GENERAL MANAGER Dear members, Summer is back in Tahoe Donner! As the State of California issued its new public health order in June concerning the easing of COVID-19-related guidelines, staff worked quickly to expand services and capacities at our amenities, making it easier for our members to enjoy the full Tahoe Donner mountain lifestyle. Under the order, the following changes have been made to Tahoe Donner amenity operations:

RESERVATIONS An access reservation to private amenities is no longer required, excluding: • Tennis Center: Daily reservations can be made for time slots between 7:30AM-8PM by calling (530) 587-9474, ext. 2 • Trout Creek Recreation Center Rec Pool: Daily online reservations can be made for time slots between 10:15AM-5PM at shop.tahoedonner.com; no reservations required from 5-7PM • Northwoods Pool: Daily online reservations can be made for time slots between 12-4:45PM at shop.tahoedonner.com Some members have asked why reservations are required at the Rec Pool and Northwoods Pool. Due to recent Town of Truckee adjustments that limit street parking near the marina, we anticipate many more members will be excited to use the pools this summer. A reservation system is being utilized to help manage capacities and ensure a positive member experience; it is not in place for COVID-19 mitigations. Based on feedback from the membership last summer, reservation times have been modified slightly, and the limit on the number of spaces available to reserve is

much higher. Additionally, from 5-7PM daily, the Trout Creek Rec Pool is available on a first-come, first-served basis.

TROUT CREEK RECREATION CENTER The Rec Center has returned to offering much of its normal services, including hot tubs and steam rooms. See what is currently offered at tahoedonner.com/fitness.

MASKS If you have been vaccinated against COVID-19, masks are not required to be worn. If you have not been vaccinated, masks are required indoors (per the updated California Guidance for the Use of Face Coverings). Staff will not be validating vaccinations. We encourage each person to please make decisions based on their own risk factors. Masks will still be required for Day Camps and any shuttle service offered by Tahoe Donner (also per the state’s new guidelines). ADAPTIVE TRAIL MANAGEMENT PILOT PROGRAM I am also excited to share that, after months of member feedback and learning regarding our summer trail needs, we are launching a Pilot Program this month through October to test out trail designations on eight trails in TD. While the Pilot Program maintains much of the trail system as multi-use trails, it designates eight trails for specific usage, including trails for hikers only, equestrian/ hikers only, no bikes and one-way travel. Members will be able to provide feedback on changes through field surveys and Continued on page 4

CLINICS + KIDS CAMPS

Jump-start your bike riding with a lesson from the experienced bike instructors at Bikeworks. A private two-hour lesson with a certified instructor will help find your flow, improve your trail speed and build upon your current mountain biking skills. Dave notes, “Our instructors take a student’s level of riding as a baseline to grow to the next level. If someone is just learning, we will show proper body positioning, shifting and braking. Those who have ridden a little longer can tackle larger trails and features like creek crossings.” Private lessons are available for all levels and can be especially helpful for kids who want to progress enough to ride with their friends and families. Pricing is $109 per lesson.

For a class with like-minded individuals that fosters your mountain biking skills, clinics are offered throughout the summer and range from introductory classes for kids to women-specific skills improvement events. Clinics in July and August include:

RIDE WITH A GUIDE For those who know the basics but prefer someone to offer a lay of the land and fun facts along the way, a guided ride may be the ticket. Book an instructor for up to two hours for a ride based on ability level. Riders can explore the TD trails with their own personal tour guide, learning about the history of the area, flora, fauna and more. While it’s not a lesson, pointers are also given here and there, such as how to properly shift gears and when to sit or stand. At only $30 a person for two to six people, take advantage of this fun and affordable biking option.

WOMEN’S BASIC BIKE MAINTENANCE: July 8 + August 12 WOMEN’S INTRODUCTION TO MOUNTAIN BIKING: Part 1: July 10 + August 14 Part 2: July 11 + August 15 FUN-DAMENTAL MOUNTAIN BIKING SERIES FOR KIDS: Ages 8-10: July 10 + August 14 Ages 11-14: July 11 + August 15 MOUNTAIN BIKING CORE FUNDAMENTALS (AGES 15+): August 21 For something a little longer for the kids, inspire them to get outdoors with weeklong and weekend mountain biking camps! All camps are open to kids ages 10-14 who can ride a bike for 1.5 hours at a time. A fun, safe and exciting environment will allow them to foster their general mountain biking skills while soaking up all the TD trail system offers. Certain clinics and camps have limited availability, so learn more and sign up at shop.tahoedonner.com.

NOTABLE TRAILS The Tahoe Donner Trail System provides over 60 miles of rolling, rocky, strenuous, breathtaking and otherwise unforgettable routes. What works best for your ability level? Dave has a few favorites to share: FOR BEGINNERS AND KIDS Families with small children or beginner bikers should head to the trails near Moondance Hut, like the Lions Leap loop. It’s a great trail for beginners and young kiddos. FOR BEGINNERS TO MORE EXPERIENCED BIKERS For teens and adults, there are a couple popular options. Beginners can ride down Cinnamon Twist to Euer Valley and ride the loop along the valley. Folks who have a little more riding experience can climb True Grit and then descend Mother Lode and Hidden Gem; this is far and away the most popular ride. FOR MORE ADVANCED RIDERS Advanced and fit riders will enjoy True Grit and Mother Lode with the addition of going up East Mustang Sally and down West Mustang Sally. Make sure to go up the east side and down the west, because going the other way requires more exertion. FOR REL A XED RIDES Older cruisers, relaxed riders and those who want a nice and easy bike ride should visit Pony Express, Night Hawk and Rough Rider as a nice beginner loop.


REPAIR SHOP, PRO SHOP + WHAT TO WEAR Of all the accessories to have on a bike ride, the most important one is a helmet, which comes complementary with every rental purchase at Bikeworks. Additionally, closed-toed shoes will improve your biking experience, and dressing in layers will prepare you for the varying temperatures, especially in the morning or evening hours. Snacks and water are must-haves while out and about as well. “It’s amazing how good an energy bar tastes when you’re out in the thick of it,” Dave notes. R APID REPAIRS Could your own bike that use a little TLC? Whether it’s a tune-up, tire fix, total overhaul or something else, take advantage of one of the quickest turnarounds and repairs in the area— some Tahoe areas need up to a month to turn around repairs in comparison! GET OUT THERE When it comes down to it, there’s nothing like the freeing and electric feeling of a mountain bike ride. Dave shares, “Mountain biking is one of the most fun activities you can do. You’ll be able to explore a lot more of the 60 miles of Tahoe Donner trails on bike than by foot. SAFETY CONTINUES More than just distancing on the trails and complementary helmets with a bike rental, the team at Bikeworks continues to ensure that your riding time is safe. At the time of press, everyone indoors is no longer required to wear a mask unless they are unvaccinated against COVID-19. Sanitation practices for bikes and gear remain stringent. Helmets are sanitized after every use and only rented once per day. Seats and handlebars are disinfected between rentals. All interior surfaces are wiped down regularly.

Trail Etiquette for bikers Here are a few tips to keep things friendly on the trails: • Standard yield etiquette states that uphill traffic has the right of way and that mountain bikers must always yield for pedestrians and horseback riders. • Bike traffic should stop, get off their bikes and step to the downhill side of the trail to let horses, hikers or runners pass. • It’s important to always slow down and announce your presence when approaching people and horses to avoid startling them, but it’s also a great opportunity to share a smile and knowing nod as we all appreciate how lucky we are to be enjoying our beautiful trails.

NEW INITIATIVES OUT ON THE TRAILS By ANNIE ROSENFELD, Director of Risk Management and Real Property

ADAPTIVE MANAGEMENT PILOT PROGRAM Staff will launch an Adaptive Management Pilot Program this July, which will run through the fall. The goal of this initiative is to evaluate and explore concepts of changing trail use on select trails through an adaptive management approach.

WHAT IS ADAPTIVE MANAGEMENT?

Adaptive management is the process of implementing land management activities in incremental steps and evaluating whether desired outcomes are being achieved at each step. If conditions deviate substantially from predictions, management activities are adjusted to achieve the desired outcomes.

This summer, the Trails Department will be implementing two important initiatives directly addressing the sustainability of the trails and the friendly vibe we all love about the trail system: an Adaptive Management Pilot Program and an Ambassador Program. Through feedback last summer and the electric bicycle (e-bike) regulation evaluation and member outreach process earlier this year, many important themes became apparent. Of foremost concern for the membership is sustaining the beloved trail system and its ethos. In response to the membership, these new initiatives include focused on-the-ground testing of best adaptive management practices and the reestablishment of a stewardship culture in open spaces and the trail system. Implementation begins this summer through education and communication efforts to address both short-term issues and long-term planning. These initiatives are taking steps toward evolving the Trails Master Plan under an Open Space Master Plan and new trail developments. Staff look forward to member participation in both programs.

WHY IS ADAPTIVE MANAGEMENT SO IMPORTANT?

Adaptive management provides flexibility to adapt to evolving conditions, trends, technology and environmental changes while reducing uncertainty. With an efficient approach, management can adopt a best practice of ongoing learning and improvement.

WHAT IS THE PURPOSE OF THE PILOT PROGRAM?

The Pilot Program will create a sensible approach to engage the community and measure acceptance of any proposed changes while allowing members to participate in changes through experience and outreach input tools like field surveys and in-person observations. The Pilot Program will introduce adaptive management as a systematic process to address issues inclusive of all trail users.

WHAT IS THE VALUE OF THE PILOT PROGRAM FOR THE MEMBERSHIP?

WE INVITE YOU TO JOIN THE AMBASSADOR PROGRAM! The Trails Department staff is excited to launch an Ambassador Program. This program takes off in part from initial stewardship efforts first established with the Friends of the TD Trails Club, whose purpose over the past 10+ years is to support the Trails Department through volunteer trail-building days. Over time, activities have grown to include non-trail-building activities including environmental stewardship education, partnerships with the Truckee River Watershed Council for Weed Walks and other natural resource-awareness events. The new Ambassador Program is designed to include volunteer efforts from all major trail-user groups that will assist the Trails Department with its education and communication campaign throughout the Pilot Program. Ambassadors will support the Tahoe Donner Trails Master Plan mission to sustain a “happy trails” culture focused on responsible recreational use and trail etiquette. Join us as a 2021 Trail Ambassador and help unite all trail users under our shared love of the trails. E-BIKE REGULATION UPDATE

At the March 2021 board meeting, staff presented their findings, which included a process summary, an e-bike regulation review and evaluation, a literature review, completed benchmarking, member survey results, themes from the forums and other relevant research. Staff also presented a spectrum of options for e-bike regulation at Tahoe Donner. The board’s feedback generally favored an adaptive approach to e-bike regulation that would allow staff the flexibility to actively manage the trail system as use evolves. The board supported staff drafting a rule to permit adaptive management Class 1 e-bikes while excluding Class 2 and 3 e-bikes from the trail system. Staff presented a proposed rule change for board action to approve the publication of a 45-day notice to the members and comment period at the June 25, 2021 board meeting, which occurred after the time of press. MEASURE T: INCREASE FIRE SAFETY FUNDING BY DETAILS VOTING “YES” THIS AUGUST

BACKGROUND The Town of Truckee is no stranger to the larger, faster and more destructive wildfire danger that California has seen in recent years. Additional resources to reduce this threat are more important than ever to clear dry brush, remove hazards and protect residents against emergencies. The Town of Truckee offers vegetation removal on right of ways and the Truckee Donner Public Utility District creates defensible space around areas like power facilities, but there is much more for Truckee to defend than just these locations. As the rest of the west is being challenged with increased wildfire dangers, grants the Truckee Fire Protection District have relied on in the past are becoming increasingly competitive, delayed and inadequate when it comes to protecting our community.

Measure T, which is a tax measure that would generate approximately $3.7 million annually, is a proposal to provide the Truckee Fire Protection District with the resources it needs to make our community safer. This includes increased defensible space and green waste disposal options for property owners, early fire detection, emergency warning systems and improved evacuation planning. All funding would be controlled locally and go directly to the Truckee Fire Protection District to be used toward projects outlined in Measure T. If approved by two-thirds of local voters, the measure would last eight years, where it could either be renewed by vote or left to expire.

In addition to increased waste disposal services to provide peace of mind for those creating green waste in their yards, Tahoe Donner would earn its share of allocation money from this measure to invest in fire-prevention projects. This additional funding would allow more work to be done faster, and it would ensure Tahoe Donner remains a leader in defensible space work.

4-WHEELERS CLUB We had a fun run to the USFS Bear Valley OHV trail. The route has numerous obstacles, such as Winch Hill 1 and 2, Ball Peen Hill and Rock Garden. Winch Hill 2 showed us the benefits of large tires and long wheelbases for hill climbing. The four-door, 40-inchtire Jeeps made it up easily. The four-door, 37-inch-tire Jeeps made it up with lockers on. The four-door, 35-inch-tire Jeep made it up after several attempts. My two-door, 35-inchtire Jeep just couldn’t get over the rock step even after four attempts. The driver of the two-door, 33-inchtire Jeep wisely took the bypass.

The Women’s Golf Club has had an excellent start to the 2021 season with good turnout for our Tuesday play days. The women are enjoying the improvements to our course and the opportunity to reconnect with golfing friends. We are pleased to welcome 18 new members to our club and hope they find the fun and relationships that bring us back year after year.

Our club has been enjoying nine-hole rounds two days per week at our beautiful home course this summer. We have shotgun-start league play every Thursday morning and tee times for social play every Tuesday afternoon. We had our first club clinic on June 14 and have several more planned (dates TBD).

We have a number of fun and competitive events in July so come join us out on the course!

We are looking forward to our guest day on July 28 where each club member can host up to three guests. Our theme is “Keep It Simple Sisters” (KISS) and we will be competing with a “Four Sisters Team Best Ball Shamble”. As a reminder, registration closes on July 9. Congratulations to Barbara Skiles for scoring a hole in one on Hole 8 at Coyote Moon over Memorial Day Weekend!

Our annual President vs. Vice President Tournament and Luncheon will be on July 15. HIKING CLUB The Tahoe Donner Hiking Club boasts over 425 members. There are three levels of hiking, similar to ski slopes: GREEN (easier), BLUE (intermediate) and BLACK (hardest). The philosophy of the club is for everyone to “hike their own pace” so no hiker gets left behind. Scour the website to learn more at tdhikers.com.

DOWNHILL SKI LODGE REPLACEMENT PROJECT UPDATE Tahoe Donner Downhill Ski Resort has provided a place for families in our community to enjoy winter adventures for nearly 50 years. To better provide a safe and comfortable space for skiers and snowboarders as well as comply with current ADA and California building code regulations, replacing the current ski lodge has been a priority project for Tahoe Donner board and staff. As the association continues to move through the design phase, it is important that members understand the process laid out in front of them, including communicating with membership, understanding what happens in the 30% design phase and explaining the funding plan for the ski lodge.

COMMUNITY OUTREACH + FEEDBACK OPPORTUNITIES Over the past year, staff have focused on gathering feedback and communicating the lodge project’s updates and milestones through a number of avenues. These have included a comprehensive member survey with over 3,500 responses and a one-stop information web hub that includes FAQs, project updates and any information related to the project that has been presented to the board. Staff will continue to provide updates as new information becomes available. One of the most important aspects of this project has been, and continues to be, the membership’s involvement, and staff have worked hard to share information timely and efficiently as it becomes available. We are excited to increase our outreach by providing Monthly Member Meetups with staff and the Downhill Committee chair in addition to hosting Open Houses where BSA will be on site to provide additional opportunities to receive feedback on the design of the project and to ask questions. Details can be found below.

BSA, our architect partner and a leading ski lodge designer, will be hosting two Open Houses at the current ski lodge on Thursday, July 22 and Saturday, July 24, both from 4-6PM. Members will have the opportunity to: • Tour the space • View design renderings • Ask questions and provide feedback on project-related aspects such as building design, flow and functionality An additional virtual Zoom Open House will be held on Monday, August 2 from 5-6PM for those unable to attend one of the live options.

MOVING INTO 30% DESIGN PHASE In April and May, the board and participating members had the opportunity to hear from consultants regarding the business plan, design and size elements of the replacement lodge. The board voted to move forward with BSA to the 30% design phase. In this phase, BSA is refining the building’s programming (how the building functions) and design components (how the building looks). BSA is also further studying how the building fits into the environment, interior and exterior design, circulation and permitting requirements. This 30% design is important, as it offers a more in-depth understanding of how everything fits together and a much clearer outline of the potential cost. The current estimated cost for the facility is between $20-23 million “all in,” including design, engineering, furniture and fixtures, construction, permitting, a 10% contingency and inflation. Staff have received mixed feedback regarding the building design, which is in the early stages and is anticipated to be updated and fine-tuned. The goals the design team is working to achieve include:

• Blending the building into the steep hillside and bringing the building to the same elevation as ski lifts • Containing and safely controlling snow shed, icicles and stormwater runoff from the roof • Harmonizing the look and feel of the design into the immediate surroundings • Minimizing the environmental impact and maximizing efficiency using building orientation and materials • Selecting the most cost-effective solutions The design will be further developed and refined over the next couple of months. Staff are looking forward to sharing ideas in person and hearing from the membership regarding the design at upcoming Open Houses.

FUNDING The total cost of the project, while too early to be concrete, is projected to be between $20-23 million, which includes soft costs, planning, construction, contingency and inflation for the next two years. This amount does not require a special assessment or debt, as it will be funded by both the Tahoe Donner Replacement Reserve Fund and Development Fund. Tahoe Donner currently has approximately $12.4 million saved. As a reminder, your assessment is made up of four components: Operating Fund, Replacement Reserve Fund, New Equipment Fund and Development Fund. Your assessment amount is approved by the Tahoe Donner Board of Directors annually. The proposed funding plan was discussed during the 2021 budget process back in October of 2020. As presented, the

proposed increase to the Development Fund portion of the assessment over the next three years would be raised approximately 25% annually. As an example, the 2021 Development Fund portion of the Annual Assessment was $444. The proposed 2022 Development Fund portion of the Annual Assessment is approximately $555, which equates to an increase of $111 from 2021 to fund the ski lodge project. As a reminder, the budget approval process will be discussed and voted on again during the 2022 and 2023 budget processes. Additionally, Davis-Stirling requires the association to budget to a $0 Operating Fund bottom line. If the association comes in better than budget, the board may elect to transfer the surplus to capital funds and reduce the corresponding requirements on the assessment. Off-season uses of the building are not influencing its design or sizing and are not being considered to offset the cost of this project.

INTRODUCING THE 2021 SCHOLARSHIP AWARDEES Giving Fund donors, you made these awards possible. The recipients thank you. The Giving Fund Committee thanks you. You each had a hand in making it possible for these young scholars to meet their ultimate career goals starting with an education they never thought possible. The five IMPACT scholars are all the first generation in their families to achieve an education beyond high school. Three students are receiving up to $50,000 and two are receiving up to $25,000 spread over as many as five years. These awards are made possible by one Tahoe Donner donor. The traditional scholarships are one-time awards; three are for $4,000, one is for $4,000 spread over two years and one is for $1,500. These awards are funded by your donations. Altogether, that’s $217,500 in new scholarships. Additionally, there are four IMPACT scholars in their second year, four in their third year and six traditional scholars from 2019 who we are able to fund for a second year. Combined, that’s $200,000 and $17,500 plus $12,000 in continuing scholarships. Thank you, donors.

ACTION: Wildfire Presentation and Tax Measures, 5 – 0 • After a presentation by the Truckee Fire Chief, the Board approved to prepare a letter supporting Measure T and letting the membership know of the August election.

DISCUSSION: Off-Road Vehicle Rule Change – Electric Bicycle Regulation and Adaptive Management Pilot Program • The Director of Risk Management and Real Property presented a draft rule of the trails pilot program for etiquette, trail flow and stewardship. The Board provided feedback on implementation. ACTION: Capital Projects – Snowmaking for Snowplay and Cross Country Ski Center, 5 – 0 • The Board approved Phase 1 of the cross country ski area snowmaking construction project for $1,089,079 and approved Phase 2 of the Snowplay snowmaking project for a total not to exceed $97,216.45. DISCUSSION: Financial Update • The Director of Finance, Accounting and Business Support provided a financial update. ACTION: Authorization to Record Liens on Properties With Delinquent Assessments, 5 – 0 • The Board moved to authorize the recording of liens against properties of members in which assessments, fees and fines are owed. ACTION: Lodge at Downhill Ski Conceptual Design, 4 – 1 • After receiving a presentation from PROS Consulting and Bull Stockwell Allen (BSA), the Board moved to have management move forward with the 30% design of the downhill ski lodge.
