MESSAGE FROM THE BOARD PRESIDENT

Dear Neighbors,

Not so long ago I was writing about Tahoe Donner’s then-upcoming 50th anniversary. Now, in 2023, we are in our 52nd year.

Preparations for 2023 began last August. After completing the budget in late October, we turned our attention to the fnal step in preparing for this year— appointing committee members and setting committee tasks.

As I talk with my counterparts on other association boards, I fnd Tahoe Donner exemplary in member involvement, from a fully seated board (many associations go begging for members to volunteer to serve on their board), to a rich array of membercentric committees, to volunteers who head up our many clubs.

Today I would like to focus on the vital role committee volunteers play in Tahoe Donner governance and lifestyle. Thank you to all our neighbors who volunteer to serve on Tahoe Donner committees!

The board provides direction to committees and staff who, in turn, work collaboratively to make recommendations to the board for action in their area of responsibility.

Two committees, Covenants and Architectural Standards, carry out responsibilities for enforcing the covenant and architectural provisions of our governing documents. With the support of professional staff, these neighbors volunteer countless hours to uphold our community standards. They also provide advice to the board on related policies and issues.

We also have three advisory committees: Finance, Long-Range Planning and Trails + Open Space. These committees are

chartered by the board to provide informed members’ perspectives.

Two additional committees support the association and the community. The Elections Committee is responsible for ensuring the integrity of membership votes. The Tahoe Donner Giving Fund encourages member support of the greater Truckee community through charitable giving. A primary focus in 2023 is to create a solid funding plan for future facility renovations and replacements. We already have a plan in place for maintenance and repairs on building components. In 2023, we will correspondingly plan for the association’s core building structures. This will be a joint effort between the board, staff and the Long-Range Planning and Finance committees.

The Long-Range Planning Committee is also undertaking a deep dive into assessing the Northwoods campus, the next major project on the horizon. This will include extensive member outreach and input. An improved understanding of our future capital funding needs will help us be wellprepared to continue delivering service, safety and enjoyment.

These are just a few examples of how committees work for the betterment of Tahoe Donner. Each committee has an established 2023 task list. Learn more in the Committees section of the Tahoe Donner website. Again, thank you to our dozens of neighbors who volunteer their personal time for Tahoe Donner!

TDXC MAKES LEARNING FUN WITH FOUR-WEEK PROGRAMS THAT BUILD SKILLS AND FRIENDSHIPS

There is no doubt that quiet days on trails help to de-stress the mind. Amidst the chaos of the snowy season with holidays, traffc, road closures and snow removal, it is easy to forget the beauty and tranquility that lies just beyond our backyards. One of the best ways to reconnect with nature and yourself in winter is through cross country skiing; watching skiers glide effortlessly through serene forests of frost-covered trees or through open meadows blanketed in shimmering snow is enough to make anyone want to learn this timeless sport.

Participating in a month-long skating program in January, I learned more than just how to skate ski – I learned that the Tahoe Donner Cross Country Ski Center (TDXC) offers an easy way to immerse yourself in nature all season long and fnd that peace of mind that reminds us why so many like to call this area home.

The Âdventure Begins

Starting a cross country ski adventure may seem daunting if you’re just starting out in the sport, but the Cross Country Ski Center is the ideal place to start learning. Set in the beautiful Sierra Nevada and voted the Best Cross Country Center in North Lake Tahoe and Truckee by the Sierra Sun for seven years running, TDXC offers group and private lessons, clinics and month-long programs to help skiers build a strong foundation and continue progressing at every level.

In particular, Sisters in Skate is a popular four-week program just for women to grow in skiing together. This event resonated with me since both the beginner and advanced sessions are specifcally aimed at helping women boost their confdence and skills all while discovering the fun of skate skiing with other women. After just one lesson of the beginner Sisters in Skate program, it became clear to me why so many choose TDXC as a place to ignite their passion for cross country skiing.

I was both nervous and excited getting ready for the frst day of my lesson, but as soon as I stepped into the Alder Creek Adventure Center, I felt immediately welcomed by staff. After grabbing a trail pass (included in this beginner program), I went to the rental shop to fnd friendly faces waiting to help me fnd the perfect gear (also included in this beginner program). The TDXC rental shop has affordable equipment available for all levels of skiing, with easy pick-up and drop-off options, which was great for someone like me who did not have skate skis. Once I had my gear, it was time for the real adventure to begin!

Heading out to the snow with my other ski sisters, our female team of instructors helped us begin our journey into the world of cross country skiing. The lesson began with an explanation of how to properly wear and use gear, making sure all participants were comfortable standing in their skis on the snow. With big smiles and enthusiasm, we were shown warmup drills and exercises to gain proper form on skis – and the best part is that instructors worked one-on-one with each participant during drills to make sure

everyone got the most out of the session – including fnding the perfect stance and learning how to get up after a fall.

In addition to learning the skills, the instructors also wanted us to have fun exploring, so after drills, it was time to take to the trails! With the fresh knowledge taught in the frst part of the program, instructors led us in groups of skiing sisters through the beautiful forests at TDXC. Not only did we feel calmness and serenity of the natural world, but we each gained a sense of accomplishment as we applied what we learned earlier on the snow. Making sure that participants still got one-on-one instruction, instructors broke us up into groups based on skill and ability levels, so I was never out of breath or feeling in over my head.

As the program came to an end for the day, we gathered together to reminisce about what we learned while making new friends. The quick trip back to the rental shop allowed for easy and convenient equipment returns, and before I even made it back to my car, I was already getting excited for next week’s lesson!

ADDRESSING THE LOCAL HOUSING CRISIS

TAHOE DONNER TAKES A CRITICAL FIRST STEP WITH A COMPREHENSIVE WORKFORCE HOUSING STUDY

HIGH COST OF LIVING + LOW SUPPLY OF AFFORDABLE HOUSING = BAD FOR BUSINESS

Tahoe Donner employs on average 900+ year-round and seasonal employees to maintain its amenities, support operations and provide a host of services to association members, their guests and visitors to the area. Like other major employers in mountain resort communities, a high cost of living and a shortage of affordable housing is affecting Tahoe Donner’s ability to attract and retain employees. As one of the largest employers in the Truckee Area, the association is taking the initiative to understand and try to mitigate the housing crisis.

Tahoe Donner General Manager David Mickaelian says, “Every one of our year-round and seasonal employees is essential to this association and its scale of services and operations. Right now, we are facing a housing crisis, and our ability to attract and retain employees is contingent upon whether they can fnd affordable housing in the area.”

INTERIM SOLUTIONS

Tahoe Donner staff has already taken steps to address housing issues including master leasing between 10-12 houses to ensure many seasonal employees have access to reasonable rents. The association will also be engaging with other employers in the area to maximize additional year-long master leases, which can be signifcantly less expensive per month than traditional seasonal ski leases.

While these efforts provide some access to affordable housing for employees in the short term, to attract and retain employees at every level, the association feels a much more extensive and sustainable plan is needed; one that increases the types of housing available while offering options for multi-year leases or a path to affordable home ownership.

A PLAN TO FIND A LONG-TERM SOLUTION

In partnership with consulting frm Economic Planning Systems, Inc., Tahoe Donner is moving forward with a comprehensive workforce housing study in 2023 to better understand the scope of housing needs for employees, their preferences for the type of housing, development opportunities and more within the association. This study is a critical frst step in devising a Housing Action Plan to alleviate the hiring and employee retention issues caused by the lack of affordable housing in the area.

A MULTI-PHASE STUDY + HOUSING ACTION PLAN

The study, beginning this winter, is projected to take between six and eight months to complete. In a multi-phase process, the study aims to:

• Determine the full scope of current and future workforce housing needs

• Identify programs, partnerships, tools or development concepts to help address these needs

• Align housing needs and development concepts with potential site opportunities within Tahoe Donner

• Integrate fndings into the overall Housing Action Plan

The Housing Action Plan aims to prioritize and guide the association’s actions concerning housing in the coming years while it continues to serve its members. In addition to resolving the workforce housing issues, it could provide additional benefts for the greater community including supporting a thriving year-round economy and promoting a more diverse demographic.

OBJECTIVE: Understand the existing scale of need and housing type preferences. Economic Planning Systems, Inc. (EPS) will determine the full scope of workforce housing needs including current and emerging housing requirements through careful review of documents provided by the association, interviews with key Tahoe Donner staff, preliminary discussions with potential regional partners and other major employers and by conducting an employee survey.

PHASE II: POTENTIAL CONCEPTS + PROGRAMS

OBJECTIVE: Identify potential concepts, programs, partnerships and tools to address the workforce housing need.

Develop a matrix of potential concepts such as master leasing, purchasing of units, construction ideas, partnerships and more for comparative analysis of criteria such as effectiveness, cost considerations, regulatory constraints, need for partners, ease of administration and more.

PHASE III: PRELIMINARY OPPORTUNITY SITES ANALYSIS

OBJECTIVE: For concepts that require HOA-owned land, begin to align the needs and the development concepts within the context of actual sites. Tahoe Donner-owned or -controlled sites may provide key opportunities for development concepts.

PHASE IV: HOUSING ACTION PLAN

OBJECTIVE: Integrate fndings into a Housing Action Plan. Determine priority concepts with a summary of implementation steps, timeline, metrics and more. Prepare a written report and presentation to articulate fndings and goals. Present report to relevant committees and the board of directors.

WHAT IS THE BOARD OF DIRECTORS?

The Board of Directors is a fve-member team of unpaid volunteers elected to govern the fnancial management and general operation of Tahoe Donner while acting in the best interests of our nearly 25,000 members. Managing a budget in excess of $30 million, the board oversees the physical management of the association’s common areas, operation of the resort amenities and enforcement of the land-use restrictions and architectural standards that create the unique character of Tahoe Donner.

WHAT SORTS OF ISSUES COME BEFORE THE BOARD?

• Setting association policy and strategic planning

• Overseeing the maintenance, repair and replacement of facilities

• Enforcing the governing documents

• Establishing and overseeing the budget and the levying and collection of assessments

WHAT IS REQUIRED OF BOARD MEMBERS?

Board members are elected to a three-year term and are expected to attend regular monthly board meetings that usually last an entire day. Signifcant time is often required to review and research information to prepare for meetings. Additionally, there are occasional special meetings, and each board member serves as a liaison to one or more of the committees serving the association, all of which meet regularly. Teleconferencing is available for most commitments.

FIDUCIARY RESPONSIBILITY

Members of the board of directors have a fduciary duty to the association, requiring them to act in the best interest of the association. This fduciary duty includes the duty of care, the duty to act within the scope of the board’s authority under the law and the association’s governing documents and the duty of loyalty. At all times, board members should make decisions that are in the best interest of the association as a whole, regardless of their personal interests.

CONDUCT

Because they are expected to set an example and promote the shared goal of maintaining and enhancing the reputation of Tahoe Donner as a valuable, vibrant and thriving community, board members are obligated to maintain a high standard of professionalism, civility and decorum. Directors are expected to understand that they are accountable for their actions and words.

THE REPORT

WHO CAN JOIN THE BOARD?

Candidates must own at least 25% of a residential property within Tahoe Donner and be in good standing with the association unless the member has either paid under protest or agreed to a payment plan. Both full-time and part-time residents are eligible to run as long as they have been a member of the association for at least one year. Association employees, those who co-own property with current board members, those with a criminal conviction that prevents the association from obtaining a fdelity bond and those who have already served two consecutive elected terms of offce are not eligible.

CAMPAIGN GUIDELINES

In 2021, Tahoe Donner’s Board of Directors adopted new campaign guidelines for board candidates and Tahoe Donner members, which you can fnd at tahoedonner.com/boardelections. The guidelines stress the following positive campaign behaviors:

• Show Courtesy

• Bring a Positive Message

• Be Inclusive

• Focus on Your Own Message

• Practice Civility

• Be Factual

In particular, “candidates and advocates should take care to avoid distributing or disseminating information to members that is inaccurate, false or materially misleading. This includes refraining from making statements known to be false about the backgrounds, affliation or positions of candidates or other community members.”

The campaign guidelines also highlight the importance of limiting spending on campaigns. The Elections Committee will be monitoring campaign expenditures.

THE BOTTOM LINE

Being a board member is a valuable and rewarding experience that should be undertaken by those who see it as an opportunity and have the time to serve their fellow neighbors while protecting and enhancing the assets of the community. It is a serious business but also a responsibility that safeguard the investments of every owner.

TD 9-HOLERS CLUB

The TD 9-Holers Club Board and Committees are busy planning for our 2023 golf season! The online membership application process runs in March, and we’ve scheduled preseason events that will allow us to catch up and get ready for summer golf. Our spring breakfast and new member orientation will be held in May. As soon as our course is open, we’ll also begin regular Thursday morning play days.

The Clinics Committee is excited about the series of events we have scheduled, and our Starter/Scorer Committee is prepping for an especially fun season featuring game days to shake it up and a new pair of “exchange” days with our sister club in Incline Village. In the meantime, we’re enjoying winter recreation here in Tahoe Donner and golf in lower elevations and latitudes.

QUILT CLUB

It’s February already! I hope you had a chance to view the community quilt hanging in the Member Services offce at the Northwoods Clubhouse. If you haven’t yet, the quilt will be there until it is given to the local hospice around mid-February.

The club is also collecting baby quilts and blankets to donate to the Soroptimist Teen Closet project. These are only a few of the volunteer opportunities we regularly support. MEN’S GOLF CLUB

The 2023 golf season at Tahoe Donner is coming up fast! Over 90% of club members have already renewed, and we’ll once again have around 200 members. Next season’s schedule starts with the Ice Breaker on June 11, 2023, and concludes with the Chapman on Oct. 1, 2023.

The Match Play Qualifer on June 24 sets the stage for weekly contests to determine the 2023 Match Play Champion. The Club Championship is Aug. 19-20 and will again include the Annual Club Dinner. Last year’s dinner had nearly 100 attendees! The very popular Member/Guest Invitational is Sept. 7-9.

The schedule also includes NCGA qualifers, friends and family competitions, club vs. club events, various tournaments open to all Tahoe Donner homeowners and weekly Wednesday games.

We did a scouting trip to the BerlinIchthyosaur State Park located approximately 220 miles from Truckee off Highway 50 and Nevada State Route 361. The park is both a preserved historic mining ghost town and the home of 22-million-year-old 50-foot aquatic dinosaurs fossils. It is spectacular! We traveled via a snowcovered, graded road accessible by any AWD or 4WD vehicle and walked the town and mine trail before driving up to the fossil shelter to peer in the windows since it’s only open for guided tours that run in the springtime. Gas isn’t available at the park, so we topped off at the historic Middlegate Station – established in 1859 as an Overland Stage and Freight Company Stop and also served as a Pony Express Changing Station! They have delicious hamburgers and live music. It was well worth the trip!

TAHOE TRUCKEE SCHOOL OF MUSIC

“Music transcends age, gender, nationality, religion and politics. Once the music starts, we all come together!” It is hard to argue with this quote by Ben Martin, founder (in 2009) and director of the Tahoe Truckee School of Music, one of the 13 nonprofts recently awarded grants by the Tahoe Donner Giving Fund.

Partial funding for the Tahoe Truckee School of Music comes from the income generated from its many services. However, as Martin explains, “If there is money available to be paid for our services, that is great. But, if there are no funds, we will provide our services pro bono or in scholarships.”

On behalf of the Tahoe Truckee School of Music, Martin thanks the Tahoe Donner Giving Fund for its generous grant, which will help with expenses related to its workshops and unique instrument library. Let us all sing the praises of our mighty TDGF donors and their willingness to promote music for everyone!

The goals of this vibrant music school are to provide access to musical instruction and experiences for the North Tahoe/ Truckee community at either very affordable rates or completely free of charge. Services found at the Tahoe Truckee School of Music include private lessons for kids and adults, hands-on music workshops for schools, summer camps and youth organizations such as the Boys & Girls Club, performance opportunities (both as performing musicians and as audience members), weekly song groups and professional music booking services. The Truckee Senior Center was recently treated to a Christmas performance, showing again that music appeals to all ages.

Martin notes that in 2022, the Tahoe Truckee School of Music gave over 5,000 private lessons, reached over 1,000 community members through workshops and classes, and performed for over 35,000 local audience members. In fact, last summer, children in our own Tahoe Donner summer camps benefted from the fun provided by the school’s workshops with singalongs for students and counselors.

A LIBRARY OF INSTRUMENTS + MUSIC BOOKS

The Tahoe Truckee School of Music offers an “instrument library.” Martin describes this as being akin to a library of books. Any student may choose from a large variety of musical instruments, check it out from the library free of charge and keep it indefnitely –as long as it is being used. The immediate impact of this service for the community is that those in need, regardless of age, have access

COVENANTS COMPLIANCE + ENFORCEMENT 2022 YEAR IN REVIEW

Ensuring the peaceful residential nature of Tahoe Donner is a top priority to the Tahoe Donner Board of Directors, Covenants Committee and staff this last year. The staff has worked hard to consistently communicate good neighborly expectations of members and their guests through available digital communication channels, on the phone and in person with a focus on community relations and voluntary compliance.

NOTABLES THIS YEAR

• Covenants enforcement continued with seven-day coverage and after-hours call service for complaints relating to loud parties after 10PM or other nuisance complaints. The Covenants Complaint phone number is (530) 414-8166

• Staff coordination with local public agencies (Truckee Fire Protection District, United States Forest Service and Town of Truckee) for non-HOA resident issues

The staff received and successfully resolved 329 complaints made, of which 18% were general questions and comments submitted from members wanting to better understand rules compliance and enforcement in the neighborhood. The top complaints in 2022 fell into four categories: garbage spills, exterior lighting, storage and noise, which is consistent with years past. Submitted complaints were down 122 complaints from 2021.

RESPECT QUIET HOURS

Loud music, barking dogs and late-night partying are prohibited from 10PM-7AM.

LEASH UP

Pets must be on leash at association facilities and must be within voice control on Truckee streets. Don't forget to pick up after Fido, too.

TRASH

NO DRONES

Flying drones on Tahoe Donner-owned property, including the trails and open space, is prohibited unless authorized by Tahoe Donner.

LIGHTS OUT

Enjoy the mountain stars and minimize light pollution by turning off outdoor lighting after 10PM.

NO OFF-ROAD VEHICLES

Snowmobiles, motor-powered bikes, all-terrain vehicles (ATVs), off-road motorcycles and off-road use of any motorized vehicle are prohibited on association-owned properties, except for TDA operations.

Lock it up in your bear-proof container, never in your neighbor’s container or dumped anywhere in Tahoe Donner. Trash day is Tuesday, and the recycling/ green waste cart is on a weekly alternating schedule.

NO SMOKING

Smoking is prohibited on Tahoe Donnerowned property, including facilities, parking lots and open space.

PARK ON PAVEMENT

Parking vehicles off-pavement, on another person’s property or on access easements is prohibited.

WHAT HAPPENS NEXT

When making a complaint, be prepared to provide:

• Your name, address and email.

• Address of property being complained about.

• Nature of complaint with times occurring.

• Evidence: photos, video, etc.

• How this behavior is affecting you.

• What actions have been taken (e.g. called police).

Tahoe Donner will make every effort to contact the owner of the property being complained about, share details about the complaint and request voluntary compliance. We will:

ARCHITECTURAL STANDARDS 2022 YEAR IN REVIEW

We continue to see community value added annually through home improvement updates, maintenance projects like painting and staining and major construction like garages and additions in Tahoe Donner. This last year, staff focused on improving the fow of permit reviews to turn around approval quicker and get owners started on their projects. Similarly, the committee has focused its time both on reviewing the new construction projects and also addressing minimum maintenance standards compliance.

NEW CONSTRUCTION GROWTH IN TAHOE DONNER

Tahoe Donner has come a long way! The community has evolved in new construction over its 50+ years, starting with A-frame houses at 1,000 square feet with no garage to the “Tahoe Donner Tunnel” houses with the living space above the garage at 1,450 square feet and now to the more popular mountain modern design house ranging between 2,700-4,000 square feet. The average square footage of new construction permit applications in 2022 was approximately 3,500 square feet.

The community continues to grow with 33 new homes constructed/completed in 2022. The 10-year average as of 2022 is 32 new homes constructed per year.

DOWNHILL SKI LODGE REPLACEMENT PROJECT

As of August 2022, the Town of Truckee deemed the Downhill Ski Lodge Replacement Project application complete and is now working with Tahoe Donner staff to clarify certain aspects of the project while under environmental review. Once the Town determines the type of environmental documentation required for this project, the timing of submission to the Planning Commission should become clearer.

While this project is still in the permitting and approval phase, there is much to be done over the next few months. Tahoe Donner staff continue to keep the project moving forward by working with preconstruction consultants and a design team to control potential costs and minimize any impact on the member experience or operations when construction begins. It is important to note that any costs identifed in this phase are based on “pre-bid” estimates. Once construction documents are complete, a competitive process bidding will begin.

RULE CHANGE REGARDING MINORS AT THE TROUT CREEK REC CENTER

To safely accommodate younger members and guests, the Trout Creek Recreation Center has implemented a policy change regarding those 17 and younger who are using the facility. All members and guests under the age of 14 must be under the direct supervision of a legal guardian at all times. Members ages 14-17 with a gym sticker may use the gym without direct supervision only after attending an orientation and having the gym waiver and code of conduct signed by a parent or legal guardian. Members ages 9 and under with a valid swim sticker do not need to be accompanied in the water when lifeguards are on duty (summer months) but must always remain under direct supervision of a legal guardian.
