MESSAGE FROM THE BOARD PRESIDENT Dear Members, Some things remain wonderfully the same about Tahoe Donner. Even as we grow in the number of full-time residents, as second homeowners spend more time at Tahoe Donner and as more owners look forward to converting from second-home to fulltime, the reason behind these changes remains the same: our amenities, including our trails and open space, being part of the Tahoe region and being a familyoriented community. Preserving these qualities is no small task and is a primary focus of the board and staff. We have chosen to make Tahoe Donner our home. It may be our primary home, or it may be our second home—regardless, it is home. A house or a cabin is a structure. Home is where you want to be—where you belong. Home is comfort, safety and enjoyment with family and friends.

Home is first. If we keep in mind what it is that makes Tahoe Donner home, we will all do well. We are owners in Tahoe Donner because we want this to be our home. As owners, we have responsibilities. Responsibility for our own property and responsibility for our shared common areas and facilities. In short, responsibility to ourselves and to our neighbors. We are an association so that we may come together as a community to enjoy more
than we could individually and to protect that enjoyment. An association is “an organization of persons having a common interest” (Merriam-Webster). That common interest is all the things that brought us to Tahoe Donner in the first place—our amenities, our trails and open space and being a family-oriented community. Being a growing community—more full-time residents, second homeowners spending more time at Tahoe Donner and more second homeowners looking to be full time—puts strain on our amenities. This is why two of our top priorities for 2022 are to (1) update the amenity access policy and (2) refine our long-term capital plans. The amenity access policy will address how to manage amenity use for member enjoyment plus balance how amenity operations are funded—the balance between assessment and user fees. The assessment provides us one of the richest amenity packages of any HOA in the country. User fees help balance the burden on those who use the amenities most. The long-term capital plan update will be a studied approach to delivering on continued member enjoyment. We will also continue our focus on trails and open space. A new master plan will address member enjoyment balanced with environmental responsibility. Forest health and fire prevention will protect both our homes and our natural surroundings. 2022 ELECTION
Run for the Board MAKE AN IMPACT AS A TAHOE DONNER DIRECTOR
If you want to make a positive impact in your association and help guide the direction and success of our mountain community, the Tahoe Donner Board of Directors needs you! Two board vacancies will be filled this June. Fulltime and part-time resident members are eligible to stand for election and are encouraged to apply by April 22 at 10AM. What is the Board of Directors?
The board of directors is a five-member team of unpaid volunteers elected to govern the financial management and general operation of Tahoe Donner while acting in the best interests of our nearly 25,000 members. Managing a budget in excess of $30 million, the board oversees the physical management of the association’s common areas, operation of the resort amenities and enforcement of the land-use restrictions and architectural standards that create the unique character of Tahoe Donner.
What sorts of issues come before the board? • Setting association policy and strategic planning
• Overseeing the maintenance, repair and replacement of facilities • Enforcing the governing documents • Establishing and overseeing the budget and the levying and collection of assessments
What is required of board members?
Board members are elected to a three-year term during which they are expected to attend regular monthly board meetings that usually last an entire day. Significant time is often required to review and research information to prepare for meetings. Additionally, there are occasional special meetings, and each board member serves as a liaison to one or more of the committees serving the association, all of which meet regularly. Teleconferencing is available for some commitments. In 2020 and 2021 – and continuing into 2022 – most meetings were conducted online due to COVID-19 restrictions.
FIDUCIARY RESPONSIBILITY
Members of the board of directors have a fiduciary duty to the association, requiring them to act in the best interest of the association. This fiduciary duty includes the duty of care, the duty to act within the scope of the board’s authority under the law and the association’s governing documents, and the duty of loyalty. Board members should at all times make decisions that are in the best interests of the association as a whole, regardless of their personal interests.
CONDUCT
Because they are expected to set an example and promote the shared goal of maintaining and enhancing the reputation of Tahoe Donner as a valuable, vibrant and thriving community, board members are obligated to maintain a high standard of professionalism, civility and decorum. Directors are expected to understand that they are accountable for their actions and words.
Who can join the board?
Candidates must own at least 25% of a residential property within Tahoe Donner and be in good standing with the association unless the member has either paid under protest or agreed to a payment plan. Both full-time and part-time residents are eligible to run as long as they have been a member of the association for at least one year. Association employees, those who co-own property with current board members, those with a criminal conviction that prevents the association from obtaining a fidelity bond and those who have already served two consecutive elected terms of office are not eligible.
Campaign guidelines
Last year, Tahoe Donner’s Board of Directors adopted new Campaign Guidelines for board candidates, which you can find at tahoedonner.com/ boardelections. The Guidelines stress the following positive campaign behaviors: • Speak Respectfully • Show Courtesy • Bring a Positive Message • Be Inclusive • Focus on Your Own Message • Practice Civility • Be Factual In particular, “Candidates and advocates should take care to avoid distributing or disseminating information to the members which is inaccurate or which may be false or materially misleading. This includes refraining from making statements known to be false about the backgrounds,
affiliation, or positions of candidates or other community members.” The Campaign Guidelines also highlight the importance of limiting spending on campaigns. The Elections Committee will be monitoring campaign expenditures this election cycle to see whether disclosure requirements and limitations should be considered in the future.
The bottom line
Being a board member is a valuable and rewarding experience that should be undertaken by those who see it as an opportunity and have the time to serve their fellow neighbors while protecting and enhancing the assets of the community. It is serious business but also a responsibility worth doing well in order to safeguard the investments of every owner.

Let’s take a step up to a nearby mountain peak or envision ourselves as a red-tailed hawk soaring on the thermals above Tahoe Donner. High above our home, you can fully take in the Sierra landscape below. From this vantage point, you can see how close many important landmarks and areas lie in relation to Tahoe Donner, including: • Donner Summit • Lake Tahoe • Euer, Carpenter, Olympic and Martis valleys • Jackson Meadow, Prosser, Stampede and Martis reservoirs • Numerous watersheds, including Alder Creek, Trout Creek and Prosser (all of which flow through Tahoe Donner) In addition to these natural landmarks, this mountain area includes subdivisions of all sizes, towns, cities and even unincorporated areas. You would be surprised to see how close everything really is, even when it feels distant when traveling by car.

This land is more than just a dot on a map or a peak to climb, though, and our association plays a larger role in this community than you might think. Tahoe Donner is the third-largest property owner in the Truckee area after the United States National Forest and the Truckee Donner Land Trust – just one of the ways that makes us unique. We are an integral part of the Truckee-North Tahoe Region, and we have a commonality to each other and our neighbors in many ways as landowners, employers, stewards of land and assets, users of natural resources, outdoor enthusiasts and more. Just as we are an important cog in our community, it is important to note the similarities, differences and opportunities that arise between Tahoe Donner and its surrounding organizations.

This much-anticipated global event will take place in Beijing, China beginning Feb. 3 with the opening ceremony scheduled for Friday, Feb. 4. If you live in the Truckee-Tahoe area, the Winter Olympics is more than just a dream for many residents – it’s a reality. Whether you know someone, live next to someone or are someone who competed for a spot in Beijing, the Tahoe Donner community and Tahoe area has played a huge part in training today’s Olympians, including these local athletes.

Winter Driving By DEREK MOORE
There was no “easing into it” this winter. The record-breaking snowfall in December was both exciting and unexpected, catching many off guard. One of the biggest challenges, along with snow removal and power outages, was simply getting around. As more people are living full-time, year-round in Tahoe Donner, it’s important to be reminded of tips to ensure a fun and safe winter, especially while driving on the roads.
6 TIPS FOR SAFE WINTER DRIVING Check Your Speed
Winter Tires + Chains
Driving too fast is the most common cause of accidents in snow. It takes more time to stop due to slick conditions. When driving in Tahoe Donner during the winter, it’s essential to keep the following in mind:
Make sure you have snow or all-terrain tires with good tread. Otherwise, carry chains. Keep in mind that Tahoe Donner sits at a higher elevation than downtown Truckee, and the amount of snow can vary from inches to multiple feet.
•
Watch for vehicles pulling out of driveways. High snow berms, especially on Northwoods Blvd., make visibility difficult.
•
Two-wheel-drive vehicles are not advised in Tahoe Donner without snow chains.
•
Roads narrow in winter. Keep an eye out for pedestrians, dogs and children on the streets.
•
Chain up before driving up Northwoods Blvd. Practice putting on chains before you need to.
•
Go extra slow driving down the “big hill” on Northwoods Blvd. Consider downshifting to avoid overbraking, which can cause sliding.
•
Studded tires are a great option during the winter for ultimate traction.
Be Aware of Black Ice
No Street Parking in Winter
During thawing and freezing cycles, black ice often forms on our local streets, making it hard to tell if the road is slippery, especially in the shade during the early winter months when the sun is at its lowest angle in the sky. Slow down.
Street parking is not allowed in Tahoe Donner from Nov. 1 through April 30. Roads must be clear for snow removal equipment. Do not abandon your vehicle in the road if you are stuck, as it creates a danger for other drivers and snow removal vehicles. Turn on your hazard lights and call for help if possible.
Clear Snow From Your Vehicle
Know Before You Go
Remove snow from the roof of your vehicle and all windows. Not doing so is dangerous for you and other drivers. The snow on your rooftop will eventually release when you are driving and can cover your windshield so you can’t see. The police can also ticket you for driving with excessive snow on your car.
If you must drive during a winter snowstorm, do your research and be prepared. •
Check the weather forecast and road conditions in advance.
•
Don’t rely on traffic apps for the best route. They don’t account for current weather situations like snow conditions and road closures that can often leave travelers stranded.
•
Always pack a winter supply kit with key items like warm clothes, extra food and water and a shovel.

GETTING ONLINE WITH TAHOE DONNER ShopTD vs. Member Portal
Within the last year and a half, Tahoe Donner has launched two online member platforms: the renovated ShopTD store and the new member portal. What is the difference between the two, and which one should you use?
ShopTD
Member Portal • Snowplay tickets • Camps and programs • Ski season passes Members are not required to have a ShopTD account, but if you want to make any of the above purchases in ShopTD, you will need to create a profile. When purchasing from ShopTD, here are some helpful tips:
ShopTD is Tahoe Donner’s online store for amenity offerings. Whether you want to schedule ski lessons or register for summer camps, ShopTD allows you to easily reserve products and services in advance. Seasonal products in ShopTD include: • Beach Club Marina rentals and tours • Bikeworks rentals and tours • Cross Country Ski Center trail passes, lessons and rentals • Downhill Ski Resort lift tickets, lessons and rentals • Equestrian Center pony rides
• Ensure all child members, including those 6 and under, are set up on your ShopTD online profile at shop.tahoedonner.com. To view members on your profile, log in to ShopTD and click “My Account.” o Please contact Member Services if you need to add additional Tahoe Donner members to your account. If you have never logged in to ShopTD and are having trouble creating an account, visit the web for more information and a short how-to video. • During popular periods, such as when summer and winter programs go on sale, anticipate longer-than-normal online wait times. You may be placed in our ShopTD virtual waiting room during high-traffic periods. • Be sure to check out within 15 minutes of adding items to your cart. Once you have added items to your cart, those items are reserved for you for up to 15 minutes. After 15 minutes, those items may be allocated to other members and you may receive an error at checkout.
While ShopTD focuses on amenity information and products, the new online member portal focuses on member information and financials. This secure portal was designed to allow Tahoe Donner members to manage membership information and perform key association tasks. Offerings in the member portal include: • Pay your Annual Assessment • View payments • Submit covenants violations • Update member info like contact info and mailing addresses • Access association documents like board meeting minutes • View committee information • View board meeting documents and schedule Emails have been sent to members with instructions on how to create an acount with a unique member registration code.
Instructions were also mailed to members along with their 2022 Annual Assessment bill. If you do not have your unique member registration code, email info@tahoedonner.com for support.
To register for the portal, you need your unique member registration code, your last name as it appears on your Annual Assessment statement OR your property’s street address number, and a valid email address. When creating a member portal profile, here are some helpful tips: • Navigate to tahoedonner.com/member-portal. • Enter your contact information as prompted and choose a username, then click “Continue.” o Note: Your username can only contain letters, numbers and underscores. TO CURE WINTER BLUES
From Alder Creek Cafe to Your Kitchen
Take on the cold and blustery days with a warm, creamy Edi-Bōl favorite – that you can make right at home! Chef Ethan Phelps at the Alder Creek Cafe has turned the famous Red Curry Noodle Bowl into a winter staple you and your family can enjoy all season long. The best part of this recipe? It can last you beyond just one dinner. Ethan shares, “What I suggest is trying to assemble your broth, pick your chicken, cook your noodles and prepare your toppings on a day you have off. That way, you can freeze what you don’t eat to have a quick mid-week meal later on. You can also add or take away ingredients from this broth to make it right for your family if you have picky eaters or dietary restrictions. This recipe is simply a road map of flavors from our kitchen to yours.”
BROTH 1 whole chicken 1 yellow onion 2 peeled carrots 1 inch of ginger, smashed 3 bunches of scallions 8 cloves of garlic 1 cup red curry paste 2 kaffir lime leaves 12 cups cold water 13 oz. coconut milk NOODLES Soba or ramen noodles TOPPINGS Sugar snap peas Bean sprouts Broccolini Carrot coins Cilantro Thai basil Lime wedges
DIRECTIONS
1. Place all broth ingredients except coconut milk into a pot. 2. Simmer on medium-low heat for 45-60 minutes until chicken is fully cooked (internal temperature of 165 degrees). Try to not let the chicken boil, which will make it dry! 3. Remove chicken from the pot, cool, and pull the meat from the bone. Pro tip: This is easiest when the chicken is still warm to get a better yield from your hard work! 4. Add coconut milk to pot and return to a simmer for 20 minutes. 5. Strain the broth and strain out onion, carrot, ginger, scallion, garlic and kaffir lime leaves. 6. In another pot, cook your noodles of choice (usually soba or ramen). While your noodles are almost done cooking, add in the raw veggies you want to cook and use for topping your bowl (like the carrot coins) to the boiling water for one minute to blanch them. 7. Drain water from noodles and veggies, and transfer into serving bowls. Pour broth and chicken over the noodles, and then add in your favorite toppings. 8. Enjoy!

The TD Men’s Golf Club will again host 12 tournaments this season starting with The Ice Breaker on Sunday, June 12. Wednesday games will return as well, along with The North Tahoe Cup (TD vs. Incline Village), The TD Cup for the top 14 points earners for the season and the NCGA 12-Man Team Match Competitions. Altogether, we offer over 35 events covering the spectrum from social/friendly competitions, events that include family and friends, team events, individual competitions and the opportunity to represent TDMGC at the NCGA level.
The Tahoe Donner Quilt Club meets twice a month during the winter months, weather permitting. We will send out a notice the week before as a reminder and an update if it’s safe for us to venture out.
WOMEN’S GOLF CLUB The board has been busy planning for next season, and you should know: • Our 2022 calendar is set and can be found on our website. • We are currently welcoming new members and accepting registration from returning members. The application form is available on our website. • The board is continuing to assess changes to make the club more appealing to players of all levels and interests. In 2021, we introduced “Just Play Golf” (JPG) days for members who prefer social golf to competitive golf. On JPG days, there is no competitive game and members can play from the tee box of their choosing. In 2022, we are planning to allow higher handicap players to play from the Blue Tees on game days and other tournaments. The holiday storms brought extreme off-roading opportunities to our Tahoe Donner streets! Our winch proved very useful for helping neighbors get their stuck cars out of their driveways. The kinetic tow rope also assisted stuck vehicles through plow berms. Modern vehicles have no apparent place to attach a tow rope. Car manufacturers provide a screw-in tow eye that attaches into a small, concealed hatch in the front of rear bumpers. The tow eye is usually stored in the black tool pouch with your vehicle’s jack handle. Check your owner’s manual so you know in advance how to attach your tow eye!

ARCHITECTURAL STANDARDS CONSTRUCTION 2021 YEAR-END PERMIT STATS AT A GLANCE By SHERYL WALKER, Architectural Standards Office Manager Home improvement projects for 2021 increased again over the record highs seen in 2020. Staff saw a marked uptick in all types of maintenance, home updates and renovation projects throughout the summer with a 23% increase in maintenance projects and 45 new houses being proposed for 2021 (40 in 2022 and only 22 in 2019).
HIGHLIGHTS
The construction activity level achieved record status over the last 14 years in Tahoe Donner and exceeds the pre-recession level back in 2007. The Architectural Standards Office (ASO) staff members saw 428 projects submitted in 2021, an increase of 17 projects over the prior record-breaking year in 2020.
• Total projects per permit category: • Major: 52 permits issued 55 projects submitted in 2021, compared to 57 in 2020 (-3.5%) and 26 in 2019 • Minor with Neighbor Notification: 27 permits issued 36 projects submitted in 2021, compared to 35 in 2020 (+2.9%) and 29 in 2019 • Minor without Neighbor Notification: 108 permits issued 120 projects submitted in 2021, compared to 144 in 2020 (-14.3%) and 110 in 2019 • Maintenance: 190 permits issued 205 projects submitted in 2021, compared to 167 in 2020 (+22%) and 143 in 2019

COVENANTS COMPLAINTS + ENFORCEMENT 2021 YEAR IN REVIEW
By SHERYL WALKER, Architectural Standards Office Manager Ensuring the peaceful, single-family, residential nature of Tahoe Donner continued to be the top priority to the Tahoe Donner Board of Directors, Covenants Committee and staff this last year. Staff continued to consistently communicate behavior expectations of members and their guests through available digital communication channels and on the phone and in person during the summer (following COVID-19 protocols). Staff placed emphasis on reaching informal resolution, voluntary compliance and education to members and guests on how complaints and violations can be prevented.
THANK YOU TO OUR RETIRING COMMITTEE MEMBER We wish to thank Len Leclerc for his many years (10+) serving on the committee and his dedication to Tahoe Donner. His participation and volunteered hours benefited the community greatly. He stepped down from the committee at the tail end of 2021.
NOTABLES DURING THE PANDEMIC
• Covenants enforcement continued with seven-day coverage. • The after-hours call service phone line maintained coverage with a total of 54 calls received over the course of the year. The covenants complaint phone number is (530) 414-8166.
2021 TAHOE DONNER RULES CHANGE EFFORTS
• Revised Covenants Enforcement Procedures: The committee and staff worked towards drafting revised covenants enforcement procedures to clarify complaint types and violation processing. The draft revised procedure was provided and reviewed by the board at the November 2021 board meeting. Following the presentation, the board approved the draft to go to legal review before coming
back to the board for consideration of a 45-day member notification process. • Exterior Light Pollution, noise and STR Enforcement Procedure Updates: The committee and staff worked toward revising the exterior light pollution, noise and STR enforcement procedure to clarify language. The committee approved the draft changes and the proposed rule updates are still to go before the board in 2022.
TOWN OF TRUCKEE 2021 ORDINANCE ADOPTION
The Town of Truckee adopted short-term rental ordinances and a complaint system in early 2021, which provided residents the opportunity to further address concerns relating to short-term rentals with the Town directly. More information can be found at townoftruckee.com/government/ short-term-rental-program. STR violations can be reported at (530) 450-2430. The Covenants Committee met every month last year via Zoom due to pandemic mitigation efforts. The committee sat and presided over a total of 44 hearings compared to 25 hearings in 2020 and 23 hearings in 2019 for properties with complaints brought forth that spanned from forestry defensible space removal, garbage and fire safety concerns during the seasonal fire ban to exterior light pollution and noise. A summary of heard violations and levied fines can be seen below.

There were a total of 452 complaints, and of these complaints, 202 were actual violations of the Tahoe Donner rules compared to 875 complaints and 512 actual violations in 2020 and 407 complaints and 301 actual violations in 2019. There was a reduction in the number of complaints received from the prior year in 2020 mainly from pandemicrelated concerns starting April 2020 through September 2020, as can be seen in the graph to the right. The top two complaints in 2021 were exterior light pollution and garbage spill complaints, which is consistent with the prior year. Exterior Light Pollution complaints became the top complaint category for 2021 with the Community Relations Inspector focusing on education and being solutionbased to limit repeat occurrences. Staff continue to discuss with complainants what constitutes a Tahoe Donner covenants violation versus a community concern and how to assist members with community resources to resolve these concerns.

WINTER ACCESS TO TRAILS AND THE BACKCOUNTRY A few reminders as we enjoy cross country ski season: • Only park in designated parking areas. The Truckee Police Department enforces a winter parking ban effective from Nov. 1-April 30. Violators may be towed or ticketed. • A day pass/season pass is required to access trails and terrain within ski area boundaries. Failing to purchase a pass is a violation of California Penal Code 537. • Skis or snowshoes are required to be on the cross country ski trails – no foot traffic, please. • Entering closed areas within the ski area is prohibited for your safety and the safety of others under California Penal Code Section 602(r). • Access to the ski area terrain outside of operational hours is prohibited. • Dogs are not allowed at the ski areas except for on designated trails at TDXC with a dog season pass when dog trails are open. • Please stay away from groomed trails when with your dog (unless on specific dog trails with a ski pass). Many alternative dog-friendly areas do not require an access fee. • The golf course is closed to all access in the winter months. Please stay off.

BOARD MEETING RECAPS SPECIAL BOARD MEETING December 1, 13 + 17, 2021 ACTION: Proposed Information on Lodge at Downhill Ski Advisory Questionnaire Director Wu moved to approve the motion that management sends Advisory Questionnaire to the Board for feedback and continues that process individually until there is broad consensus on what the questions should be and that the General Manager, staff and the consultants have the final say. Seconded by Director Roth. 5-0 Director Mahoney moved to approve the motion that the Questionnaire includes the latest information on total cost, $21.3 million with a 10% contingency, and size, 27,900 square feet. Seconded by Director Koenes. 4-1 Director Wu moved to approve the motion to authorize staff to work collaboratively with the consultants and project members to craft the information package, and this core team does not preempt any other outreach. Seconded by Director Koenes. 5-0 Director Mahoney moved to approve the motion to direct staff to conduct the Advisory Questionnaire with advice from the consultants and to use whatever supplementary means – reaching out, tabulating or determining member views – as they see fit in order to deliver an effective Advisory Questionnaire. ACTION: Operating Surplus Transfer, 5-0 The Board reviewed and approved the audited 2020 Operating Fund surplus of $696,534 to the Development Fund.
