WE THE UNDERSIGNED MEMBERS OF THE TAHLTAN TRIBE, speaking for ourselves, and our entire tribe, hereby make known to all whom it may concern, that we have heard of the Indian Rights movement among the Indian tribes of the Coast, and of the southern interior of B.C. Also, we have read the Declaration made by the chiefs of the southern interior tribes at Spences Bridge on the 16th July last, and we hereby declare our complete agreement with the demands of same, and with the position taken by the said chiefs, and their people on all the questions stated in the said Declaration, and we furthermore make known that it is our desire and intention to join with them in the fight for our mutual rights, and that we will assist in the furtherance of this object in every way we can, until such time as all these matters of moment to us are finally settled. We further declare as follows:
FIRSTLY – We claim the sovereign right to all the country of our tribe—this country of ours which we have held intact from the encroachments of other tribes, from time immemorial, at the cost of our own blood. We have done this because our lives depended on our country. To lose it meant we would lose our means of living, and therefore our lives. We are still, as heretofore, dependent for our living on our country, and we do not intend to give away the title to any part of same without adequate compensation. We deny the B.C. government has any title or right of ownership in our country. We have never treatied with them, nor given them any such title. (We have only very lately learned the B.C. government makes this claim, and that it has for long considered as its property all the territories of the Indian tribes in B.C.)
SECONDLY – We desire that a part of our country, consisting of one or more large areas (to be selected by us), be retained by us for our own use, said lands and all thereon to be acknowledged by the government as our absolute property. The rest of our tribal land we are willing to relinquish to the B.C. government for adequate compensation.
THIRDLY – We wish it known that a small portion of our lands at the mouth of the Tahltan river, was set apart a few years ago by Mr. Vowell as an Indian reservation. These few acres are the only reservation made for our tribe. We may state we never applied for the reservation of this piece of land, and we had no knowledge why the government set it apart for us, nor do we know exactly yet.
FOURTHLY – We desire that all questions regarding our lands, hunting, fishing, etc., and every matter concerning our welfare, be settled by treaty between us and the Dominion and B.C. governments.
FIFTHLY – We are of the opinion it will be better for ourselves, also better for the governments and all concerned, if these treaties are made with us at a very early date, so all friction, and misunderstanding between us and the whites may be avoided, for we hear lately much talk of white settlements in the region and the building of railways, etc., in the near future.

The Tahltan Central Government Team (TCG) and I am excited to bring you our seventh annual TCG Industry Review. This has become an important resource for informing Tahltans about the industry-related activities happening in our homeland. Our team is always advocating and pushing to ensure our Tahltan people are not only aware of the activities in our territory, but that we benefit from these economic opportunities in the form of employment, entrepreneurship, education, training and more.
As a Nation, we hold Aboriginal title and rights throughout Tahltan Territory, one of the most mineral-rich regions of the province. While we do not oppose all mining activity, as with this activity comes opportunity, it is important that we consider all the positive, negative, and potential impacts associated with industrial activities. We must ensure these are carried out in accordance with Tahltan laws and policies. The TCG’s engagement framework applies to mineral exploration companies and allows us to facilitate meaningful communications and engagement between those operating in our territory, our communities, and people.
The Tahltan people have been here since time immemorial, and we have fought and bled to protect our homeland. We will not support projects that compromise our wildlife, fish, environment, and culture for future generations. These are central aspects of our identity and keep us connected with our past, present, and future family members.
We will strongly oppose those who fail to operate according to our protocols and take all necessary steps to bring an end to these companies’ activities. With the Province of British Columbia’s passing of the Declaration on the Rights of Indigenous Peoples Act (DRIPA), we expect the Province to respect our authority and decision-making ability when it comes to activities in Tahltan Territory. The TCG remains guided by the 1910 Declaration of the Tahltan Tribe which affirmed our position long before BC adopted DRIPA.
As per usual, the TCG Team and I were very busy attending this year’s AME Roundup in January where we were joined by a delegation of Tahltan Youth. Ten young Tahltans had an opportunity to participate in meetings with Leadership from the TCG, Tahltan Band, and Iskut Band while industry representatives with interests in our territory provided updates on their activities and/or future plans. The value of this experience is tremendous as Youth are made aware
of the ways in which these companies are impacting our land, while also witnessing how our Leadership advocate for Tahltan interests and, when necessary, hold companies accountable if our expectations and/or laws are not properly upheld. The Youth were also shown the many opportunities and career paths available them, many of which would allow them to remain in territory. These ranged from jobs related to the mining industry, logging, tourism, government, and positions protecting Tahltan culture and heritage. It is always inspiring watching the upcoming generations show interest in work that will continue to benefit our Nation and I look forward to seeing what the future holds for this group.
To conclude, I hope all Tahltans read this Industry Review as an opportunity to better inform themselves on the work occurring in our homeland. MēduhAs the Lands Director of the Tahltan Central Government (TCG), I am pleased to contribute to this Industry Review to provide an update on the Lands Department’s operations with respect to the protection, management, and stewardship of Tahltan Territory.
Connor Pritty Lands DirectorThe Tahltan people have a deep connection to the land and the environment that sustains the Tahltan way of life. Tahltans have been practicing sustainable land use and resource management since time immemorial, based on Tahltan knowledge, values, and principles, which have been passed down from generation to generation and are an essential part of Tahltan identity and culture.
Today, Tahltan Territory continues to face unprecedented challenges to the environment and the Tahltan way of life. Drawing on the knowledge, values, and principles to guide decisions and actions within Tahltan Territory will continue to be the foundational pillar of the TCG’s Lands Department. We have been actively working with governments and industry representatives to protect the environment and ensure that development in territory is sustainable and respectful first and foremost of Tahltan rights and title. This can be seen through significant progressions such as the signing of the consent agreement process for the Eskay Creek Revitalization Project, where the Tahltan Nation is a true consent-based decision-maker for the project’s environmental assessment being undertaken at the provincial level.
To support the further advancement of the Tahltan consent agreement and the advancement of the Tahltan-led environmental assessment process, we have also developed the Tahltan Impact Assessment Policy. This policy provides overall direction to the Lands Department on the process of conducting impact assessments and providing recommendations on proposed projects in Tahltan Territory to Tahltan Leadership to support consentbased, informed decision-making.
We have also recently completed the Lands Department’s “Stewarding Tahltan Lands for Future Generations” Strategic Plan. This strategic plan will cover the next three years of activities and focus on initiatives that progressively develop and support the long-term vision of achieving successful protection and stewardship of Tahltan lands based on Tahltan laws, knowledge, and worldviews for future generations. The successful implementation of this plan will be essential for the Lands Department over the next three years. It is an “umbrella” that includes a number of key strategic goals that support natural resource management in Tahltan Territory and the advancement of Tahltan jurisdiction, decision-making and protection of significant areas for future generational use.
I look forward to 2023 and continuing to engage on the ground and in territory with Tahltan membership on a multitude of projects, initiatives, and stewardship goals and objectives relating to Tahltan Territory. We have a busy schedule planned for the 2023 calendar year and we look forward to seeing and spending time in the communities of Dease Lake, Iskut, and Telegraph Creek.
As the Director of Employment & Business, I have been in this position for two years and we have made significant progress within our department, with our OnTrack employment and business registry initiatives. My previous work experience has been invaluable in establishing industry connections that have aided us in supporting the Tahltan Nation.

By doing so, you will have access to the latest job postings from the Tahltan Central Government (TCG), the Tahltan Nation Development Corporation (TNDC), our industry partners, and other opportunities. It is important to note that membership with the TCG is required before OnTrack approval, which may take a few business days. We recently conducted a feedback meeting with our membership, and we have incorporated much of the feedback into our business policy. This policy will remain a living document, and we will review and update it regularly. Once the TCG Board of Directors approves the policy, we will move to the next phase of the project, which involves vetting businesses to establish their tiers.
The vetting process will be conducted by a third party accounting firm rather than the Employment & Business Department. While that process is underway, our department will initiate the website design process, which will serve as a platform for the newly tiered Tahltan businesses, industry partners, and their request for proposals (RFPs).
This straightforward process will enable the industry to view the Tahltan businesses and allow Tahltan businesses to put themselves forward to industry partners on relevant RFPs to bid on. This process will ensure that the system is fair and transparent to all Tahltan businesses. As more Tahltans venture into entrepreneurship, there may be increased competition among Tahltan businesses.
We have planned to update the OnTrack employment platform this year to improve its functionality. This will include the ability to upload your own resume, make it searchable, add end dates to postings so they automatically come down after they expire, and more. Additionally, we will be adding the OnTrack Tahltan business platform to the website, as mentioned earlier.
We are currently in the process of gathering statistics on Tahltan hires and business hires on exploration sites in 2022. While we do not have the complete data yet, we anticipate that our Nation had a significant number of employment and business opportunities in the exploration industry in 2022. We are also waiting for stats from Tahltan businesses, which will be a part of the ongoing Tahltan business registry requirements. It is essential for us to ensure that we are not only helping Tahltan businesses secure contracts, but also supporting them in employing as many Tahltan members as possible through these contracts.

The Tahltan Territory spans 95,933 square km of Northwest British Columbia or the equivalent of 11% of the province. The territory is rich in natural resources and continues to garner international attention for its mineral potential and diverse, iconic wildlife.
TAHLTAN TERRITORY IS HOME TO:

Ȗ Approximately 53% of BC’s exploration activities by expenditure, 14% of Canada’s and 3% of the world;
Ȗ Annual exploration expenditures on projects is currently estimated at approximately $295 million, with production values for active mines estimated to be approximately $1 05 billion .
Now, we have a say in decisions that matter for our people in accordance with our values and knowledge. We decide how to protect our culture, care for our lands, water, air, fish, and wildlife. We decide how to sustainably manage our natural resources and economic development in our territory.
TSI means Tahltans working together to transform how things are done. Through TSI, the rules are changing. And we are shaping the process.
The TSI will support the Tahltan Nation to assert selfdetermination and fulfill our inherent stewardship and caretaking responsibilities for our territory.
The preliminary vision is:
The TSI will help our Nation to plan for and manage our land, water, air, wildlife, and natural resources. It will ensure we take care of Tahltan Territory now and for future generations. By conserving wildlife, managing economic development, protecting our environment and relationship with the land (including culturally significant areas) and asserting jurisdiction over Tahltan Territory, we will advance our role in and refine shared decision-making processes.
The Tahltan Stewardship Initiative (TSI) is our opportunity for transformative change based on the recognition of Tahltan Title and Rights.

TSI is a forward-thinking approach to affirm and progress self-determination. The opportunity to further advance shared decision-making for land, water, air, wildlife, and natural resource decisions in Tahltan Territory has arisen from the Province of British Columbia’s Declaration on the Rights of Indigenous Peoples Act (DRIPA). This legislation intends to harmonize provincial laws with the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).
This means recognition of Tahltan free, prior, and informed consent regarding lands, water and natural resource use, the preservation of Tahltan culture, traditions and ceremonial practices, and the right for Tahltans to participate in decision-making matters which affect their rights.
The message from our Nation is clear: Tahltans have never ceded or surrendered our lands and continue to exercise our rights and jurisdiction over Tahltan Territory.
The TSI Team looks forward to progressing forward with the TSI project over the 2023 calendar year. We are excited to re-engage with Tahltan members for direction and input on topics such as the conservation of wildlife, management of economic development, protection of the environment, relationship to the land, and assertion of jurisdiction over Tahltan Territory.

Each of these projects and efforts has helped to advance the Nation and support our unified goals founded on principles of mutual respect, recognition, and reconciliation of Tahltan rights and title. Together, we work to protect the environment, safeguard our culture and heritage, ensure shared revenues and other benefits from sustainable development, and strengthen the well-being of our Tahltan Nation family.
April 7, 1987 – In history as well as in mythology, the Tahltan Indian people have always been acknowledged as the original inhabitants of the Stikine River Watershed in Northern British Columbia. Archaeological evidence has determined that the Tahltan people have continuously occupied this area for thousands for years, perhaps as many as 10,000. This is what is often referred to in poetic terms as “since time immemorial.”
The first white person to come into Tahltan country was Samuel Black who arrived in 1821 exploring for the Northwest Trading Company. Our people never met Black and so it wasn’t until 1838 when the second white person, Robert Campbell of the Hudson Bay Company, entered our territory that European contact with our people was first made.
Tahltans had an elaborate trading economy already established when the Hudson Bay Company first encountered our tribe. Although the Hudson Bay Company was very interested in immediately setting up a competing trading operation in Tahltan country, our people blocked them for approximately forty years so as to protect our own established trading economy. At that time Tahltans had an active commercial network based on our position as a middleman between the coastal trade and the tribes living north and east of Stikine country. We also traded our own fish and furs and other natural resources such as obsidian to all peoples who came into our country.
Tahltan people are very proud of our tradition of commercial enterprise and equally proud that we were able to protect our interests against the mighty Hudson Bay Company empire for those many years. It was not until the 1870’s Cassiar gold rush was in full swing that the Hudson Bay Company was able to open its first trading post in Tahltan traditional territory.
Even though our people have lost the monopoly position of business in our own country, we are still active on many business fronts. Our present tribal objective is to increase our participation in all business that develops within the borders of our tribal territory so that we can again enjoy a self-sustaining healthy and enterprising economy.
We wish to make it very clear that Tahltan people and the Tahltan Tribal Council are not inherently opposed to any specific type of business or resource development within our country. However, we do feel strongly that any development within our tribal territory must adhere to some basic principles that the Tahltan Tribal Council has developed.
We appreciated that most private developers “just want to conduct their business.” They do not want to have any discussions or participate in any actions that have overtones of aboriginal rights or native politics. We in one sense sympathize with that wish of developers because we, as businessmen, also experience frustration when politics begin to directly affect our business endeavors. However, the reality is that if our tribal objective of achieving substantial participation in business
development within our country is to be realized within a reasonable time, we must combine politics and business when dealing with developers wishing to establish themselves within Tahltan country. Developers will have to come to terms with this reality if they expect to function successfully within our territory.
Before a resource development project can commence within Tahltan tribal territory, it will be necessary for the developer and the Tahltan Tribal Council to enter into a project participation agreement that encompasses the following elements and basic principles:
1 assurance that the development will not pose a threat of irreparable environmental damage;
2 assurance that the development will not jeopardize, prejudice or otherwise compromise the outstanding Tahltan aboriginal rights claim;
3 assurance that the project will provide more positive than negative social impacts on Tahltan people;
4 provision for the widest possible opportunity for education and direct employment-related training for Tahltan people in connection with the project;
5 provision for the widest possible opportunity for employment opportunities for Tahltan people with respect to all phases of the development;
6 provision for substantial equity participation by Tahltans in the total project;
7 provision for the widest possible development of Tahltan business opportunities over which the developer may have control or influence;
8 provision of the developer to assist the Tahltans to accomplish the objectives stated above by providing financial and managerial assistance and advice where deemed necessary.
If resource developers and the Tahltan Tribal Council can reach agreement embracing the points noted above, then we believe that Tahltans, the developers and all other Canadians will enjoy equitable benefits from each resource development undertaken and there will be business harmony within Tahltan traditional tribal territory.

In August 2019, Newcrest acquired its 70% interest in, and operatorship of, the Red Chris Mine, located 80 km south of Dease Lake.
In March 2022, Newcrest acquired Pretium Resources, including 100% of the Brucejack Mine, located 65 km north of Stewart.
In June of 2022, Newcrest acquired the Railway, McBride, Todagin and Boomerang properties. The Railway and McBride properties are immediately to the north and Todagin to the south of Red Chris. The Boomerang Property is located approximately 150 km west of Red Chris.
Red Chris Mine – Red Chris is an operating open-pit gold and copper mine. In our 2022 fiscal year, the Red Chris Mine produced 21,000 tonnes of copper and 42,000 ounces of gold.
In October 2021, the Newcrest Board approved the Red Chris Block Cave Pre-Feasibility Study (PFS) to the Feasibility Stage. The PFS confirmed Newcrest’s original investment thesis of unlocking the underground portion of this Tier 1 deposit by leveraging Newcrest’s industry-leading block caving expertise and developing the asset to become a mainstay of Newcrest’s portfolio for decades to come. In 2022, Newcrest continued to progress the Block Cave Feasibility Study as well as the development of the exploration decline. It is noteworthy that installation of the surface infrastructure relating to the decline is substantially complete.
Brucejack Mine – In March 2022, Newcrest completed the acquisition of Pretium Resources, adding the highgrade Brucejack Mine to its portfolio. Brucejack is an operating underground gold and silver mine. Following the acquisition by Newcrest, the mine produced 114,000 ounces of gold during the 2022 fiscal year. A three-phase transformation program commenced during the period with a range of initiatives in progress to maximize the long-term potential and value of the Brucejack Mine and associated district. These initiatives include:
• Roll out of NewSafe and Critical Control Management programs to improve safety.
• A debottlenecking concept study investigating the potential to increase the process plant capacity to between 4,500 and 5,000 tonnes per day.
• Electrification of underground haul truck fleet.
• Capital Expenditure (CAPEX) program under way with construction of heavy-duty equipment shops and warehouse facility.
Exploration Programs – Newcrest enjoyed ongoing exploration success at Red Chris and Brucejack in 2022, with drill results continuing to support the potential for significant resource growth across.
Newcrest was not active on the GJ, Railway, McBride, Todagin or Boomerang properties in 2022.
Any successes or challenges you’d like to share?
Red Chris Mine Successes
Red Chris achieved its best safety performance on record during the quarter ended December 2022 with a total recordable injury frequency rate (TRIFR) of 1.72 recordable injuries per million hours, reflecting a continued focus on embedding the Critical Control Management process across all high-risk tasks and implementation of the NewSafe program across site.
Tailings Impoundment Area (TIA) construction completed lost time injury (LTI)-free, on budget and ahead of schedule in collaboration with TNDC and Pelly Construction.
On 25 February 2022, Newcrest received the final regulatory approval for the acquisition of Pretium Resources Inc. (Pretium), the owner of the Tier 1 Brucejack Mine, one of the highest-grade operating gold mines in the world. The acquisition was completed on March 9, 2022.
In October 2022, a team member from Newcrest’s contracting partner, Procon, was involved in an isolated fatal incident. Operations at Brucejack were
temporarily suspended as a result of the incident. During this time, Newcrest completed an extensive safety review across all activities at Brucejack to identify major hazards and corresponding critical controls to prevent all fatalities and life-changing injuries going forward. Additional control verification mechanisms have been established to ensure the critical controls are working effectively.
Regional Successes
Approximately $165,000 in activities and initiatives were funded through Newcrest’s Community Investment Fund across the local Tahltan Communities of Dease Lake, Telegraph Creek and Iskut, BC.
Number of employees working on your project(s)?
As of December 2022, there are 908 direct Newcrest employees at Brucejack and 733 at the Red Chris Mine. Additionally, approximately 200 to 250 contractors are on site at any given time.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
Cash flows from Newcrest’s operations are generally sufficient to fund our ongoing operations. In addition, Newcrest has designed its capital structure to seek to
have sufficient liquidity available to meet the group’s financial commitments. Newcrest has a range of debt facilities with external financiers including unsecured committed bilateral bank debt facilities and corporate unsecured senior notes (or ‘bonds’) and has structured these facilities to have varying maturities so that its refinancing obligations are staggered.
As a publicly listed company on the Australian Stock Exchange (ASX) and Toronto Stock Exchange (TSX), Newcrest’s shareholder composition is subject to regular change. Majority of our shares are held by investors in Australia and North America, with substantial but lesser holdings in the UK and the rest of Europe.
At present Newcrest Mining Limited has a market cap of $20.17 billion, as of January 31, 2022.
The 2023 fiscal year continues to be an investment year for Red Chris as the stripping program continues in the open pit and the Block Cave Feasibility Study progresses.
The drilling program at East Ridge continued to define the extent and continuity of higher-grade mineralization during the quarter. East Ridge is outside of Newcrest’s Mineral Resource estimate and recent results expand the vertical extent of the mineralization within an exploration target announced in 2022.
Development of the Block Cave exploration decline has advanced to 2,685 m as of January 18, 2023. Installation of the first ventilation raise bore is progressing in line with expectations.
The eighth and final Sandvik Z50 battery electric truck is due to arrive in Brucejack during the first quarter of 2023. In addition, Brucejack is expected to commence a trial of the battery electric load haul dump scoops in the same quarter.
Drilling continues at the Valley of the Kings deposit and surrounding area.
A debottlenecking concept study is underway to investigate Newcrest’s proposal to increase process plant capacity from the currently permitted rate of 3,800 tonnes per day to between 4,500 and 5,000 tonnes per day.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
In 2022 there was involvement and interaction with Tahltan Central Government (TCG) staff members from different departments, as well as Executive Committee members of the TCG.
• TCG’s Communications & External Relations Director, Ombrielle Neria, worked with Newcrest’s departments of Social Performance and Government Relations and the Project Advisory Committee (PAC) attendance. The two departments worked on various items together, including discussing engagement schedules for the TIA and Block Cave meetings and follow up materials, identifying engagement expectations, setting up tours at Red Chris Mine for Tahltan Leadership and TCG staff, setting a standard for how information is shared with the TCG.
• TCG’s Lands Director, Connor Pritty, worked with Newcrest’s Environment Department, Social Performance and Government Relations and PAC attendance.
• TCG’s Cultural & Heritage Director, Sandra Marion and Language Director, Pamela Labonte, worked with Newcrest’s Social Performance, on Cultural Awareness training development. The Cultural Director is working with the staff of Social Performance from Newcrest to communicate the ongoing development of the TCG’s Cultural Sensitivity training, of which Newcrest plans to use once available from the TCG.
• TCG’s Membership Director, Shannon Frank, worked with Newcrest’s Human Resources and Social Performance. The Membership Director has ongoing conversations and communication with the Human Resources (HR) Department of Red Chris Mine to verify membership of Tahltan and Associate members with respect to hiring.
• TCG’s Wildlife Department staff have met with Newcrest’s Environment Department.
• TCG’s Executive worked with Newcrest’s Chief Executive Officer (CEO), and Chief Operating Officer (COO), Board of Directors, Social Performance and Government Relations. TCG’s Executive have met with Newcrest’s Senior Leadership over the course of the year, as well as visited our operations in Cadia. This was trip was hosted by Newcrest personnel from Government Relations. Members of the TCG’s Executive Committee also attended a PAC meeting in November of 2022, as well as meeting the Newcrest Board of Directors in June of 2022 in Dease Lake, BC.
• TCG’s Executive Director met with the Impact Benefit and Co-Management Agreement (IBCA) PAC, Social Performance and Government Relations. The Executive Director of the TCG is an officially appointed member of the PAC for Red Chris Mine.
• TCG’s Education & Training Director, Cassandra Puckett, worked with Human Resources and Social Performance. The Education & Training Director has been involved with the Social Performance team as well as the HR team to discuss expectations and potential collaboration around training initiatives via the Impact, Benefit and Co-Management Agreement (IBCA) as well as early talks about the potential underground development workforce transition.
• TCG’s Employment & Business Director, Ann Ball, met with Newcrest’s Commercial Department, Human Resources, Social Performance, Mine General Manager (GM), and Government Relations. Weekly meetings occur with both departments. The Employment & Business Director has weekly meetings with the Red Chris Mine’s HR Team and the Commercial Team, to monitor progress on initiatives related to the IBCA, as well as discuss potential opportunities within the employment and contracting areas. There is also regular communication with the Government Relations Department.
As per the IBCA and the PAC there were two PAC meetings with various staff and Leadership from TCG as well as senior managers and regional leadership from Newcrest Mining participating. The PAC meetings were supplemented with numerous engagements of an Environmental Oversight Committee, Technical Block Cave subcommittee, and Social Cultural Committee. These committees included representatives from both TCG and Newcrest.

All of our contractors offer opportunities for local and Tahltan employment. We actively encourage contractors to engage local workforces and maintain this as a contractual requirement for our partners. In these cases, where Newcrest utilizes outside
contractors, there is a standard clause within our documents that specifically requests contractors to work with our Tahltan partners in the spirit of the IBA and put forward a Tahltan Participation Plan (in relation to jobs/careers) with their proposal for the work for our review and evaluation prior to the award of the work.
Anything else you would like to share with the Tahltan Nation?
On December 19, 2022, Newcrest announced the retirement of Managing Director and Chief Executive Officer (CEO) Sandeep Biswas and Newcrest’s Chief Financial Officer (CFO), Sherry Duhe assumed the role of Interim CEO. A global internal and external search for a new CEO is underway, with an appointment expected to be made in 2023. Sandeep remains available in an advisory capacity during the transition period, ahead of his retirement on March 18, 2023.
Dan O’Connell has been appointed Interim CFO. Dan is a senior executive with more than 20 years’ experience in finance, including more than a decade at Newcrest across accounting and finance, tax, business, and commercial performance, most recently as Newcrest Group Treasurer.
Chief Operating Officer (Americas) Craig Jones has assumed responsibility for all of Newcrest’s operations on an interim basis with Chief Operating Officer (Australasia) Phil Stephenson leaving Newcrest on December 31, 2022. To provide continuity and ongoing support alongside the management team, Peter Tomsett has increased his involvement in the business during the transition period.

Amarc’s Joy Project is located 310 km north of Mackenzie and 265 kilometers north-northeast of Smithers, in Northern BC. The initial mineral claims were acquired in 2017 with additional mineral claims being added in subsequent years.

During 2022, Amarc shared information and draft materials with the TCG for review and feedback. These materials included draft permit applications and supporting materials in advance of government consultation, press releases, and sharing information about planned exploration programs for the upcoming season.
TCG and Amarc also executed an Exploration Agreement in April 2022, which outlines protocols for engagement between the parties, as well as an approach for collaboration and achieving mutual benefit.

Amarc reached out primarily through Tahltan Hy-Tech Drilling Ltd., and in addition a Tahltan ore processing technician was hired accounting for approximately 25% of the those employed.

At the current time, the Joy Project is on care and maintenance over the winter months. Moving forwards in 2023 and into the summer field season, opportunities could potentially include, for example, ore processing technicians, Level 3 First Aid attendants, amp personnel, and expeditors.

The Thorn properties are located northwest of the prolific-metal-rich Golden Triangle, approximately 130 km southeast of the community of Atlin and 120 km north-northwest of Telegraph Creek. Brixton Metals Corporation acquired the Thorn Property in 2010 to 2012. In 2018 the land package expanded significantly through the Mineral Tiles Online (MTO) online-stacking claims. In 2022, the Terr, Tat, and Val properties were acquired from IMGM International Mining Canada Inc.

Drilling Highlights:
• Drilled preliminary exploration holes at the Metla copper-gold porphyry target;
• Expanded the Trapper Gold Target mineralization; with THN22-244 intercepting 253 of 1.40 g/t AU including 93 m of 3.22 g/t Au and 10 m of 10.77 g/t Au;
The 2022 exploration program at the Thorn Property included detailed structural mapping of the Camp Creek porphyry system and the Gold Trapper Zone, supported by 1,229-line-km of Airborne Magnetometer Survey flown covering a 107.6 km2 area. A total of 6,483 m were drilled in the Camp Creek Zone, 9,119 m in the Trapper Zone, 1,482 m in the Metla Zone, and 1,038 m in the Outlaw Zone. During drilling soil and rock geochemical sampling, reclamation of drill pads and further drill site clean-up also occurred.
• Extended the copper porphyry mineralization at the Camp Creek Target; with THN22-221 intercepting 234m of 0.57% CuEq within 582.44m of 0.45% CuEq within 779.65m of 0.37% CuEq.
Geochemistry Highlights:
• Collected and analyzed 498 rock samples and 1,133 soil samples with 14 rock samples > 10 g/t Au and 76 rock samples >1% Cu.

In the 2022 exploration season between 25 to 45 personnel (at peak season) worked at Brixton Metals Thorn Property. Brixton Metals hired seven First Nations personnel as employees, contractors, and subcontractors.

Each year funding comes from new and existing investors with the majority being Canadian, American, and European investors. BHP Group Limited, Eric Sprott, Ivanhoe Electric, Management, Crescat Portfolio Management LLC, US Global, and Rob McEwan own 38.82% of the company. The balance is retail and institutional investors. The market cap is $74.36 million as of January 2023.
Tentative plans and hopes for the 2023 season?
• Drill up to 20,000 m with a primary focus on Camp Creek CU-AU-AG-Mo Porphyry Target and the Trapper Gold Target.
• Conduct geophysical surveys over the Metla and South Target areas.
• Collect 2,000 to 2,500 soil-rock samples and geochemical modeling on new targets.

During the 2022 season, the Tahltan Central Government (TCG) and the Tahltan Nation Development Corporation (TNDC) assisted Brixton Metals with supplying Tahltan contractor information and bridging the communication between different TNDC partnerships. We held discussions with the Employment & Business Director, Ann Ball, regarding new and ongoing contracting opportunities and community engagement initiatives.

6.67% of First Nations personnel employed in the field self-identified as Tahltan members and 2.2% of the total workforce self-identified as Tahltan members.

Thorn Property 2023 current and future employment opportunities include camp maintenance workers, construction workers, equipment operators, geologists, engineers, drillers, drill helpers, mill workers, soil samplers, prospectors, core shack geotechnicians, drill pad builders, line-cutters, reclamation workers, core cutters, kitchen staff, support crew, and logistical support.

Canada Resurgence Developments (CRD) harvested roughly 50,000 m3 of logs in 2022, in a total of 14 cut blocks.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company?
Financing comes directly from the revenues generated from the previous year.
The forest operations have smaller budgets than what mineral exploration would usually have. CRD is 100% owned by Shangdong Coal Company.
Tentative plans and hopes for the 2023 season?
We will continue to harvest at low levels within the Tahltan Territory. Markets look very poor in 2023, therefore, harvest levels will remain low, just enough to keep people employed.

2022 was a good year for lumber prices that then translated in a good year for log price sales.
The Province of British Columbia announced the old growth deferral areas, of which the Tahltan have indicated they are not supporting.

We have one employee and two contractors who employ another 40 people.
The Tahltan Central Government (TCG) and CRD regularly communicate with regards to referrals to review harvesting operations and individual blocks.
The TCG were very helpful and flexible with communicating their intentions after the Government of BC announced the deferral of the old growth areas.
In 2022, how many Tahltans did you employ?
I do not believe any Tahltans were employed in 2022 by CRD contractors. The forestry sector has not attracted many Tahltan people due to the abundant mineral and exploration jobs available.

CRD contractors are always looking for good equipment operators for harvesting and road building.
Why should Tahltan members want to work for you?
The CRD contractors are good employers with long histories in BC, and multiple generations of family ownership. In the forestry industry these contractors would be considered very stable and good employees that provide good benefits to their employees.
Do you have any outside contractors working for you? If so, who are they? Who were the primary contractors you utilized? Do they offer employment opportunities to Tahltan members?
The contractors are Meraki Group and West Point Rail and Timber. These groups always have opportunities for equipment operators. My company, Fortec Consulting, is always looking for good employees to assist with engineering and assessments.

I always very much appreciate working with the Tahltan Heritage Resources Environmental Assessment Team (THREAT) team and the TCG. I have known Norm Maclean for almost 20 years now and enjoy speaking with him.
The Silvertip Mine is located approximately 23 km south of the Alaska Highway, about 320 km north of Dease Lake and 110 km south-west of Watson Lake. Coeur Silvertip acquired the property in October 2017.

Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company?
Our financing comes from our parent company, Coeur Mining, Inc., which is headquartered in Chicago and is a public company listed on the New York Stock Exchange. Coeur Silvertip is wholly owned by Coeur Mining, Inc., which in turn (being a public company) is owned by many types of shareholders, including members of the general public and institutional investors.
Tentative plans and hopes for the 2023 season?
Tentative plans for 2023 are to continue advanced underground exploration, and to continue to develop and enhance environmental management systems, and operating procedures and safety and environmental performance. We will continue to meet with the Environmental Technical Working Group, including Tahltan representatives. At these meetings we keep the Tahltan Nation up-to-date and work together on new permits required.
In February 2020, Coeur temporarily suspended mining and processing activities at Silvertip. Since then, we have been focused on three main activities: advanced exploration, environmental stewardship, and evaluating the potential restart and expansion of Silvertip. In 2022, we carried out underground and limited surface exploration programs. We continued to enhance our environmental management systems and operating procedures.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
Tahltan Central Government (TCG) personnel and departments were actively involved with Coeur Silvertip in 2022 in several ways:
• The Tahltan Lands Department participated in Silvertip Environmental Technical Working Group and the Silvertip Monitoring Committee meetings. These groups collaborate on Silvertip environmental and permitting matters;
• We regularly interacted with the Tahltan Employment & Business Department to discuss and share job opportunities;
• We shared procurement requests for proposals with the Tahltan Nation Development Corporation (TNDC) and TCG Director of Employment & Business;
• We shared employment opportunities with TCG’s Director of Employment & Business;
• We provided scholarship funding to the Tahltan Education & Training Department and collaborated to review scholarship applications.
• We donated to support Tahltan Youth attend Prospectors and Developers Association of Canada (PDAC) and Tahltan literacy camps; and
• We kept the Tahltan Joint Implementation Committee updated on Silvertip status.

Williams Gold Property is in British Columbia’s prolific “Golden Horseshoe”. The property is within the Toodoggone region and is approximately 130 km east of Iskut and 150 km southeast of Dease Lake. CopAur Minerals acquired the property in 2018.

New gold zone was discovered in drill hole WM22-02 that yielded 2.2 g/t gold over 50 m, including 10.5 m of 4.2 g/t gold terminating in mineralization.
Completed 1,428 m of diamond drilling on the GIC Target and drill pad reclamation.

In 2022, we had anywhere from 10 to 20 people on site at any given time.

Financing comes from the Toronto Stock Exchange and investors. The ownership is made up of all shareholders and our market cap is currently $26.7 million.

Prior to the 2023 exploration program, CopAur Minerals plans to update their Wildlife Management Plan and complete an Archaeological Overview Assessment, Reclamation Plan, and Terrain Assessment & ErosionSediment Control Plan. In spring 2023, CopAur Minerals anticipates having a helicopter access only drilling program based out of Hyland Post. We intend on having a larger program this upcoming season than we did in 2022 and hope to hire more Tahltan members.

The delay in receiving a permit to drill was a major setback for Copper Fox in 2022. Despite this, Copper Fox had a successful year on the ground completing mapping and drill core relogging and continued to advance exploration at the Eaglehead Project.

Eaglehead is a seasonal (June to September) exploration project. There are currently no employees on the project site, only contracted individuals or companies are hired during the summer.

The largest challenge of 2022 that Enduro Metals faced was staffing our exploration team. As a junior explorer working in a very seasonal environment, it is extremely difficult to find skilled and experienced workers.

Enduro Metals employs approximately 20 to 30 workers each summer for exploration activities.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
Public financing is the primary way Enduro Metals funds mineral exploration. It is a publicly traded company with many different shareholders. Our market cap is roughly $30 million.
A total of 10,888 m of diamond drilling was completed, primarily on the flagship target of Burgundy Ridge.
Geological mapping and rock sampling was used to advance other Greenfields targets on the property for potential future drilling.
The 2022 reclamation effort focused on a historic exploration camp which was left on the property in the early 2000s. Approximately 50% of reclamation of the historic camp has been completed with the remainder to be completed in 2023.
Enduro Metals is looking to complete another drilling campaign in 2023 at the Newmont Lake Project.
Burgundy Ridge will be the primary focus of drilling for 2023 in conjunction with geological mapping and geophysics to support satellite targets for potential future drill testing.

Enduro Metals works very closely with the Tahltan Central Government (TCG) in order to establish collective transparency in regard to mineral exploration in Tahltan Territory. Enduro Metals works closely with the TCG’s Communications & External Relations Director, Ombrielle Neria, to implement crucial agreements to allow for this transparency.

The two primary contractors Enduro Metals used outside of Tahltan related companies are HEG & Associates Exploration Services and Interior Helicopters.
HEG & Associates is a geological services company that provides innovative geological solutions for mineral exploration across Canada. HEG & Associates encourages Tahltans to enter the scientific field of geology and explore a career in mineral exploration. HEG & Associates worked with the TCG in 2022 to host a geological training seminar in Iskut and hopes to continue this effort in years to come.

2022 was a success for Eskay Mining Corporation. Nearly 30 km of drilling was completed. Safety practices were installed in the core shacks to optimize labour and reduce repetition of lifting core boxes.

John DeDecker is our only employee; however, we contracted out roughly 120 positions over the course of the season.

The majority of our financing comes from our investors who are mostly American and Canadian. Eskay Mining Corporation is a publicly traded company and our market cap is $135 million as of February 13, 2023.

In 2023, we are scaling back our drilling slightly and moving forward with a boots-on-the-ground geological approach to assessor Scarlet-Tarn and SIB-Lulu trends.

We met with the Tahltan Central Government (TCG) including members from the Lands Department including the Shared Engagement Record Coordinator (SER), the Communications & External Relations Department, and the Employment & Business Director during a site visit and following up on the season at the 2023 Association for Mineral Exploration (AME) Roundup in Vancouver.

All personnel on Eskay’s team, other than John DeDecker, are contractors. However, we worked closely with 24 Tahltan workers across a range of jobs including pad builders, geotechnicians, senior geotechnicians, core cutters, pad builders, heavy equipment operators, and camp management staff. Over 18% of our man-days were attributed to Tahltan workers.
What employment opportunities, now and in the future, are available to Tahltan members?
We prefer to bring on contractors over employees. However, we are always in need of geotechnicians, camp management, kitchen and cleaning staff, medics, expeditors, shuttlers, geologists, and more.

Sugar Property (acquired in 2020) and Rock and Roll Property (acquired in 2019) are located in the southwest edge of Tahltan Territory near the Iskut Valley.
During the 2022 exploration season, a total of twentyseven field days were spent on the Rock and Roll Property. This work revolved primarily around a 14.25line km IP survey across the two main targets that are emerging on the property. Subsequent to this survey, there was also continued surface exploration in the form of rock and soil sampling as well as geological mapping that took place. A total of 70 rocks and 128 soil samples were collected by contracted geologists. Two primary targets, the Heather target, and the Discovery target have emerged as the most prospective areas for future drilling if all goes as planned. Results from the IP survey at the Discovery zone have highlighted a 600-meter chargeability anomaly that resides directly below surfaced alteration and demonstrates a number of characteristics of a porphyry target.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
Etruscus Resources is a publicly traded company with no revenue stream and therefore raises money through private placements. When raising money, the investor base is primarily from Canada and the United States although European investors have also provided funds.

Any successes or challenges you’d like to share?
It was a very busy year in the Golden Triangle. In 2022, high snow loads delayed the program until later in the season, but the team was able to complete the work that had been planned and actually expand on the IP survey. Initial mapping results were encouraging and a total of 4.5-line km of IP were added.
Number of employees working on your project(s)?
Etruscus Resources has a total of four full time contracted staff although numbers grow during the exploration season to upwards of 15 people when including various contractors for geophysical, geological and drilling personnel.
Since Etruscus is a relatively new company, the majority is owned by people close to the company such as insiders and management. A number of investment funds have also participated in recent financings. Our market cap is $6 million.
In the 2023 season, Etruscus will look to focus on the two emerging targets at the Heather and the Discovery as well as prospect a number of other promising leads. The team will look to further expand the IP surveys completed at both the Heather and the Discovery zones and hopefully complete a first pass drill program to test both of these targets. This would involve approximately 2,000 m of drilling with a main focus on the emerging Zappa IP anomaly at the Discovery zone.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
Etruscus Resources has been involved with Tahltan Central Government (TCG) personnel for the past three years including work with the Lands Department regarding permitting as well as communication with Employment & Business Director, Ann Ball, regarding contract opportunities. In 2022, however, communication was somewhat limited due to a small program focused on early-stage exploration. Nonetheless, a site visit was made by Ann Ball, Sean Ducharme (Shared Engagement Records Coordinator), and Connor Pritty (Lands Director) and discussions were had about setting up pre-exploration meetings for 2023. Etruscus also makes an effort to communicate with the TCG on an annual basis at the Association for Mineral Exploration (AME) Roundup convention in Vancouver.
In 2022, how many Tahltans did you employ? What positions did they hold in your company and what percentage of Tahltans did you employ compared to others?
Etruscus does not actually have employees, but rather works with various contractors, a number of which are Tahltan affiliates. During the 2022 season, Wallace Thompson and MDS Enterprises provided Tahltan workers to work directly on site. MDS Enterprises was utilized for aiding in the IP geophysical survey and included five Tahltan employees that totalled 61 working days on the property. Wallace Thompson was also utilized in helping with labour and logistics at the core shack laydown area.
Of the total man days spent on property, 65 of the 184 total were Tahltan. This adds up to 35% of the man days worked on site being Tahltan hires.
What employment opportunities, now and in the future, are available to Tahltan members?
As the company grows, we will look to expand our work force. Opportunities for camp labour, geotechnical workers, as well as field assistants, will grow. Major contracts including camp accommodation, helicopters, and drilling will likely be with Tahltan-affiliated companies and this provides another opportunity for Tahltan members to engage with our company.
Etruscus Resources is a new and progressive company that is starting to establish itself in the Golden Triangle. We hope to expand our workforce and, therefore, provide more opportunities to share our exploration and geological knowledge with Tahltan members that would like to learn more about the mountains that make up the territory. Working directly in the field will also provide the opportunity to work in remote locations in low impact work environments that let people experience beautiful natural landscapes. All this while cultivating the excitement around exploration that includes searching for metals such as copper, gold, and silver.
Did you have any Tahltan contractors working for your company? What percentage of your contracting dollars went to Tahltan companies, including TNDC and their joint ventures?
Yes. Four of the seven contractors were Tahltan affiliates during the 2022 exploration program. Approximately 34% of the total dollars spend on the property was through Tahltan business.
Do you have any outside contractors working for you? If so, who are they? Who were the primary contractors you utilized? Do they offer employment opportunities to Tahltan members?
The two major outside contractors that worked with us this year included Aberdeen Helicopters, based out of Prince George, as well as Scott Geophysics, based out of Vancouver. Scott Geophysics was, however, great at integrating work with MDS Enterprises this year to provide opportunities for a number of local Tahltans to learn about geophysical surveys and work on the property. Aberdeen Helicopters is a relatively new company that may look to build a future partnership as their work in Tahltan Territory grows.
Anything else you would like to share with the Tahltan Nation?
As a company we would like to bring success to both Etruscus Resources as well as the Tahltan Nation through mineral exploration. We hope to build strong relationships with the TCG and provide steady communication about what we are doing and how we can incorporate local help.

Evergold has two properties in Tahltan Territory: Snoball, located 25 km north of Bob Quinn, and Golden Lion, located close to the eastern limits of Tahltan Territory, north of the Toodoggone River. Both properties were acquired in 2016.
Unfortunately, no activity took place on either property during 2022.
Any successes or challenges you’d like to share?
The junior exploration sector has faced very negative market conditions over the past year. Investor risk appetite and interest in our sector has largely evaporated and made it very difficult to raise the money required to do exploration. In consequence, we have been cautious with the deployment of capital.
Number of employees working on your project(s)?
We had no employees working on our projects in 2022, nor do we anticipate work on them in 2023.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
Our financing is entirely derived from the sale of company stock to investors. Presently, our ownership is about 13% held by management, and the remaining 87% by retail investors. Our market cap is presently about $4 million.
Due to the continuing very poor market conditions, at this juncture we do not anticipate any work on our properties in Tahltan Territory in the 2023 field season.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
Unfortunately, because we had no field programs on either of our two properties in 2022, we did not have any interaction with Tahltan Central Government (TCG) personnel and departments.

When our field programs are running, we offer the full spectrum of employment opportunities to Tahltans including: geologists, geotechnicians, prospectors, soil samplers, geophysical personnel, wildlife monitors environmental specialists, pad builders, drillers and driller helpers, carpenters, core cutters, camp manager, health and safety, general camp labour, cooks, and drivers.

Our company, its key personnel and its key contractors are well known in Tahltan Territory for being Tahltanfriendly. We go out of our way to hire locally, and our working environments are welcoming and friendly. We provide on-the-job training opportunities for those who wish to improve their skills credentials and perhaps move into new occupations.

The Galore Creek Project (GCP) is held in a 50:50 partnership between Teck Resources Limited (Teck) and Newmont Corporation (Newmont). The project is operated by Galore Creek Mining Corporation (GCMC). Both Teck and Newmont have other interests in Tahltan Territory.
Located in Tahltan Territory, approximately 85 km southwest of Telegraph Creek, the Galore Creek deposit was discovered in 1955. Teck’s interest in the project dates back to 1960s, when Cominco, one of Teck’s precursor companies, held an interest. In May 2007, Teck formed a 50:50 partnership with NovaGold. In July 2018, Newmont acquired NovaGold’s 50% interest in the project, forming a new Galore Creek Partnership between Teck and Newmont.
Any successes or challenges you’d like to share?
We are proud to have completed a successful and safe field program in 2022; and would like to express our gratitude for Tahltan support and involvement that went into making the season a success.
In 2022 Galore Creek expanded collaboration with Tahltans to include Wildlife Guardians participating in field Grizzly bear surveys and Tahltans participating in the onsite archaeological training, with one participant obtaining employment with Kleanza as an archaeological assistant.
We continued technical working sessions with the TCG Lands Department covering topics including tailings management and the approach to Tahltan assessment. Shared Tahltan perspectives and values guide Galore Creek’s project team in field work, data collection, and designing and conducting activities throughout the project.
Investment in an education bursary program established in 2006 that supports Tahltan educational objectives continued. The GCMC-Tahltan Bursary Program has awarded 179 individual bursaries
In 2022 Galore Creek continued to advance a prefeasibility study, planned to be completed in mid-2023. The 2022 field program consisted of re-logging drill core, completing environmental baseline and technical studies, and maintenance of equipment, facilities, and infrastructure. The main field program operated between May and September, with environmental baseline work continuing year-round.
to Tahltans. In 2021, the Ann M Ball Bursary was introduced to support emerging and existing Tahltan leaders making a positive impact in their community, including Westin Creyke, who was awarded in 2022.

During our main field program in 2022, we had between 60 and 80 employees working at two active camps. In 2023, we anticipate over 150 people during our main field season.

GCMC is funded by Teck and Newmont through the Galore Creek Partnership. The GCP is held in a 50:50 Partnership between Newmont and Teck and operated by GCMC. It is not publicly traded.
Tentative plans and hopes for the 2023 season?
The GCP team is preparing for a busy 2023 season as we complete the prefeasibility study and collect data in advance of the feasibility study planned to commence in late 2023. Site activities will include approximately 25,000 m of drilling to support resource development, geotechnical and metallurgical studies and complete surficial materials testing in the Galore Creek and Upper West More Valley. Baseline monitoring is ongoing throughout the year to support project design and the major regulatory process planned to be initiated in mid-2023 to assess and incorporate project changes.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
Galore Creek had eight Technical Working Sessions with representatives from the TCG’s Lands Department, Fisheries Department, Wildlife Department and the Tahltan Heritage Resources Environmental Assessment Team (THREAT), covering topics including environmental studies, tailings facility location and design, and water stewardship.
Our team also worked with Ann Ball, Director of Employment & Business in relation to activities on site; Sandra Marion, Director of Culture & Heritage, on archaeology; and Cassandra Puckett, Director of Education & Training, on bursary program implementation and administration. We coordinated with Events Manager, Roxanne Ball, and Communications & External Relations Director, Ombrielle Neria, to facilitate a breakfast for Tahltan Youth at the Prospectors and Developers Association of Canada (PDAC) conference in June.
In 2022, how many Tahltans did you employ? What positions did they hold in your company and what percentage of Tahltans did you employ compared to others?
In 2022, GCMC hired 35 Tahltan workers for the summer program as mechanics, fallers, line-cutters, catering and housekeeping staff, site and operations maintenance staff, general and environmental labourers, archaeological assistants, and environmental scientists. Senior roles held by Tahltans included two camp leads.
The summer program included 35 Tahltan workers on-site, and 214 non-Tahltan workers on rotation. Tahltans make up 14% of those on site on average over the season. The 2022 program had a total of 7,469 person days on site with a total of 1,594 Tahltan person days. In total, Tahltans worked 21% of all days worked.
What employment opportunities, now and in the future, are available to Tahltan members?
As the project continues, full and part-time employment will be available through Galore Creek and our service providers, including several Tahltan companies. We are looking to hire and develop talented Tahltans interested in sustainable and responsible mineral resource development in roles such as general management, project development, operations, technical, environmental, and sustainability.
We encourage our service providers to hire Tahltans for a range of positions, including in camp maintenance and site operations, heavy equipment operations, mechanical and environmental technicians, food services positions, labourers, and drill core technicians.

The Turnagain Nickel Project is located 65 km east of Dease Lake in eastern Tahltan Territory, near Turnagain River and Hard Creek. The first claims were staked in the 1950s; current management has controlled the project since 2004.
Any successes or challenges you’d like to share?
Challenges – Contractor, equipment and helicopter availability required that we start the season in late May, but we were unable to get authorization from the BC Government to use the Boulder Trail until mid-July.
Successes – Completed a joint venture partnership with Mitsubishi to advance the Turnagain Project and fully fund our prefeasibility study.
With support from the Tahltan Central Government (TCG) Lands Department, we have initiated the Tahltan Land Use and Occupancy Study and have signed a Tahltan Knowledge protocol.
Number of employees working on your project(s)?
Giga Metals has only a few year-round employees. During the 2022 field season, there were generally between 11 and 17 workers at camp from May to July (primarily contractors).
Continued wildlife and hydrological studies, 18 excavator test pits in support of waste and stockpile facility design and 415 m of sonic/HQ (five holes) with oriented core, packer tests, and vibrating wire piezometer installs in support of tailings storage facility design.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
Institutional and private investors from around the world have invested in Giga Metals Corporation. In 2022 Giga Metals created a joint venture subsidiary called Hard Creek Nickel Corp. Mitsubishi Corporation bought 15% of Hard Creek Nickel Corp. and the money they invested is being used to fund the prefeasibility study for the Turnagain Project.
There are approximately 98 million shares issued and outstanding, of which approximately 6% are controlled by management and insiders. The market cap is $32 million.
Tentative plans and hopes for the 2023 season?
In the 2023 season we hope to do the following:
• Continue and/or improve environmental baseline studies;
• Complete our prefeasibility study; and
• Continue archaeological investigations over the mine infrastructure area.
We do not currently expect the following activities to be funded in 2023, but they may be executed in 2023 if funding allows and suitable resources are available:
• Geotechnical drilling in support of pit, waste and stockpile, mill and tailings design; and
• Targeted resource drilling to convert remnant resources within the mine plan into reserves.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
We had help and guidance from the Employment & Business Director, Ann Ball, in connecting us with Tahltan businesses for contracts.
In 2022, how many Tahltans did you employ? What positions did they hold in your company and what percentage of Tahltans did you employ compared to others?
We did not directly employ any Tahltans in 2022. Our contractors employed three Tahltans in 2022 as pad builders and camp support. Approximately 7% of workers at Turnagain in 2022 were Tahltans.
What employment opportunities, now and in the future, are available to Tahltan members?
For the foreseeable future, most opportunities will be seasonal and at the Turnagain Project. They will include diamond and other drilling, heavy machinery, archaeological and environmental studies, and camp services. Opportunities are expected both directly with Giga Metals, and with contractors.

Yes. 45% of our spend in the territory went to Tahltan contractors.

Several engineering firms and other contractors do work periodically throughout the year. 2022 field season outside contractors included geotechnical engineering and helicopter services.
Anything else you would like to share with the Tahltan Nation?
With support from the TCG Lands Department, we have initiated the Tahltan Land Use and Occupancy Study and have signed a Tahltan Knowledge protocol. We look forward to undertaking this important work during 2023, including participating in community sessions.
We have current communication and opportunities sharing agreements with the TCG and we have been welcomed at community meetings in Dease Lake, Telegraph Creek, and Iskut, and have employed Tahltans wherever feasible. We have sponsored local community activities and contributed to disaster relief during the Telegraph Creek fire of 2018. We are committed to working co-operatively with the TCG to advance the project. We will continue to share relevant information as the project advances, and will always welcome Tahltan feedback.

We have one property (SNIP), located entirely in Tahltan Territory, in the Iskut River region in north-western BC. At the Golden Triangle, 100 to 200 km south of Iskut/ Dease Lake/Telegraph Creek and approximately 100 km north of Stewart.
In 2018, Hochschild entered into an agreement with Skeena, and in 2021, Hochschild started managing operations.
Any successes or challenges you’d like to share?
Camp Opening (January 2022): During 2022, there were challenges with opening up SNIP Camp. Arriving on site in late January 2022, there was two meters of snow on the ground around our camp site which had to be cleared all the way to the 300 portal.

The number of workers and employees and consultants of these companies numbered 223, which includes turnovers.
Hochschild Mining Canada employed six permanent, and four consulting P. Geologists and GITs, for a total of ten employees.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
The majority of Hochschild’s financing come from internal revenue from South America. Eduardo Hochschild owns 38.3% Black Rock owns 4.2%, Van Eck owns 3.3%, and there are 255 other shareholders, each owning less than 3%. We have a $702 million market capitalization.

Hochschild Mining Canada employed 42 Tahltans. They held positions as geotechnicians, environmental monitors, equipment operators, carpenters, labourers, kitchen staff and cleaners, as well as a wild manager position. Tahltan workers represented 17.8% of the entire workforce, keeping in mind many of the other workforce were only on site for one to three days. For workforce personnel on site greater than two weeks, Tahltans represented 19.4% of the workforce.
What employment opportunities, now and in the future, are available to Tahltan members?
Similar roles as to now, but if the project goes ahead, there may be opportunities working underground and in operations.

Kutcho is located approximately 120 km east of Dease Lake in the Liard mining division of Northern BC. The property was acquired by Desert Star Holdings Corp. in 2017, which changed its name to Kutcho Copper Corp. in 2018.
In 2022 Kutcho undertook the following main activities at the site:
• Wildlife baseline surveys;
• Hydrology, water quality, and hydrogeology surveys;
• Extraction of core from existing core boxes for analysis at a laboratory;
• Acquisition of new LiDAR and aerial imagery; and
• Site clean-up.

After discussion with the Tahltan Central Government (TCG) we were able to integrate our ungulate surveys with Tahltan surveys allowing a larger area to be covered, which is beneficial for both parties.

The majority of our financing comes from international investment. Kutcho is 100% self-owned and our market cap is $23.041 million.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
We had extensive discussions and several presentations to mainly the TCG Lands Department as follows:
• Discussions on use of Tahltan knowledge and socio-economic data;
• Presentation of Kutcho EA documentation for Tahltan review and contributions before submission to the BC Environmental Assessment Office (BC EAO);
• Submission of several wildlife and archaeology permit applications for Tahltan review;
• Monthly environment meetings with the TCG Lands Director and Wildlife Department representatives as appropriate and available;
• Monthly initial Impact Benefit Agreements (IBA) drafting and discussions; and
• Ongoing discussions and drafting of the Technical Agreement in support of the IBA.
In addition, Kutcho hosted Tahltan Youth at a dinner at the 2022 Round Up. Kutcho had either Kaska or TCG Guardians accompany and contribute to all wildlife field surveying.

In the initial planning and discussion around the IBA and Technical Agreement, several positions have been identified. These are updated annually or as needed on shorter time frames.

Any successes or challenges you’d like to share?
The company completed a limited drill campaign and successfully expanded the mineralization at the Terry porphyry copper discovery. In addition, several target areas located southeast of the Terry porphyry copper discovery were drill tested.
The field season was a success, however, COVID-19 impacted the summer field program. Positive cases were promptly identified and were isolated onsite until they tested negative.
A wildfire started from a lightning strike several km east of the camp which was spotted by our helicopter pilot. Libero sent four employees with two people from the Barrington River placer mine along with helicopter support to suppress the wildfire. The fire was successfully brought under control by the Libero team. Local phone lines were down during the fire, so messages were relayed from the camp satellite system to the BC Wildfire Services and others working in the area to coordinate the suppression of other fires near Telegraph Creek.
Libero was able to donate helicopter time to the Tahltan Cultural and Literacy Camp allowing kids to have an ariel view of the Three Sisters in the Stikine River.
Number of employees working on your project(s)?
There were 50 different people that worked on the project during the 2022 project with a camp size ranging between 10 to 20 people at a time. Currently, there are three people working on reports and planning for the 2023 season.
At Big Red 614 rock, 57 silt, 85 talus fine and 565 soil samples were collected on the property and a total of 2789.5 m of diamond core drilling was completed.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
The majority of our financing comes by way of private placements, which consist of non-brokered financing from retail and corporate investors. We have no debt instruments issued, so 100% of our financing is equity. Ownership is as follows:

Tentative plans and hopes for the 2023 season?
We are planning to complete a four to six week field program of geological mapping and surface sampling to locate the source of gold and copper mineralization on the property to support additional drilling the following year.

During 2022, company representatives met with several key members from the Tahltan Central Government (TCG) and the Tahltan Band Council.
Discussions and meetings were held with TCG and the Tahltan Band Council regarding Libero Copper’s work plans, employment opportunities, and to discuss Tahltan community concerns and sensitivities etc. We held several meetings with Ann Ball, Employment & Business Director of the TCG, in Zoom meetings and in person, and Ann visited the camp. We met with Chief Carmen McPhee (Chief of the Tahltan Band Council), and more.
Positive and transparent discussions and communications are ongoing.

There were 10 different Tahltan members working at the project during the 2022 field season. They held positions of field assistant, drill helper, cook, cook’s helper, first aid attendant, core cutter, as well as general helper with camp setup/takedown.
20% of contractors were Tahltan members, however, the availability of Tahltan members available for work was limited.
What employment opportunities, now and in the future, are available to Tahltan members?
For the coming season we have positions available for field assistants, field technicians, geologists, samplers, food services, expediting services, and people to assist with camp operations, etc.

We put up a sign for Teasha a photo which I submitted with this questionnaire, she seemed to thoroughly enjoy being able to be in nature. We flew her father into camp so that he could see the sign and where she spent her final days. It was a hard thing to deal with at camp as she became close with many people there. I personally spent a lot of time with her, and it was a bright point of my day to see her smile and laugh at my jokes.

The Kirkham Property, acquired in 2012 is located approximately 25 km south of Forest Kerr hydroelectric project and roughly 18 km southwest of the Eskay Creek road, which joins Highway 37 in the Tahltan Territory, northwest British Columbia.

Despite the rugged topography and challenging weather, combined with COVID-19 protocols, Metallis’ exploration team successfully completed their work.
One of our team members, Wallace Thompson, was a superstar this past season, completing all his tasks and took the next step in leadership.

We do not have employees, we hire contractors. The following contractors were used:

• P&R Pad Building: three people (zero Tahltans)

The 2022 exploration program at the Kirkham Property included detailed structural mapping of the Cliff porphyry system, supported by over 5,000 meters of drill core re-logging. A total of four drill holes comprising 1,980 m were drilled in the Cliff porphyry zone.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
Metallis Resources is a publicly traded company with no revenue stream and therefore needs to raise money through private placements. The investor base is primarily from North America with some investors from Europe. Management owns 18% of the company, friends and family own 16 % of the company, financial institutions own 6 % of the company, and public investors own 60 %. Our market cap is $6 million.
The plan for 2023 includes additional mapping, geochemical sampling, IP survey and drilling designed to explore the Cliff/Miles porphyry system as well as other regional targets throughout the Kirkham Property.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
Metallis has been involved with the Tahltan Central Government (TCG) personnel for the past six years, including work with the Lands Department regarding permitting. We established that we need to do a much better job in communicating with Ann Ball, Employment & Business Department Director. During Roundup 2023 we had a good meeting with Ann and her team and are going to be working together moving forward. Our 2022 program was not that big, hopefully this year will be better.
In 2022, how many Tahltans did you employ? What positions did they hold in your company and what percentage of Tahltans did you employ compared to others?
We had one Tahltan person work on our project. His name is Wallace Thompson. He was in charge of our core cutting and lift operator. We had one Tahltan employee out of our 17 employees accounting for 6% of the workforce.
Wallace Thompson worked the most man days and hours on our project.
What employment opportunities, now and in the future, are available to Tahltan members?
As our company grows, we expect to expand our work force. Opportunities for geotechnical workers, as well as field assistants and camp labour. Major contracts will be with Tahltan-affiliated companies, including accommodations drilling, pad building expediting, core cutting, and geotechnicians.

The Southmore Project, located 40 km northwest of Skeena Resources Eskay Project, 7 km south of the Galore Creek access road, and 30 km west of Highway 37. It was acquired in 2019.
Telegraph: The 2022 field season at Telegraph started in June. A small crew mobilized to brush out lines in preparation for a ground geophysical survey (Induced Polarization – IP). The IP survey was the main objective for the beginning of the season. Mapping, rock and soil sampling occurred concurrently. The crew was based out of Glenora and Telegraph Creek and flew in and out of the project area daily.
Southmore: Work at Southmore included follow up groundwork of significant magnetic anomaly identified in a 2021 airborne survey that resulted in the discovery of massive magnetite and base metal skarn.
The 2022 field season at Southmore consisted of a crew of five members.
The crew was based out of a camp at the Bob Quinn airstrip and flew in and out daily.
Proof of concept, magnetic anomaly is produced by a magnetite skarn (+/- copper and gold). The soil grid was designed and sampled to test the skarn target.
Any successes or challenges you’d like to share?
Both Telegraph and Southmore were technical successes, each project yielded favourable results.

At Telegraph our crew has been as small as four and as large as 20 (with a six person IP crew). The biggest crew to date at Southmore has been a five-person crew.

The majority of financing is derived from Canadian and American investors by way of private placements.
34% of the company is held by insiders, the balance of the shares is widely held. Our market cap is $9 million.
Mountain Boy would like to complete a meaningful drill program at the Telegraph Project in 2023. Ideally, the company would like to joint venture Southmore. Mountain Boy has identified several targets that warrant follow up.

Newmont has been 50/50 partners of the Galore Creek Project with Teck Resources since 2018. Saddle Project, located 6 km west of Iskut, was acquired in 2021, with the claim block expanding in 2022 after the acquisition of the North Rok, Coyote, and Castle claims from Questex. Heart Peaks, located 38km north-northeast of Sheslay, was acquired from Skeena in 2022.
Any successes or challenges you’d like to share?
Newmont appreciated having the opportunity in 2022 to take time to better understand the project area, continue environmental studies and the Tahltan Land Use Study and meet members of the Tahltan Central Government (TCG) as well as the broader Tahltan community. We also appreciated the opportunity to host the Tahltan Exploration & Industry Training (TEIT) event at Bear Paw Camp in April 2022. Newmont was able to support important causes in Tahltan Territory such as Tahltan culture and literacy camps, the Dease Lake Fishing Derby and the Dease Lake Trades Sampler.
In 2022 Newmont stayed committed to not drilling at the Saddle Project. Instead implemented a scaled back program that included:
Working with Tahltan ERM Environmental Management (TEEM) to further continue and initiate baseline studies in the project area.
• Working with the Tahltan Heritage Resources Environmental Assessment Team (THREAT), a Tahltan Land Use and Occupancy Study of the project area was completed.
• Held a community meeting in Iskut on September 13, 2022. Newmont halted all activities associated with the Saddle Project in Fall 2022 and does not plan to restart in 2023.

Free cash flow from operations funds our project development on a year-to-year basis due to the conservative planning assumptions we use to manage our projects. Newmont shares are traded on the New York Stock Exchange and owned by a variety of public and private investment funds in addition to retail investors. These investment funds make up nearly 85% of Newmont’s ownership with the other portion being owned by retail investors. As of January 30, 2023, Newmont’s market cap was $41.6 billion.

While Newmont is not actively exploring in Tahltan Territory, we still hold the land claims that comprise the Saddle Project and we are a 50/50 Joint Venture partner with Teck Resources on the Galore Creek Project.

In our contract with TEEM, there is a commitment to have a Tahltan field assistant supporting our work when possible. In 2022, TEEM subcontracted to Northern Labour Services, who provided field assistants from Iskut and Dease Lake to support our environmental fieldwork.

We are invested in the successful advancement of the Galore Creek Project through our 50/50 partnership with Teck Resources.

The Ball Creek Property is located to the south of Mount Edziza provincial park within Tahltan Territory. The eastern end of the property crosses Highway 37 near the Burrage Creek airstrip.
The property was acquired by Evrim (Orogen’s Canadian subsidiary) in 2015.
Orogen completed a small program at Ball Creek in 2022. Between July 20 and August 4, 2022, a field program of (1) geological mapping and (2) diamond drill core relogging was completed. The geological mapping comprised one day of traversing at the Main Zone. The drill core relogging comprised a total of 8,177 m in 26 drill holes.
Any successes or challenges you’d like to share?
Orogen attempted to vend Ball Creek to a new group called Invenir in 2022. This process was not successful. To fulfil assessment obligations Orogen completed a small program of drill core relogging and a single day of mapping.

Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
Orogen have royalty income from the Ermitaño Mine operated by First Majestic in Sonora, Mexico. We also run a profitable prospect generation business with income from partners based on option and sale agreements. Orogen are a publicly traded company. 62% of shares are owned by the retail market, 11% by Sprott Asset Mgmt., 4% by insiders, 7% by Global Strategic Mgmt. Inc, and 16% by Altius. Our market cap is roughly $90 million.
Orogen are working to vend the property to a potential partner in early 2023. We will provide details to the Tahltan Central Government (TCG) as soon as possible.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
Orogen signed communication and engagement agreements with the TCG in mid-2022. Initially a larger program had been planned by Invenir, which would have used TCG’s services, but Invenir were unable to secure the funding required to operate the program.

The 2022 program was very limited in scope and did not employ any Tahltans.
What employment opportunities, now and in the future, are available to Tahltan members?
Orogen are attempting to vend the Ball Creek project in early 2023. We will encourage the new operators to work with Tahltan groups moving forward.
Why should Tahltan members want to work for you?
Orogen are a safety focused prospect generator. We principally focus on project generation rather than operation. We focus on early-stage work but hope that through the sale or option of Ball Creek we will find partners able to provide opportunities for Tahltan members in 2023.

Yes. Klee Cho Aviation were provided helicopter support for the program. Approximately 12.5% of the program budget was spent on helicopter support.

Equity Exploration Consultants Ltd (200 Granville St#1238, Vancouver) supported Orogen during the 2022 field season. I believe Equity work with the Tahltan Nation.
Anything else you would like to share with the Tahltan Nation?
Orogen’s plans for vending the project to Invenir and a larger 2022 drilling program fell through due to financing difficulties. In the end, we completed only a very limited program to fulfil assessment obligations. We are working hard to vend the project to partners with the financial ability to actively explore the Ball Creek Project.
The BAM Property consists of ten mineral tenures that cover an area of over 8,100 ha located approximately 35 km west of Bob Quinn Lake. P2 Gold optioned BAM in July 2020, shortly after we formed our company, P2 Gold Inc.
P2 Gold established an exploration camp at BAM, and conducted mapping, sampling, geophysics and drilling at the property (13,958 m in 95 holes) during the season from June through September.
We anticipate roughly 50 individuals will be working on the BAM Project during the 2023 season.

Any successes or challenges you’d like to share?
The 2022 drill program at BAM was focused on finding the limits of the epithermal surface mineralization at the Monarch Gold Zone first discovered by P2 in 2020, and on generating data to aid in the interpretation of airborne and ground geophysical surveys. As a result of the exploration work completed in 2022, nearsurface gold mineralization has now been defined over a strike length of more than one kilometer in the Monarch Gold Zone and is open in all directions. The interpretation of the geophysical surveys suggests a feeder system for the near-surface gold mineralization and an associated porphyry at depth. The initial Mineral Resource Estimate for the near-surface mineralization at BAM’s Monarch Gold Zone was subsequently reported by P2 in January 2023 and comprises an Inferred Mineral Resource of 520,000 ounces of gold at a grade of 0.59 grams per tonne (see news release dated January 24, 2023).
P2 Gold (PGLD) is a TSX-Venture Exchange-listed company. We raise money by issuing shares through financings. Our investors are Canadian, American, and European. Management owns approximately 25% of the PGLD shares, Waterton (private equity firm) owns approximately 17%, and the remainder are owned by the public. Most of our shareholders are Canadian. Our market cap is $22 million (as of January 27, 2023).
We hope to follow-up on the results from the 2022 field season with an exploration program of approximately 14,000 m focused on testing the feeder zones of the Monarch Gold Zone and the porphyry system at depth, as well as expansion of the near-surface gold mineralization. We will also initiate the permitting process for an access road (the BAM Property is located less than 2 km from the Galore Creek access road, and presently access to the property is by helicopter only).
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
We engaged both with the Tahltan Central Government (TCG)’s Communications & External Relations and Employment & Business departments.

In 2022 we directly employed one Tahltan as part of the season’s contracted field staff at BAM which totalled ten persons.
The majority of the remaining workforce (required to operate the camp/ catering) were provided by Northern Labour Services, of which five out of 14 were Tahltan. Additionally, Northern Labour Services provided five individuals to work in our core warehouse based in Stewart.
A total of 60 individuals worked out of the BAM camp in 2022, of which 24 were employed by Tahltan entities (40% of total individuals).
For the ten field staff directly employed by P2, the total person days reflect 13% Tahltan and 87% non-Tahltan.
What employment opportunities, now and in the future, are available to Tahltan members?
We have employment opportunities for Tahltan geologists and camp support at BAM during our current, early exploration stage. If we have, in fact, made a significant gold discovery on the property, we would
plan to advance it quickly and offer considerably more employment opportunities with jobs related to advanced exploration, camp construction, and permitting.

P2’s senior management team previously founded Pretium Resources and established and operated the Brucejack Mine where many Tahltans were (are) employed. We believe those Tahltans who worked with us at the time experienced a respectful workplace where employees were treated well. It is our intention to grow P2 and advance BAM with the same principles.

Snip Project: Located by Bronson Camp and airstrip. An option agreement was signed with Barrick Gold in 2016 and we completed acquisition of the property in 2017. In 2021, Skeena entered an Option Agreement with Hochschild Mining PLC for the Snip Project. Skeena is proud of the continued success of its Tahltan Mentorship Program. The Company’s Tahltan Mentorship Program was created in 2020 to support the development of Tahltan students and recent graduates to become industry and community leaders. In addition to supporting the development of the participants’ technical and professional skills, the program also aims to facilitate their connection with Tahltan communities, culture, and governance. In 2022 the mentees presented to schools in Tahltan Territory three times, participated in Tahltan community events including Tahltan Fish Camp and the Tahltan
Skeena completed a feasibility study on the Eskay Creek Revitalization Project in September 2022. The company continues to progress on site activities for the project with the advancement of early works engineering in the first quarter of 2022. The project is in the Environmental Assessment process and entered the Process Planning phase in November 2022.

Skeena had 130 direct employees throughout 2022. Currently, approximately 13% of the direct employees at Skeena are Tahltan. During the winter season, work at the Eskay Creek site slowed to care and maintenance reducing the number of workers. Site activities will significantly increase in spring 2023.

Our investors are primarily in Canada, Europe, and the USA. We are listed on the Toronto Stock Exchange, the New York Stock Exchange, and the Frankfurt Stock Exchange.
Tentative plans and hopes for the 2023 season?
The company plans to commence earthworks construction, build an assay lab, continue site and road maintenance and make some general camp upgrades at the Eskay Creek site in 2023. In addition, Skeena is planning to update the Eskay Creek resource, continue regional exploration drilling programs and complete an updated feasibility study this year. The advancement of permitting and the environmental assessment will continue in 2023 for the Eskay Creek Revitalization Project.
Community engagement continues to be a priority in 2023. We plan to expand the Tahltan Mentorship Program and launch an Entrepreneurship Program. We also hope to finalize our Impact Benefit Agreement in 2023.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
Skeena worked closely with the TCG Lands Department and Tahltan Heritage Resources Assessment Team (THREAT) to ensure Tahltan requirements on our project design and environmental assessment are met. In June 2022, TCG and the provincial government signed the first-ever consent-based decision-making agreement for the Eskay Creek Revitalization Project. In August 2022, Skeena hosted a tour of the Eskay Creek site for TCG representatives. Finally, Impact Benefit Agreement (IBA) negotiations continued in 2022 involving various TCG departments and TNDC for input on the IBA contents.

In 2022, 68 Tahltans were employed at Skeena projects through direct employment or contractors, which provided 3,674 working days. Tahltans directly employed by Skeena held the following positions: VP Sustainability, Community Relations Director, Community
Relations Manager, Camp Administrator, Junior Project Engineer in Training, Environmental Technician, Camp Maintenance Technician, Geological Technician, Exploration Administrator, Core Cutter, Site Buyer, and Warehouse Technician. In 2022 Skeena employed 16 Tahltans directly, which was 12% of our total direct employment. 66% of the Tahltans employed at Skeena are in management or professional-track roles.

Skeena has the goal of providing employment opportunities to Tahltans in all areas and levels of the project. All current and future job opportunities are posted on the Tahltan OnTrack website.
Why should Tahltan members want to work for you?
During Eskay Creek’s historical operations, the project had 30 to 35% Tahltan employment. Skeena wants to build on this legacy and do even better.
Skeena has demonstrated that commitment by having Tahltans in senior management positions including the VP of Sustainability.
We look to engage Tahltans in our project and work together to create the best project possible. Many learning experiences exist in the process of exploring, designing, and permitting a mine, and we want to capture these opportunities for Tahltan professionals and entrepreneurs.
In 2020, we began our Mentorship Program where young Tahltan professionals can gain experience with Skeena in our various departments to help us execute this vision. We hope our project will provide opportunities, experience, and build on the foundations and legacy of Tahltan miners.

Yes, we have outside contractors working for us, including Rugged Edge Holdings (Smithers), BV Electric (Smithers) Silver King Helicopters (Smithers), Adapt Mountain Safety (Stewart), and Omenica Drilling (Burns Lake).
We encourage our contractors to connect with Tahltan companies and individuals by requiring them to demonstrate their partnerships and programs for Tahltan members in bid documents. Skeena considers the contractor’s record of past performance in all bid decisions. We also require contractors to track benefits to Tahltan members (employment, wages, subcontracts) and report these metrics to Skeena.

It was a smaller program in 2022 and targeted to determine the resource. Raising finances is always a challenge and limits the activities. We are very happy.

There are only three employees of TDG, all the rest are contractors.
Shasta / Baker: 5,070 m of drilling (21 drill holes) was completed at Shasta from July to October. We completed geological mapping and sampling of the historical sites.
Environmental monitoring and baseline data collection continued Oxide Peak – 1,021.5 m of drilling (two holes) at the Oxide Creek target. Environmental monitoring and compliance assurance also took place.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
The majority of our financing comes from private placements. TDG is a public company, and the shares are widely held. Our market cap is $28 million.

Baker:
• Combination of Reverse Circulation (RC) and diamond drilling to confirm historical resource, and test on and near mine extensions of mineral bearing geological structures.

• Diamond drilling to test areas of higher grade to add to the ongoing resource and test satellite areas for areas of resource addition.

Mets
• Diamond drilling and potentially bulk sampling historically disturbed mine workings/waste piles. Some of the historical mining at Mets suggested that the material that was excavated may have been ore-grade. Sampling pre-disturbed workings will help geologically understand the potential at Mets. Drilling will be a combination of the historical mining lease approval area, and the approved NoW (MX- 10000272, approved September 20, 2022).
Bot
• Diamond drilling to test potential at Bot, and increase geological understanding.
• Very limited drilling, one to five diamond drill holes as confirmatory sampling and geological data collection. Work will be conducted within the approved NoW (MX10000291, approved November 21, 2022).
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
We engaged Konaleen Drilling in 2022 and had an excellent working relationship. We are hoping to engage them again for 2023. Konaleen reported they had two Tahltans working for them on the TDG site. Longview Range supported our project building pads. They reported they had seven Tahltans working on the TDG site.

Indirectly TDG had nine Tahltan members working on our site. Tahltan was the most represented Nation on the site.
What employment opportunities, now and in the future, are available to Tahltan members?
Over the next few years, we will still continue to use more contractors on the TDG site. However, we will be looking to bring in some key personal slowly. Specifically, a seasonal environmental coordinator
and support to the VP of exploration (geology).

Schaft Creek Project is a joint venture (JV) between Teck Resources Limited (75%) and Copper Fox Metals Inc. (25%), with Teck being the operator. It is located 50 km southeast of Telegraph Creek. The JV was formed in 2013.
In 2022, 4,688 m of drilling was completed in 11 holes. To support this work, the Schaft Creek camp was fully opened for the first time since 2015. In addition to the drilling, environmental baseline studies were completed.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
Teck Resources Limited funds the project. Teck Resources Limited is a publicly traded company. The market cap is $30 billion.
Tentative plans and hopes for the 2023 season?
We are planning for approximately 9,000 m of geotechnical drilling on the project in 2023, supported with four drill rigs and plan to have the camp open from June to October.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
Any successes or challenges you’d like to share?
It was a challenging year to find contractors and workers on site, but we managed to achieve our program goals with no significant safety incidents. There was a fuel spill of approximately 160L at a drill rig that was fully cleaned up prior to the camp closing in October. We have communicated this to the Tahltan Central Government (TCG) Lands Director as well as the BC Government.

Yes. KICA provided camp catering, Bear Dog Aviation (Mustang) provided helicopters, Northern Labour Services (NLS) provided core cutters and camp labour, Norad provided pad building and camp management, RnS Services provided camp support, TEEM provided environmental sampling.
TLC provided telecommunications, Tuya Woodcraft supplied core boxes, and KEDA provided propane.
47% of contracting dollars went to Tahltan companies or partnerships.

Major Drilling provided drilling services, Sirius Medix provided on site Advanced Care Paramedics and support, Alkan Air provided charter flights to Bob Quinn, Century Wireline provided Geophysical downhole probes, Veritas Aviation provided aviation consulting support, Wood PLC provided environmental data interpretation, Airborne Imaging flew a LiDAR survey on the project, Bulkley Valley and Super A provided groceries to the camp, Driving Force provided truck rentals, and L&M Engineering provided engineering support.

The Ranch Gold Project is in the Toodoggone Region of Northern BC. Thesis Gold acquired the Ranch Gold Project in November 2020.
Any successes or challenges you’d like to share?
Drill successes in 2022 included up to 98% gold recovery from a number of different zones:
• At the Bonanza Zone, drill hole 21BNZDD010 returned 7.42 m core length of 49.14 g/t Au; including 4.40 m of 80.00 g/t Au; and,
• At the Ridge Zone, drill hole 21RDGDD009 returned 27.00 m core length of 6.78 g/t gold (Au) and 161.74 g/t silver (Ag), or 8.80 g/t gold equivalent (AuEq), including 10.00 m of 16.28 g/t Au and 179.96 g/t Ag or 18.53 g/t AuEq.
Other successes include approval of the Amended Mines Act Five-Year Exploration Permit to allow for road construction. Thesis Gold also received $24.5 million in Private Placement Financing, including Strategic Investment from Eric Sprott.
Some challenges included the inability to access the site by road, as access was limited to helicopter access
Thesis Gold conducted two mineral exploration programs in 2022 – one in March and April, and the other from July to October. Access to the 40-person exploration site was via helicopter, with road access re-established via the Ranch Road connector to the Lawyers Gold Project in late September, which provides road access from the town of Mackenzie.
Mineral exploration activities undertaken in 2022 included 183.8 line-km of ground magnetics and a soil sampling program covering approximately 20.5 km2. Roughly 40,000 m of exploration and expansion drilling was also completed in 2022. Environmental monitoring activities completed throughout the operating season included pre-clearing surveys, ongoing and monthly wildlife monitoring, environmental monitoring, and water sampling. Activities ceased in October 2022 for the season.

Thesis Gold is publicly traded and owned as TAU-TSXV. The majority of financing comes from US and Canadian equity funds. 25% is owned by senior management and the Board of Directors; 60% is held by US and Canadian equity funds; 15% is owned by high-net-worth individuals and retail. Our market cap is $50 million.
In 2023, Thesis Gold proposes to conduct additional mineral exploration activities, and will access the site seasonally (from June to October) via the Ranch Road for light and heavy-duty transportation to and from the Ranch Project to reduce air transport.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
In early 2022, Thesis reached out to the Lands Director at Tahltan Central Government (TCG) to discuss the Mines Act Permit Amendment Application for the Ranch Gold Project. The permit amendment application was approved in July 2022.
TCG was also engaged to participate in an archaeological study conducted at the Ranch Project in June 2022.
In 2022, how many Tahltans did you employ? What positions did they hold?
No direct employees, however, core boxes were supplied for the season by Tuya Woodcraft.
What employment opportunities, now and in the future, are available to Tahltan members?
Some contracting opportunities in 2022 include the following, however, the selected contractor would be dependent on availability, capacity, and proximity to the Ranch Gold Project:
• Core box supply;
• Core cutters, IP crew, and RC samplers;

• Road maintenance and bridge engineering services;
• Sample hauling to/from Prince George;
• Charter plane services; and
• First Aid.

Our collaboration with Ann Ball and the Tahltan Central Government (TCG) was a major success in that the majority (more than 60%) of Torr’s total 2022 workforce that assisted in our survey work were Tahltan Nation members. Through this initiative we were able to provide contracts for seven Tahltan businesses, providing local opportunities where

The total workforce numbered 27 for Torr over the 2022 survey program.
Where does the majority of your financing come from year to year? What’s the breakdown of who owns your company and what’s your company’s market cap?
The majority of our investors are Canadian as we are listed on the TSX Venture Exchange (TSXV). Approximately 40% is held by management, 30% institutional investors, and 30% retail investors. Our market cap is $3.6 million.
Torr hopes to receive its Mines Act permit in early 2023 in order to conduct a helicopter access only drill program following best practices and in accordance with Tahltan values. Should we receive the permit, work would be conducted overseen by Tahltan monitors with environmental and water protection protocols in place together with reclamation and archaeological chance find procedures. Work would also be halted within specified areas during the hunting season. Workers will stay at home or in local commercial accommodation in Dease Lake.
During the 2022 season, what involvement did TCG personnel and departments have with your company? If they were not involved, why not?
The company is proud that it reached out to the TCG at the earliest possible time after Torr became a publicly listed company in November 2021 and before filing any applications with the BC Government. Since January 5, 2022, Torr has been in regular communication with the TCG Communications & External Relations, Lands, Wildlife, and Employment & Business departments resulting in Communication and Engagement, Exploration, and Opportunity Agreements with the TCG. These agreements provide a framework for ongoing discussions and cooperation regarding Torr’s Latham Copper-Gold Project, as well as providing a clear process for sharing of information and constructive dialogue regarding Torr’s activities in Tahltan Territory. Torr also has ongoing discussions with the TCG Lands Department regarding the mineral exploration permit application for the proposed 2023 exploration program.
In 2022, how many Tahltans did you employ? What positions did they hold in your company and what percentage of Tahltans did you employ compared to others?
A total of 17 Tahltan Nation members were employed over the course of the 2022 survey program. Positions included assisting geological field crews, geophysical field crews, mobilization of field equipment, support, and kitchen staff.
Approximately 63% of the total workforce were Tahltan Nation members. Tahltans had the longest term of employment of any workers on the project, with support and kitchen staff remaining employed throughout the entire field season.
What employment opportunities, now and in the future, are available to Tahltan members?
Torr is currently reliant on the issuance of a Mines Act permit in order to start the next phase of early-stage exploration consisting of drilling on the Latham Project. This phase can typically last 10 to 15 years and as such, provide significantly more employment opportunities and local economic benefits than in 2022, with potential positions in 2023 including:
• Logistics coordinators
• Data collectors
• Support staff
• Core cutters
• Core geotechnicians
• Kitchen staff
The scope and scale of employment opportunities would also have the potential to expand should the project continue to develop.

Yes. Tahltan contractors include Wild Timber, Tuya Woodcraft, Northern Labour Services, Norad, Bandstra, Iskut Waste Management, MDS Enterprises. Approximately 30% of total expenditures for 2022 went to Tahltan companies.
Do you have any outside contractors working for you? If so, who are they? Who were the primary contractors you utilized? Do they offer employment opportunities to Tahltan members?
We contracted Apex Geoscience based out of Vancouver and Edmonton to manage the 2022 field program and conduct specialized geological consulting. In this role they actively collaborate with Tahltan business contractors.
We also contracted Scott Geophysics out of Vancouver for geophysical survey work. Torr was able to hire additional field assistants from Tahltan businesses to help with the geophysical survey.
As the 2022 program did not include drilling, Torr was unable to secure a helicopter company registered with the TCG. As a result, Torr used Tundra Helicopters, based in Dease Lake, to assist with intermittent survey work.

Torr’s corporate values include commitments to reflective practice and accountability, engaging in a process of continuous learning from your communities so that we may come to better understand your values and how we may adapt to them. Tudor Gold’s projects in Tahltan Territory include Treaty Creek and Eskay North. Treaty Creek is located just north of Newcrest’s Brucejack Lake Mine and northeast of Seabridge’s KSM project. Eskay North is located immediately north of Skeena Resources’ Eskay Creek mine development project. These properties were acquired in 2016.
Tudor Gold completed over 40,000 m of drilling, sampling, and mapping at Treaty Creek.

During peak drilling season at Treaty Creek, the Company directly employed approximately 20 people and another 60 people through contractors throughout the season.

The majority of our financing comes from equity investors in Canada, the USA, and Europe. A significant amount of the company shares are held by Tudor Holdings (22%) and a number company owned by Eric Sprott (17%). The remaining percentage of the company is held by funds and retail investors. Our market cap is $200 million.

Successes:

• Appointed Joe Ovsenek and Ken McNaughton to the company’s Advisory Board;

• Completed a spin out of the Crown and Electrum Properties into Goldstorm Metals and raised $3.9 million.
We hope to carry out another large drill program at Treaty Creek. The size of the program will likely be subject to financing in 2023.

We are in regular contact with Ann Ball in the Employment & Business Department for the Tahltan Central Government (TCG). Ann informs the company on potential Tahltan contractors available to assist Tudor Gold in meeting its goals to conduct business with Tahltans and advance Treaty Creek.
In 2022, how many Tahltans did you employ? What positions did they hold in your company and what percentage of Tahltans did you employ compared to others?
Through multiple contractors we estimate there are approximately 30 First Nations employees working on site at various times holding many different positions during the drill season. These positions include camp managers, equipment operators, camp cooks and helpers, camp carpenters, drill pad builders, and core cutters. In 2022 Tudor Gold’s contractors estimated approximately 10 Tahltans were working with them. We believe the number of Tahltans members working at Treaty Creek was similar in 2022 compared to 2021, however we mainly depend on our contractors, many of whom are also Tahltan members, to vet their employees.
What employment opportunities, now and in the future, are available to Tahltan members?
Tudor Gold directly employs geologists, geotechnical technicians, heavy equipment operators, first aid attendants, and mechanics. These positions are available to applicants from all backgrounds and hiring is based on the availability of the position and the skill of the applicant.
