MESSAGE FROM THE BOARD PRESIDENT Dear members, Welcome to August – the end of summer and the start of planning for 2022.

WHAT FACILITIES ARE WE REQUIRED TO MAINTAIN, REPAIR, RESTORE OR REPLACE?

A key planning component involves maintaining our facilities. California law calls for a 30-year funding plan to defray the cost of “repair, restoration, replacement, or maintenance of… major components [of] the association.” CA Civil Code §5510(b)

(i) the recreation facilities located within the Common Area, including the 18-hole golf course, the ski complex (including downhill and cross-country ski areas), the Donner Lake beach area, swimming pools, the tennis courts, the campground, the equestrian center; and

Historically, Tahoe Donner has only looked at building components – windows, doors, paint, etc. – in the required 30-year horizon, not the buildings themselves. Buildings have proven to have limited useful life and are indeed major components of the association. Declaration of C&Rs, Article I, Section 10 –

LODGE AT DOWNHILL SKI: WHERE ARE WE?

Without long-term planning for the buildings beyond components, we have a habit of rapidly funding building projects such as the Alder Creek Adventure Center, Equestrian Center and Trout Creek Recreation Center. Funding for these projects largely came from the Development Fund, a reserve account. TD Bylaws, Article XII, Section 4; TD Resolution 2017-3

Like these earlier projects, the Lodge at Downhill Ski Replacement Project has not had a 30-year funding plan – funding only began a few years ago. While a major board initiative for 2022 is to put longterm funding plans in place, the need to replace the 50-year-old Lodge at Downhill Ski is pressing – the target is 3 years, not 30. To meet funding requirements stemming from prior inaction, assessment increases in the 8-10% range over the next three years are projected. While assessment increases are not popular, not funding needed projects is irresponsible. The controversy

• “30% Schematic Design” – a pencilsharpening exercise to help everyone better understand choices and trade-offs as well as ensure the board can make informed decisions. • The board has NOT specified building size – size will be refined and proposed in the 30% schematic design phase. • Existing building replacement, ADA codes, CA building codes and yurt replacement require 22,000 sq. ft. • This 22,000 sq. ft. is a replacement reserve item with funds coming from both the Replacement Reserve and Development Funds. • The project is in “catch-up mode” on funding, as prior boards did not treat this as a replacement reserve item until recently. • The exterior design is NOT set – we have a concept based on functional criteria and cost-effective construction. Other designs may be considered – and may cost more.

over assessments that preceded the recent tragic collapse of the 40-year-old condominium in Florida is a lesson for every HOA. Most everyone agrees it is time to replace the 50-year-old Lodge at Downhill Ski. That said, social media and member letters indicate there is some confusion, if not misinformation, about the project. Plainly stated, the board has not made any decisions about the size and design of the replacement lodge. The only decision made is to proceed with 30% schematic design for a replacement facility. No predetermination on size. No predetermination on design. Just enough to help make informed decisions. 30% is far from final. Member input is welcome and vital. • Member Meetups on the second Tuesday of each month provide current updates and an open forum for member input. These meetups are led by staff and member volunteers directly involved in the project and are held on Zoom so all members can participate. • Members can speak directly with the project architects at an Open House via Zoom on August 2. This event follows two on-site Open Houses at the Downhill Ski Resort in July, where members also spoke directly with the project architects.

• The board receives updates and hears member comments at each board meeting – always open to all members. • Write to memberletters@tahoedonner.com – your message will go directly to each board member and key staff. When it comes time to make decisions, fulfilling its obligation to repair, maintain and replace facilities, the board will consider member input from all viewpoints and will abide by the “business judgment rule.” The rule specifies by law what expertise and advice the board can rely on to make decisions, addressing Tahoe Donner as a whole. ANNIVERSARY FEATURE

MARLENE WUEST ONE OF TAHOE DONNER’S FIRST NEIGHBORS SHE’S BEEN HERE SINCE THE BEGINNING

OF TAHOE DONNER, AND SHE’S NOT GOING ANYWHERE ANY TIME SOON. By ALI DICKSON

Tucked along St. Bernard Drive is one of Tahoe Donner’s first residents: a spunky, friendly and all-around addictive personality by the name of Marlene. At 90 years old, having purchased her Tahoe Donner lot with her husband in 1971, Marlene has seen it all – powerful winters, beautiful summers, seasonal wildfires, bears in the kitchen and much more that make living in Tahoe Donner unlike anything else. I spent a morning with Marlene in her classic cabin, and it was a morning full of stories, photo albums and fresh iced tea. Originally from San Mateo, what started as a vacation house has turned into a home away from home to enjoy each and every summer. With her Maine Coon cat by her side, affectionately named the Tasmanian Devil, it’s safe to say Marlene is living her best life.

THE BIG PURCHASE In the early 1970s, Marlene and her husband spent their summers at a little stone cabin on Donner Lake. While they loved their summer spot, they were renting it from owners who were ultimately uninterested in selling. At this same time, however, Dart Industries was cooking something up on Northwoods Boulevard, and Tahoe Donner was just emerging with lots for purchase. With a little nudge, Marlene convinced her husband to consider becoming Tahoe Donner homeowners. “I finally convinced him we should do that, because I had just finished my work at San Jose State and I had my teaching credential. I explained to him, ‘All I have to do is substitute three days a month, and I can make the payments on the lot.’ “We called and made an appointment, and you had to come in by those big caravans – like off-road-type vehicles – with lots of room inside three seats. You couldn't bring your own vehicle because the road was just totally plowed up. They had put the sewers in, and that was it. There were no other improvements. “We drove around, and the salesman showed us about three different areas. We seemed to like an area where the trees were a lot shorter.” Marlene pointed out beyond her patio to a pine tree well over 70 feet tall and shared, “That tree right out there – it was at the top of the railing, and we were going to decorate it for Christmas. Can you imagine climbing up on that thing and putting lights on it now? It has changed so much.” Once they purchased their lot in 1971 as a vacation home on the hillside of St. Bernard Drive, Marlene’s Tahoe Donner adventures began.


THE ONLY KIDS ON THE BLOCK The first few years were a whirlwind of housing contractors, cabinet choices and even staining their cabin by hand. Her husband named their new place Rancho Costa, and their coast ranch quickly became the spot to be. “We enjoyed this place so much. My husband brought his golfing buddies up for a couple of weekends, and I brought my high school friends from San Luis Obispo up. And really, it was almost our hill because so few units were purchased.” Because they were one of the few people in the association, the road was only plowed in the winter up to Marlene’s property. The extra snow on St. Bernard meant cross country ski adventures could happen right from their driveway. “When we wanted to go cross country skiing, we got our skis and took a couple of classes down at the Clubhouse, and then we could just go down that hill [beyond our cabin]. The snow was so high on the road that you could sit back on top of every street.” As the association expanded, Marlene had a front-row seat to incoming property owners. She and her dog became the unofficial building inspectors on the block as her neighbors came in, snowballing as Tahoe Donner grew in popularity.

FRIENDS IN THE COMMUNIT Y Part of Tahoe Donner’s uniqueness lays in its small-town charm, but instead of living in a place where everyone knows your face, everyone seems to know your dog. Years ago, when Marlene would walk her dog, she met a woman regularly who would also walk her dog on the road. They chatted over the years, but when both of their pets unknowingly passed around the same time, the encounters stopped – until a few years later when she met a woman that she just couldn’t place. “Some time after my dog passed, I started talking to a woman, and we realized we had met each other because of our dogs! They had a beautiful golden retriever that I loved, and I had a very interesting dog that was a blend of many. All that time [when we cross paths while walking our animals], we never looked at each other. We always looked at the pets. We'd both lost our dogs the same year, and it took a long conversation to realize we knew each other.” While pets are easier to remember than people, the close community of Tahoe Donner can be a difficult place to know your neighbor since so many properties are second homes. This became vividly apparent to Marlene one afternoon while out walking. “I used to walk in the late afternoon, and once a place down the road had left a window open and were not home. It started to rain, and that can do some amazing things to the inside of your place. After that, I thought it would be handy to know who your neighbors were so I could have called them and they could have told me perhaps a way to get in.” Because of this very encounter, if you live on St. Bernard Drive today, you are part of a directory Marlene created by hand to help look out for her neighbors in case of an emergency. Come rain, sleet, snow or even bears, your home is that much more protected thanks to the care and kindness of one woman. Although this community is a staple and a connection for so many, Tahoe Donner isn’t for everyone. One holiday season, the power went out for several days; for some, this was a small problem, and for others, it was colossal. Remembering an unforgettable sight years ago, Marlene shares, “A young lady was standing up at the house at the top of the hill. She was just totally disgusted. She'd had a vacation planned someplace else in the Caribbean, and her family convinced her that they should come up because her mother-in-law had a place here. They couldn't cook a holiday dinner because they had had no electricity for seven days. She was not very happy, but I haven't seen her since – she didn't come back. Not the life for her, maybe.”

ANNIVERSARY FEATURE

SOME OF HER FAVORITE THINGS Over the years, Marlene and her husband spent time golfing, playing tennis, cross country skiing, enjoying long walks and everything in between. Marlene’s previous Tahoe home was on Donner Lake, though, and her favorite part of Tahoe Donner is being able to take in those familiar views. “My very favorite thing [at Tahoe Donner] was to sit on the beach down at the marina. I used to do that the minute my husband went home and I was still up here. I just went down and sat all by myself and looked around at the mountains and the train tracks and the train. I would also swim. I loved that.” Apart from the unforgettable lakeside beauty, the next greatest views can be found right on Marlene’s deck. She has come to know the neighborhood squirrels, chickadees, doves and the occasional bear. One of the most unique creatures was an albino squirrel. “That squirrel just ran from house to house. It was not afraid of us. It didn't want to curl up in our laps, but it was adorable.” Feeding the birds is a highlight no matter the season – and no matter the deck. When Marlene’s friends visit, one of the most popular activities involves feeding the chickadees that flutter by. For others, the doves were the real showstopper. “The people across the street at one point lived and worked here – one was a bartender and served at the Tahoe House Restaurant over at Lake Tahoe. They brought leftover bread home from Tahoe House and put it out on their deck, and they had many, many doves come in and eat. When they moved, I said, ‘Well, I will feed the doves. I promise.’ And I'm still feeding them.”

A LIT TLE SLICE OF PAR ADISE Chatting on a perfect July morning with a calm breeze and an endless supply of sunshine, it’s hard to imagine being anywhere else. “It is just so cool and peaceful here. It's quiet. A couple of days ago, it was perfect. I was sitting outside on the deck and there was just a slight breeze, and it was just warm enough. You know there won't be many times like this, so I just sat on the deck to get caught up in it.” Marlene purchased an empty lot next to her home years ago, and though many have asked to purchase it, it’s not happening in her lifetime. “You'll be talking to my daughter if that lot is ever sold – you don't need to talk to me. MEASURE T:

VOTE YES + VOTE EARLY TO INCREASE FIRE SAFETY IN TAHOE DONNER By ALI DICKSON

Did you know if the burn footprint of the 2021 Beckworth Fire was placed over Truckee, Truckee would be gone entirely all the way to Floriston? This September, Measure T will share a ballot with the 2021 California gubernatorial recall election. Created by the Truckee Fire Protection District, Measure T aims to proactively increase wildfire prevention and mitigation efforts. The Tahoe Donner Board of Directors has unanimously voted to encourage its residents to support this ballot for the safety of their community both in and beyond Tahoe Donner. In addition to support, the board voted to donate $10,000 for the benefit of all Tahoe Donner members. Measure T requires at least 66.7% of the votes cast to be YES on T, so your vote is more important than ever. To learn more about how you can vote in this election, read below.

DETAILS The Town of Truckee is no stranger to the larger, faster and more destructive wildfire danger that California has seen in recent years. As the rest of the west is being challenged with increased wildfire dangers, grants the Truckee Fire Protection District relied on in the past are becoming increasingly competitive, delayed and inadequate when it comes to protecting our community.

BE AWARE OF WILDFIRE RISK Residents of Truckee, full-time or part-time, and their guests, renters and visitors all need to be aware of the risk for wildfire in this region. While Tahoe Donner and its members perform fire hazard mitigation (defensible space) projects, there is still a likelihood, based on our location and historical records, that a wildfire will threaten the region in the future. Tahoe Donner itself had several forest fires threaten its borders in 2003 and 2007 when fires were started just off of I-80 and raced up the hillside on the south side of Tahoe Donner.

• Wood-burning and charcoal outdoor fires are prohibited from June through the end of fire season, typically midNovember, due to the seasonal fire ban

Now is the time for each and every household to make a preparedness plan and practice it. Each emergency situation can be different, especially with wildfires due to wind, weather and fuels. Having a plan in place and frequently practicing drills with your family will help prepare you to approach a real emergency more confidently. Talk with your guests about your family plan, and provide your renters with emergency information if you rent your home.

• Fireworks are prohibited in Tahoe Donner and all of Truckee • Maintain your barbecue grill and check gas connections regularly; grills using charcoal or wood are not permitted in Truckee this summer • Always have a fire extinguisher near your grill, and have a secondary source of water accessible • Leave no fire, even propane, unattended • Never dump charcoal coals and/or ash in your yard; place in a metal container away from your house and away from combustibles, such as brush, pine needles, etc.

KNOW YOUR EVACUATION ZONE In the event of a wildfire or an emergency situation, law enforcement and fire agencies will issue evacuation warnings or evacuation orders for impacted areas. These notices are issued for a zone along with an evacuation status. Authorities will use zone names in emergency alerts, media releases and social media to notify residents which areas are under an evacuation warning or order. Follow these three steps to find and remember your zone: • Go to community.zonehaven.com. • Enter your address into the search bar. • Find your zone in the pop-up window and write it down. Know Your Zone refrigerator magnets are available at the Tahoe Donner Member Services office and are a great way to prominently display your zone for everyone at your home. Please note: Tahoe Donner encompasses multiple evacuation zones.

KNOW YOUR WAY OUT IN AN EVACUATION An evacuation guide and map, created in preparation for this wildfire season, can be found at every Tahoe Donner amenity, at tahoedonner.com/preparedness and at Truckee’s Emergency Services webpage. There are two primary evacuation routes in Tahoe Donner: Northwoods Boulevard and Alder Creek Road. The location of a wildfire threat will determine if both routes are available, one route or none. • Be familiar with your home location in relation to the evacuation routes. • Post the evacuation guide and map prominently in your home. • Know Your Zone and identify it on your evacuation guide and map. • If a wildfire is threatening Tahoe Donner, leave early; don’t wait for evacuation orders.

We had a beautiful run up the Hawk Meadow Trail on Peavine Mountain and out through Henness Pass Road. The Hawk Meadow Trail starts out as an unassuming small Jeep Icon sign along the road in Somersett’s “The Cliffs” development. The trail climbs up Peavine to the top, passing an Aspen-lined spring along the way. From the top, there are panoramic views of Reno, Border Town and the Sierra.

It is wonderful to be back at our beautiful home course and participating in our traditional events! In addition to Tuesday play days, July brought us the Summer Partners Tournament and Potluck, our Guest Day Tournament and the start of our President’s Cup Match Play Tournament.

Our club has been enjoying nine-hole rounds at our beautiful home course this summer with shotgun-start league play every Thursday morning. To help us advance our game, we have been holding “improver” clinics on developing a full swing, mastering the short game and more. Each clinic is followed by a social hour with snacks, libations and lots of laughs! We finish our competitive season with our championship tournament, which runs over three Thursdays in August. The tourney ends with our alwaysfestive club banquet at The Lodge. We will continue weekly play into fall as conditions permit.

We headed down the northwest side of Peavine Mountain, through Mitchell Canyon and on to Dog Valley Road to explore the Crystal Peak Mine area where quartz crystals were mined for radios during World War II.

Congratulations to Lois and Dave Parsons for taking first place in the Summer Partners Tournament, and thanks to Robin Reese for coordinating the event. Sixteen teams enjoyed an afternoon of golf, friendly competition and a potluck dinner. On September 25, we have a more direct trip to the Crystal Mine scheduled that is suitable for stock 4WD vehicles. The open-air mine is a fun place for kids to look for crystals. MOUNTAIN BIKE CLUB The TD MTB Club will continue to have meetings at the Alder Creek Adventure Center with the next meeting being August 28 at 9AM. We are working on our schedule for clinics; we will post those on tdmtb.club and expect to have clinics throughout August and September. We will have clinics for kids, women and all riding levels. In October, we are working on a Fall Festival Poker Run. This will include food, beverages and prizes. Look for group ride updates and events on the website or request to join the Facebook group TD MTB. Please join us in supporting the Ambassador Program in TD. Not only have I received financial support for housing and food, but I also received emotional support for which I am very grateful. Overall, I feel like I owe my success as a student to the scholarships that I have received and to the people at the Giving Fund for all their support. Thank you so much.”

TRUCKEE PETS SAY THANKS Did you realize the Humane Society of Truckee-Tahoe has a Pet Pantry program and that the Giving Fund awarded them a grant last fall to help offset its cost?

The Pet Pantry provides pet food and products to residents of the greater Truckee area – no questions asked. Bear-proof bins stocked with supplies are located outside the shelter entrance and can be accessed during working hours. Prior to the COVID-19 pandemic, the program operated primarily on donations from the community. Today, it is supported by grants, and the pandemic created an exponentially greater need for this program overnight. According to CEO Stephanie Nistler, the Pet Pantry program has distributed over 10,000 pounds of pet food and cat litter since March 2020 in addition to other vital pet supplies. They obtain discounts on supplies through corporate relationships in order to provide the means to keep pets fed, healthy and at home with their owners.

Before the kids wake for a day of fun, slip away to the Trout Creek Rec Center for a quick workout at the newly renovated Gym or Lap Pool. No reservations are required, so come when it fits your schedule. To take advantage of the cool morning air, get your workout outdoors at the Tennis Center. The largest tennis area in Tahoe boasts tennis courts, pickleball courts, lessons, clinics, a pro shop and rentals. Camping on private residences is prohibited, including in tents, cars, RVs, etc.

Pets must be on leash at association facilities and must be within voice control on Truckee streets.

Using any kind of explosive device, including fireworks and firearms, is prohibited on Tahoe Donnerowned property.

PARK ON PAVEMENT Parking vehicles off-pavement, on another person’s property or on access easements is prohibited.

COMMUNITY SAFETY REMINDERS FIRE BAN

The Truckee Fire Protection District has implemented an ordinance to ban backyardtype campfires (effective through November) and charcoal BBQs during fire season. Violation of this ordinance is also a Tahoe Donner violation with associated fines.

SLOW DOWN

The speed limit is predominantly 25 miles per hour in Tahoe Donner. Wildlife, accidents, dogs and children could require sudden stops.
