is recommended that backcountry users receive education about the dangers of backcountry travel and avalanche safety. • Learn more about backcountry access at tahoedonner.com/backcountry-skiing.
