Wildfire Resiliency and Preparedness

Tahoe Donner is acutely aware of wildfire risk and its destructive impacts on individuals, communities, and landscapes. Our thoughts are with those individuals and families impacted by the L.A. fires. Many of our members call or once called those areas home. Over the last 10 years, Tahoe Donner has been a refuge for many members when their primary residence is threatened or destroyed by wildfires.

Recognizing that this is a complex issue with no singular answer, Tahoe Donner has led progressive efforts to reduce fire hazards and risks over the last 30+ years and is often cited as a leader in community fire hazard and risk reduction.

This year, we are focused on the additional actions the association and you can take. These actions incorporate past practices, current endeavors, and future planning to address the needs of individuals and the community.

We invite you to engage in the topic of wildfire resiliency and preparedness over the coming months as we launch a communication and education campaign, execute forest health and defensible space projects in open space and common areas, review and update forest health and defensible space rules, work with you on your properties and preparedness activities, and collaborate with our local partners on large-scale landscape projects.

Summer Programs Registration

This Tahoe Donner News + Life edition includes information members need to register for summer programs. When I think about the planning and excitement for summer programming, I can’t help but think back on my memories as the Recreation Manager over twenty years ago, helping parents and grandparents

register their families and guests for programs. Then, we focused on offering the highest quality programs with a dedicated recreation operations team.

Back then, we didn’t have the online registration system we have now. Instead, members would gather outside the Trout Creek doors in the wee hours of the morning to get their spot in line and wait until registration opened. We took paper registration and faxes! The phones were ringing off the hook, parents and grandparents had hopeful looks, and calendars were in hand. Our knowledgeable team prepared many months in advance for the launch of summer program registration, and we were ready to assist with a smile.

Aside from technological enhancements over the years, our planning and preparation are similar. We are still focused on offering the highest quality programs with a dedicated recreation operations team.

And big news! This year, we are offering all-day Equestrian Camps to better serve the community. Learn more on page 14.

We know you have many choices for summer programs, and we hope that Tahoe Donner will continue to be your choice.

Lastly, there are still turns at the downhill ski area and plenty of prime groomed trails to skate or classic ski at the cross country ski area. Spring ski season pass sales for the 2025/26 winter season launch in mid-March. Take advantage of the offer to ski this year on next year’s pass.

It’s never too early to start dreaming of the warm weather to come. For a child, a high-alpine, lakeside summer is unlike any other experience. Whether it’s a pitstop for a double scoop of Mountain Top Mint Chip ice cream at Little Truckee Creamery or a plunge in the pool at the Northwoods Clubhouse, Tahoe summers are an idyllic time to make the most of being a kid. Every day offers a new adventure: trails to be explored, rock walls to be conquered, mountain bikes to be ridden and water to make an epic splash in. The possibilities for creating a memorable summer – one your kids are sure to look back on with nostalgia for the rest of their lives – are endless. With so much to do, it can be hard to decide. Trail Adventures

Tahoe Donner Trail System

The Tahoe Donner Trail system is a well-maintained network of multi-use and designated-use trails spanning over 60 miles in the Sierra Nevada mountain range. The trail system is a hallmark amenity of Tahoe Donner, providing recreational opportunities for hikers, bikers and equestrians. With trailheads throughout Tahoe Donner’s residential community and a main trailhead at the Alder Creek Adventure Center, it is one the most convenient and accessible trail networks in the Truckee Tahoe area, offering a wide variety of explorable terrain. Highlights of the trail include the majestic Hawk’s Peak and stunning Euer Valley, with the South Fork of Prosser Creek running through. Bikeworks + MTB Camps

Mountain biking can be an expensive sport but well worth the investment. If you’ve ever been interested in trying it out or haven’t settled on the right bike, Bikeworks at the Alder Creek Adventure Center offers a variety of rental and retail bikes from the industry’s top brands. From hardtails, full-suspension and e-mountain bikes to bike trailers and trail-a-bikes, set the entire family up for a day or a summer of riding. Bikeworks also offers mountain bike camps for kids, private lessons, group tours and more to help you become better acquainted with the sport and trails. Equestrian Center

Whether you’re a cowgirl, cowboy or just a horse lover, the Tahoe Donner’s Equestrian Center offers various opportunities to hop in the saddle. Summer camps for kids provide an excellent way to introduce young ones to the joy of riding while helping to instill valuable skills and confidence. Summer clinics for more experienced youth and adult riders can help develop horsemanship. The Equestrian Center also offers trail rides in the late summer and fall as a way to explore the trails just like early pioneers once did!

For horse owners and visiting equestrians, explore daily, weekly and monthly horseboarding opportunities. Applications are available now on the website. Lastly, if you and your family are interested in temporary ownership of well-trained horses, leasing options that offer access to the arena and trails are available. Wet and Wild Fun

Donner Lake + Beach Club Marina

Lake Tahoe is certainly breathtaking and second to none for aquatic recreation. But did you know Donner Lake is a great alternative right in Truckee? Tahoe Donner’s private Beach Club Marina offers a quintessential lake experience for kids, featuring a soft sandy beach; kayak, peddle boat and stand-up paddle rentals; private docks for diving and lounging; and a restaurant for an assortment of beverages and treats! Boat owners can enjoy a private launch and boat trailer parking. Look out for fun summer events geared just for kids, including the annual Crawdad Fishing Contest and the Cardboard Regatta! Trout Creek Recreation Center + Northwoods Clubhouse Pools

Tahoe Donner’s two recreational pools located at the Trout Creek Rec Center and the Northwoods Clubhouse are easy options for staying cool on those hot summer days. From dipping in and out of the water to soaking up the sun in a lounge chair, families can skip the lakeside crowds, traffic and parking and opt for endless aquatic fun without leaving Tahoe Donner. Are you a fishing family? Tennis + Pickleball Center + Golf Course

Tahoe Donner’s Tennis + Pickleball Center and Golf Course are great options for sporty kids, offering camps, clinics and other programs to help them develop skills and confidence and make friends. Both sports can also be enjoyed as a family. The Tennis + Pickleball Center and Golf Course are open from late spring through the fall, weather and conditions permitting. Summer Cornhole Tournaments

No summer is complete without lawn games and a little friendly competition. On Wednesday evenings, families can head to Northwoods Clubhouse for weekly cornhole tournaments throughout the summer. Rock Climbing

Rock climbing is an exciting and challenging sport for adults and kids alike. Kids can test their skills on the indoor climbing and bouldering walls at High Altitude at the base of Northwoods Boulevard. Basic instruction and auto-belay systems ensure that kids can “learn the ropes” as beginners. TWO POSITIONS OPEN

Tahoe Donner’s board of directors is the governing body of the association and is ultimately responsible for the direction and oversight of the affairs of the organization, including reviewing the annual assessment, approving capital projects, setting fines and fees and more. The board is made up of unpaid volunteers from a variety of backgrounds. The board is elected by the membership to represent the property owners of Tahoe Donner. Two Board positions will be filled in this election.

As Candidacy Forms are submitted to the Elections Committee, the eligibility of the candidates will be verified and the candidates will be notified within seven days.

After the close of nominations, if there are two or fewer eligible candidate for the two open director positions, the Association bylaws and Election and Voting Rules provide for conclusion of the election by acclamation. A board meeting will be scheduled to consider the candidates elected by acclamation. A notice will be sent to members communicating that this meeting has been scheduled.

If acclamation requirements are not met the election process will continue and a notice will be sent to members with the final list of candidates (in random order), the election meeting date, the ballot packet mailing date, information about returning ballots and other important voting details.

The deadline for receipt of ballots mailed or personally delivered to the Accountancy Firm in Reno, Nevada is 5PM.

A locked ballot box will be placed in Member Services at Northwoods Clubhouse from Tuesday, June 24 until the morning of Sunday, June 29 for ballots not completed in time to be received by the Accountancy Firm in Reno, Nevada by the 5PM deadline on June 27.

The Annual Meeting of Members will be held from 10AM-12PM. Hand-delivered ballots are accepted from 10-11:30AM, at which time voting will conclude.

Replacement ballots will be available until the conclusion of voting. Prior to the conclusion of the meeting, if a 25% quorum has been achieved and the election results are certified by the Inspector of Elections, the election results (including vote count) are announced.

The results will also be communicated to the membership via email and Tahoe Donner News + Life. If less than 25% of voters have submitted valid ballots, the failure to achieve a quorum will be announced and the meeting, along with the culmination of the election, will be adjourned to the following day.

Opt Out of Email Sharing

California Senate Bill 323 (SB 323) grants any member who makes a formal request for the membership contact list access to your email address and contact information for the purpose of communicating about the association. Any member may remove their contact information from this shareable list by going to tahoedonner.com/sb323.

CONCLUSION OF ELECTION IF 25% QUORUM NOT MET

If there is a failure to achieve the 25% quorum requirement as of the Annual Meeting of Members, the meeting is reconvened at 10AM at Northwoods Clubhouse for the purpose of counting votes and concluding the Election of Directors with a reduced 15% quorum requirement as specified in the bylaws.

As soon as the election results are certified by the Inspector of Elections, the results (including vote count) are announced and communicated by email.

Tahoe Donner campaign guidelines encourage candidates to conduct an economical campaign that employs costeffective outreach techniques. To support this objective, the association provides Directors Elections Statements and links to personal websites and email addresses at tahoedonner.com/boardelections. The Elections Committee also hosts the Director Election Forum, an online event on June 3.

INSPECTORS OF ELECTIONS

When an association’s election requires the use of secret ballots in accordance with Civil Code Section 5100, an association is required to “select an independent third party or parties as an inspector of elections.” (Civ. Code § 5110(a).) Please note that an Inspector of Elections has been appointed.

SUMMER CAMPS

Set your children up for an epic Tahoe summer full of outdoor adventure, fun and learning. Tahoe Donner’s camps and recreational programs are available to kids of all ages, interests and abilities. Many of our camps and programs are likely to sell out. To alleviate online congestion, on-sale dates have been spread across multiple days to allow more opportunities for members to access camps and programs. Make sure to double-check on-sale dates!

HOW TO REGISTER ONLINE WITH YOUR SHOPTD ACCOUNT

In advance of registration, ensure all children ages 3-14 are listed as “member” on your ShopTD profile on shop.tahoedonner.com. Children labeled as “non-member” cannot register for camps and programs during the Member launch dates and will need to wait for registration on the Guest of Member launch dates.

Adding children of any age to your account as a member now requires documentation to verify a qualifying family relationship. For more information, visit tahoedonner.com/amenity-access. If you are unsure if your children are set up as members or if you need to add additional members to your account, please contact Member Services ahead of time.

You can view all individuals on your account by logging into ShopTD, clicking “My Account” and viewing the profiles under “My Group.” Ensure the child you want to enroll in Summer Camps/Programs is listed in your “Group” and labeled as “Member.” If you need to add additional members to your account, please contact Member Services before registration day. Waiting to add a member to your profile on registration day may result in not being able to purchase the program you desire.

Anticipate longer-than-normal online wait times. You may be placed in our ShopTD virtual waiting room during high-traffic periods. All members who enter the waiting room before the on-sale time, whether it is five minutes beforehand or two hours beforehand, will be equally randomized to enter the store once the products go live. Joining the waitlist early does not increase odds of entering the site first.

Be sure to check out within 15 minutes of adding items to your cart. Please preplan the programs you wish to purchase, because once you have added items to your cart, those items are only reserved for you for 15 minutes. After that time, those items may be allocated to other members, and you may receive an error at checkout.

Due to the high number of cancellations and limited supply, Tahoe Donner strictly enforces its cancellation policies for summer camps and recreational programs. Before registering, please review each camp or program's cancellation policies and plan accordingly.

Tahoe Donner Day Camps provide children ages 3-14 with age-appropriate activities that challenge and educate kids via new and diverse outdoor experiences. Campers will participate in various activities such as swimming, creek exploring, mountain biking, rock climbing, beach outings, hiking and exploring the Tahoe National Forest. Our staff aims to give each child a fulfilling mountain experience while providing a fun and safe learning environment. Leadership Training Camp

An experiential-based learning program with team building, leadership development, outdoor living skills, hands-on camp counselor experience and personal growth.

All electronics and toys are prohibited from camps. Children who bring a phone, smartwatch or other device to camp will be asked to keep it in their backpack.

Wednesday Beach Barbecue

Every Wednesday, campers will attend the Beach Club Marina, and all campers receive a barbecue lunch (excluding Session 2).

Age Requirements

Age requirements are established for the safety and well-being of all campers, and there will be no exceptions regarding children’s ages for camp. Children must be the correct age on the Monday they attend camp.

PLEASE PLAN YOUR SUMMER IN ADVANCE. Due to the high number of cancellations and limited supply, Day Camps cancellations must be made 14 days prior to the first day of camp for a refund with a 25% cancellation fee per product canceled. We combine fun and fitness as participants develop core skills in all four racing strokes.

Adventure Day Camps encourage kids ages 7-11 to explore, play and appreciate the outdoors through a wide range of activities.

Riders ages 8-14 learn the fundamentals of horsemanship, safety and riding skills at our full-day, weeklong riding camps. Level 1 and Level 2 camps are available each session. The curriculum includes lessons in horsemanship, horse-and-human connection, grooming, tacking, arena skills, groundwork, trail riding, games and a horse show on Friday.

The Buzz: Clubs

4-Wheelers Club

Many of us in the TD4WD Club have off-road capable vehicles that are not daily drivers and get low annual miles. Wranglers, specifically, are not the most comfortable highway vehicles due to their high clearance and solid front axle. These features make them stellar for off-road use but make highway handling less refined. Maintenance on these vehicles is also different from that of your everyday vehicle.

With all the dirt road driving, engine and cabin air filters need frequent cleaning. Likewise, axle gear oil takes a beating running in four-wheel-drive low range for extended periods, especially with the differential lockers on. Lockers prevent the wheels from spinning independently and greatly improve hill climbing capabilities. Jeep recommends 40,000-mile axle oil replacement in extreme conditions. In our experience, replacing the axle oil every year or two is better. Winter is the perfect time to catch up on these more frequent maintenance needs.

9-Holers Women’s Golf Club

We will have our first 2025 meet and greet event at the golf simulator in the Pro Shop on Sunday, March 9, at 4PM. It is a great opportunity to meet the pros and other club members and swing a club again!

The 2025 Calendar is live, with fun activities for the season. New this year is our first 9-Holer Invitational, and returning favorites are the President/ Vice President Tournament and our Summer Fun Tournament. Twilight and afternoon golf will return to provide more opportunities to get out on the course beyond Thursday club play days.

One exciting change for this season addresses the desire for existing players to play at a reasonable pace while continuing to offer new players the opportunity to develop their skills with on-course play. Experienced players will play their own ball as usual. New players will be encouraged to buddy up with another player and play their next shot from their partner’s ball.

American Mah Jongg Club

As April rolls around, we all get giddy with the arrival of the latest National Mah Jongg League card. Did you know other

groups publish legitimate American Mah Jongg cards? These can be challenging cards that offer other ways to use your tiles! Siamese Mah Jongg League publishes a card annually designed for two-person play, with each playing two racks at once. Some find this card familiar, but it has twists to make some hands easier to win. It's a fun way to play when only two people are available.

Marvelous Maj Jongg (marvelousmahjongg.com) challenges even the most seasoned player with creative hands built around a theme. Some features include any Pung or tile to complete the hand. There are many more options; these are just the ones that we know about. Mah Jongg players are very ingenious and create new hand ideas all the time! We even spotted some Halloween and holiday hands in 2024!

Our club meets every Thursday at Pizza on the Hill from 1-4PM. We play American Mah Jongg using the current year’s National Mah Jongg League card and rules. No RSVP needed!

Equestrian Club

This Month, in honor of Valentine’s Day, the Equestrian Club would like to honor Taffy, a quarter-horse mare who has been with the TD herd for many years. She was the first horse that one of our members, Karen Aaron, leased for a season while the Alder Creek Adventure Center was being built.

Karen started riding by taking lessons at the Equestrian Center and now has her own horse, which she boards every summer here. She and her golden palomino can be seen everywhere on the Tahoe Donner trails in summer.

She will always have a special place in her heart for this wonderful horse, Taffy, and is forever grateful for the joy the horses at TD bring to her and many of the TD members.

The Tahoe Donner Men’s Golf Club is always looking for new members! The club puts on over 30 events throughout the season with something for everyone. We have socials, weekly Wednesday games, events for family and friends and team events. We also provide opportunities to prove your individual skills at the Match Play and Club Championship.

The club’s board continues to meet regularly while the golf course is closed, planning for the upcoming season. Quilt Club

I must admit that at this time of year, I am a little like my house plants. I get

energized when the daylight hours get longer, as it provides more hours to play in the sewing room. Last month, our group donated several baby quilts and tummy time blankets to the Nevada County Healthy Babies program. They will be distributed in Eastern Nevada County and Sierra County.

I personally like to make baby quilts. They're a quick project with fun prints and bright colors. Since many of my friends are having grandchildren, I indulge in this activity. So far, I know of two boys making their appearance in 2025, which means I’ll be happily busy!

The Tahoe Donner Women’s Golf Club board is actively planning for a fun-filled golf season in 2025. NCGA Sacramento Play Days start April 14. The Tahoe Donner season kicks off with a Season Welcome Social on Sunday, May 25. Members of all TD golf clubs and their partners are welcome to attend. Weather permitting, our first TD Play Day will be Tuesday, May 27, 2025.

TAHOE DONNER GIVING FUND

FUNDING AND FULFILLING POTENTIAL

When individual streams support a local watershed, their influence affects the wider ecosystem. When donations to the Tahoe Donner Giving Fund (TDGF) support local grants and scholarships, their influence affects individual recipients and the wider community.

Such is the story of TDGF scholar America and Truckee High School Teacher Craig Rowe, founder of La Fuerza Latina (LFL).

America – Already Making a Difference

America is a sophomore at the University of California, Davis, double majoring in Sociology and Chicanx Studies with a minor in Education. She was initially awarded a TDGF scholarship in 2023, which was extended for a second year of support in 2024.

“I am so grateful for both the financial assistance offered through the TDGF Scholarship and the regular check-ins from my Giving Fund Committee coach,” which are supporting the education that fuels her journey to becoming a teacher who works with and serves the underserved, the vulnerable and the low-income community.

Born and raised in Truckee, America graduated from Truckee High School. She credits her active membership in LFL and its founder, teacher Craig Rowe, with boosting her self-confidence and providing the guidance and encouragement she needed to realize her dream of attending college.

“Mr. Rowe gave me so much, so I just want to give back. I want to be someone’s Mr. Rowe. He’s like a second dad to all of us.”

At UC Davis, America was inspired by the professor of her Sociology class, “Social Problems” to volunteer with the Prison Education Project (PEP). There, she worked at both the Sacramento County and Solano County Juvenile Centers, mentoring 16- to 22-year-olds in a career development class. America then formed a university-approved campus PEP Club for student volunteers interested in continuing this important mentoring work. She also volunteers with the Reintegration Academy, which mentors exconvicts as they learn to live back in society after incarceration.

La Fuerza Latina –Changing Lives

LFL was founded in 2015 by Truckee High School teacher Craig Rowe when he noticed an imbalance in the demographics of students in AP and honors classes, which were filled with mostly white students and just a few Latinos. Today, LFL comprises Latina girls with good grades, strong work ethics and

tremendous potential but limited resources to help them successfully navigate the arduous college prep and admission process. Craig Rowe is dedicated to providing students with the kind of high-caliber admissions preparation typically offered by paid consultants but may be unaffordable for many local students. LFL has a 100% acceptance rate and a 0% drop rate among its students. To name a few, LFL participants have attended Harvard, Bowdoin, Stanford, Tufts, Williams, Trinity, Wesleyan, Davidson and all of the University of California campuses. Many of Craig Rowe’s LFL students are the beneficiaries of TDGF scholarships. The recent $10,000 TDGF grant to LFL will help pay for SAT prep courses, AP Chemistry tutoring, college application fees, travel expenses and more.

A Watershed of Potential

Combine the La Fuerza Latina college preparation program for first generation college students such as America, with the scholarship support and grant funding of Tahoe Donner Giving Fund donors, and you have a watershed of potential for the future.

The Tahoe Donner Giving Fund is administered as an affiliate fund of the Tahoe Truckee Community Foundation, a 501(c)(3) nonprofit organization, EIN 680416404. All contributions are voluntary, irrevocable, and are tax-deductible to the extent allowed by law. Tahoe Donner Giving Fund grants and scholarships are made through the Tahoe Truckee Community Foundation’s annual review process. The Tahoe Donner Giving Fund Committee is chartered by the Tahoe Donner Board of Directors to carry out the mission of the Tahoe Donner Giving Fund: to inspire generosity and charitable giving among Tahoe Donner members in order to support deserving programs and youth in the greater Truckee community. The Tahoe Donner Giving Fund Committee thanks our founding partner, Elements Mountain Company, who has supported the Tahoe Donner Giving Fund since its inception in 2014, and the anonymous Tahoe Donner member who has generously funded the IMPACT Scholarships each year since 2019.

TAHOE DONNER’S JUNIOR GOLF PROGRAMS HELP YOUNG GOLFERS LEVEL UP

One of the great things about the Tahoe Donner community is that there are so many things to do. This inevitably leads to many smaller sub-communities where one can develop their passions even further. When we say there is “something for everyone,” we mean it, and this includes a variety of youth golf programs right here at the Tahoe Donner Golf Course.

PGA Jr. League

The Professional Golf Association (PGA) Jr. League is a haven for young golf lovers to get together every summer and learn the game in a fun, team environment. It’s a special partnership with the PGA that teaches not just the fundamentals of golf but also sportsmanship, teamwork, focus, dedication and safety.

Tahoe Donner Golf Course is home to three different PGA Jr. League teams to accommodate varying levels of skills and experience: Home, Development and Travel. All three provide opportunities for young players to develop their abilities on TD’s Golf Course while preparing them for competition with other teams and at other courses around the area.

The Development and Home Teams are ideal for youth golfers with some experience but who are new to competition. The Travel Team allows advanced or older participants to play and mentor young players, like Jake Reinhard, a 16-year-old program participant turned coach. “There’s just a really great community vibe,” says Jake. “The team develops a great bond out there competing every week, and it makes it a lot easier to learn when you’re having fun with your buddies.”

Unlike other programs that spend most of their time at the driving range or putting green, the PGA Jr. League teams get plenty of course time. The teams have access to the Tahoe Donner course every Thursday afternoon and some Monday afternoons for ten weeks. The travel team also gets to play at some of the area’s best courses, like Martis Camp, Grey’s Crossing and Ponderosa.

“Tahoe Donner Golf Course is challenging, but we modify tee box distances, play formats and more to keep things fun, accessible and interesting for the various levels and abilities,” says program director and LPGA Professional Molly Springmann.

In addition to the course time, kids also get to ride in golf carts, test their skills in fun events like drive, chip and putt contests, participate in the junior club championship tournament and even go on a field trip to the Barracuda Pro Tournament. All participants also receive two personalized jerseys with their name and number and other great PGA swag.

“It’s really a great program and just a lot of fun,” says 12-year-old Barbara Kuznetsov, a member of the Travel Team. “Getting out there every day has really helped my game, and there’s a lot of friendly competition with the other team members. I look forward to it every year.” One of the biggest perks, perhaps, is for parents who also love golf. While your child is attending the program, it’s a great opportunity for you to stay and volunteer as a shuttle driver or work on your game in a lesson or at the driving range.

Alternative Programs

Space is limited on the PGA Jr. League teams, but there are other options for young golfers looking to sharpen their skills over the summer. “The progression we like to suggest is to start with lessons, then move to clinics, camps, play days, then the Home, Travel Development and Travel Teams,” says Springmann.

2025 Annual Strategic Objectives

Tahoe Donner is committed to upholding its vision of a vibrant and desirable mountain community with attractive and well-maintained facilities, leading customer service and healthy and accessible natural surroundings for its members, guests and the public to enjoy. Guided by the most recent five-year strategic plan adopted in 2021, Tahoe Donner staff establish yearly goals, timelines and budgets to ensure that the initiatives of the strategic plan are met.

Details of the 2025 Annual Strategic Objectives are as follows:

OBJECTIVE FOCUS AREA: AMENITY ACCESS IMPROVEMENT

Amenity Access Rule Change – Concluding a three-year process, the Amenity Access rule was adopted to improve the member experience. A Multi-Year Amenity Access Implementation Plan for enacting the updated policy was adopted in parallel with an Amenity Access Rule Change.

An annual Operating Plan is developed and reviewed by the board during the budget process and communicated to the membership.

A comprehensive communication campaign and ongoing member education plan is established, implemented and monitored for effectiveness.

OBJECTIVE FOCUS AREA: MEMBER VALUE + STRENGTHENING COMMUNITY

Member Relations + Engagement – Execute identified areas of improvement and opportunities to increase member value, trust, awareness, and member satisfaction. Adapt and evolve programs and services following analysis of feedback from the 2023 Member Survey.

The 2025 Member and Communication Preferences Surveys are conducted to analyze member opinion, utilization, satisfaction, needs, priorities and barriers to access and participation.

Continue strengthening member community building through member events such as quarterly Member Happy Hour, Stewardship and Community Volunteer events and annual events.

Develop and implement renewed education on member value relating to the core HOA services for enhancing, protecting, maintaining and enforcing community standards including fire resiliency.

OBJECTIVE FOCUS AREA: LAND MANAGEMENT PLANNING + STEWARDSHIP

1. Land Management Plan Update – The Land Management Plan (LMP) update process will begin in 2025 through a robust board and member engagement process culminating with the development and adoption of an updated LMP in 2026. The LMP update will evolve from the 2016 LMP to address growing and changing use, environmental impacts, and updated regulatory

conditions. The LMP will include both developed and undeveloped portions of association-owned land and private parcels of the subdivision.

2. Fire Safety + Forest Health Rules Update – Association rules regulating fire safety and forest health are updated to adhere to established best practices, and changes in local, State, and Federal regulations, through a member engagement process culminating in the rule-making notification process and adoption of the rule change.

A Fire Safety and Forest Health rule change implementation plan is included which refines existing practices for forest health and defensible space and includes member education and outreach about the changes.

As part of the member education and outreach, concise communication of local and state laws and ordinances is created to establish clearer understanding of the regulations and fire protection agencies and Tahoe Donner roles in relation.

OBJECTIVE FOCUS AREA: ORGANIZATIONAL DEVELOPMENT

1. Organizational + People Development – Operating plans and new operational strategies are developed to improve costeffectiveness, optimize visitation and participation in programs and services, and achieve a high level of user satisfaction with amenities and services. Ensure standard operating procedures (SOPs) are clarified, refined, rolled out, and reinforced. Continue to systemize and enhance organizational and governance performance metrics – qualitative and quantitative – for measuring continuous improvement, success, operational adjustments, and tracking initiatives and resource utilization to demonstrate how, and how well, actions and initiatives align with the governing documents.

In support of organizational development, training, and succession planning, cultivate new employee talent and core competencies, and strengthen existing competencies to meet the current and future organizational needs.

2. Good Governance – Through a multi-year process, association policy resolutions are reviewed and updated to serve current and future needs and to comply with the Davis-Stirling Act and other laws and regulations. Staff, committees and the board will support the implementation of administrative policies and association rule changes. Implementation of the Capital Funds policies updates will align with long-range capital improvement planning and the annual budget process.

Dark Skies Lighting Rebate Program

The Town of Truckee, in conjunction with the Climate Transformation Alliance and the Sierra Business Council, has a rebate program for local residents and business owners who want to change out their old exterior lighting with newer, energy-efficient and motionsensor lights that minimize light pollution by facing downward and illuminating only when movement is detected.

Program Eligibility + Benefits

• Rebates are dispersed on a first-come, first-served basis until funds are expended.

• Rebates are available for commercial buildings, single-family and multi-family homes and buildings physically located within the Town of Truckee boundaries.

• Rebates cover 100% of qualified outdoor lighting equipment up to the specified rebate amount.

• Rebates can cover the cost of light bulbs if the fixture amount is below the rebate limit.

• Lighting fixtures with motion sensors will receive a $20 bonus per fixture.

Paddleboard Storage Lottery Opens April 1

Reservation of kayak and stand-up paddleboard (SUP) storage at the Beach Club Marina in the 2025 season will be held by lottery. Members with active Member ID Cards who would like to enter the lottery must:

• Log in to their ShopTD Account on April 1, at 9AM to April 15, at 5PM.

• Purchase your desired storage option (four sizes available).

• By purchasing a storage option, you will be automatically entered into the lottery.

• Drawing will be held April 16, 2025.

• All entrants will be notified of their storage status. Purchasing storage does not guarantee a spot. Those not receiving a storage spot will be refunded the full purchase amount.

There are four options for storage:

• 1 kayak spot - $245

• 2 kayak spots - $490

• 1 SUP spot - $245

• 2 SUP spots - $490

Horse Boarding Applications Now Open

The Equestrian Center is now accepting 2025 horse boarding applications for members with active Member ID Cards and nonmembers. Short- and long-term boarding is offered throughout the summer and includes twice-daily feedings of up to two flakes of grass and/or alfalfa hay, daily watering and cleaning. Summer camps will go on sale starting the week of March 10, with priority registration for members with active Member ID Cards and staggered camp registration dates. Guest registration for all summer camps goes on sale on March 20. Please note: All Horsemanship Camps are changing to fullday camps.

Ensure all children ages 3-14 years old are listed as “members” on your ShopTD account. Children labeled as “non-members” cannot be registered for camps and programs during the priority member registration dates and will need to register on guest launch dates. Truckee North Tahoe Tech Teens Returns for Second Year in a Row

The Town of Truckee, Tahoe Truckee Unified School District, Truckee Donner Public Utility District, Tahoe Forest Health System, Truckee Tahoe Airport District, North Tahoe Fire Protection District, the California Highway Patrol and the Truckee Chamber of Commerce are excited to announce the second year of Truckee North Tahoe Tech Teens (TNT Tech Teens), a workforce initiative focused on promoting the diverse range of tech-related jobs available to our Truckee and Tahoe students.

This seven-week series, starting Thursday, March 27, and running weekly through Thursday, May 16, will expose Truckee and North Tahoe high school students to various technology sectors and highlight their practical applications in different career fields. The goal is to inspire and prepare students for diverse opportunities in our region. This program benefits students and participating organizations by boosting community engagement, building connections with potential future talent and nurturing a workforce adept in various modern skills.

TNT Tech Teens is open to all students in grades 9-12 living in Truckee and North Lake Tahoe. Students interested in participating must apply by Friday, March 7, 2025. • Director Gauny reported that the Downhill Ski Lodge temporary operations look great, grooming has been amazing, and The Lodge Restaurant & Pub menu is great.

• Director Koenes requests that fire prevention/safety/mitigation be a future agenda item.

• Director Roth reported that adding personal guests to his ShopTD account was easy once it was found.

• Director Murrell reported that the progress on the Downhill Ski Lodge is terrific.

• Director Levine reported that the LA wildfires have been riveting and unnerving,

and he addressed wildfire prevention in his Letter from the President.

The board received and approved the draft 2025 committee annual task lists from the Finance and Long Range Planning Committees. Motion passed 5-0.
