WHAT TO DO Spin instructors provide a “road map” in classes that consists of tension increases, flats, intervals, climbs, and sprints. Warming up, cooling down and stretching are part of every class.

Each student uses a resistance dial to adjust the tension accordingly. The best part of spin classes is that you can follow the “road map,” or just pedal according to how you feel while still feeling part of a group.

Instructors cue how and when to make adjustments in speed or tension. Keep your spine long and shoulder blades back and down. Sit on the seat with your sit bones and stay relaxed. The most important part of a spin class? Having fun and mixing up your regular fitness routine.

After a few classes, you will be hooked! It is simple and easy once you give it a try. You will love the individual control over the workout to match your fitness level and the challenge a spin class offers.

BY DEREK MOORE This time of year we wait in anticipation for the onset of new snow with hopes of early resort openings, busy restaurants and strong retail sales. Autumn is a colorful entry before our community turns into its annual, bustling ski town. With home fires burning and upcoming holidays to look forward to, we’ll soon be enjoying our Tahoe winter wonderland.

There is a darker side to the approaching season for many resorts, restaurants and business owners. Hiring staff to meet the demands of the peak seasons has become a greater challenge each year. The common denominator? Housing.

Or more specifically, the lack thereof.

North Lake Tahoe and Truckee are facing a growing shortage of suitable housing, which has created a domino effect greatly impacting our community. Our region depends heavily on seasonal workers during the months of December through March, plus June and July, to fill necessary positions in the recreation, food and beverage, hospitality, and entertainment industries. However, housing prices have soared in recent years, creating difficulties for our local and seasonal workforce to find suitable living situations they can afford.

In February 2016, Moonshine Ink published an article titled, “Housing Crisis: Out of Reach,” which included some startling

statistics on the challenges of living the Tahoe dream. The average cost of living in the Tahoe region is 10 times higher than the national average. Interestingly, the article profiles 20 Tahoe residents, from college students to the homeless to seniors. It’s clear that the available and affordable housing issue is not demographic-specific. In a follow-up article of Moonshine Ink, published in this month’s October/November issue titled, “The Missing Middle: Housing Tales from the Middle Class,” eight personal stories are featured, detailing how the housing crisis is impacting our middle class residents. Their conclusion?

The situation has only gotten worse in the past eight months. What has affected seasonal workers, low-income families, residents with disabilities, and seniors, is now impacting our teachers, public service workers and private sector professionals.

A RECENT AWAKENING The availability of suitable housing is critical to attract and sustain any community’s workforce and is necessary for a stable economy. How to achieve this amongst an economically diverse population is the golden question, and we’re learning it takes a village to answer.

Taking action against the visible concern, the Community Collaborative of Tahoe Truckee (CCTT) kicked off a housing discussion in November 2014 that moved local leaders to fund and plan a regional study.

Under the lead of the Tahoe Truckee Community Foundation (TTCF), a housing study was launched in 2015 to create a regional baseline of understanding in which our community leaders can plan and implement strategic solutions going forward.

The study was to be a concerted effort between local agency resources, non-profit involvement, community outreach, consultants and media partners. It consisted of working with technical consultants to collect housing and community data in Placer County, Nevada County, and Truckee, as well as performing community outreach. This was done through a series of public forums, workforce surveys, and focus groups.

In April, the Regional Housing Study of Truckee and North Lake Tahoe was completed. The detailed, 400-page report includes an assessment of current workforce and tourism trends, the housing market, housing policies and assistance programs. The study shares case studies of our sister mountain destination communities, local upcoming housing

In winter and summer, Tahoe Donner hires J-1 visa workers from Argentina, Chile, Brazil and Peru, among other countries. Most are students who are on break from university wanting to work while gaining international travel experience. It’s a win-win for everyone.

Unfortunately, each year it’s becoming more difficult to find housing for them.

“There are so few local people applying for jobs now, we’re having to do more hiring from other areas,” said Dave Walker, ski and snowboard school manager at Tahoe Donner Downhill. “That means there are a lot more people coming into the area for the winter season. This is not unique to Tahoe Donner, as all of the resorts in the area are dealing with the same issue. This creates a lot more competition for housing.”

The J-1 visa workers that Tahoe Donner hires work at the Downhill Ski Area, as well as The Lodge Restaurant & Pub and Alder Creek Café, plus the Tahoe Donner Marina during the summer. This winter, Tahoe Donner is aiming to hire up to 50 employees just at the downhill ski area alone.

“Our J-1 students have always enjoyed their time here at Tahoe Donner, and a large percentage of the students we hire each season were referred to us by former J-1 employees of Tahoe Donner,” continued Walker. “We compare favorably to other J-1 destinations with regards to a great work environment, compensation and employee benefits, but the lack of employee housing is definitely our biggest hurdle.”

Tahoe Donner is provided with an excellent pool of candidates from the exchange companies they work with, allowing the association to select from the best students. Now the challenge is to find them a place to live.

WORKING SOLUTIONS This season Tahoe Donner has contracted with a few neighborhood homes; one for the next 25 months and the other for this winter only. In addition, Tahoe Donner owns a house currently being renovated which will be dedicated to housing seasonal workers. It also has put the word out to members that room and board is in need during the critical winter operational months of December through March. The association is looking for solutions and working with the local entities on a resolution.

On a regional level, new development projects in and around Truckee can help meet the housing demand. According to the housing study, there up to seven residential projects that have been proposed or that are under development in Truckee, totaling up to 396 units. In addition, TTCF, other partners and local community leaders are looking at introducing new programs designed for residential rehabilitation and improving affordability and availability within the existing housing inventory.

According to the TTCF, a unified and targeted regional policy agenda addressing multiple housing requirements, standards and assistance programs, is critical. A regional housing policy agenda will help prioritize projects and help coordinate efforts between our different jurisdictions. Additionally, a regional housing council made up of our area’s diverse stakeholders will help guide and fund such a robust policy agenda. The express focus will be on programs that help to place individuals and families in homes and connect employers and employees to assistance programs, advocating for policy change and tracking accountability, and attracting and connecting capital to advance housing needs.

WINTER TAHOE DONNER RULES AND TOWN OF TRUCKEE ORDINANCES With winter here, the Covenants Committee would like to encourage members to review Tahoe Donner’s winter rules as well as brush up on Town of Truckee ordinances that affect parking and snow removal on the streets. The committee urges owners to leave an information packet for renters or visitors of their home to ensure success within the community and good neighborly relations.

Top Winter Tahoe Donner Covenants Rules

• The Downhill Ski Area, Cross Country Ski Area, and Snowplay Area require day tickets or season passes during the season. Use of the facilities or trail system after hours is prohibited. Remember, night and day grooming does occur, and after-hour activities puts everyone at risk.

• Snow activities can be enjoyed at the Snowplay Area or other trail locations like Glacier Way trailhead. No sledding or snow play is permitted on the Golf Course fairways or greens.

• Weather-related emergency parking is allowed through an emergency parking permit which can be picked up at the Northwoods Clubhouse for the Trout Creek Recreation Center parking lot. Use of the emergency parking is specifically for short-term parking only, and is not intended for overflow or other purposes. Additionally, parking within the parking lots is at the owners’ risk and Tahoe Donner is not responsible for loss, theft or damage of the vehicle should it occur.

• Snowmobiles are not allowed on any portion of Tahoe Donner property, and it is a violation of town ordinance to operate them on the streets.

• During the holiday season, loud parties often result in complaints

of noxious activity. Remember that voices carry a long way in cold winter months.

Town of Truckee Street Parking Ordinance

During November through April of each year, parking along the street right-of-way is prohibited by the Town of Truckee unless approved permitted and signed areas are identified. Residents can be ticketed or towed for parking along the street right-of-way. This is especially true during storm conditions when parking on the street may impede Town of Truckee snow removal efforts.

A word of safety, sledding down driveways and into the roadways is considered very dangerous and should be avoided at all costs.

As of October 4, 2016, there were 67 single family homes active on the market, ranging from $375,000 to $1,350,000, which equates to 21% less than last year at the same time. Based on the number of sales for this 3rd quarter, this gives us approximately a 2 -1/2 month inventory, and that will most probably continue to decrease as very few homes come on the market during the winter months.

Overall, average sales prices in Tahoe Donner for the 3rd quarter of 2016 versus the same period in 2015 decreased by approx. $7,000 (1%) and average days on market dropped by almost one third (32%). With the forecasters indicating a potentially great snowfall this year, which will bring many winter sports enthusiasts, coupled with a very low inventory, this would be a great time to sell.
