Heat oven to 425 F.
In food processor, pulse mushrooms and shallot about 10 times until finely chopped. Do not overprocess.
Place same skillet used for roast over medium-high heat and heat remaining oil until hot. Add mushrooms and shallot; cook 4-6 minutes until tender and all liq uid is evaporated, stirring often. Add wine; cook 2-3 minutes until all liquid is evapo rated. Stir in mustard, thyme and remain ing pepper. Cook 2-3 minutes. Remove from skillet to medium bowl; cool.
Line rimmed baking sheet with alu minum foil and place in oven. On lightly floured cutting board, unfold pastry dough. Roll pastry out to 12-by-9-inch rectangle; lay dough with shortest edge toward you. Spread mushroom mixture onto pastry dough, leaving 1/2-inch bor der around edges. Place roast in center of mushrooms. Fold pastry dough neatly around roast, stretching dough if nec essary. Cut off excess pastry dough; press to seal overlapping edges.
Remove baking sheet from oven and dust lightly with flour. Place pastrywrapped roast, seam-side down, on bak
ing sheet. Cut four (2-inch) vents in top of pastry.
Bake 35-50 minutes, or until golden brown and instant-read thermometer inserted into center of roast registers 135 F for medium-rare or 150 F for medium.
Transfer roast to carving board. Let stand 10 minutes. Temperature will rise about 10 F to reach 145 F for medium-rare or 160F for medium.
Carve into slices and serve.

• 1 center-cut sirloin beef roast (about 3 pounds)

Seasoning:
• 2 teaspoons kosher salt
• 2 tablespoons fresh parsley, chopped
• 2 tablespoons fresh thyme, chopped

• 2 teaspoons coarsely ground mixed peppercorns
• (black, white, green and pink)
Preheat oven to 350 F.
Rub roast with olive oil.
To make seasoning: In small bowl, combine salt, parsley, thyme, garlic and mixed peppercorns; press evenly into beef roast.
Place roast in roasting pan or baking dish with wire rack in bottom. Bake 40-60 minutes. Remove roast when meat ther mometer registers 135 F for medium-rare or 150 F for medium.
Transfer roast to carving board; tent loosely with aluminum foil. Let stand 1015 minutes. Temperature will rise about 10
F to reach 145 F for medium-rare or 160 F for medium.
Carve roast into slices by cutting against grain.
Total time: 50 minutes

• 1 pound ground beef
• 1 cup fresh zucchini, grated
• 1 egg
• 1/2 teaspoon salt
• 1/4 teaspoon pepper
• 1 small yellow onion, diced 1/2 inch
• 2 red bell peppers, diced 1/2 inch
• 2 green bell peppers, diced 1/2 inch
• 12 skewers (6 inches)
Cranberry Barbecue Sauce:
• 1 can (16 ounces) whole berry cranberry sauce
• 3 tablespoons barbecue sauce
Preheat oven to 400 F.
In medium bowl, lightly mix ground beef, zucchini, egg, salt and pepper until thoroughly combined. Shape into 24 1inch meatballs. Alternately thread meat balls, onions, red peppers and green pep pers onto skewers. Place skewers on shallow-rimmed baking sheet.
Bake 22-25 minutes, or until instantread thermometer inserted into center of meatball registers 160 F.
To make cranberry barbecue sauce: In medium saucepan, combine cranberry sauce and barbecue sauce; simmer 5 minutes, or until flavors blend.
Drizzle sauce over skewers or serve as dipping sauce.
Like many Americans, when Will Seippel started to think about where he might want to live for retirement, Florida was at the top of his list. In 2021 Seippel, the founder of WorthPoint, the world’s largest pro vider of information about art, antiques and collectibles, bought a house in Cape Coral, Florida. When Hurricane Ian reached Florida on September 28, his new house was left standing — but waterlogged.
“We hadn’t had a hurricane down there of any severity for 100 years,” says Seippel. “And lo and behold, the second hur ricane season I’m down there, a hurricane comes, and the storm’s center is where I live. We had eight and a half hours of 100 mph-plus wind.”
The house remained intact, but wind and water saturated the walls, causing mold. The result ing damage will require the home to be gutted and rebuilt.
Seippel isn’t alone. According to FEMA, 40% of Americans live in a disaster zone or state. Add to this the fact that 80% of Americans file insurance claims caused by weather, to the tune of $152 billion a year.
As for the possessions in the house, Seippel says it’s ironic that he owns a company with a database “vault” that allows users to capture the items they own with images and text as evi dence for insurance.
“There are a few ways to lose your stuff in a natural disaster. They can be stolen, they can be washed out with the storm, or they can have water damage. If the water damage is not taken

Seippel has hundreds of col lectibles, art and other posses sions that were damaged in the storm. “I’m glad I had a photo of them and description in the vault, as concrete evidence for the insurance,” says Seippel.
Seippel offers his steps for preparing your house and the stuff in it in case disaster strikes.
According to Seippel, the steps include:
Step One: Do a walkthrough and create an inventory. Inventory your possessions by going through every closet, drawer, shed and garage. List each item, including clothing, accessories, electronics, appliances, furniture, decorations, linens, artwork, hobby items, collectibles and heirlooms.
notes. Once your list is made, go back over the items, take a pic ture of each article or group of objects, and any relevant notes, including make, model, serial number and dollar value if you know it. List the store and year purchased.
Step Three: Gather your docu ments. For larger purchases such as furniture, appliances, jewelry, art and collectibles, scan the documents and save them to a specific folder on your computer.
Step Four: Record a video. Go through and take a video of eve rything as further proof of your ownership and its condition.
Step Five: Compare your list to your current insurance policy and work with your agent to make sure you have the type of insur
what you own in the event of a disaster.
Step Six: Update your inventory. As you acquire new possessions, be sure to update your inventory record.

Over the past months, our City has been laser focused on Code Enforcement. There are many residents that understand we all have a shared responsibil ity in helping to maintain our properties and following the City and State Laws. Regrettably there are many that do not. We want to work to make our City a cleaner place and start with property maintenance.
There are basic rules that are simply common sense. Grass cutting, junk storage and trash removal are the easiest to under stand. Building maintenance can be a bit different, painting, dam aged roofs and broken windows still all fall under code. If prop erties are extensively deterio rated, they can fall under unsafe structures.
We have changed our past practice of always giving cour teous notices for all violations. We have heard from so many residents that they are fed up with neglected properties. Good Code Enforcement does not only help to clean up the City, but it preserves property values and improves quality of life. We also do not look at the process as a way to penalize owners but to acquire compliance.
We know some residents are not sure about the rules so we will still issue courtesy notices that allow residents time to respond but we have moved to a more aggressive enforcement model. Rather than posting a property and then waiting weeks for a cleanup or action to address the deficiency we are issuing civil citations. The main focus has been on illegal dump ing. We have added two officers that work directly with our sani tation division.
In a recent report, Code Compliance Official Mitch Posner shared the impacts of our new efforts. In the year to date for November 2021 we had 1926 complaints compared to this year 1731. The telling number is we had 752 civil citations issued this year compared to 299 last year. There were 565 resulting in
cases compared to 227. We still did have 254 courtesy notices issued. There was also an increase in lot maintenance cases and an increase in anony mous complaints. While there are less violations overall there is a more streamlined effective sys tem.
A Civil Citation is a ticket. Just like a moving violation, you can

While the City pays for the magistrate, he/she is an inde pendent judge that will rule on the case. I have heard com plaints that this process seems one sided, but it actually is not. The facts are presented by Staff and then individuals have their right to argue their case. The judge rules on the facts. It is hard to argue a citation where there are pictures and proof of vio
permitted now. Our cost for the services actually gets put on the property tax bill.
Illegal Dumping has always been an issue. There are no silver bullets. There needs to be vigi lance on the side of the city and residents alike. If you own a property and someone dumps trash on it is your responsibility sadly to clean it up. It will result in a civil citation and then you need to hire someone to come pick it up. The fines can run from $100 to $500 Dollars.

The 2022 MEI rated 506 municipalities of varying sizes drawn from every state in the nation. Municipalities were rated on criteria covering citywide nondiscrimination protections, policies for municipal employees, city services, law enforcement, and the city’s leadership on LGBTQ+ equality. This year, a recordbreaking 118 cities earned the highest score of 100. In addition to the 100 standard points, 22 flex points were also available for essential programs, protections, or benefits that were not easily attainable.

money. Unless, that is, you live in a city that’s notorious for pricey apartments. If you do, brace yourself: New data from shows that in the past year, those normally sky-high rents shot clear into the stratosphere.
“Nationwide, the median asking rent for an apartment in October was $1,655,” says Jonas Bordo, CEO and cofounder of Dwellsy. “In New York City, median apartment rent was $3,100. Several other cities including Boston and NaplesMarco Island, Florida, were not far behind. Even in Miami, the tenth-most-expensive city, October asking rent was $2,500.”
From October 2021 to October 2022, apartment rent
across the U.S. rose 12.2 percent — a number that is consistent with overall inflation levels.
“At first glance, 12.2 percent sounds like a lot—but median asking rent for all property types rose 28.6 percent year-overyear,” shares Bordo. “So although it may not feel like it — especially in pricier cities — apartment dwellers came out far ahead of their counterparts who rent single - family homes.”
Bordo believes that having hard data on which cities are most expensive for apartment dwellers is important for individuals and households who may be relocating, or who simply want to know how their city fits into the broader rental market.
“If you’re just browsing rental listings in various cities, it can be
nearly impossible to pick out developing trends and plan for the future,” he says. “It can also be tough to determine which prices are fair, especially since median asking rent can fluctuate significantly month-to-month.”
