MESSAGE FROM THE BOARD PRESIDENT
Dear Neighbors,
Tahoe Donner is strong and vibrant! We are neighbors who love our community—the people, the activities and the mountain environment—and all the beauty and challenges that come with it.
I walked away from an all-day board meeting recently beaming with pride. It was a long, varied and complex agenda. I am proud of our board, our staff and our member volunteers. Together, we get these things done.
In that one agenda, we addressed fnancials, committee reports and charters, forestry, contracts, employee housing, downhill ski lodge, golf operations, summer operations, capital projects, the potential Town of Truckee vacancy tax, community standards, amenity access policy, winter storm damage, investments, Operating Fund policy, personnel matters, legal matters and assessments.
There are countless ways we enjoy Tahoe Donner… hiking, biking, cross country skiing, downhill skiing, swimming or lounging at one of the pools, spending a day at the beach, working out at the Trout Creek Recreation Center or enjoying a drink or meal at The Lodge, The Pub, Pizza on the Hill or Alder Creek Adventure Center. There is also bocce ball, trivia night, bingo, golf, tennis, kids’ day camps, kayaking, boating, horseback riding, snow tubing… and that perennial favorite, defensible space yardwork.
Collectively, this makes Tahoe Donner a large employer. We issue nearly 1,000 payroll tax forms annually.
The board deals with all of this. We are not single-issue-focused. We deal with all that is Tahoe Donner, in balance.
As we enjoy the height of summer 2023, we also begin planning for 2024. The board, staff and member committees are aligned around an annual workplan and budget. That process starts in August, with budget approval coming in October. Compiled by staff, the board is supported in the budget review process by the fnance, long-range planning and trails and open space committees.
We are also updating the Amenity Access Policy, addressing member, guest and tenant access to our amenities.
The Amenity Access Policy was last updated in 2013. Since then, amenity usage patterns have changed with the growth in new homes, more families living at Tahoe Donner full-time, second homeowners spending more time here, and the presence of the short-term rental industry.
How will the policy look after it is updated? I can’t tell you until we are done. You, though, can tell us how you would like it to look The board is holding a series of open workshops and several open member forums on the topic, plus there is a feedback/input form on the Amenity Access Policy web page at TahoeDonner.com/amenity-access-policy

NAVIGATION OF THE PERMITTING PROCESS
For over 40 years, the Community Standards Offce – formerly known as the Architectural Standards Offce – has helped to shape the growth and development of this extensive community. Dating back to the association’s establishment in the late 1970s, the offce has served as a resource for homeowners and property owners in their planning of building projects, exterior improvements, landscaping, change of ownership and more. Specializing in developing and maintaining guidelines for home and property ownership, the offce helps members navigate the association’s approval process for property improvements.
OVERSIGHT OF PROPERTY REGULATION RULES
From defensible space, storage and waste removal to noise and seasonal backyard fre regulations, the association’s Covenants Rules exist to promote safe, peaceful and respectful habitation by homeowners, their guests or tenants. The Community Standards Offce serves as a facilitator in helping Tahoe Donner members preserve the integrity of the community through the enforcement and oversight of these rules and regulations. By encouraging voluntary compliance, offering a welcome space for questions and providing clarifcation and other helpful resources to homeowners, the department cultivates a culture of

Home to over 6,500 property owners and over 25,000 members spread across approximately 7,000 acres, Tahoe Donner is one of the largest homeowner’s associations in the country. Over the past 50 years, it has grown into a vibrant mountain community of residents who enjoy all that highalpine living and the outdoor lifestyle have to offer. One of the many benefts of being a member of the Tahoe Donner community is the ability to enjoy its private amenities, such as the Tennis Center, Trout Creek Recreation Center, Northwoods Pool and Beach Club Marina.
The Amenity Access Policy details out member eligibility for private amenity usage, appropriate fee structures for members and non-members, amenity access qualifcation and more. In the past several years, the association has determined that current and new members could beneft from a revised Amenity Access Policy, taking into account the signifcant growth of the community and the changing ways in which property owners choose to utilize their homes. While this potential revision remains in the early phases of discussion, several steps have been taken to evaluate the needs of the member community and what avenues may be considered for the future.
What is the Amenity Access Policy and Why is it Important?
Early on in the association’s foundation, governing documents were established as guiding principles to support the direction of the association and provide the basis for all decision-making. As amenities were built to offer recreational services and programming to Tahoe Donner members, the Amenity Access Policy was developed to balance the member experience with the fscal responsibility of their sustained operations.
Simply put, the current policy looks like the table to the right:

Research and Data Collection
Over the past several years, staff have taken steps to evaluate the state of the Amenity Access Policy by reviewing amenity usage data and conducting several surveys from 2020 through 2022 – including one specifc to just amenity access in summer 2022 – that elicited thousands of responses from the membership. A membership feedback form was also widely distributed, and six focus groups were conducted in February and March 2022 to provide insight into the effectiveness of the policy and the desires of the membership regarding amenity access. A summary of these fndings was discussed at the April 12, 2023 special meeting and is available at tahoedonner.com/amenity-access-policy

Outcomes were developed in winter 2022 by a member working group through a review of the association’s C&Rs, Bylaws, Covenants Rules and Restrictions. The following Amenity Access Policy outcomes were presented to the board on many occasions and adopted as parameters for decision-making:

And just like that, winter ended and summer arrived. We did close our winter activities with a beautiful last ski day at Alpine Meadows. Conditions were still so good off Summit Chair, with D-Chutes and Palisades runs providing big corn bumps. Bob Stevens brought his margarita machine to our après ski picnic, and we celebrated the end of this epic winter with blended umbrella drinks and a potluck lunch. Our energetic, wonderful members contribute so much to planning our fun. Thanks to Ione Cutter and all our members for making this event so successful, with close to 30 folks in attendance.

July has been a busy month for our group, attending Concert on the Green on July 2 at Tahoe Donner, the Coyote Bluff Music Festival on July 8 and Music in the Park at the Truckee Regional Park on July 12. Besides having great skiers, our club has a lot of musical talent. We love to play music and dance to rock and roll!
August promises to be another busy month with kayaking on Lake Tahoe, another gathering for music in the park and our annual membership BBQ and potluck at the Alder Creek Adventure Center.

Fifteen vehicles joined the club’s annual trek to view the petroglyphs in Lagomarsino Canyon from Lockwood, Nevada. The Washington Toll Road in Storey County, Nevada, has gotten signifcantly worse since Senator Pat McCarran’s mother delivered homegrown fruits and vegetables to Virginia City using the route! Today, it’s a rocky, bumpy ride requiring a high-clearance, shortwheelbase 4WD vehicle. Those who persist along the road are rewarded with sights of wild horse herds – even a colt – and the amazing petroglyphs covering the rock faces in the canyon. And in other big news, Nishioka Shihan, the founder of IKL, will be visiting and conducting a karate class on Aug. 19. Shihan developed IKL in 1958 and currently resides in Hawaii.

We can’t believe it’s already August! This summer is going by much too fast. This is the season of county and state fairs – as well as quilt shows –where there are always many beautiful handmade things to inspire us. Among the many activities we have going on, our quilting group has decided to do a special project for veterans. We plan on donating lap quilts and walker bags to a veteran’s home on their special day, Nov. 11. Seeing what our members bring to show and tell to fulfll this goal will be fun! We did something similar about fve years ago, and it was incredible to see the work and thought put into creating something to honor those who served in the military. I am very excited to participate again (lap quilt in the works).

The Tahoe Donner Giving Fund is proud to introduce you to this year’s scholarship awardees. As you read about our scholars, you will be impressed by their noteworthy educational plans for the future. On behalf of these happy college-bound students, we would like to thank you for your amazingly generous fnancial support of the Tahoe Donner Giving Fund and its goal to help serve our community’s needs.
The fve IMPACT scholars are all the frst in their families to attend college. These students will each receive up to $50,000 spread over as many as fve years. One very generous anonymous Tahoe Donner donor funds all of our IMPACT scholarships. As you might have guessed, the scholarship name was chosen because of the immense impact that these dollars have on the lives of the recipients and their families. Our traditional scholarships are funded directly by your wonderful donations! Each of these seven student awardees will receive between $2,500 and $5,000 as one-time gifts. Additionally, we will fund a second year for fve traditional scholars from 2022 who continue to shine academically!
IMPACT and traditional awards combine for a total of $247,500 in new and continuing scholarships for 2023! We are so grateful to YOU, our donors, for providing new opportunities for these appreciative students whose lives will be greatly enhanced. THANK YOU!

From June 1 through Oct. 1, 2023, Tahoe Donner chipping reservations are required via the FireAside Chipper Day portal to ensure chipping piles are removed from your property. A link to the portal can be found at tahoedonner.com/chipping-program. A button to the Chipper Day portal is also included in resident inspection reports. Although the Forestry Department may prioritize piles located in zones within the 2023 Inspection Cycle, reservations allow for more effcient route planning, which helps the department to address noninspection cycle properties sooner. You will be notifed if your pile has been deemed ineligible for pickup. Residents of Truckee, full-time or part-time, and their guests, renters and visitors remain at risk of wildfres, especially in the summer and fall months. While defensible space efforts help to reduce these risks, it is of
equal importance that home and property owners have a plan in place in the event of a wildfre emergency. Take the following steps to ensure the safety of your family and visitors if evacuations become necessary:
• Sign up for emergency notifcations: Register with CodeRED to receive all emergency-related alerts and notifcations via nevadacountyca.gov/emergency-alerts
• Know your evacuation zone and procedures: Enter your zip code at community.zonehaven.com to fnd your evacuation zone. Download a copy of Tahoe Donner’s evacuation map at tahoedonner.com/preparedness. Devise a plan ahead of time if an evacuation becomes necessary.
• Practice defensible space: Visit tahoedonner.com/defensible-space to learn more about programs and resources in Tahoe Donner.
• Comply with burn ban ordinances: Prevention is essential in reducing wildfre risk. Familiarize yourself with Tahoe Donner’s covenants rules regarding outdoor fres and comply with local ordinances regarding backyard campfres, bonfres and BBQs.

FIRE BAN IN PLACE THROUGH NOVEMBER
Each year, the Truckee Fire Protection District implements a ban on backyard-type campfres, bonfres and BBQs that may use wood, charcoal or briquettes. Typically extending from June to November, the ban lessens the risk of wildfres caused by unattended or improperly extinguished residential campfres.
The seasonal burn ban ordinance is now in effect as of June 26, 2023, and is expected to remain through the fall. All homeowners and visitors in Tahoe Donner must follow covenants rules pertaining to outdoor fres and comply with the ordinance while it is

Jim and Jayne Matthews stopped at the Cape Hatteras Lighthouse in North Carolina during their three-week East Coast trip. The whole lighthouse was moved 2,900 feet inland in 1999 to save it from the sea, but now it is only 1,500 feet from the shore!
