MESSAGE FROM THE BOARD PRESIDENT Dear Neighbors, Chatting at the Beach Club Marina with a fellow beachgoer, I introduced myself as a neighbor and board member. The response was heartfelt: “Oh, thank you. I just want to enjoy it.” What a great summary of the board’s responsibility to make sure you can enjoy Tahoe Donner. I recently enjoyed the variety that Tahoe Donner offers with my family. I hope you are doing the same! We’ve been on the trails, down to the beach, and over to Trout Creek Recreation Center. We’ve eaten at the Alder Creek Cafe, where wetlands and horses accentuate the experience. We’ve also eaten at Pizza on the Hill, The Lodge, and enjoyed dinner and wine on our back deck—with The Lodge and our deck overlooking the golf course and, talent aside, views of golfers enjoying the day. It brings joy to see members enjoying Tahoe Donner as I do, with family and friends. The level of active and varied enjoyment is impressive. Looking beyond amazing amenities, I toured our neighborhoods, traveling the full loop of Northwoods Boulevard, traversing Alder Creek Road, driving to the top of Skislope Way, and exploring winding side streets on the way down. While each corner of Tahoe Donner has its unique characteristics, a single community atmosphere endures. The immensity of Tahoe Donner is almost overwhelming. Still, we are close-knit in our enjoyment of the Sierra mountain life. Our awesome staff and member-volunteers work together so we can all enjoy Tahoe

Donner. While we are enjoying Tahoe Donner, here’s some of what is going on behind the scenes: • The first meeting of the new board year was just held. Summaries of each board meeting are published here in Tahoe Donner News, with videos of meetings available online. Also, the board completed its annual training with legal counsel. • Defensible space work continues in earnest. Tahoe Donner is a recognized leader in fire-safe communities and wildfire prevention. Still, there is always more to do. Our professional forestry staff prioritizes work for the greatest impact on fire-risk-reduction and forest health. • Our member committees continue their work. These are volunteer-member committees that act under the authority of the board with guidance and support from our professional staff. Two new committees, Trails & Open Space and the Long-Range Planning Committee, are off to strong starts. • Preparation for the 2023 budget is underway, addressing both operational and capital requirements. This year we conduct our triennial “deep-dive” replacement reserve requirement study and a thorough analysis of our long-term building refurbishment and replacement needs. “Enjoy Tahoe Donner,” a community engagement initiative, is also in full swing. MEET THE BOARD

Benjamin Levine is beginning his first term as a board member, while Jim Roth was re-elected to serve a second term. mountains. “We remembered Tahoe Donner. With all of its amenities and recreational opportunities, we knew it offered the complete package. We never considered any other community.” When Benjamin’s sister gave birth to twins, the new Tahoe Donner family home became even more special. “It was important that my niece and nephew grew up having the kind of experiences my sister and I enjoyed at Donner Lake. Tahoe Donner gave them those experiences, along with so much more.”

BENJAMIN LEVINE

Born and raised in Marin County, Benjamin Levine grew up spending weekends and holidays at his family’s cabin at the west end of Donner Lake. In the summer, the focus was on the water: fishing in the morning and windsurfing in the afternoon. In the winter, Benjamin was usually cross-country skiing with his parents and older sister at Tahoe Donner. “In the early days, it was all three-pin bindings, diagonal stride, and wool knickers!” Shortly before he headed east to attend Haverford College near Philadelphia, Benjamin’s family decided to sell the Donner Lake cabin. “It wasn’t an easy decision. We loved the mountains, and wanted to maintain a connection to this area. I think we all knew that, one day, we’d return.” Politics was Benjamin’s first passion, and even as a child he followed campaigns and elections the way other children followed sports. “Party conventions were my Olympics, and presidential campaigns were my World Cups. There was never any doubt about what I would study or where I’d focus professionally.” After college, Benjamin returned to the West Coast, eventually settling in Santa Monica. With the whole family back in California, planning began to build a new family gathering place in the

In search of a healthier and less stressful lifestyle, in 2010 Benjamin relocated to Tahoe Donner full time. Committing himself to getting back in shape, he became a regular at Trout Creek Recreation Center, losing 50 pounds and taking up powerlifting. Wishing to get involved with the community, in 2011 he started the Friends of Tahoe Donner Trails Club to organize volunteer stewardship efforts on the Association’s trails and open spaces. In 2017, Benjamin joined the Trout Creek Task Force, which shepherded the recent gym-side renovation and expansion project through the Tahoe Donner capital projects process. From 2018 until his election to the board of directors, he chaired Tahoe Donner’s Trails and Open Space Committee and its predecessor subcommittee. More recently, he co-authored Tahoe Donner's election campaign reform package and its Director Code of Conduct. Thinking ahead to his service on the board of directors, Benjamin reflected on a lesson he learned from his first passion. “If politics taught me anything, it’s how important it is to see things from other points of view. That’s something we need to remember in Tahoe Donner, because our goal shouldn’t simply be to serve the majority of our members; it should also be to serve the diversity of our members.”

Jim Roth was born and raised in a log house on a riverbank in Alaska. He is an outdoor enthusiast, nature lover and one of six siblings. Jim moved to Berkeley for graduate school in 1985 and the San Francisco Bay Area has been his home ever since. Jim bought his Tahoe Donner home so his daughters Ida (8) and Annabelle (6) could spend time in nature, be active outdoors and create long-lasting memories with family and friends. OVERVIEW OF THE BUTTERFIELD FIRE IN TRUCKEE

Highway Patrol including Air Operations. We want to thank all our public safety partners, critical infrastructure partners, and the public for their assistance.

On July 7, 2022, a wildfire broke out north of the Truckee Tahoe Airport near the Tahoe-Truckee Sanitation Agency (TTSA) facility and the Legacy Trail between Joerger Drive and Butterfield Drive. Public safety officials, including Truckee Fire Protection District, CAL FIRE and Truckee Police Department moved quickly to establish Unified Command. By 11:57AM, an evacuation order was in place for zone TRK-E112 and officials were monitoring and assessing surrounding zones. No other areas were ordered to evacuate, and the fire was held at 12 acres without forward progress by 2:08PM. Fire crews stayed on scene to mop up and secure the area overnight and the evacuation order was lifted completely by 7:50AM the following day. Mutual aid was provided by Olympic Valley Fire Protection District, Northstar Fire Protection District, North Tahoe Fire Protection District, North Lake Tahoe Fire Protection District, US Forest Service – Tahoe National Forest, Nevada County Sheriff’s Officer and Search and Rescue Fire Evacuation Team and California

As a result of a coordinated investigation involving Truckee Police and CAL FIRE personnel, the cause of the Butterfield wildland fire was determined to have been human-caused. A 32-year-old Truckee woman was taken into custody after evidence was obtained indicating she was responsible for setting several spot fires, which resulted in the fire. She later admitted to investigators of having set the fires intentionally. The CodeRED Emergency Alert System and Zonehaven were utilized by Truckee Police Department to communicate emergency notifications and provide ongoing evacuation zone information during the Butterfield Fire. All Nevada County agencies utilize the CodeRED Emergency Alert system as the primary method of communication during critical incidents. Take the time to become familiar with the Zonehaven website at community.zonehaven.com and know your evacuation zone. It is also critical that you are signed up for CodeRED and not relying on social media or other messaging systems for the most up-to-date information. While Tahoe Donner and its members perform fire hazard mitigation (defensible space) projects, there is still a likelihood, based on our location and historical records, that a wildfire will threaten the region in the future. Tahoe Donner itself had several forest fires threaten its borders in 2003 and 2007 when fires were started just off of I-80 and raced up the hillside on the south side of Tahoe Donner.

A month after installation, the camera was used to successfully identify a small fire on Prosser Hill that started due to a lightning strike. CAL FIRE and US Forest Service fire personnel and air assets were dispatched and the fire was extinguished before it became a threat to the community. Residents of Tahoe Donner and beyond are invited to monitor ALERTWildfire cameras and report suspected fires to the local fire department. Know what messaging tools to look out for and sign up for alerts before an emergency occurs!

KNOW YOUR EVACUATION ZONE + KNOW YOUR WAY OUT In the event of a wildfire or an emergency situation, law enforcement and fire agencies will issue evacuation warnings or evacuation orders for impacted areas. These notices are issued for a zone along with an evacuation status. Authorities will use zone names in emergency alerts, media releases and social media to notify residents which areas are under an evacuation warning or order. In the event of an evacuation, there are two primary evacuation routes in Tahoe Donner: Northwoods Boulevard and Alder Creek Road. The location of a wildfire threat will determine if both routes are available, one route or none. If a wildfire is threatening Tahoe Donner, leave early; DO NOT wait for evacuation orders. FOLLOW THESE THREE STEPS TO FIND AND REMEMBER YOUR ZONE: • Go to community.zonehaven.com. • Enter your address into the search bar. • Find your zone in the pop-up window and write it down.

Please note: Tahoe Donner encompasses multiple evacuation zones. Know Your Zone refrigerator magnets are available at the Tahoe Donner Member Services office and are a great way to prominently display your zone for everyone at your home. QUILT CLUB

TD crafters gather together the third Thursday of each month – the next meeting at 6PM on August 18 in the Alder Creek Adventure Center clubroom. Meetings feature member-led events to showcase their creations using embroidery, crepe paper crafting, watercolor, knitting, etc. In July, we made felted vessels/ luminaries. In August we are making Cricut mugs.

The ladies made over 50 quilt blocks, organized the design with sashing strips, put it together with the hand-tie method, and Lydia Stang finished the quilt with binding. We are looking to donate the quilt to a local organization to be used for a family in need or another worthy purpose. The ladies have already decided on a design for our next community quilt. Karen Aaron rode front and center on her palomino, Sunshine, through the Fourth of July excitement – crowds, inflatable dragons, band music and merrymakers. Quarter horses as a breed are well suited to minding a task amid distractions, and so they did! Western spirit is alive and well at the Tahoe Donner Equestrian Center, where horses have been part of the landscape for 50 years. Look for Sunshine, an Equestrian Club ambassador, on our trails this summer. She loves to slow and say hello!

4-WHEELERS CLUB The TD4WD Club had a fun run up the 8,215-foot elevation gain to Peavine Mountain and onto Crystal Peak, where crystals were mined for radios during World War II. The expansive views from the top of Peavine Mountain allowed the group to see the entire Reno metropolitan area before heading back down to the forest to the west. The meadows were full of wildflowers making for a spectacular show along the way.

Food insecurity has not only become a worldwide reality but is affecting our close neighbors as well. The Tahoe Donner Giving Fund, powered by your generosity, is taking aim at helping with this problem.

NOURISHING OUR SENIOR CITIZENS

Sierra Senior Services is a nonprofit 501(c)3 organization established in 2001 to provide meals to seniors through the Meals on Wheels program. This is an unduplicated program in Eastern Placer County, Eastern Nevada County and Incline Village. Sierra Senior Services provides over 700 meals a week to senior residents in Truckee and on the north and west shores of Lake Tahoe. This organization has impacted the community by helping the growing number of seniors who are aging in their own homes

but who need that extra help to continue to do so. Sierra Senior Services provides one-third of the nutrition a senior should have each day. Without this organization, there would be no prepared food support for this growing segment of the population. Most importantly, this program allows seniors to age in place, in the familiar surroundings of their own home. Executive Director Sharon Romack describes the situation during the pandemic. “COVID-19 increased the demand for Sierra Senior Services exponentially. We doubled the number of people we serve in a two-month period. Without missing a beat, we were able to manage this rapid growth. Demand for raw foods, packaging supplies and fuel for the additional meal-delivery vehicles all increased at a pace we had not expected. However, we never had to create a waiting list that would have forced some area seniors to go to bed hungry. Help to make this possible came from a generous contribution from the Tahoe Donner Giving Fund.”

SUPPORTING LOCAL FARMERS AND FAMILIES IN NEED

Tahoe Food Hub’s Giving Box Program was launched in the fall of 2019. The goal of the Giving Box Program is simple: pay farmers a fair market price for their crops and provide fresh, sustainably


sourced, local produce to needy families. At the height of the pandemic, Tahoe Food Hub provided over 200 boxes a week to families in need. The Giving Boxes mirror a CSA-style (Community Supported Agriculture) box, showcasing what is fresh and in season locally. Giving Boxes supply, on average, four to six meals a week according to USDA standards. In addition to feeding our community and supporting small family farms, an integral part of the Giving Box Program is to educate our community about how healthy eating habits can curb diet-related diseases and how to make the most of our local bounty. The use of ingredient highlights, showcasing what is in each box and how to prepare it, provides an educational opportunity to reduce hesitation around preparing fresh fruits and vegetables. Founder and Co-Executive Director Marissa Yakaitis explains. “All crops that go into our Giving Boxes are harvested to order by our farms the day before boxes are distributed. This added value of freshness allows families to ensure that their children will be eating healthy meals on a regular basis. Giving Boxes are built with the help of community partners like Tahoe Ability Program and SOS Outreach. We distribute boxes through additional partnerships with Truckee-Tahoe Unified School District and local churches. The Tahoe Donner Giving Fund’s generosity has helped us to provide boxes to families in need and to expand our reach to provide families with boxes every week. Working with TDGF has created sustainability in our program to bridge the gap of general donations, and for that, we are so grateful!”

BRIEFS WELCOME, SYDNEY STOKES!

Tahoe Donner would like to welcome Sydney Stokes as its new administrative services manager! Sydney is involved with the association’s risk management programs, security and loss prevention, employee housing solutions and much more.

response readiness in the area. The project will require closures to the Trout Creek Trail in fall 2022 and part of spring and summer 2023. The trail closure will begin Tuesday, September 6 and is expected to last about two months. The trail will be closed at the bridge over Trout Creek for the entirety of this period and at select sections to the east of Trout Creek for tree removal work as needed. The trail will be reopened to the public for winter 2022-23. In late April 2023, the trail will close again, with an anticipated reopening by July 4, 2023. This timing will be dependent on snow coverage. The trail will be closed to all access from Northwoods Boulevard to about a half mile east of the bridge. The project will be completed in late 2023.

With a bachelor’s degree in Recreation Administration from California Polytechnic State University, Sydney most recently spent 13 years at Martis Camp Club as camp director. She is excited to return to Tahoe Donner, where she has previously worked at the Beach Club Marina, Trout Creek Rec Center, Recreation Hut and Downhill Ski Resort. In her free time, you can find Sydney with her husband, Tommy, and two kids, Mara and Beckett, on the slopes in the winter and on the lake in the summer enjoying all the area has to offer! CRUCIAL WATER INFRASTRUCTURE PROJECT TO REQUIRE TROUT CREEK TRAIL CLOSURE

This September, the Truckee Donner Public Utility District (TDPUD) will break ground on the Pioneer Trail Pipeline Project, which involves the construction of a new water pipeline and a new pump station to serve the Tahoe Donner subdivision. This critical investment will strengthen the reliability of TDPUD’s water delivery system to Tahoe Donner, as well as improve the district’s fire

2022 EMERGENCY DROUGHT REGULATIONS NOW IN EFFECT

The State of California has enacted mandatory regulations that require all Californians to reduce their water use to help conserve the state’s supply of water during drought time. In response, the TDPUD Board of Directors has initiated new water-use rules for TDPUD potable water customers, including limiting outdoor irrigation to every other day, using a shut-off nozzle on outdoor hoses, and restrictions on applying potable water to driveways and sidewalks. Customers may be subject to fines and penalties for failure to comply with these requirements. Visit tdpud.org/drought for more information.

TDPUD LAUNCHES NEW OUTAGE MANAGEMENT SYSTEM

TDPUD is now using a new Outage Management System (OMS) that will improve the timeliness and accuracy of its outage communications with customers. The system

receives information and analysis from a variety of sources and integrates all the data to predict outages and their impacts, as well as communicate with affected customers automatically. Customers can expect to receive alerts to notify them of the outage, if an estimated restoration time is established and when power has been restored. TDPUD customers are automatically enrolled in OMS if they have a valid email address and mobile number associated with their account. Customers should log into their TDPUD SmartHub Account and verify that their contact information is up-to-date. TDPUD rolled this system out in a “beta version,” and will be relying on real-world use and feedback to improve it over the next few months. Customers can submit feedback by emailing service@tdpud.org. Residents or visitors who are not TDPUD customers will not be able to receive OMS alerts, but can still sign up to receive emergency alerts by texting TDPUD to 333111, and can check the online outage map for information if their power is out. BOARD MEETING RECAPS BOARD OF DIRECTORS MEETING June 24, 2022 ACTION: Consent Calendar, 5-0 Director Murrell moved to remove the May 27, 2022 report and the Financial Update, seconded by Director Mahoney. Director Mahoney moved to approve the May 27, 2022 report, seconded by Director Murrell. Director Murrell moved to pass the Financial Update, seconded by Director Mahoney. Committee/Task Force Reports ACTION: Committee Annual Task List, 5-0 The Board moved to accept the 2022 Annual Task List for the LongRange Planning Committee. DISCUSSION: Community Engagement Initiative The Director of Communications and Member Relations provided an update on the Enjoy Tahoe Donner engagement initiative, including upcoming events. DISCUSSION: Microtransit Update The Board received an update from Alfred Knots, Town of Truckee, on the pilot program for Microtransit called TART Connect. DISCUSSION: General Manager Update The Board received an update on the Trails Master Plan, Forestry Department, Amenity Access Policy, Summer Operations, Reserve Study, Town of Truckee Communications and Community Standards. DISCUSSION: Coyote Crossing and Boardwalk at ACAC Status The Director of Land Management and Open Space provided an update on projects at Coyote Crossing and the boardwalk at Alder Creek Adventure Center. ACTION: Suspension of Membership Rights and Authorization to Record Liens on Properties with Delinquent Assessments, 5-0 The Board moved to authorize the suspension of membership rights and recording of liens against properties of members for which delinquent assessments, fines and fees are owed.

DISCUSSION/ACTION: Adoption of Board Schedule, 5-0 The Board moved to set the next board meeting on July 22, 2022 and to develop the rest of the schedule at that meeting. ACTION: Committee Liaison Appointments, 5-0 The Board approved the committee liaisons, and recognized Director Koenes’s work as a liaison to the Legislative Action Committee. • Architectural Standards Committee – Courtney Murrell • Covenants Committee – Jim Roth • Finance Committee – Steve Mahoney • Long-Range Planning Committee – Don Koenes • Giving Fund Committee – Jim Roth • Trails and Open Space Committee – Benjamin Levine DISCUSSION/ACTION: 5501 Subcommittee Director Designee The Board discussed and considered designating directors to attend the 5501 meetings. There was consensus to continue the current practice of rotating directors for the monthly meetings. DISCUSSION/ACTION: Annual Board Training Plan The Board discussed and considered the annual board training schedule, deciding to schedule the training on two separate days with Deon Stein and Nira Doherty.
